Co-Chairs, who arrived in the zone of the Karabakh issue, but did not
visit Karabakh, refused talking to reporters in Armenia and
Azerbaijan. However, judging by their meeting with the Minister of
Defense of Armenia Seyran Ohanyan, they did not talk about the basic
principles but about the prevention of possible hostilities.

Seyran Ohanyan complained that Azerbaijan is not withdrawing its
snipers from the first line, but uses them for provocations. One day
before this meeting, Tert.am, citing a source from the Defense
Ministry, informed that Azerbaijan bought a big batch of sniper
weapons and that in response, Armenia is getting ready for an
operation to neutralize the snipers.

On February 8, a report by the International Crisis Group was
released, in which, instead of the basic principles of the settlement,
the termination of escalation in the conflict zone was stressed.

ICG called on Russia, as a leading mediator, to stop arming the sides,
and `other superpowers should follow the limitations on arm supplies
recommended by OSCE and UN. OSCE should achieve enlargement of its
competences and number of its observers on the frontline’.

EU Special Representative for the South Caucasus Peter Semneby called
on February 10 in Wien to strengthen the ceasefire regime as well as
that the EU and other international organizations could actively
interact with Armenia, Georgia and Azerbaijan.

Former adviser of the first president of Armenia on security issues
Ashot Manucharyan thinks that no war will start if the sponsors of the
Minsk Group do not want. According to Armenian experts, the guilt for
the preservation and escalation of the current situation is on the
Minsk group co-chairing countries.

Dwelling on the possibilities of resumption of hostilities, these
countries do not undertake logical steps for prevention. Such steps
may be, above all, tough sanctions against Azerbaijan, which violates
not only the treaty on arms limitation, but also the fundamental
principle of international law – the use of force or threat of force.
If the international community imposes sanctions against Azerbaijan,
Baku militancy could be affected negatively.

But the main lever, which in the past 2 years was used more than once,
can be the recognition by the international community of the NKR
independence. The refusal to recognize gives hope to Azerbaijan and
provokes it to militant action. Why the mediator countries do not
recognize Nagorno-Karabakh, if they believe that `the status of
Karabakh should be determined during negotiations’ and, therefore,
they recognize its divisiveness from the territorial integrity of
Azerbaijan?

It is noteworthy that in the ICG report, as a tool of instruction for
prevention of escalation of the conflict, is an appeal to Armenia to
`soften its position in negotiations, particularly in terms of the
issue of determining the final status of Nagorno-Karabakh’. This means
that the international mediators have not only failed to take
sanctions against Azerbaijan, but also not willing even to persuade
Azerbaijan to go to the only `concession’ in respect of Karabakh –
agreement to a referendum. Moreover, they urged Armenia to yield in
this too.

The aforementioned position of the OSCE and other world superpowers
promotes military moods of Azerbaijan and leads to the growth of
number of victims from snipers shots. And the whole responsibility for
the death of these people is on the mediator countries.

Le virtuose du piano Vahan Mardirossian fera entendre son doigté
exceptionnel lundi 14 février, à 19 heures, à l’hôtel du Palais.

Ses deux concerts, donnés à la Gare du Midi de Biarritz, en 2008 et
2009, avaient marqué les foules. L’Arménien Vahan Mardirossian revient
lundi prochain, à l’hôtel du Palais, pour un récital de piano.
Programmé par l’association Agur Arménie, l’artiste interprétera des
Å`uvres classiques de Schumann et de Beethoven.

Actuellement chef principal de l’Orchestre de Caen et de l’Orchestre
national de chambre d’Arménie, Vahan Mardirossian, qui a commencé la
direction dès l’âge de 15 ans, se produit régulièrement dans les
principaux festivals et scènes d’Europe, d’Asie et d’Amérique. S’il a
réussi à s’imposer comme un des virtuoses du moment, c’est le fruit
d’un talent et d’un travail sans relâche.

Les touches d’un piano, il les caresse depuis qu’il a 7 ans. Age
auquel d’ailleurs il donne son premier récital ! Dès lors, il se
produit dans de nombreux pays de l’ex-URSS. C’est à 21 ans qu’il
commence sa formation au sein du prestigieux Conservatoire national
supérieur de musique, Ã Paris. Lorsqu’il en sort, en 1996, c’est avec
le premier prix de piano en poche. Pendant deux ans, il entre en cycle
de perfectionnement et enrichit sa formation en suivant des master
classes de très grands maîtres.

