SUREN ZOLYAN: NAGORNO KARABAKH SETTLEMENT IN POLITICAL FIELD

The settlement of the Nagorno Karabakh problem must be political,
not legal, Rector of V. Brusov State Linguistic University of Yerevan
Suren Zolyan told a news conference.

According to the expert, there are many examples of self-determination
of nations in the world recently, and the legal principle of
generalization is moving the settlement of the Nagorno Karabakh
problem to the political field.

“There is a paradoxical situation when OSCE Minsk Group Co-Chair
countries – U.S., Russia, and France recognize new countries,”
Zolyan said. “While new states are being established, we cannot say
unequivocally that this doesn’t relate to Karabakh.”

“ARAB SYNDROME” MAY HIT AZERBAIJAN – ZOLYAN

Azerbaijan is the target of the spread of the “Arab Syndrome” in the
South Caucasus, Rector of V. Brusov State Linguistic University of
Yerevan Suren Zolyan told a news conference.

“In the South Caucasus, only Azerbaijan may face this danger since
both Armenia and Georgia if not in the aspect of statehood then at
least in the aspect of culture are more stable than the countries of
the Middle East,” Zolyan said.

He noted that possible developments in Iran are actively discussed in
the West, and Azerbaijan tries to speculate on the Turkish-speaking
population of North Iran.

However, according to Zolyan, this may have the opposite result since
Azerbaijan faces many problems with violation of minority rights.

EXPERT: NO MAJOR EXPECTATIONS FROM SARGSYAN-ALIYEV MEETING

Head of Noravank Foundation Gagik Harutyunyan has no major expectations
from the tripartite meeting of Armenian, Russian and Azerbaijani
Presidents Serzh Sargsyan, Dmitry Medvedev and Ilham Aliyev to be
held in Sochi on March 5.

According to him, the sides are unlikely to adopt a declaration at
the meeting.

“Two countries in the South Caucasus have already called on to solve
conflicts through peaceful means,” Harutyunyan told reporters.

In expert’s words, Azerbaijan does President Ilham Aliyev’s bidding
when violating the ceasefire and making provocations.

Harutyunyan did not rule out the possibility that an agreement may
be reached in Sochi to stop Azerbaijan’s violations.

ELINA DANIELIAN KEEPS HER LEADING POSITION

Elina Danielian and Lilit Mkrtchian lost Round 8 of FIDE Grand Prix
in Doha. Elina Danielian lost to Humpy Koneru and Lilit Mkrtchian
lost to Nana Dzagnidze.

Elina Danielian has scored 6.5 points. Marie Sebag and Humpy Koneru
have scored 5.5 points each, Nana Dzagnidze 5 points, Pia Cramling
4.5 points, Maia Chiburdanidze and Martha Fierro 4 points each,
Lilit Mkrtchian 3 points, Batkhuyag Munguntuul, Zhu Chen, Xu Yuhua
and Antoaneta Stefanova 2.5 points each.

Elina Danielian will play with Martha Fierro and Lilit Mkrtchian with
Zhu Chen in Round 9 to be held today.

EDWARD NALBANDIAN: AZERBAIJAN PROPAGANDIZES WAR

Armenian Foreign Minister Edward Nalbandian delivered a speech at
the Diplomatic Academy in Vienna on March 2.

“Armenia talks about peace while Azerbaijan propagandizes war, we
propose reaching an agreement on non-use of force while Azerbaijan
rejects this proposal and takes pride in the increase in its military
budget,” Nalbandian stated.

“The international community calls on to reinforce ceasefire and
to withdraw snipers from the contact line while Azerbaijan violates
ceasefire hundreds of times over a week and carries out provocations
on the contact line. The international community declares that the
peaceful settlement has no alternative while Azerbaijan says that
peaceful settlement doesn’t mean non-use of force,” the Armenian
FM said.

E. Nalbandian called on the international organizations and countries
to support the efforts of OSCE Minsk Group co-chairs, to support
continuation of the talks in the format of the international mandate
in order to find a compromise solution.

According to the Minister, Yerevan has accepted as a basis for
negotiations the renewed proposals introduced in Saint Petersburg in
June, in Astrakhan in October and in Moscow in December.

“It means that Armenia’s position is harmonious with the stance of the
international community. While Azerbaijan constantly offers changes on
a range of issues which have been coordinated long ago. It’s strange
that Baku tries to conceal its steps and blames Armenia for seeking to
edit the coordinated elements while indeed it’s just the contrary. The
international community awaits a single exact answer from Azerbaijan
– does Azerbaijan accept the proposals on the negotiating table? Yes
or no,” Nalbandian stressed.

The Minister expressed the hope that in Sochi Azerbaijan will be
realistic and will show political will needed for progress in the
process of Nagorno Karabakh settlement.

