(Noyan Tapan – 25.02.2011) On February 25, 2011 Samvel Nikoyan,
Deputy Chairman of the National Assembly and Board President of
the State Engineering University of Armenia (SEUA), Armen Ashotyan,
Minister of Education and Science and Vostanik Marukhyan, SEUA Rector
paid an official visit to Synopsys Armenia.

Guests visited SEUA “Microelectronic Circuits and Systems” Interfaculty
Chair located in Synopsys Armenia Educational Department, and had a
tour in Synopsys Armenia R&D Center.

Synopsys Armenia Director Hovik Musayelyan presented company’s
activities and achievements. Vazgen Melikyan, Director of Synopsys
Armenia Educational Department presented the results of the successful
cooperation with SEUA.

“ARTSAKH: FROM KINGDOM TO REPUBLIC”

(Noyan Tapan – 25.02.2011) Yerevan-In the framework of the “Civil
Assembly of the Armenian Agenda” initiative, a roundtable discussion
was convened today at the National Citizens’ Initiative (NCI)
headquarters. The seminar, with the theme “Artsakh: from Kingdom to
Republic,” was devoted to the historical foundations of Karabagh’s
(Artsakh) statehood and the international legal grounds for the
declaration of the Mountainous Karabagh Republic (MKR).

Welcoming the audience with opening remarks, NCI coordinator Hovsep
Khurshudian noted that the genocide, which had started on 28 February
1988 in the Azerbaijani town of Sumgait and continued in that country
for the next two years, had demonstrated yet again the unquestionable
truth that, under the hegemony of official Baku, the safety of the
Armenians of Azerbaijan, including those Armenians who constitute the
majority of the population of the former Nagorno Karabagh Autonomous
Oblast (NKAO), cannot be guaranteed by any means.

With his report entitled “The Formation and Development of Statehood
in Artsakh: From Kingdom to Republic,” the day’s first speaker,
political scientist Stepan Hasan-Jalalian, stated that, still as part
of the ancient united Armenian kingdom, Artsakh had enjoyed certain
independent statehood whose structure, however, had changed in the
following centuries and in line with the changing conditions. But
according to Hasan-Jalalian, the daily life on that soil was organized
and regulated by the national authorities at all times. “The Artsakh
republic, which has formed in our times, is the objective result of the
historical and long-term process of the formation and development of
statehood in this territory. A statehood that is based on centuries-old
traditions and developed jurisprudence and is the main assurance for
the liveliness and development of Artsakh Armenians,” Hasan-Jalalian
maintained. His report was accompanied with the screening of excerpts
from the film “Vachagan Barepasht (the Pious): Artsakh’s First King,”
whose co-creator is Stepan Hasan-Jalalian.

In his intervention under the heading “The Impact of the UN
International Court’s Consultative Conclusion on the Legality of
Kosovo’s Declaration of Independence: What the Court’s Conclusion
Suggests from the Standpoint of the Settlement of the Key Issue
of Artsakh,” attorney Levon Gevorgian presented the most recent
international legal developments with respect to the concept of the
peoples’ right for self-determination and the prospects against the
backdrop of the Artsakh question. Gevorgian detailed the peculiarities
of the newly developing theory of “secession, as a means of legal
defense” and its link to the classic right of self-determination. The
speaker invited a particular attention to the UN International Court
of Justice’s consultative ruling “on Kosovo independence declaration’s
correspondence with the international law” and its legal merit.

Gevorgian also looked into the international legal matters concerning
the recognition of new state formations, and the legality of
recognition and its possible outcomes.

With a policy assessment on the topic “A Critical Analysis of
the Primary Functioning Concepts in the Settlement of the Key
Issue of Artsakh,” the next speaker, international law specialist
Andreas Ghukasian, spoke about the theses according to which MKR’s
declaration is in conformity with the legislation of the former
USSR and the criteria for independent statehood. Ghukasian also
presented the political and legal concepts existing in Azerbaijan
as to the formation of MKR, specifically in terms of “aggression”
and “occupation” by Armenia. The speaker underscored the principles
of the concept which the Organization for Security and Co-operation
in Europe (OSCE) has adopted in connection with the resolution of
the Mountainous Karabagh conflict; the respect of human rights; the
disregard for the exclusion of using, and threatening to use, force
to resolve the conflict; and the “Madrid Principles'” destructive
potential toward the settlement of the conflict. In conclusion,
Ghukasian shared his vision for an alternative resolution.

The remainder of the session was dedicated to an interesting exchange
of views and recommendations among those in attendance. Noteworthy
were interventions by Tigran Pashabezian of the “Ukht Ararati”
initiative; secretary Larisa Alaverdian of the Heritage Party’s
faction in parliament; eastern studies specialist Areg Bayandur;
sociologist Syuzanna Barseghian; political scientist Arman Sahakian;
and several others.

At the end of the roundtable, the participants received the DVDs
which feature “Artsakh’s First King: Vachagan Barepasht” and another
film by Stepan Hasan-Jalalian entitled “Hasan-Jalal-Dola: The Ruler
of the Rulers of Artsakh-Khachen.”

"Miasin" To Be Active This Year

The “Miasin” (Together) initiative will be more active in 2011,
leader of the youth movement Hakob Hakobyan said.

“Our movement intends to use the mechanism of public censure to fight a
number of vicious phenomena,” he said. “Miasin” will use also Internet
resources, particularly the amot.am website.

Hakob Hakobyan added that they do not have much to say on the political
field. As regards the elections, they will just hold a discussion on
“Elections processes and participation of youth.”

According to him, the Movement will maintain healthy relations with
all political forces.

