Azerbaijan attempting to pressure Armenia ahead of presidents’ meeting – MP

For the past two years, Azerbaijan has been provoking clashes on the
contact line on the eves of the meetings between the Armenian and
Azeri presidents, and it has become a kind of a tradition, a
Prosperous Armenia MP says when asked to comment on yesterday’s
incident in which the Azerbaijani forces opened fire at the Armenian
positions in Karabakh, killing an Armenian soldier.

“For the past two years, Azerbaijan has been escalating the situation
on the contact line ahead of the meetings,” Aram Safaryan said. “I
regret to note that this time too Azerbaijan is escalating the
situation in order to fail the negotiations and pressure Armenia.”

He said Azerbaijan’s conduct demonstrates its unpreparedness for
taking part in the Russian-brokered process and adopting positions in
accordance with the OSCE principles.

“But I am still optimistic about the Minsk Group process since Russia,
as a negotiation locomotive, is capable to talk the parties into
developing a package of proposals,” he said, adding that this could be
the maximum and most realistic expectation for 2011.

“I am sure the Armenian side has never hampered the process,” he added.

The Sixth FIDE Women Grand Prix in Qatar is drawing to an end with
Armenian chess players showing poor performance.

Elina Danielyan lost to Pia Cramling and felt short of earning an
additional 0.5 point that would bring closer to victory in this
tournament.

Lilit Lazarian was also beaten as she played with Koneru Humpy.

Elina Danielyan is still the favorite in this tournament with 7.5
points, followed by Humpy Koneru and Mary Sebag with 7 points each.

The results with the other players are as follows: Pia Cramling (5.5
points), Maya Chibunidze, Nana Dzagnidze (5points), Lilit Lazarian,
Xu Yuhua, Batkhuyag Munguntuul (4points), Zhu Chen, and Antoaneta
Stefanova (3.5).

In the final Elina Danielyan will play with Antoaneta Stefanova, while
Lilit Lazarian will compete with Martha Fierro.

Armenia has to extort concessions from Azerbaijan in terms of setting
a clear date for a referendum in Karabakh, as was done at the January
25 meeting [between the presidents] in Sochi, and the fact was even
documented in the WikiLeaks disclosures, Vladimir Karapetyan of the
opposition Armenian National Congress (ANC) told Tert.am.

Asked what other steps Armenia can take to toughen its position in the
process, he said: “The toughening of Armenia’s positions in the
Nagorno Karabakh conflict settlement talks means Armenia should firmly
stand its grounds, not making any concessions.”

Karapetyan also said that Armenian should not make unilateral
concessions. “Any backpedalling from the Madrid principles is
concession,” he said.

As to the expectations of the upcoming meeting between the Armenian,
Russian and Azerbaijani presidents in Sochi, he said: “This is the
eighth Russian mediated meeting. I think the mediators have issues to
think over.”

Armenian, Russian and Azerbaijani presidents Serzh Sargsyan, Dmitry
Medvedev and Ilham Aliyev will meet today in Sochi to discuss the
further steps towards the settlement of the Nagorno Karabakh conflict.

The Nagorno Karabakh conflict started in the early 1990s when Karabakh
Armenians voiced their intention to live independently from
Azerbaijan. It was followed by pogroms against Armenians in Sumgait,
Baku and Nagorno Karabakh that turned into a bloody war, leaving
around 30,000 killed and more than a million displaced.

Currently peace talks over the Nagorno Karabakh conflict settlement
are spearheaded by the co-chair states of the OSCE Minsk Group –
Russia, France and the United States.

The paper claims it has learned that following the February 24 cabinet
meeting Armenia’s Chief of Police Alik Sargsyan and Armenia’s
Prosecutor General Aghvan Hovsepyan engaged in a hot row which
continues till today.

The reason, the paper explains, was that a day before the row
Hovsepyan had sent a letter to Sargsyan, proposing to fire Hovhannes
Tamamyan, the head of the Department of Investigations at the Kentron
(Centre) Police Station, and Varazdat Adamyan, the Chief of Arabkir
Police Station.

Alik Sargsyan, the paper continues, opposed to Hovsepyan, saying he
could not tell him what to do. But the Chief of Police, however, did
what the Prosecutor General had proposed to him to do and eventually
fired those police officials on February 27.

Further, the paper comments that Hovsepyan however decided to
humiliate the Chief of Police to the end as the letter that he had
sent to Sargsyan was published on the website of the Prosecutor
General so that everyone will know `upon whose instructions Alik
Sargsyan is acting’.

Every day, the Armenians of the Samtskhe-Javakheti (Javakhk) region in
Georgia face a harsh battle for survival. Yet through sheer will and
determination, the community, which faces discrimination and
insurmountable obstacles, is able to keep the Armenian identity alive,
not for fear of assimilation but for the most basic of reasons:
survival.

