Armenian community of Russia’s Saint Petersburg marked 23 anniversary
of the Sumgait pogroms in Azerbaijan.

Memorial service was conducted in the church on Monday morning,
foreign office informed Armenian News-NEWS.am. A film about Sumgait
events was screened, while Armenian youth placed posters condemning
the Sumgait massacres in the Nevsky Avenue.

As a result of three-day long pogroms in the Azerbaijani city of
Sumgait dozens of Armenians were killed, many of them – burned alive
after beatings and torture, hundreds were wounded. Many women,
including under-age girls, were, raped. According to official
information, 26 Armenians were killed another 100 were seriously
injured.

Maternity Pay On Armenian Parliament`s Agenda

The Armenian Parliament has discussed the draft amendments to the
Law on Temporary Disability. The draft deals with maternity pays.

According to the draft, maternity pays will be calculated on the
basis of the highest average monthly salary, without any deductions
for weekends and holidays. Under the draft, the average monthly salary
is to be calculated on the basis of the salary for the last 12 months,
irrespective of whether the employer has or has not been changed.

However, if before taking her maternity leave, a woman has not worked
for the last 12 months her maternity pay is to be reduced.

In 2011, the price of Russian natural gas for Armenian consumers
will not go up. This agreement was reached during the St. Petersburg
meeting between the Presidents of Russia and Armenia on February 25.

Moreover, according to the special decree of the Armenian President,
the gas tariff will even go down for the vulnerable population of
Armenia. In December last year, Armros- Gazprom leadership stated
that gas for Armenia would go up from April 2011. Currently, Armenia
is paying USD 180 for 1000 q.m. of natural gas. In 2010, Belarus was
buying Russian gas from USD 187, Ukraine – USD 260 though in 2011
Gazprom plans to increase the price for Belarus up to USD 230 and up
to 290 for Ukraine.

Ogun Samast is facing his first hearing in a juvenile court.

A juvenile court in Istanbul began hearing a case Monday against
the alleged killer of Armenian-Turkish journalist Hrant Dink as
evidence emerged in the main case of a potential new witness to the
2007 slaying.

The hearing at the 14th Minors Court for Serious Crimes was the first
since the trial against alleged triggerman Ogun Samast was transferred
from an adult to juvenile court.

A wiretapped conversation revealed during a recent hearing into the
Ergenekon coup plot case meanwhile indicated that there were two
people next to Samast on the day of Dink’s assassination.

This witness was not listed in the scope of the Dink murder trial. It
has been claimed that Samast was not alone on the day of the killing,
but that has never been confirmed.

The Istanbul court decided Monday that Dink’s family members – his
wife, Rakel, daughters Delal and Sera, son Arat and brothers Hosrof and
Yervant Dink – as well as the newspaper he edited, weekly Agos, and
Birgun Publishing were also parties to the case, each represented by
their lawyers. The defendant’s lawyer argued that the “legal persons”
and people with no blood relation to Dink should not have been accepted
as parties to the case.

After Celal Unal, the chair of the juvenile court board, read a short
summary of the formal criminal charge, the defendant was asked whether
he had anything to say. “I made my defense four years ago. I repeat
the same [defense],” Samast said.

Dink family lawyer Fethiye Cetin told a group of journalists that his
relatives would no longer be following the case in the courts. “The
moves and course [of judgment] have been far from what justice
demands,” Cetin said, adding that the case has caused a lot of
suffering and inflamed public opinion.

Possible new witness

The claim of a possible new witness arose during the last hearing of
the second Ergenekon case on Feb. 25. While suspect retired Lt. Col.

Mustafa Dönmez was being cross-examined, he was asked about a
phone call in the indictment. Dönmez allegedly made a phone call
to Emin Gurses from EskiÅ~_ehir on the Dink murder as well as other
criminal offenses in the indictment. “They are conversations we made
on the matters of the country on the spur of the moment,” the retired
officer said.

Prosecutor Aykut Cenciz Engin reportedly arrived at the courthouse
in the early morning hours to do some inspections within the building.