ARMENIAN FM MEETS WITH OSCE SECRETARY GENERAL

Armenian Foreign Minister Edward Nalbandian met with OSCE Secretary
General Marc Perrin de Brichambaut on March 2 in Vienna within the
framework of his official visit to Austria, MFA press office reports.

Minister Nalbandian noted that Armenia highly assesses OSCE’s role
in providing security and cooperation in Europe and will keep active
participation in all fields of organization’s activities.

Edward Nalbandian presented the latest developments in the Nagorno
Karabakh settlement negotiations on the threshold of the meeting
between the Armenian and Azerbaijani Presidents in Sochi on March 5
on the initiative and with participation of the Russian President.

OPPOSITIONIST SAYS OPPOSITION UNIFICATION THESIS ARTIFICIALLY IMPOSED ON PUBLIC

The coordinator of the opposition Armenian National Congress (ANC)
says the thesis about the opposition unification is artificially
imposed on public.

Speaking at a news conference on Thursday, Levon Zurabyan introduced
ANC’s plans for near future.

He said the party is going to upgrade the level of its political
campaign at its upcoming rally on March 1. In that context, he stressed
the importance to organize the crowds.

Speaking of ANC’s Wednesday rally, he said it was a real public
gathering that had attracted a crowd of 50,000-60,000 people.

“This proves our movement is on a right track and is gaining momentum,”
he said.

He also spoke of Heritage party leader Raffi Hovhannisyan’s
participation in the Wednesday rally, saying that he hadn’t noticed his
presence and did not consider the party’s attendance a special event.

Zurabyan criticized the police for a non-adequate conduct. He said
the police had been discussing politics instead of maintaining
public order.

“The police operations resulted in a massive jostling when people
could be trampled down. This is a crime which we condemn and call
for stopping all this.”

Zurabyan also added that a lot of policemen in plain clothes were
patrolling the crowd.

“We will perceive them as criminals attempting to disrupt the peaceful
rally,” he added.

Ahead of its upcoming rally, the ANC has called on the police to stop
any action aimed at suppressing the gathering.

Asked why the ANC does not demand President Serzh Sargsyan’s
resignation now, Zurabyan answered: “We are creating a platform for
a smooth political process, bringing together all the demands of
the people.”

TO PROVIDE INFORMATION ABOUT DAMAGED MONUMENTS

Citizens can now sound alarm about the damaged monuments through
the website. “Tsirani” educational-cultural youth
union has created the website to inform the society about the damaged
monuments as soon as possible and prevent such cases.

The website has been functioning for 15 days, but eleven messages
have already been left. The union also conducts a study in the field
of maintenance of monuments.

Members of Tsirani also take photos of monuments that need repair
and post the information on the web. The information refers to both
monuments in Armenia and abroad.

Minister Nalbandian visited the Diplomatic Academy of Vienna, where he
delivered a speech on Armenia’s foreign policy and Armenian-Austrian
relations. Touching upon the Karabakh issue, Minister Nalbandian
stated:

“While Armenia is speaking about peace, Azerbaijan is propagating war.

While we are proposing to come to an agreement on non-use of force,
Azerbaijan is boasting of the increase of its military budget. While
the international community is urging to reinforce the ceasefire,
Azerbaijan is violating the truce hundreds of times over a week and
organizing provocations at the line of contact. The international
community is declaring that there is no alternative to the peaceful
settlement, while Azerbaijan is insisting that peaceful settlement
does not mean non-use of force,” Minister Nalbandian said.

“We are calling on international organizations and other countries
to support the steps taken by the OSCE Minsk Group Co-Chairs and the
continuation of the talks with a view of finding a solution based on
mutual concessions. Azerbaijan is calling on everyone to assume an
anti-Armenian position, thus countering the approaches of the Minsk
Group Co-Chairs and attempting to take the negotiations to different
instances, thus harming the settlement process.

There is an impression that the only purpose of Azerbaijan is to lay
the responsibility on the opposite party.

Armenia has accepted the renewed proposals presented in Saint
Petersburg in June, in Astrakhan in October and in Moscow in December
as a basis for talks that should lead to a settlement. It means
that Armenia’s position goes in line with that of the international
community, while Azerbaijan constantly proposes changes on a number
of issues,” Minister Nalbandian said, adding that the international
community expects a clear answer to the question whether or not
Azerbaijan accepts the proposals on the bargaining table.

“We do hope that Azerbaijan will demonstrate necessary realism and
political to make it possible to move the settlement process forward,”
Edward Nalbandian stated.

Licenciement en cours pour John Galliano Déjà suspendu par Dior,
le styliste fait l’objet d’une procédure de licenciement de la
