The bill on Disciplinary Charter of the Armenian Armed Forces must not
contain a stipulation excusing soldiers from obeying the commander’s
orders, according to former Deputy Defense Minister of Armenia,
a member of Dashnaktsutyun parliamentary group.

“The stipulation is to be withdrawn. No disputing of the order must
be allowed in the army. Only implicit obedience can guarantee the
army’s fighting capacity,” Artur Aghabekyan stressed.

Under the bill on Disciplinary Charter of the Armenian Armed Forces,
servicemen have the right to dispute commander’s order and submit a
relevant protocol with respect to it.

The fact that Azerbaijan is arming is not new. Media regularly reports
on new investments in the defense complex, increased military budget
of the country, which pretends to be ready to solve the Karabakh
problem peacefully.

Basically, the Middle East countries, specifically Turkey and Israel,
are attracted for cooperation.

According to recent reports, Azerbaijan has launched production of
Israeli unmanned aircrafts – Aerostar and Orbiter. Azad Systems,
a joint enterprise of the Azerbaijani Defense Ministry and Israeli
Aeronautics Defense Systems company, deals with their production.

Naturally, all this causes concern of both Armenia and South Caucasus
as a whole. With arming Baku, Ankara and Jerusalem set a match to the
wick of a powder keg, which is ready to explode without additional
efforts.

One can say that it is just a business, but a very dangerous one,
not only for Baku, but also for its suppliers.

Recently there were reports that Azerbaijan purchases weapons of
defensive rather than offensive nature. But it’s hard to believe,
since Ilham Aliyev, who seeks revenge, wants to occupy not only
Nagorno Karabakh, but a part of Armenia as well.

Meanwhile, though the number of weapons plays a role in war, it can’t
be the guarantee of victory. One should remember that with only two
tanks Karabakh people managed to liberate Shushi and establish control
over the security zone.

According to Flightglobal, late in October 2010 it was reported that
the Azerbaijani parliament approved the 2011 draft state budget,
envisaging a growth in the country’s military expenditures to bring
them to 2.5bln mantas ($3.1bln) against 1.6bln mantas in 2010. 1.1bln
manats will be spent for weapons modernization.

YEREVAN, MARCH 9, ARMENPRESS: The Armenian monuments in India were
for the first time studied. Head of the foundation studying Armenian
architecture, monument scientist Samvel Karapetyan said today at a news
conference that an Armenian group consisting of six members with the
assistance of the Culture ministry was in India and during a month
studied 4000 monuments. About 5200 photos were taken for shooting
a film. Samvel Karapetyan said the studies of Armenian monuments in
foreign countries are necessary for having a complete history of the
homeland. The speaker said the monuments in Armenian communities cannot
be compared with even the smallest one in Armenia as the influence
of foreign culture is huge on them. “The monuments we saw looked very
poor,” Karapetyan said, adding that it was extremely difficult to find
Armenian monuments especially in big cities. The oldest of the found
cross-stones dated back to 1611. About the 90% of Armenian monuments
in India was studied, expect in Bangladesh and Pakistan.

The speaker said the Armenians also had dwelling houses but it was
problematic to recognize them. “It is difficult to find Armenian
monuments in a place where there are no Armenians any more,” he said,
adding that as of today about 200 Armenians are living in Calcutta
and only one of them, an old person is speaking in Armenian and lives
in old people’s houses.

work in the province of Syunik under the liability of the province –
5 medical centers, 11 primary health care centers, 1 neural therapeutic
dispenser and 1 province blood transfusion station. One hundred one
obstetric points work in rural communities. One thousand 298 people
work in healthcare companies under the liability of the province.

Head of the Healthcare and Social Insurance Department of the
governor office Ashot Tsatryan told Armenpress that the province needs
doctor-specialists. In the recent 1 year the number of the province
doctors has been replenished only with 9 young cadres, which is a low
index for Syunik. For the solution of the issue the governor office
takes the expense of the tuition of students wishing to work in the
province. But this initiative is not very efficient. After getting
education many refuse to work in the province.

the information spread by the Baku mass media about the murder of an
Azerbaijani child by the Armenian forces. The press service of the
NKR army reported that unlike the Azerbaijani forces that violated
the cease-fire regime from March 5-8, the Armenian side yesterday
and during the previous days did not only confronted but even did
not unecessarily respond to the provocations of the enemy.

