Le Ministère de la Défense affirme posséder des informations
témoignant du traitement inhumain à l’encontre du soldat arménien

Dans un communiqué, le Ministère de la Défense affirme avoir obtenu un
enregistrement vidéo témoignant des > dont a été victime le soldat arménien Hakob Indjigoulian
durant sa captivité en Azerbaïdjan [celui-ci avait franchi par erreur
la ligne de contact. En août dernier, il a été transféré par Bakou
dans un pays tiers par l’intermédiaire du CICR, d’où il est revenu en
Arménie]. Selon le Ministère, l’enregistrement vidéo met aussi en
lumière l’identité des deux > azéris qui, en juillet
dernier, s’étaient infiltrés sur le territoire de Kelbadjar. [Ceux-ci
sont actuellement déférés devant la justice karabatsie, accusés
d’espionnage et de meurtres]. Le Ministère relève en outre que
l’enregistrement ne saurait être rendu public pour des raisons
d’éthique, mais peut en revanche être mis à disposition
d’organisations internationales chargées des droits de l’Homme et des
missions diplomatiques à condition qu’elles respectent la

Le nouvel Ambassadeur de France en Arménie, Jean-François Charpentier
reçu par le chef de la diplomatie arménienne à Erévan

Le chef de la diplomatie arménienne Edward Nalbandian a reçu hier à
Erévan le nouvel Ambassadeur de France en Arménie, S.E. Jean-François
Charpentier. Le ministre arménien des Affaires étrangères a félicité
le diplomate Français pour ses nouvelles fonctions à Erévan et
souhaité que Jean-François Charpentier continue l’oeuvre de ses
prédécesseurs dans le renforcement des liens entre la France et
l’Arménie. Remerciant pour ce soutien, le nouvel Ambassadeur de France
en Arménie a affirmé que la France avait des relations privilégiées
d’amitié avec le peuple arménien et l’Arménie. Il a assuré E.
Nalbandian qu’il continuera à renforcer ces liens entre Paris et
Erévan. Le chef de la diplomatie arménienne a remercié Jean-François
Charpentier pour l’initiative de la France qui a organisé à Paris le
27 octobre une rencontre entre les présidents de l’Arménie et
d’Azerbaïdjan en compagnie de François Hollande.

Les mères de soldats décédés manifestent devant le Palais présidentiel

Un groupe de parents dont les fils sont morts dans l’armée, dans des
circonstances hors combat ont menacé d’entamer un piquet de grève près
du bureau présidentiel à Erevan et y rester jusqu’à ce que le chef de
l’Etat les rencontre personnellement.

Les citoyens qui ont tenu des manifestations hebdomadaires semblables
devant le btiment du gouvernement pendant des années, ont dit qu’ils
ont perdu tout espoir d’obtenir une réponse adéquate à leurs exigences
du gouvernement et qu’à partir de maintenant ils allaient chercher
justice auprès du président seulement.

Les cas soulevés par les mères en colère concernent principalement les
décès hors-combat dans les rangs qui, selon la version officielle des
événements pour les militaires sont soit des suicides ou des
accidents. Pendant ce temps, les parents ne croient pas les versions
officielles et soupçonnent que leurs fils ont été victimes de
bizutage, qu’ils ont été tués par des coups ou autrement et que leurs
décès ont été présentés comme des suicides ou des accidents pour
couvrir les crimes des officiers ou des camarades militaires.

Nana Mouradian, la mère de l’un de ces soldats, Valerik Mouradian, qui
est mort dans l’armée il y a cinq ans, avait déclaré que lors d’une
réunion avec le Premier ministre Hovik Abrahamian, l’été dernier, ils
ont obtenu la promesse qu’une rencontre avec le président Serge
Sarkissian serait organisée.

médiation personnelle dans l’organisation de la rencontre avec le
président Sarkissian, qui est le commandant en chef suprême des forces
armées par la Constitution arménienne.

Gohar Sarkissian (aucune relation avec le président), la mère de
Tigran Ohanjanian, qui est mort dans l’armée en 2007, a déclaré qu’ils
ont été informés par l’administration de l’État que leurs données ont
déjà été transmises à la présidence et qu’ils seraient bientôt invité
à une réunion.

La police a permis aux femmes de tenir leur manifestation sur le
trottoir de l’avenue adjacente au palais présidentiel, mais elle ne
leur a pas permis d’approcher du btiment lui-même.

Selon le service de presse de la présidence, le Président Serge
Sarkissian a effectué une visite de travail à Moscou, en Russie, le 6
Novembre.

Russia Will Reach Armenian Border Across Georgia

Lenta.ru has published a scandalous article which states the possible
actions towards division of Georgia. The article is entitled “Russia
Will Reach Border With Armenia”. Its message is that Russia may
benefit from the political crisis in Georgia and annex territories
populated by Ossetians, as well as Javakhk. Hence, the issue of
prevention of stationing of NATO bases in Georgia, as well as
unification of Armenia and Georgia would be resolved, the author
reported.

On October 31 the conference of international public movement of
Supreme Council of Ossetians was held in Vladikavkaz which was
addressed by the ex-president of South Ossetia Edward Kokoyti. He
stated that Truso gorge and Kobin hollow (presently the region of
Kazbegi of Georgia) belong to Ossetia. “Presence in Kazbegi will
enable control over a strategic section of the Military-Georgian route
which is the shortest path between Russia and Armenia,” the newspaper
writes.