Il poursuit son bout de chemin en collaborant avec des artistes de
renom tels que Mstislav Rostropovitch, notamment pour la création d’un
concerto. Parallèlement, il commence à enregistrer des disques,
reprenant des pièces de Bach, Schubert, Brahms ou Haendel. Au
printemps 2010, un DVD de pièces qu’il dirige avec l’Orchestre de Caen
sort dans les bacs. Les Biarrots, eux, découvriront ou redécouvriront
Vahan Mardirossian en live.

Armen Movsisyan, Armenian Minister of Energy and Natural Resources,
publicized that the construction of a new hydro-power plan in the town
of Meghri will commence in 2011.

The minister stated, adding that the construction activities will last
about 5 years, “Land allotment and licensing activities are currently
under way. A great deal of work has to be done before launching the
construction. Building the plant appears to be the easiest part of
work.”

Under the funding of Iran the construction of project will start.
Initial 15 years after the plant functions it will be managed by an
Iranian firm, which will export its electricity production to Iran.
Later, it will be given to the Armenian side.

ARMENIA : Armenia to get 5 million loan from European investment bank
for subway reconstruction

Following the discussions about the ratification of the agreement with
European Investment Bank on the first stage of reconstruction of
Yerevan Subway, in the Armenian National Assembly, Deputy Finance
Minister Vardan Aramyan concluded that the bank would lend 5 million
to Armenia for reconstruction of the Yerevan Subway.

The loan will be under an agreement signed on August 10, 2010. This
loan will be extended at EURIBOR+0.75% interest rate for 15 years.

European Bank will provide another 5 million loan for Reconstruction.

Additionally 5 million loan has been guaranteed by Development and the
EU Neighborhood Investment Fund. The first stage of the reconstruction
implies enhancement of safety, repair of vehicles as well as recovery
of dilapidated rails, power-supplying facilities and pumping units,
said Aramyan.

The minister added that this reconstruction would enable the subway to
operate for other 30 or 40 years. Completion of the first stage of
Yerevan subway reconstruction is scheduled in 2012.

Armenian FM: No need to pour oil on fire

One should try not to pour oil on the fire before making evaluations
and predictions, Armenian Foreign Minister Edward Nalbandian said at a
press conference. He was commenting on a report by the International
Crisis Group on the Nagorno-Karabakh conflict, Armenia Today reported.

Nalbandian said the report’s authors present the document as an expert
opinion, and different experts may have different opinions on the same
subject. Meanwhile, he stressed that these opinions do not always
coincide with the real situation.

“Before giving any advice, assessment or predictions, one should try
not to add fuel to the fire. Regarding the Nagorno-Karabakh conflict,
above all, one must take into account the expert opinion of the OSCE
Minsk Group, which is familiar not only with the evolution of the
negotiation process, but also with the present state of affairs,”
Nalbandian said.

He stressed that, even from the point of expertise evaluations and
projections, above all, the opinion of the OSCE Minsk Group should be
listened to.

Another report by the International Crisis Group on the
Nagorno-Karabakh Conflict, “Azerbaijan and Armenia: To Prevent War,”
was published on the organization’s website on Feb. 8.

“The focus of the report is to explain what has deteriorated the
situation on the contact line in the past year,” Europe Program
Director of International Crisis Group Sabine Freizer told Trend
earlier.

The report is based on the group’s research in Azerbaijan and Armenia.
The group has been working on this report for four months.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Festival in Bologna, Italy. After six rounds, the Armenian chess
player has 5 points, and among 102 participants of the event she shares
2-5-th places with GMs Dreev (Russia), Delchev (Bulgaria), and Salvador
(Philippines). GM Alberto (Luxemburg) is leading with 5.5 points.

Danielian beat, in particular, GMs Godena (Italy), I. Sokolov
(Netherlands), and drew with Dreev and Delchev.

Three rounds are still ahead, armchess.am reports.

YEREVAN, FEBRUARY 11, ARMENPRESS: About the 80 have been chosen from
400 applications for the traditional exhibition-contest organized
on the initiative of the Armenian Artists’ Union. Co-chair of the
union Ghazar Mirzoyan told Armenpress that the selected works will
not only be exhibited and deserve awards, but will also be published
in a separate book.