“It is beyond doubt that after all this, burdening the guilt of
murder of the 8 or 10 year old resident of Ortha Karwend village
(it is unknown why the Azerbaijani sources do not clearly say the
age)” Fariz Badalov on the Armenian side, Azerbaijan is seeking
exclusively propaganda goals. While in this case such approach adopted
by Azerbaijan is not only immoral but unpromising from the point of

from March 14 to April 21, a program rich in events is intended to
implement in Yerevan and in the provinces of Armenia. Foreign Affairs
Ministry of Armenia told Armenpress that an official reception and a
press conference entitled “The Launch of Francophonie Days” will be
held March 17 on the occasion of the International Day of Francophonie.

An official from the Armenian Foreign Affairs Ministry told Armenpress
that the program includes musical and theatrical, literary events,
film showings, contests, etc. In 24 schools of Yerevan, where French is
taught, one-month cultural and school events are intended to conduct.

A gala concert with participation of Lara Fabian will be held within
the framework of the Francophonie events, “Hover” chamber choir, French
jazz ensemble and choir will give concerts. Soirees of francophone
songs and classical music will be organized. According to the Foreign
Affairs Ministry, a round table will be organized at the UN on the
occasion of the day and a film will be shown.

“Fairytale Festival 2011” is among the events of Francophonie. “Poets’
Spring” is involved in the literary events, which includes reading,
presentation of a book published in Moscow, an event dedicated to the
145th anniversary of R. Roland, a conference entitled “Francophonie in
Switzerland: History and Culture”, as well as an event in the Lovers
Park in Yerevan, etc.

YEREVAN, MARCH 9, ARMENPRESS: 95 scientific projects were approved
in the result of the second stage of the “Competition of Contract
Financing of Scientific and Scientific-Technical Activity”, which
had been declared October 20, 2010 by the RA education and science
ministry’s state scientific committee.

Samvel Harutyunyan, state scientific committee chairman, said today
at a meeting with journalists that 683 scientific projects were
presented for the first stage of the competition, and 541 ones were
selected for the second stage. He added that the competition has a
third stage for appeals.

“This year the number of themes, selected in the result of appeal, will
be more than it is intended,” Samvel Harutyunyan said. He added that
prominent scientists from Armenia and over 80 scientists from various
states of the world partook in the selection of the second stage.

Samvel Harutyunyan says the competition project has an overall budget
of 686 million AMD.

(AGBU) awarded today scholarships for academic achievements to 22
students of the French University in Armenia (UFAR).

This year the financial aid by AGBU made 30 000 USD. According to
Artun Hamalyan, director of AGBU educational programs, AGBU and UFAR
have been collaborating within the framework of several programs
since 2004. “The foundation has an objective to ensure the success
of the young generation, as well promote competitive and successful
young people,” Artun Hamalyan said.

According to Joëlle le Morzellec, UFAR rector, students of the
university have been granted such aids since 2004, however this
year the number of students, who receive scholarship for academic
achievements, increased by 2. She said they opened a new master’s
program, called “Cultural Communication, Tourism and Management”,
as education and tourism are developed directions in Armenia.

voluntary organizations, established by citizens, and with their
functions they have horizontal relations with the municipality,
the official district- condominium association cooperation is
indispensable, says Karen Karapetyan, mayor of Yerevan.

An official from the information and PR department of Yerevan
Municipality told Armenpress that Karen Karapetyan said today at
a working consultation that the whole process, from collection of
payments to efficient administration, must be controlled by citizens.

He mentioned that the reason of the main part of shortcomings is that
owners of apartments in multistory dwellings lack for information on
their rights and responsibilities.

As to the 2010-2015 public education development project of the city
of Yerevan, Mayor Karen Karapetyan underscored the importance of
establishing boards of trustees and creating websites in schools. He
said any voluntary payment in school must be transparent. “These are
the game rules for restoring the trust in schools and teachers,” the
mayor said. Karen Karapetyan also emphasized the “One Window” system’s
“unsatisfying state” and assigned to settle the issue within a short
period to make the use of the system more convenient and efficient
for citizens.

The mayor assigned to focus on issues of general cleaning of the
city and said it is necessary to make an inventory of the existing
capacity, “in order to understand how much investment we need in
the sphere”. Karen Karapetyan also assigned to go on the consecutive
control of the markets and car markets in the capital for ensuring
protection of necessary conditions and a satisfactory hygienic state.
