NKR URGES OSCE TO CONDUCT THOROUGH, UNBIASED INVESTIGATION INTO INCIDENT WITH AZERI CHILD

Chairman of the NKR National Assembly standing committee on foreign
relations Vahram Atanesyan said that the NKR Defense Army is not
involved in the death of the eight-year-old Azerbaijani child.

Most likely, the young Azerbaijani citizen has become a victim of an
accident, or has been killed as a result of Azerbaijani servicemen’s
arbitrary behavior, according to him.

“Judging from the situation in the Azerbaijani army, where tragic
events took place recently, it is possible that the child was killed
by an Azerbaijani serviceman. The Armenian parties are not responsible
for the child’s death. One cannot but hope that the OSCE Minsk Group
Co-Chairs and Personal Representative of the OSCE Chairman-in-Office
will call on the Azerbaijani leadership to participate in a thorough
and unbiased investigation of the incident. The mediators should be
interested in a fair investigation of the incident,” Atanesyan said.

On March 9, Azerbaijani media reported that allegedly “the Armenian
armed forces killed an Azerbaijani child on March 8.” Meanwhile,
the reports were controversial – some of them stated that the boy was
eight, while others spoke about resident of Orta Karvend settlement
Farid Badalov, a ten-year-old boy.

Later, the press services of the Ministries of Foreign Affairs and
Defense of NKR issued a joint statement condemning false accusations
of Azerbaijani side.

“The Azerbaijani official propaganda continues aggravating the
situation on the occasion of the Azerbaijani boy’s death in the
frontier village of Orta Karvend, intensively spreading false
accusations against the Karabakh party,” the statement said.

“Careful investigation of the case can discover some facts testifying
to the fabricated accusations of official Baku. During the March
10 monitoring conducted by the OSCE Mission in the noted place,
the Karabakh party drew the attention of the monitoring group to the
following facts: The distance between the front positions of the NKR
Defense Army and the village of Orta Karvend makes 1400-1500 meters,
i.e. to hit a man with adjusted fire from a SVD sniper rifle is
impossible in this case; the relief of the noted section doesn’t allow
adjusted firing from the positions of the NKR Defense Army towards the
opponent, as the latter has height privileges; according to reliable
sources, for more accurate firing at the NKR Defense Army’s positions
from Orta Karvend, the Azerbaijani soldiers climb the houses’ roofs.

The very houses, in the yards of which ‘boys play’; in the frontier
villages, people usually settle in the middle or back, i.e. the safer
area of the settlement and not in its front section. According to the
Azerbaijani mass media information, everything is just the contrary
in Orta Karvend, and the yards, where ‘children play’, are, for some
reason, situated as close to the front line as possible; even if the
child was killed by firing, still it should be established who and
from what side fired. It isn’t excluded that Fariz Badalov could be
a victim of firing by the Azerbaijani pointsmen between the villages
of Orta Karvend and Shykhlar. It isn’t excluded either that the boy
could have perished as a result of careless handling of unexploded
ammunition, which often happens in the Azerbaijani-Karabakh conflict
zone, on both sides of the contact-line. If the shot was not fired
straightly at the target, but up on-the-mitre, so the bullet, shot
from a simple gun, could not fly so far. High calibre machineguns
can fire at such a distance. But, according to the Azerbaijani mass
media information, the child died on the way to the hospital. If the
shot had been fired from a high calibre gun, so it would have merely
smashed the child’s head.”

“Unfortunately, the Azerbaijani official propaganda doesn’t disdain
any methods, even cashing in on children’s life and death. The Armenian
parties are strangers to fascist methods used by Azerbaijan – killing
children, asleep men, and hostages, making subversives and terrorists
national heroes, and others.

Every time, after the Presidents’ meetings or before a visit of the
OSCE Minsk Group Co-Chairmen to the region, the Azerbaijani propaganda
machine increases the tension on the contact-line. Another example
was the March 10 death of 19-year-old soldier of the NKR Defense Army
Arthur Aghababian as a result of the firing from the Azerbaijani side.

The incident took place almost immediately after the OSCE monitoring
of the NKR and Azerbaijani armed forces’ contact-line. This is
rough violation of the agreements on confidence building measures
achieved on March 5 in Sochi as a result of the Armenian, Russian,
and Azerbaijani Presidents’ meeting. While, on the initiative of the
Armenian parties, the mediators once again offer drawing off snipers
from the front line, official Baku doesn’t only block this initiative,
but also intensifies the sniper war and with its provocative actions
reduces to zero the efforts of the international community on peaceful
settlement of the Karabakh conflict.”

