ERDOGAN: NATO INTERVENTION IN LIBYA WILL TRIGGER DANGEROUS CONSEQUENCES

Turkish Prime Minister Recep Tayyip Erdogan on Monday, March 14
reiterated his opposition to NATO intervention in Libya, saying it
would trigger dangerous consequences.

“Military intervention by NATO in Libya or any other country would be
totally counter-productive,” the Anatolia news agency quoted Erdogan
as saying.

“In addition to being counter-productive, such an operation could
have dangerous consequences.”

Turkey, a NATO member, stressed that the 28-member military alliance
could intervene only when one of its members is attacked.

During a visit to Germany late last month, Erdogan said a NATO
intervention in Libya would be “unthinkable” and “absurd”.

He also raised strong objections to imposing sanctions on Libya,
saying innocent people would suffer and accusing world powers of making
“calculations” over oil.

NATO chief Anders Fogh Rasmussen meanwhile said early this month that
the alliance did not intend to intervene in oil-rich Libya but was
planning for “all eventualities”.

He has insisted that the UN Security Council would have to approve any
military action in Libya, including the enforcement of a no-fly zone.

The North Atlantic Treaty Organization appeared divided meanwhile on
the usefulness of such a measure as well as the idea — attributed
to French President Nicolas Sarkozy — to launch air strikes in Libya.

The organisation decided to reinforce its naval presence in an area
near Libya, and assess the humanitarian aid the United Nations could
request.

OSCE Minsk Group Russian Co-Chairman Igor Popov said that during
their current visit to Baku the mediators will submit a report of
their assessment mission based on results of the visit to Nagorno
Karabakh to Azerbaijani President Ilham Aliyev.

Popov, who has arrived in Baku, said that the same report will be
submitted to the Armenian President as well. He stated that the
visit is aimed at continuing the peace negotiations for the Karabakh
conflict settlement.

According to Popov, the Co-Chairmen will hold meetings in Azerbaijan
on March 15 and will leave for Yerevan on March 16.

He also said it’s not known yet whether the intermediaries will visit
Nagorno Karabakh or not, APA reported.

The Armenian Library and Museum of America (ALMA) will transform into
an exciting children’s center for ALMA’s annual Family Day on Sunday,
March 20. The free event will take place from 2 to 4 p.m. and is open
to all families looking for an afternoon packed with fun-filled
activities and excitement.

ALMA’s Contemporary Art Galleries will be transformed into one big
playground featuring a broad range of engaging activity stations that
teach children about the life, history and culture of the Armenian
people.

Storyteller David Elizian will bring traditional Armenian children’s
stories to life with his trunk of hats and props. Elizian, who is an
actor trained in Yerevan, has been active teaching dramatic arts in
Boston-area Armenian schools for many years.

At the colorful “Costume Corner”, children will have an opportunity to
try on vibrant traditional Armenian costumes. An assortment of paint,
crayons, crafts paper, colored pencils and other supplies will be
provided to those who will prefer to practice their art skills at the
“Craft Center”. At the end of the program ALMA curators Susan and Gary
Lind-Sinanian will teach children and their family basic steps to
traditional Armenian dances. Also, don’t miss out on these and other
exciting activities like face painting!

And in order to keep up the energy, a delicious snack station will be
provided with varieties of pizza, cookies and other kid-friendly

Le visage est dense, compact. D’une masculinité sans machisme. Sur le
tournage des ” Beaux Mecs “, en juin dernier, Simon Abkarian,
silhouette solide, regard sombre, semblait peiner à sortir de sa
concentration de jeu. Cet acteur-là n’est pas homme à faire de
concessions aux mondanités. Une attitude qui le rend difficile d’accès
mais très attachant. Il ne pouvait que convenir à ce rôle de Tony. Il
y inscrit une gueule, dans la lignée de celles qui ont marqué le
cinéma français dans les années 1960. Le voir jouer nous ramène au
cinéma d’Audiard, à Lino Ventura. Simon Abkarian est de cette trempe.
Imposant sans avoir à parler. L’air ahuri, consterné, attendri, dur,
par un simple regard. Il est de ceux qui ont l’intelligence du texte,
la sensibilité du rôle. Et une présence qui fait le reste. Pas de
hasard à ce que ce soit le thétre qui l’ait pris, avant le cinéma.

