The opposition Armenian National Congress (ANC) continues its rally
outside Matenadaran.

The relatives of the people killed during the March 1, 2008
post-electoral turmoil have joined the protesters.

Some of them have delivered speeches.

“Not only the police but also the army was forced to battle with the
peaceful protesters on March 1, 2008,” said one of the protesters,
Alla Hovhannisyan.

“It’s three years now that the parents of those killed are sparing no
effort to have the circumstances of their children’s murder disclosed.

Having exhausted all the domestic resources, we are now turning to
the European Court of Human Rights,” she said, adding that a special
NGO has been set up provide assistance to the families of the deceased.

Addressing the crowd, head of the Armenian Pan-national Movement’s
political board, Aram Manukyan, called for supporting the relatives
of the victims.

“We’ll struggle until the end. We won’t sigh with relief unless we
shut this page down,” he said, stressing the importance of holding
all the organizers, perpetrators and perjurors of March 1, 2008
disorders accountable.

Armenia’s first president, currently leader of the opposition Armenian
National Congress (ANC) Levon Ter-Petrosyan has joined the big crowd
of protesters outside Matenadaran.

Ter-Petrosyan is accompanied by the leader of the People’s Party
of Armenia, Stepan Demirchyan, and the head of the Republic party,
Aram Sargsyan.

The rally has attracted a big crowd. Policemen have gathered on the
site with vehicles to patrol the people. The protesters are holding
up the flags of Armenia, as well as the photos of political prisoners.

Those on the frontlines are holding up the photos of the victims of
the March 1, 2008 tragedy.

ANC members David Shahnazaryan, leader of the Social-Democrat liberal
party Lyudmila Sargsyan, as well as representative of other parties
affiliated with ANC are on the demonstration podium.

ISTANBUL ARMENIANS DOCUMENT VIOLATIONS OF MINORITY RIGHTS IN TURKEY

Two recent documents from Istanbul shed new light on violations of
minority rights in Turkey. The authors of these reports make cautious,
yet accurate assessments of the problems facing the Armenian, Greek
and Jewish communities.

The first document, dated February 2011, is titled: “Report on
non-Muslim Minorities.” It is written by three well-known Istanbul
Armenians: Krikor Doshemeciyan, Yervant Ozuzun, and Murat Bebiroglu.

The authors~R stated aim is to seek solutions to the problems
of minority populations in Turkey, at a time when the government
is planning to revise the constitution to bolster its chances of
joining the European Union. Even though the writers do not indicate
as to whether their report has been submitted to Turkish officials,
the authorities undoubtedly are aware of its contents. It has been
posted in Turkish on the Istanbul-based hyetert.com website. The main
points of the report are presented below in translation:

The authors trace the difficulties facing the non-Muslim minorities to
the establishment of the Republic of Turkey in 1923 as a monolithic,
homogeneous state based on a single culture and religion. This policy
had serious consequences for the minorities, forcing them to flee or
be assimilated.

The non-Muslim minorities were viewed either as foreigners or internal
enemies of the state. One cannot find a single policeman or officer
who is a member of a minority group. The 1934 displacement of the
Jews of Thrace, the exorbitant 1942 Wealth Tax on minorities, and the
large-scale attacks on Greeks in Istanbul on Sept. 6-7, 1955, resulted
in the impoverishment of these communities and the devastation of
their culture. Such discriminatory policies and brutal attacks led to
a significant decrease in Turkey~Rs minority population from 350,000
in 1927 to 80,000 today, while the number of Turks increased six-fold.

The writers point out that the Turkish government has recently returned
a few of the properties belonging to minority institutions that were
confiscated starting in 1974. Due to contradictions and shortcomings
in the new law on minority foundations, the returned properties can
not be put to good use, because none of the communities are allowed
to repair them.

The government has further violated Articles 41 and 42 of the 1923
Lausanne Treaty which obligated Turkey to provide funding and
facilities to non-Muslim minorities for educational, religious,
and charitable purposes, and to protect their religious establishments.

Beyond the Lausanne Treaty, several provisions of UN conventions and
the European Convention on Human Rights are continuously violated by
the Turkish government.

One of the most serious problems facing these minorities is the
Turkish government~Rs non-recognition of the Armenian Patriarchate
and the Jewish Rabbinate as legal entities. The Greek Patriarchate
was finally recognized as a legal entity last year.

Another problem is the government~Rs appointment of Turkish Vice
Principals to oversee minority schools which causes deep mistrust. The
preparation of new teachers and clergymen has also become impossible
due to the closing down of religious seminaries by the Turkish state.

The writers of the report request that clergymen be allowed to teach
religion in minority schools, as they had done previously.

In conclusion, the authors urge the Turkish authorities to take into
account all of the foregoing legal issues when drafting a ~Sdemocratic
and modern~T constitution.