In the 20 years since Armenia’s independence and the collapse of the
Soviet Union, the plight of the Armenians in Javakhk has not been
center stage, simply because the life and death struggle to liberate
Karabakh was, and continues to be at the fore, since it is so
detrimental for the Armenian nation.

No one knows that better that the Armenians living in Javakhk, where
vestiges of the Soviet regime are still very much part and parcel of
daily life. Despite the unique position Georgia enjoys as a darling of
the West, enough to prompt a Western-backed and orchestrated color
revolution, official Tbilisi has not been willing to enact reforms
and, through its arcane laws, discriminates against minorities living
in Georgia by blocking their ability to enjoy basic and fundamental
rights of practicing their religion and speaking their language.
Armenians in Javakhk, who have lived there for centuries before being
annexed to Georgia by Joseph Stalin, are being systematically
persecuted and their right to life and liberty is being hampered on a
daily basis.

This second-class citizen status is impeding Armenians from getting
jobs, being represented in local and federal government structures and
from teaching Armenian in schools. Furthermore, a state-sponsored
campaign to crack down on the community has intensified, resulting in
the arrest and incarceration of community activist and leaders on
trumped up charges that often border on absurdity.

For its part, the Armenian government has not been willing or able to
effectively address the plight of Javakhk Armenians. As a quick way
out, the government has always scapegoated Armenia’s reliance on
Georgia as a route to Russia and the Black Sea for its ineffective
response to this humanitarian and national crisis. Even the Diaspora
Ministry, with a stated mission of assisting communities outside of
Armenia, has failed to address some of the basic needs of the Javakhk
Armenians. A sadder reality facing Javakhk Armenians who flee their
ancestral homes to settle in Armenia is the discrimination they face
from locals.

Despite this bleak and dire existence, Javakhk Armenians are fighting
for their rights. Whether it is through celebrating cultural and
religious holidays or outlining the political demands for a better and
more equitable treatment of Armenians, the community is advancing the
Javakhk Cause through its own means and abilities.

Their demands from the Georgian authorities are to not impede the
teaching of the Armenian language through state-sanctioned obstacles,
which generally are manifested through financial cuts to Armenian
schools or the restriction on teaching of history and religion.
Another important stipulation is fair representation in local and
federal elected offices and equal opportunity for employment. An end
to random raids of community facilities and arrest of leaders is also
of utmost importance in their demand for human rights. The people of
Javakhk are convinced that the most logical way to realize their
objectives and address the inequities of the current situation is
through autonomy for Javakhk within a federated state of Georgia.

On constant that has kept the Javakhk movement in the forefront and
has provided much-needed resources to the Armenians of Javakhk has
been the Armenian Relief Society Javakhk Fund, which will host its
annual fund-raiser on Sunday. Through this effort, the ARS has opened
kindergartens, community centers and provided humanitarian assistance
to people of Javakhk and has become a lifeline for the Armenians in
Javakhk. The efforts of this initiative must be supported and the
community should take more of an active role in Javakhk Fund
activities.

The challenges facing Armenia, Karabakh and the entire Armenian nation
are compounded by the realities facing the Armenians of Javakhk. Aside
from Georgian government’s ill-treatment of Armenians, the
construction of the Kars-Akhalkalak-Baku railway – almost entirely
funded by Turkey and Azerbaijan – coupled with the planned settlement of
Meskheti Turks in Javakhk proper threaten the very existence of this
historic Armenian territory.

Javakhk is important for sole reason that it is a critical part of our
national agenda, the success of which depends on the participation of
all Armenians in ensuring that the aspiration of the people of Javakhk
are heard and fulfilled.

Once more Azerbaijan resorted to provocative actions by violating the
ceasefire accord along the Line of Contact ahead of the trilateral
meeting of the Armenian, Azerbaijani and Russian meeting in Sochi,
Armenia’s Foreign Ministry said.

`Today Azerbaijan took the next-in-turn provocative action on the Line
of Contact by killing a [Karabakhi] Defense Army soldier with a sniper
shot,’ Foreign Ministry Spokesperson Tigran Balayan said in a
statement issued late on Friday.

The incident took place in the vicinity of the Upper Chailu settlement
at 2:30 pm on Friday. The conscript killed was identified as Grigor
Aram Shakhkanyan, born in 1991.

It came ahead of the trilateral meeting of the Armenian, Azerbaijani
and Russian presidents in Sochi on March 5.

` … Instead of agreeing to the continuous calls by the OSCE Minsk
Group co-chairs to withdraw the snipers from the Line of Contact and
implementing them Azerbaijan is resorting to the usual provocation,
trying to bring tension into the atmosphere before the presidential
meeting to take place in Sochi,’ Balayan said in the statement.

He also said that Azerbaijan’s conduct should receive due response by
the international community.

US House of Foreign Affairs member Brad Sherman delivered Thursday a
statement calling for the acknowledgement of the Azerbaijani
perpetrated Armenian pogroms in Sumgayit.