Né à Gonesse, en France, le 5 mars 1962, et après une enfance passée
au Liban, c’est en effet sur les planches qu’il apprend le métier. A
Los Angeles, d’abord, où il intègre une compagnie thétrale arménienne
dirigée par Gérald Papazian. Puis à Paris où il suit des cours à
l’école d’acteurs Acting International. En 1985, il entre au Thétre
du Soleil d’Ariane Mnouchkine. Il y restera huit ans, y jouera entre
autres, dans L’Histoire terrible mais inachevée de Norodom Sihanouk,
roi du Cambodge d’Hélène Cixous, et dans les quatre pièces du cycle
des Atrides. Le thétre le récompense enfin d’un Molière du meilleur
acteur, en 2001, pour son rôle d’Aram, rescapé du génocide arménien,
dans Une bête sur la lune de Richard Kalinoski, dans une mise en scène
d’Irina Brook.

Ses premiers rôles au cinéma lui sont offerts par Cédric Klapish : Ce
qui me meut (1989), Poisson rouge (1994) et Chacun cherche son chat
(1996). Avec d’autres réalisateurs, il endossera des rôles de mauvais
garçon (J’irai au paradis car l’enfer est ici de Xavier Durringer), de
repris de justice (Dans tes rêves, de Denis Thybaud), de caïd (Les
Mauvais joueurs, de Frédéric Balekdjian), qui lui vont bien. Les
grands rôles graves aussi. Comme dans Un monde presque paisible, de
Michel Deville. Une comédie dramatique ayant pour cadre un atelier de
confection tenu par des rescapés de l’Holocauste dans l’après-guerre.

La télévision ne pouvait le laisser de côté. De L’Affaire Ben Barka de
Jean-Pierre Sinapi à ” House of Saddam ” d’Alex Holmes, Stephen
Butchard et Sally El Hasaini, en passant par ” Pigalle la nuit ” de
Marc Herpoux et Hervé Hadmar, Simon Abkarian a su laisser sur le petit
écran la trace d’un comédien dont on dit qu’il est, pour chaque
personnage qu’il incarne, une évidence. .

Princesse héritière du trône d’Arménie, mais aussi
arrière-petite-nièce de Tristan Bernard, Sophie Audouin-Mamikonian est
née en France en 1961. Elle commence à écrire à 12 ans avant de
décrocher un DESS de diplomatie. Elle se lance dans la publicité
auprès de Jacques Séguéla pour tout cesser à la naissance de la
première de ses deux filles en 1987. Elle replonge alors dans
l’écriture. Il lui faudra patienter près de dix-sept ans avant de
faire éditer en 2003 le premier tome de « Tara Duncan », l’aventure
d’une ado magicienne dotée de pouvoirs qui la dépassent. Les huit
premiers volumes de cette dodécalogie (12 tomes)
fantastico-humoristique se sont vendus à 700000 exemplaires en France
et sont édités dans dix-sept pays. En septembre dernier, M 6 a lancé
une série animée adaptée (26 épisodes) produite par Mooscoop. Sophie
Audouin-Mamikonian a aussi publié « Clara Chocolat » (2007) pour les
enfants et le thriller pour adultes « la Danse des obèses » (2008).

YEREVAN, March 13. /ARKA/. Production of leading Indian pharmaceutical
companies was introduced during the meeting of representatives of over
20 large Indian companies producing medicine with their Armenian
colleagues, union of manufacturers and importers of Armenia informs.

The meeting was organized by Pharmaceuticals Export Promotion Council
(PHARMEXCIL) established by Indian Trade and Industry Ministry with
the support of Indian Embassy in Armenia, Healthcare Ministry of
Armenia and union of manufacturers and importers of Armenia.

Deputy Healthcare Minister of Armenia Tigran Sahakyan said that the
number of Indian medicine increases in Armenia.

`We express our willingness in the continuation of cooperation’, he said.

Ambassador of India in Armenia Achal Malhotra said that
Armenian-Indian trade relations were effective even in the Great Silk
Way.