The second document is an interview conducted by Agounk Center’s Meline
Anoumyan with Archbishop Aram Ateshian, Vicar General of the Armenian
Patriarchate of Istanbul, as the Patriarchate is preparing to celebrate
its 550th anniversary. According to Abp. Ateshian, 67,000 Armenians
live in Istanbul, while another 3,000 reside in the country~Rs interior
— 500 in Ankara, 300 in Iskenderoun, 70 in Sepastia, 50 in Malatia,
and 20 families in Kharpert. In addition, the Vicar General revealed
that there are 100,000 Armenians in Turkey who fear disclosing their
true identity. This figure does not include the undocumented workers
from Armenia who are not allowed to get married and whose children
cannot be baptized by the Patriarchate due to their illegal status.

Abp. Ateshian is pleased that a few of the confiscated properties have
been returned to Armenian foundations in recent years. He disclosed
that there are 44 functioning Armenian Apostolic churches in Turkey —
37 in Istanbul, 3 in Iskenderoun, 2 in Dickranagerd, 1 in Mardin, and
1 in Gessaria. In addition, there are 12 Armenian schools associated
with the Patriarchate, and Armenian Catholics have 3 schools and
10 churches. A total of 3,000 Armenian Catholics and 1,000 Armenian
Protestants live in Turkey.

It is encouraging that after nine decades Armenian religious and lay
leaders in Istanbul have mustered enough courage to raise their voices
in defense of their violated civil rights!

EXPERT FORECASTS INCREASE IN NUMBER OF HERITAGE PARTY SUPPORTERS AT PARLIAMENTARY ELECTION

Analyst Anush Sedrakyan forecasts growth in the number of Heritage
party supporters during the upcoming parliamentary election.

Heritage is a party, which seeks contacts with the electorate itself
and looks for sources of alternative protest movements, Sedrakyan
told journalists.

According to her, the fact that the party lacks a bureaucratic
apparatus proves that it is not affiliated with and is not economically
supported by the authorities.

Expert for political and electoral technologies Armen Badalyan noted
for his part that Heritage is not a serious political force. According
to him, though Heritage is rather active in the parliament, however
the lack of territorial bodies will affect the party during the
upcoming elections.

Besides, the party’s being leader-oriented is disadvantageous, while
Raffi Hovannisian does not handle the role of the party’s leader
very well.

Senior fellow at Saint Petersburg State University Alexander
Sotnichenko said the U.S., EU and Russia do not offer certain scenarios
for the Karabakh conflict settlement, around which further dialogue
could be constructed.

According to him, the status quo is advantageous for everyone.

“It is important for Europe that there is not a real war between the
countries. The U.S. works with both Armenia and Azerbaijan, while
Moscow also has good relations with the two countries,” the Russian
expert said.

As for repetition of the Arab events in Armenia, Sotnichenko noted
that there are factors, which are against a similar scenario

“First, it should be noted that the Armenian elite has managed to
establish rotation recently. The same person does not rule the country
for 20-30 years, as is the case with Egypt, Libya or Tunisia. Second,
the Armenian people in any case will be united around the idea of
Karabakh’s protection from the potential Azerbaijani aggression. These
two factors will prevent similar developments in Armenia,” said
Sotnichenko.

The Russian expert added that any meetings between the Azerbaijani and
Armenian Presidents are already a breakthrough, Zerkalo Azerbaijani
paper quoted Sotnichenko as saying.

Leader of opposition Heritage party Raffi Hovannisian joined the rally
of the Armenian National Congress (ANC) currently held in Yerevan.

One of opposition leaders Aram Sargsyan urged the authorities to
release participants of the March events.

Leader of the People’s Party of Armenia Stepan Demirchyan noted for
his part that it would have been possible to avoid the March 1-2,
2008, events, if it were not for the falsified elections by the
authorities in 2004.

As a PanARMENIAN.Net correspondent reports from the scene, one of the
rally participants has almost lost consciousness. He has been given
medical aid.

Based on oppositional rally results, the Armenian National Congress
(ANC) adopted a statement demanding for resignation of the Prime
Minister, Deputy Prime Minister, the Police Chief and other
high-ranking officials of Armenia.

Among other demands are: creation of an international committee on
March 1-2, 2008 events, compensation for families of the victims of
the events indicated, removal of a ban on rallies at Victory Square,
solution of a number of social issues.

The opposition also demands normalization of Karabakh talks and NKR
involvement in negotiation process. ANC urges the international
community, specifically, the U.S. to stop supporting the “ruling
regime” of Armenia. According to the statement, ANC will negotiate the
possibility of the extraordinary elections within the next few months.

“It’s not a simple political statement, it’s a program for a national
struggle,” ANC leader Levon Ter-Petrossian stressed, announcing March
17 as the date of the next rally.

The normalisation of Armenia-Turkey relations could have been
beneficial not only for Turkey and Armenia, but for the whole region,
Armenian Foreign Minister stated.

As Edward Nalbandian noted in an interview with Der Standard Austrian
newspaper, all countries in the world supported this process, with
the exception of Azerbaijan.

When asked if the Turkish government pulled back from rapprochement
process for electoral reasons, he noted that Armenia has much more
reason to talk about preconditions.

Dwelling on the possibility to resume the process with Turkey,
Nalbandian named the ratification of Protocols without preconditions,
according to pacta sunt servanda principle, to be the only way.

“If you look for a reason to postpone the ratification you can always
find one,” the Foreign Minister said.
