A NUMBER OF NON-STATE UNIVERSITIES TO BE DEPRIVED OF LICENSES

YEREVAN, JANUARY 31, ARMENPRESS: In the first 10 days of February
the license committee of Armenia’s non-state higher educational
establishments will adopt a decision on which non-state universities
will be deprived of license. Head of the License Department of
the Armenian Ministry of Education and Science Movses Movsisyan
told Armenpress that now the employees of the department study
the conditions of the activity of non-state higher educational
establishments to clear up whether they correspond to the standards.

“As soon as the study results are clear, they will be discussed in
the license committee, and the final conclusion will be presented to
the Education and Science Minister,” he noted.

Mr. Movisisyan also noted that last August 7 non-state higher
educational establishments were fully deprived of license of activity,
and 6 – partially. “Now 55 non-state higher educational establishments
work in the republic,” the representative of the Armenian Ministry
of Education and Science said. According to him, now there is an
intention to unite several educational establishments.

YEREVAN, JANUARY 31, ARMENPRESS: The Republic of Armenia has
established diplomatic relations with over 150 countries. Press and
Information department of the Armenian Foreign Minister told Armenpress
that Armenia has embassies in 64 countries of the world.

Seven out of 64 embassies opened past year in Kuwait, Czechia,
Spain, Japan, Brazil, Iraq and Netherlands. Twenty seven countries
have embassies in Armenia, ambassadors of 54 countries are appointed
and accredited in Armenia but are seated in the territories of other
countries.

Armenia has 28 honorable consuls in the world, 24 offices of honorable
consuls and nine consulate establishments.

YEREVAN, JANUARY 31, ARMENPRESS: After the adoption of the Strategy on
Border Security and Integrated State Border Management of the Republic
of Armenia, an inter-institutional committee for the monitoring of the
intended programs’ process in accordance with the strategy principles
was established.

An official from the press office of the Secretary of the RA National
Security Council told Armenpress that during the committee’s first
session, held today, Secretary of the RA National Security Council
Arthur Baghdasaryan mentioned that the rise in the level of border
security, modernization of border infrastructures, integrated state
border management are of primary importance for the state.

‘Today we work in two main directions – with Russia for the
modernization of infrastructures and gates along the Iran-Turkey state
border and with the EU within the framework of the South Caucasus state
border management. We have already signed a corresponding protocol
with Russia and will soon start the implementation of the 2011-2015
plan. The visit of the delegation, headed by the RF border army
commander, to Armenia is expected March,’ Arthur Baghdasaryan said.

He added that the implementation of the program implies reduction of
corruption risks, as well as serious reforms in the management sphere.

7 state bodies deal with the state border. Arthur Baghdasaryan says
it is necessary to make clear the functions of the bodies and make
the process correspond to the European standards.

The schedule of the committee’s actions was adopted at the session. It
was decided to finish the drafting of the necessary documents early
March and start the process of infrastructure modernization March. EU
and UN experts are expected to be involved.

YEREVAN, JANUARY 31, ARMENPRESS: The annual conference of the Europe’s
civil service network will be conducted in Yerevan in fall. Head of the
RA Civil Service Council Manvel Badalyan said speaking to Armenpress
that the previous one was conducted in the capital of Ireland –
Dublin – where it was decided to hold the next conference in Armenia.

“It is an important achievement for us, a big honor, but first of
all a responsibility. We must undertake all the possible means for
getting prepared well,” Badalyan said.

Representatives of more than 20 countries will discuss different issues
relating to the system. Badalyan said by the end of the year the 10th
anniversary of adoption of law “About Civil Service” will be marked.

According to the initial information, besides the European countries,
representatives of the establishments from the CIS countries will
be invited.

YEREVAN, JANUARY 31, ARMENPRESS: Compared with 2009, the growth
of births in 2010 has made 1%. Forty-four thousand 810 births were
registered last year, 20 thousand 904 of which – girls.

Karine Kuyumjyan, head of the Census and Demography Division of the
National Statistical Service of Armenia, said today at a meeting with
journalists that parents have mainly called their daughters Mane,
Milena, Ani, Anahit, Elen and Nare. Narek, Davit, Gor, Erik and Arman
have been the preferable boy names 2010.

The speaker noted with pity that the growth tempo of births has
decreased in 2010. According to sociologist Aharon Adibekyan, the low
index of birth level says that the Armenian society is “growing old”.