“The thematic is the Love for the God, homeland and beloved. The
choice of the genre and form of the work is free – decorative art,
sculpture, painting and graphic work,” he said. According to Ghazar
Mirzoyan, the works occupied the 1-3rd places will be awarded with 100,
75 and 50 thousand drams respectively. They will be in 4 nominations –
“The Best Graphic Work”, “The Best Painting”, “The Best Decorative Art”
and “The Best Sculpture”.

Another exhibition dedicated to Lovers’ Day is intended on the
initiative of Armenian Artists Union, for which 450-500 applications
have already been submitted. “We cannot exhibit all the works, and
that is why we will select the best ones. This exhibition is not
competitive and is intended for amateur artists,” Mr. Mirzoyan said.

YEREVAN, FEBRUARY 11, ARMENPRESS: The Armenian and Ukrainian Foreign
Affairs Ministers discussed a number of issues of bilateral interest,
Edward Nalbandyan stated at the press conference held after the
meeting with Ukrainian Foreign Minister Konstantyn Hryshchenko,
adding that during the meeting the positive dynamics registered in
Armenian-Ukrainian relations in 2010 was pointed out.

“It was noted that there is a bilateral wish and all the opportunities
to elevate the cooperation of our countries to a higher level,”
the Minister said. According to him, two documents have been signed
as a result of the meeting – the Armenian-Ukrainian Cooperation
Program for 2011-212 and the Memorandum on Cooperation between the
RA Foreign Ministry Diplomatic School and Ukrainian Foreign Ministry
Diplomatic Academy. The Foreign Ministers also discussed concrete
issues concerning the cooperation of the two countries within
international organizations.

The Armenian Foreign Minister said that regional issues were discussed
as well, particularly, on the situation created in South Caucasus.

Edward Nalbandyan noted that they thoroughly referred to the
commercial and industrial relations of the two countries and pointed
out the actuality of the actions planned within the framework of
the Intergovernmental Commission for Economic Cooperation of the
two countries.

“There are 70 agreements signed between our states. We have come
to an agreement to sign a number of interstate and interregional
agreements,” the Minister stressed, adding that Armenian President
Serzh Sargsyan’s visit to Ukraine is scheduled for the first half
of 2011. “There is a wide field of cooperation for development of
relations of the two countries, in that regard we agreed to implement
regular consultations between the foreign political departments of
the two countries,” Mr. Nalbandyan noted.

According to Foreign Affairs Minister Konstantyn Hryshchenko,
a friendly and trustful atmosphere has been developed between the
foreign political departments of the two countries, and its proof
is the third meeting of the Foreign Ministers of the two countries
during the recent months.

“It is the first time during the last 20 years that I am in Armenia and
what I have seen in this period shows that the country is developing
in a trustful manner and the voice of Armenia sounds at international
level in an authoritative way,” Konstantyn Hryshchenko stressed, adding
that the opinions the Ministers exchanged both on international and
bilateral relations, will serve for registering practical results both
in economic sphere and in missionary forums related to cooperation.

The report of the International Crisis Group on Nagorno-Karabakh is
at least strange, MP from “Heritage” party Larisa Alaverdyan told
Armenian News-NEWS.am.

According to her, the report indicates the failure of Armenia’s
passive and antinational diplomacy. “Yerevan should realize the world
community takes silence as a sign of agreement. It is time to refuse
such tactics,” she stressed.

International Crisis Group issued a report “Armenia and Azerbaijan:
Preventing War”. on the current status of Nagorno-Karabakh conflict.

The document criticizes the Armenian side, which allegedly occupied
16% of Azerbaijan’s territory.

According to the authors of the document, the status-quo in the
Karabakh conflict zone is against the interests of the Azerbaijani
side. “Armenia should stop sending regular army conscripts to serve
in Nagorno-Karabakh. Armenia and the de facto Nagorno-Karabakh
authorities should cease supporting activities that make the status
quo more intolerable for Azerbaijan and thus use of force seem a
more attractive option for its leaders and public, such as settling
Armenians in occupied Azerbaijani territories, renaming previously
Azerbaijani majority towns and undertaking unilateral archaeological
excavations,” the document says.