`Visit of the delegation of Indian pharmacists to Armenia is a step to
the establishment of economic relations on a high level as political

Regulator: Inflation growth to slow down first half of this year

YEREVAN, March 12. /ARKA/. Inflation growth will slow down in the
first half of this year, Arthur Stepanyan, chief of the central bank’s
division in charge of monetary policy, said Saturday at a news
conference.

He said that inflation in the country would precipitously subside in
the second half of this year coming close to the 4-5.5% projected in
the government budget.

`The central bank’s steps aimed at curbing inflation lay ground for
returning inflation to the projected rate,’ he said.

In the 2011 government budget, inflation is projected at 4±1.5%.

Voicing concern over the current inflation rate, Stepanyan said that
year-on-year inflation reached 12.4% in February 2011 mainly because
of hikes in food prices.

`The steps being taken by the government and the central bank’s policy
will lay real ground for abatement of inflation in the second half of
this year,’ he said. `Outlooks for prices for agricultural products
will be positive either in Armenia or All over the world.’

Asked by ARKA News Agency’s correspondent about the instruments the
central bank intends to use for curbing inflation, Stepanyan said that
the regulator would keep using mainstream instruments.

`The central bank will raise benchmark refinancing rate and change
mandatory reservation norms,’ he said. `There are no countries whose
regulators have other instruments but these ones.’

On March 4, the central bank’s board raised benchmark refinancing rate
by 0.5 percentage points to 8.25%.

In February, the regulator changed mandatory reservation norms, which
now oblige banks to reserve 9% of their 12% mandatory reservation in
drams instead of former 6%, and the remaining 3% they can reserve in
foreign currencies instead of former 6%.

Stepanyan said that other, not so traditional instruments can be used
by the government and other competent institutions.

On Thursday, the Armenian government approved amendments to the law on
trade and services and the code on administrative offenses.

The amendments empower the government to interfere in price-making
process in the event of 30-percent rise in 20 names of primary
necessities over one month.

The government will have 90 days to interfere in this process and put
things right.

On Friday, Armenian President Serzh Sargsyan instructed the government
and the central bank to do whatever necessary to lower inflation rate.

In 2010, 9.4% inflation was recorded in Armenia. .-0–

targeted at changing the situation should be comprehensively
discussed, said the President of Armenia Serzh Sargsyan during the
meeting devoted to the priorities of economic policy implementation in
the country.

Sargsyan said that changes are always painful even if in mid-term and
long-term periods they are useful, people can see and feel whether the
change is useful or not.

Sargsyan mentioned the necessity of involving experts as quick changes
contain many risks and can cause shock.

`For these purpose we should get prepared for using all the resources.
We should apply to international organizations for support. I don’t
see any problem in it. These organizations are established for helping
developing countries’, said Sargsyan.

In the process of changes people will try to solve their personal
problems `political issues, they will introduce lie as absolute truth,
discredit the system. We should calmly react to it and always report
about the implemented activities in an open way’, said Sargsyan.

Sometimes serious remarks and proposals can be met in criticism which
should be used in practice. `We are ready to listen to any useful
advice. Those who give right and useful advices, we should involve
them in our activities’, said Sargsyan.

Armenian President urges Central Bank to attract banks’ attention to
the agriculture sector

YEREVAN, March 13. /ARKA/. Armenian President Serzh Sargsyan, speaking
Friday at his meeting with ministers, urged Arthur Javadyan, chairman
of the Central Bank of Armenia, to attract banks’ attention to the
agriculture sector.

`I understand very well that our banks are commercial, that they are
doing business and unnecessary interference in their activities can
have adverse impacts on them,’ the presidential press office quoted
Sargsyan as saying. `However, I think you can spur banks’ interest in
the agriculture area and pay greater attention to it.’

Stressing that the central bank is one of the most accomplished
establishments in Armenia for its capacity and human resources,
Sargsyan said he saw nothing abnormal in the regulator’s efforts to
curb price hikes.

Addressing to Javadyan, the president noted that the latter had
repeatedly pointed out the agriculture sector’s role in inflation.

`If so, why shouldn’t we focus out attention on rural areas?’

Armenia recorded 9.4% yearend inflation in 2010.

The Central Bank of Armenia has projected a high inflation rate for
the first half of this year.