“The international community must strictly condemn similar actions of
the Azerbaijani leadership and apply corresponding sanctions against
it,” the statement concluded.

Armed vigilantes roamed Manama’s streets and blocked Bahraini villages
Tuesday, March 15, as Iran condemned a military intervention by Gulf
troops to help subdue unrest in the Shiite-majority, Sunni-ruled
kingdom.

The financial district of Manama was deserted, shops and malls were
shuttered and Sunni and Shiite vigilantes armed with metal pipes
and clubs were seen in the streets of the capital after hundreds of
Saudi-led armored troops rolled into Bahrain from Saudi Arabia.

Witnesses said vigilante groups also blocked access to a number of
villages across the kingdom. Women have been told to leave central
Manama and activists were distributing surgical masks and eye
protectors to defend against tear gas.

There were rumors of a march against the Saudi embassy near the
financial district later the day.

The troops arrived in Bahrain on March 14 to help the Manama government
deal with pro-democracy protests which have shaken the strategic Gulf
kingdom for the past month. Saudi Arabia’s staunchly Sunni government
said it had responded to a call for help from its neighbor under a
mutual defense pact of the six-country Gulf Cooperation Council (GCC).

But Iran’s Foreign Ministry described the intervention as unacceptable
and said it would complicate the already volatile situation.

“The presence of foreign forces cannot be acceptable and will make
the situation more complicated and difficult,” Ministry spokesman
Ramin Mehmanparast said, The Associated Press reported.

Commenting on recent statement by leader of New Times party Aram
Karapetyan, Coordinator of the Armenian National Congress (ANC)
Levon Zurabyan urged not to compare leader of the ANC, Armenia’s
first president Levon Ter-Petrosyan with a “dove” or “hawk.”

“I would refrain from drawing similar parallels specifically with
respect to Ter-Petrosyan,” he said, adding that Karapetyan’s statement
was just a self-advertisement.

On March 14, leader of opposition New Times party Aram Karapetyan
called himself the oppositional “hawk”, while likening Armenian
National Congress leader to a “dove.” According to Karapetyan,
the authorities are attempting to weaken the positions of hawks,
who better reflect current moods in the Armenian society.

Nagorno Karabakh is positive about the trilateral presidential meeting
in Sochi but opposes to the current formats of talks, as non-fit for
the reality, an NKR official said.

Chairman of the NKR National Assembly standing committee on foreign
relations Vahram Atanesyan told reporters in Yerevan that talks do
not base on the ceasefire agreements signed by the sides in 1994.

Meabwhile, according to him, the meeting allowed to create conditions
for continuation of talks, what is in line with positions of Yerevan
and Stepanakert.

Armenian, Russian and Azerbaijani Presidents – Serzh Sargsyan, Dmitry
Medvedev and Ilham Aliyev – adopted a joint statement on the Nagorno
Karabakh conflict settlement based on the results of their negotiations
in Sochi. The document reads that the Presidents considered matters
of practical implementation of the trilateral statement adopted during
the October 27, 2010, meeting in Astrakhan.

Specifically, the Presidents agreed to finalize the swap of POWs as
soon as possible. The document stresses the parties’ willingness “to
solve all disputable matters peacefully and conduct investigation of
possible incidents along the ceasefire line under the auspices of the
OSCE Minsk Group through the assistance of Personal Representative of
the OSCE Chairman-in-Office.” “The Presidents stressed the importance
of their regular contacts on the Nagorno Karabakh conflict settlement
and agreed to continue them in such format in addition to the activity
of the OSCE Minsk Group Co-Chairmen,” the statement reads.

Chairman of the Nagorno Karabakh Republic National Assembly standing
committee on foreign relations Vahram Atanesyan said that Azerbaijan
does not want to hold negotiations on the Karabakh conflict settlement,
as the talks lead to legalization of independence of the Republic
of Artsakh.

“Baku is trying to distort the negotiations essence by all means,
as the talks lead to international recognition of Karabakh’s status,
while the Aliyev clan cannot put up with it. That is why Azerbaijan
escalates the situation at the contact line between the NKR and
Azerbaijani armed forces through provocations and continuously makes
bellicose statements,” Atanesyan said, adding that tenseness at the
frontline is advantageous for Azerbaijan.