Glendale Hills Sues Newspaper For Slander

The Glendale Hills construction company has taken the newspaper
Zhamanak to court, demanding that it issue a retraction of a story
appearing last August alleging that the company offered residents
“hush money” not to contact the press about a building collapse in
the Gyumri neighbourhood of Moush.

Glendale Hills had been given the state contract to construct apartment
building for area residents who had been left homeless due to the
1988 Spitak earthquake.

The paper had claimed that it had learnt that some residents had been
offered up to $1,000 to keep the collapse under wraps.

Glendale Hills legal rep Artur Mikayelyan has told Hetq that the
company considers the article in question to be slanderous and that
it will set a compensatory amount in the near future.

At today’s opening trial session at Kentron and Nork-Marash District
Court, the paper’s lawyer, Arsen Mesrobyan, asked for an adjournment
sating he had just been hired and needed more time to acquaint himself
with the case.

Judge Soukoyan granted the lawyer ten days.

According to our sources present at yesterday’s festivities jointly
celebrated by the three parties in the ruling government coalition,
President Serzh Sargsyan clearly stated that many in attendance would
have been facing a “hard time” if not for the fact that they recently
agreed to back his candidacy in the 2013 presidential elections.

President Sargsyan is said to have told the guests, members of the HHK,
BHK and OYK parties, that the coalition has successfully withstood
difficulties in the past and will do so again.

BHK leader Gagik Tsarukyan is said to have been “out of sorts” at
the festivities held at the Ojakh Restaurant. The burly politician
failed to make a congratulatory toast and never got up to dance with
the rest of the guys.

We spoke with Tsarukyan’s press secretary Khatchik Galstyan for some
clarification and were told that the party leader was away on vacation.

Meanwhile, Galoust Sahakyan, who heads the HHK parliamentary faction,
told Hetq that the festivities were held in a jovial atmosphere and
that nothing happened out of the ordinary.

He said that we shouldn’t listen to such rumours spread by people
who have an axe to grind.

First it was MP Tigran Arzakantsyan that decided to sue the newspaper
Yerkir. Now it seems that literature scholar Abgar Apinyan also has
a beef with the ARF news daily.

The paper reports that Apinyan believes they slandered him. Yerkir
says that they merely wrote an article regarding the fact that the
critic had met with Prime Minister Tigran Sargsyan and expressed a
desire to become the deputy minister of culture.

La visite qu’effectuera vendredi Nicolas Sarkozy en Turquie, en tant
que president du G20 et non comme president francais, n’est pas “a
la hauteur de l’amitie entre la France et la Turquie”, a regrette le
Premier ministre turc, Recep Tayyip Erdogan, dans un entretien a l’AFP.

“J’aimerais parler en toute franchise. Nous aurions aime accueillir
le president de la Republique francaise, mais vendredi ce n’est
pas en tant que president de la Republique francaise qu’il vient,
mais en tant que president du G20”, a declare M. Erdogan lors d’un
entretien mercredi tard dans la soiree.

“Je pense donc que ce n’est pas une visite a la hauteur de l’amitie
entre la France et la Turquie”, a-t-il declare.

“La Turquie et les relations franco-turques meritent bien plus que
cela”, a-t-il dit, rappelant les liens historiques des deux pays.

“Nous regrettons egalement que M. Sarkozy n’ait pas fait de visite en
Turquie depuis qu’il est en fonctions. Le president de la Republique de
Turquie est alle en France, et moi-meme, en tant que Premier ministre,
j’y suis alle”, a-t-il deplore.

La visite que doit effectuer vendredi le president Sarkozy en Turquie
sera “très courte”, seulement “cinq ou six heures”, avait regrette
la semaine dernière un diplomate turc de haut rang.

Le meme diplomate avait souhaite que les deux parties puissent lors
de cette visite evoquer d’autres thèmes que celui du G20.

M. Sarkozy s’oppose, avec l’Allemagne, a l’entree de la Turquie dans
l’Union europeenne.

Il est attendu a Ankara pour une “visite de travail”, dans le cadre
de ses fonctions de president en exercice du G20, organisation des
principaux pays riches et emergents, dont fait partie la Turquie.

ARMENIA: ICRC HELPS FAMILIES OF MISSING PERSONS RENOVATE THEIR HOUSES

Yerevan (ICRC) – Last month, the International Committee of the
Red Cross (ICRC) and the Fuller Centre for Housing Armenia, a local
non-governmental organization, launched a joint programme in Tavush
province, in north-eastern Armenia, aimed at helping the families
of persons who went missing in connection with the Nagorny Karabakh
conflict.

The families living in sub-standard housing are offered long-term,
interest-free payment-in-kind loans to repair and upgrade their
houses. In addition, they are provided with expert advice on
construction materials and technological options, and with guidance
in dealing with other practical matters once the renovation work is
under way.

“The fact that the families started rebuilding their houses in winter
proves that the programme we set up responds to a real need,” said
Aslan Bzhikhatlov, an ICRC delegate supervising the programme.

“Families of the missing persons are a particularly disadvantaged
group. That is why we decided to do what we could to help them better
cope with the terrible uncertainty they face in their daily lives.”

“This partnership is an opportunity for us to provide improved housing
for more families,” said Ashot Yeghiazaryan, board director of the
Fuller Centre for Housing Armenia. “I am sure that as a result of
our cooperation with the ICRC many families will have better homes
in which to raise their kids.”

For now, the programme is limited to Tavush, but the ICRC and the
Fuller Centre intend to extend it to other parts of the country during
the course of the year.

The ICRC has long supported the Armenian authorities in their efforts
to help the families of missing persons. It currently provides the
families with counselling and is working with a group of Armenian
experts who are drafting a law to protect the rights of missing
persons and their families.