The press has been taken within the courtroom only a while after the
case had started. Samast has reportedly asked judges for the number
of the case observers to be decreased, or for the hearing to be closed
to public, which has been strictly objected by Dink family.

The court board has reportedly referred to Samast as SSC, which is
the acronym for “minor dragged to crime” during the hearing.

The Istanbul court, where main suspect Ogun Samast had been on trial
for Dink’s murder together with another 20 suspects including Erhan
Tuncel and Yasin Hayal, ruled Oct. 25 that it did not have jurisdiction
to prosecute Samast because he was under the age of 18 at the time of
the murder. The unanimous decision was made under a recently changed on
minors’ legal status in adult courts. The change to what is commonly
known as the “stone-throwing children’s law” was meant to ease the
plight of juveniles charged under Turkey’s anti-terrorism laws.

Azerbaijan will go on with its militant rhetoric this year. But it
will only be mere verbal threats, Vladimir Zakharov, Director of the
Black Sea Institute of Political and Social Research, stated during
a Yerevan-Moscow spacebridge, Feb. 28.

Official Baku is unlikely to start large-scale military operations.

However, it will go on with sorties. Azerbaijan is reluctant to get an
image of aggressor before the international community. “Do not forget,
it borders on Iran, which has declared for a peaceful settlement of
the conflict,” the expert said.

The Sumgait massacre was organized to prevent the Nagorno-Karabakh
Armenians from expressing their will to withdraw from Azerbaijan and
join Armenia, Armenian Ambassador to Russia Oleg Yesayan stated at
a function in commemoration of the Sumgait massacre victims near the
Armenian Church of Surb Harutyun (Holy Resurrection), in Moscow, Feb.
28.

Attending the ceremony were Armenian Embassy staff, Prime
Minister of the Nagorno-Karabakh Republic (NKR) Ara Harutyunyan,
NKR Representation staff, members of local Armenian NGOs, students
and Armenians residing in Moscow. They laud a wreath at the khachkar
(cross-stone), commemorating the Sumgait massacre victims.

Head of the Novo-Nakhichevan diocese of the Armenian Apostolic Church,
Bishop Ezras Nersisyan spoke at the ceremony. He pointed out that the
events in Sumgait in 1988 are one of the tragic pages of the Armenian
people`s history. Armenians throughout the world will never forget
the tragedy.

Ambassador Oleg Yesayan pointed out that the tragic events must be
viewed as genocide, a continuation of the Great Genocide of 1915. The
Sumgait massacre was aimed at breaking the Armenian people`s will
for historical justice. “However, the Azerbaijani leaders failed to
dishearten Armenians and the Nagorno-Karabakh Republic is reality now,”
Ambassador Yesayan said.

The developments in the Middle East and Africa must be a signal
for the Armenian authorities, the former Armenian FM, Head of the
Civilitas Foundation Vartan Oskanian told journalists February 28. He
added that all the prerequisites for a situation similar to those
for developments in the Arab states are available in Armenia.

Among them are “poverty, corruption, unemployment, political monopoly.”

As regards the last factor, it is “power monopoly that is Armenia`s
major problem.”

Oskanian does not rule out that the Opposition represented by the
Armenian Revolutionary Federation Dashnakstutyun (ARF-D) and the
Heritage Party – both of which are in Parliament – as well as the
extra parliamentary Armenian National Congress (ANC) may counterbalance
the authorities provided they get stronger.

President Obama is to make decisions concerning U.S. policy on the
Armenian Genocide, said U.S. Ambassador to Armenia, replying to a
question when Obama will fulfill his campaign pledge and recognize
the Armenian Genocide.

Addressing the students of the Yerevan State University, Marie
Yovanovitch stressed the president makes decisions and determines U.S.

policy, therefore he will decide on the issue. Noting that all are
aware of president’s stance, she added Obama would decide what he
would say.

However, Ambassador Yovanovitch also noted the U.S. embassy will mark
Genocide Remembrance Day together with Armenian people.