The Israeli navy intercepted an Egyptian-bound ship carrying a large
delivery of weapons off the country’s Mediterranean coast on March 15,
the military said.

The military said the cargo vessel “Victoria” originated in a Turkish
port but insisted that Turkey had no involvement in the shipment. The
ship is German-owned, operated by a French shipping company and flying
under a Liberian flag, the military said.

The interception occurred about 200 miles (320 kilometers) off Israel’s
Mediterranean coast and Israeli troops met no resistance. The vessel
is now being hauled back to the Israeli port of Ashdod, according to
the military.

The military gave no details on what types of arms were on board, but
said it was intended for the use of terror organizations operating
in the Gaza Strip. In the past, Israel accused Hamas militants of
shipping arms through Egypt.

German, French and Liberian authorities have been notified of the
seizure, according to the Associated Press.

The operation is reminiscent of the November 2009 Israeli takeover of
the Iranian Francop vessel off the coast of Cyprus. Israel captured
hundreds of tons of rockets, missiles, mortars, grenades and anti-tank
weapons on board headed to Hezbollah guerrillas in Lebanon.

In January 2002, Israeli forces stormed the Karine A freighter on
the Red Sea, and confiscated what the military said was 50 tons
of missiles, mortars, rifles and ammunition headed for Palestinian
militants in the Gaza Strip.

The Armenian authorities have started to take the situation a little
more seriously, says the coordinator of the opposition Armenian
National Congress (ANC).

At a news conference on Tuesday, Levon Zurabyan spoke of President
Serzh Sargsyan’s recent speech on Armenia’s economic policies, as
well as police reforms. He said he would have seen a positive move
in the president’s statements if not for yesterday’s incident with
an ANC representative.

ANC member and former USSR and European boxing champion Samson
Khachatryan was caught by police officers yesterday and arrested on
charges of using force against a representative of the authorities.

“Some of the statements by the authorities, including those on the
domestic situation, do really demonstrate that they have quit their
immature posture, having adopted a more serious approach. We’d consider
it a positive development, if not for Samson Khachatryan’s arrest,”
he said.

He also referred the Serzh Sargsyan’s recent speech where he said he
was ashamed for the behavior of some police officers.

“Everybody should be ashamed for having such police,” he added.

Zurabyan was surprised that the police maintained the records of some
fired police officers in their reserve.

“Are the records of criminals maintained in the human resource reserve
of the police? Is that a new form of punishment in Armenia?” he asked.

Zurabyan further spoke of the ANC’s next rally scheduled for March 17.

He said he expected to see a crowded gathering of presentable people
and called on the participants to be disciplined and highly organized.

He also called on the police to refrain from any acts of aggression.

Armenian scholars’ articles in international scholarly publications can
serve as a counterbalance to the Azerbaijani propaganda, an Armenian
young scholar has said.

At a news conference today, the head of the Young Historians’ Council
at the National Academy of Sciences, Artak Maghalyan, presented
Armenian scholars works in foreign publications, saying that most of
them are devoted to the Artsakh issue.

He said that only in 2008, Armenian scientists had a total of 540
scientific articles in international publications, while the scientists
from Georgia and Azerbaijan had 328 and 292 articles, respectively. In
2010, 36 scholarly works and 138 articles were published only by the
researchers of the History Institute, he added.

According to Maghalyan, the opportunity to get their scholarly works
published in international journals enables Armenian scholars to
introduce the product of their scientific efforts to the world and
develop ties with the scholarly circles from around the world.

“Besides, if an Armenian scientist manages to have a publication
in international journals, voicing the pro-Armenian position, that
brings a lot to the country, as well as the scientist,” the young
scholar said.

Poet Artem Harutyunyan, also attending the news conference, noted
further that Azerbaijani scholars mostly publish of their articles on
the Internet, while appearing in international publications becomes
possible only thanks to oil dollars.

“Our scholars get their articles published thanks to their talent.

Most of the articles by Azerbaijani scholars is never referenced or
used,” Maghakyan added.

“A scholar with an average monthly salary of 50,000 drams (about $160)
cannot be forced to do much,” he added.

of war (POW) via the International Committee of Red Cross (ICRIC),
according to a statement by the Ministry of Defense.

“Pursuant to the Armenian and Azerbaijani Presidents March 5 agreement
signed in Sochi with the mediation of the Russian leader, the Armenian
side’s commitment to return the Azerbaijani prisoners of war via the
ICRC was conveyed to the head of the ICRC Office in Yerevan on March
14,” reads the statement.