“Armenian civilians were maimed, raped, beaten, and burned alive at
the hands of rioters. International media outlets reported that
Armenians were “hunted” down and killed in their homes,” he said in
his statement dedicated to the 23rd anniversary of the horrific
massacress.

“The calls for help for those innocent Armenians were ignored by the
local police, and the victims’ fate was left to those who ruthlessly
and senselessly ended their lives,” Sherman said, noting that the
massacres in Sumgayit were later followed by were followed by
anti-Armenian pogroms followed in Kirovabad (Nov. 1988)and Baku (Jan.
1993)

“If we hope to stop future massacres, and conflicts, we need to
acknowledge those horrific acts of the past, make sure they do not
happen again, and make sure that we do not have renewed war between
Azerbaijan, Armenia, and Nagorno Karabakh,” said the congressman.

Earlier During the US Secretary of State’s three hour testimony before
the Foreign Affairs panel, Sherman had asked Hillary Clinton address
the Azerbaijani government’s threats and aggression against Armenia
and Karabakh and, more specifically, to identify the `serious
repercussions’ that Azerbaijan would face from the United States if it
renewed its aggression against Nagorno Karabakh

It was offered amid a growing tide of Azerbaijani threats and outright
acts of aggression that have left some 30 dead along the Nagorno
Karabakh Republic – Azerbaijan border over the past two years.

Sherman’s inquiry came just one day after a Congressional
Commemoration of the Azerbaijani pogroms against Armenians in Sumgayit
and Baku, during which Congressman Sherman was joined by Nagorno
Karabakh Republic Foreign Minister Georgi Petrossian and Congressional
Armenian Caucus colleagues Frank Pallone (D-NJ), Anna Eshoo (D-CA) and
Elliot Engel (D-NY) in marking this solemn occasion.

The paper claims it has learned that Ara Abrahamyan, the president of
the Union of Armenians of Russia, has suffered large financial losses
against the backdrop of the political unrest in Libya.

According to the paper, the point is that upon the advice of top
Russian official Abrahamyan made rather serious investments in Libya’s
oil sector.

It also says that Abrahamyan maintained close ties with the Libyan
President Col. Muammar Gaddafi and was unofficially representing his
sponsor’s interests in Libya.

Further, the paper mentions that its sources are silent about the
exact amount of the loss Abrahamyan incurred, adding that he is
currently in US.

L’équipe arménienne de « Kantsassar » de Ghapan était parvenu à
Achkhabad (Turkménistan) en finale de la Coupe Turkmenbachy et perdu
sur le score de 2-1 face à « Altin Asir ». Mais tous les éléments
semblent indiquer que l’arbitre du match était acquis à la cause du
club turkmène. Lors de cette finale, il avait commencé par siffler un
penalty pour une faute imaginaire des Arméniens dans la surface de
réparation, donnant ainsi l’avantage à « Altin Asir ». Puis un second
penalty. Mais ce dernier étant raté, l’arbitre siffla aussitôt un
troisième penalty, une nouvelle fois pour une faute imaginaire. Le
club turkmène prenait ainsi l’avantage grce à l’arbitre. Après la
rencontre l’entraîneur de « Kantassar Ghapan » Abraham Khachmanian a
affirmé que les Turkmènes s’étaient excusés auprès de lui en
reconnaissant que le match était « acheté » afin que la Coupe
Turkmenbachy reste au pays.

L’ensemble de la presse arménienne fait état de l’accrochage de jeudi,
devant le btiment du gouvernement, entre les petits marchands des
rues soutenus par les députés du parti d’opposition au parlement
Héritage et la police. Juste après l’incident, les députés ont réussi
à s’entretenir avec le PM, qui a chargé le chef de la police
d’effectuer une enquête administrative. Selon les députés, les
policiers ont violé la loi sur les rassemblements pacifiques
appliquant la force non seulement contre les manifestants, mais aussi
contre les députés bénéficiant de l’immunité parlementaire. Lors de
son entretien téléphonique avec le chef de la police, le Président de
l’AN s’est dit préoccupé par cet accrochage.

Commentant cet incident, Galoust Sahakian, chef du groupe
parlementaire du parti Républicain a remarqué que « la place du député
est à la tribune de l’AN et non pas dans les rues ». Le service de
presse de la police a qualifié les actions des députés de «
provocation ». Le parti Héritage a condamné, à son tour, les actions
de la police réclamant la punition des coupables. L’attitude des
policiers ont été également condamnées par les partis d’opposition
Dachnak (au parlement), le CNA et le Parti du peuple.

La police voulant évacuer les manifestants, un député, en veste de
cuir noir, rappelle qu’ils se trouvent sur la place centrale, là où il
n’y a pas de circulation et qui n’est pas une “zone réservée à
l’armée”. Il exige qu’on explique la loi concernant les manifestations
aux policiers de terrain.

“Je suis député, et personne n’a le droit de violer mes droits, ni
d’utiliser illégalement la force contre moi […], c’est inacceptable
! C’est ce qui se passe dans les pays totalitaires !”, a-t-il
protesté.