According to him, if in the world the average index of births is 20
for 1000 people, in Armenia it is 14.

was held today at Komitas Chamber Music Hall. RA President Serzh
Sargsyan, RA Culture Minister Hasmik Poghosyan, as well as a number
of diplomats and artists were present at the evening. Minister Hasmik
Poghosyan said today at a meeting with journalists that the event is
traditional and has a summarizing role. ‘With such an event we present
to the spectator the last year’s achievements of our children, choirs
in republican and international youth contests,’ Hasmik Poghosyan said.

The Minister stressed the importance of the fact that the participants
of the evening will perform before the RA President and honored workers
of the sphere. ‘This is a very important approach. Our children must
present their activity to our best artists and follow the response of
the artists,’ the Minister added. Levon Chaushyan, honored worker of
art, composer, underscored the importance of such events and mentioned
that the evening is a good opportunity to gather all the persons,
who had achievements in various international contests in 2010,
on one stage.

‘2010 is a unique year for us, as the 20th anniversary of our state
will be marked. In this context, our artists have a lot of things to
do and say, and I think this meeting will promote the organization
of the anniversary,’ Levon Chaushyan said. ‘Razmik and Friends’
band, first prize winner of the ‘New Wave’ international youth music
festival, Vladmir Arzumanyan, winner of ‘Junior Eurovision’ contest,
‘Narekatsi’ folk ensemble, which performed successfully in 11 cities
of Europe and various provinces of Armenia, participated in the
‘Talents of Armenia 2010’ evening.

YEREVAN, JANUARY 31, ARMENPRESS: As of 2010 December 30, 223 loans
have been refunded within the framework of “Available Apartment for
Young Family”. An official from “Apartment to Young people” company
told Armenpress that 147 loans have been provided in Yerevan and 76
loans in RA provinces.

Certain changes have taken place within the framework of the standards
of making use of this program, particularly, for the hypothec loans
provided in provinces the state will subsidize the 4%; that is the
percent of the loan for debtor in Armenian provinces will make 6.5-7%.

The young families where at least one of the spouses is young and the
age of the other is not more than 35, and their aggregate age does not
exceed the 60, can be beneficiaries of the program. Beneficiaries must
have a sufficient level of revenue for fulfilling the loan commitments
they have assumed.

Mayor of Yerevan Karen Karapetyan assessed the highway traffic
of the streets, adjacent to vehicle markets of the municipality’s
transport department and the RA highway police, and the joint work
in the direction of elimination of traffic congestion, as well as
the regulation works of last week for open-air illegal trade by the
municipality’s trade and services department.

The Mayor mentioned that the efforts must be consecutive. An
official from the press and PR department of Yerevan Municipality
told Armenpress that the Mayor assigned to pay special attention
to the sanitary-hygienic conditions in markets. Spring is an active
period for trade. The Mayor underscored the necessity of a study of
the demand for organization of mini-markets. It was reported that
a new concept of transport management was mapped out in accordance
with the assignment of the Mayor.

Within the framework of assignments, the issue of planting of greenery
in Yerevan was touched upon as well. ‘A principally new approach to
the culture of planting of greenery in the capital must be taken,’ the
Mayor stated. It was reported that a program, intended for functional
greenery, is being drafted. According to the program, the parks of
Yerevan are intended to be secured with new trees and plants, which
will correspond to the local environmental conditions. As to the
education sphere, it was mentioned that a number of issues in public
schools need urgent solution. Subscription system will be invested
in the schools of the capital for the strengthening of pupil-cultural
establishment ties.

The Mayor emphasized the importance of reconstructing the ‘Kanaz’
cultural center and founding a cinema theater in that place. ‘The
‘Kanaz’ can become a social cinema, where tickets will not be sold
and where only patriotic and informative films will be presented,’
Karen Karapetyan said.

in South Sudan. The published preliminary results of the referendum,

right of every nation, Armenian Foreign Minister Edward Nalbandyan
told Armenpress commenting on the preliminary results of the referendum
held in South Sudan.

“Already 60 years, since the establishment of the UN, this choice
of the people of South Sudan is the freshest example of the victory
marsh of the right of self-determination, and a right way to solve the
existing problems that is absolutely welcomed by the international
community. We hope that by choosing the way of determining its own
destiny, through expression of its will, South Sudan will succeed in