“At the same time, Russia is increasingly interested in the
construction of the Transcaucasian Automobile Junction (Trans KAM)
which will link the Russian North Caucasus via North and South
Ossetia, Georgia with Armenia and Iran (the issue of construction of a
160 km section of Alagir-Tskhinval railway which will link the North
Caucasian railway to the Transcaucasian Railway is being considered).
The “Western” way to Armenia runs across Gori, bypasses Trialetian
Ossetia which was densely populated by Ossetians in the early 1990s,
as well as Samtskhe-Javakheti populated by Armenians,” the newspaper
adds.

The article is provocative, indeed, and intends to feel the pulse.
However, with the ongoing political crisis in Georgia, several
possible scenarios are being considered. Aside from the pro-European
“maidan” Georgian experts note that Russia may follow the Ukrainian
scenario in Georgia. As Russia was losing Ukraine, it tried to wrest
pieces from it, and may do the same in Georgia. In addition, it may be
done at the expense of territories populated by Ossetians and
Armenians.

The scandalous article may detonate Georgia which is being torn apart
by political passions. The reaction of Armenia and the Armenian
community of Georgia should come first.

France likely to criminalize denial of Armenian Genocide – expert

Expert in Turkic studies Ruben Melkonyan considers it highly probable
that the French Parliament will favorably respond to the bill
criminalizing the denial of the Armenian Genocide and adopt it.

French Parliament member Valérie Boyer has introduced another bill
criminalizing the denial of the Armenian Genocide, haberler.com
reports.

“Criminalizing the denial of the [Armenian] Genocide is a priority
task that has to do with French democracy – how consistent France is
in honoring the values it itself declared. By criminalizing the denial
of genocide France will once again prove its commitment to panhuman
values and its leading mission as champion of democracy,” Mr Melkonyan
told Tert.am.

A politicized approach may be shown to the bill as well.

“Regrettably, cold political calculations rather than moral approaches
will dominate. However, given the precedent of Switzerland, which
criminalized the denial of the [Armenian] Genocide, and the nearing
centennial of the Armenian Genocide, as well as France being leader in
recognizing the Armenian Genocide and the Armenian community’s serious
role there, I think that there is a high probability that the debates
on the bill will produce positive results and the denial of the
Armenian Genocide will be criminalized,” he said.

Valley Voices: Fresno State student explores her Armenian birthright

Birthright Armenia. Those two words represent a program that is beyond
description.

Last summer, I had the amazing opportunity of experiencing Armenia in
its entirety — not as a tourist, but as an Armenian, returning to her
roots on a journey of self-discovery and enlightenment.

Birthright Armenia helped make my dream into a reality — to return to
Armenia with a purpose. I wanted to immerse myself into the Armenian
life and build connections with young Armenians who share the same
love, faith and vision for the country.

Birthright Armenia is a program that empowers young diasporans, ages
20-32, to travel to Armenia as interns and volunteers in their desired
fields. Not only does Birthright Armenia connect the participants to

internships, but it also provides opportunities to gain unique insight
into Armenia through forums, socials, community service projects,
language lessons, and excursions.

>From meeting with Minister of Defense Seyran Ohanyan, to visiting the
21st century Ayb School, to cleaning up a park in Hrazdan and driving
a tractor with a wagon full of Birthrighters through a village in
Karabakh, Birthright Armenia truly made my summer an adventure full of
bright memories and new lessons.

An incredibly special part of my experience was meeting and connecting
with volunteers from all over the world, ranging from Germany, Egypt,
Argentina and more. We danced together, sang together and learned
together.

I encountered both Armenians and non-Armenians with fascinating
stories and backgrounds, each unique, yet sharing the same passion for
making a difference in Armenia. My journey with Birthright Armenia
gifted me with long-lasting friendships that I will forever cherish.

Birthright Armenia also connected me to CivilNet, an organization that
provides online advocacy news and journalism in Armenian and English,
covering local, regional, and international stories.

As an intern, I was given the opportunity to work on a variety of
assignments alongside journalists such as Maria Titizian and Salpi
Ghazarian.

Every morning, I awoke with excitement for what awaited me at my
job. I strolled down Tumanyan Street towards Northern Avenue, happily
aware of the sunlight, of the tall buildings, and active life
surrounding me.

The assortment of tasks, the spontaneity of each workday and the
atmosphere of the office made CivilNet an ideal place that I grew to
love dearly.

On my first day, I was sent out to cover a protest at the Afrikyans
Home, a historic site that the municipality recently demolished.

On my second day, I translated an Armenian video report about the
border-village of Chinari, which regularly experiences Azerbaijani
gunfire, and recorded the English voice-over. Afterward, a viewer
donated $3,000 to the family featured in the video.

I translated numerous articles and helped with several news
stories. Some involved going out of town, for example, to a village in
Armavir province for a first-aid class and to the village of Teghut in
the province of Lori.

CivilNet welcomed me with open arms and made my internship an
eye-opening experience.

My assignments, interactions, and adventures allowed me to uncover the
issues in Armenia along with gaining real-life experience in
journalism.

Birthright Armenia has much to offer, however, it is how one takes
advantage of the opportunities that produces the unforgettable and
amazing experiences.

To all my Armenian peers, I encourage you to look into this
program. Allow yourself to be inspired, expose yourself to the new and
unknown, and trust in your ability to make a difference.

Whether it’s for a few weeks or a few months — do yourself a favor by
joining Birthright Armenia. I promise that you will not be
disappointed.

Pope to be first foreign guest at Turkey’s new presidential palace

Pope Francis is set to be the first house guest at Turkey’s new
presidential palace during a visit to Turkey at the end of the month,
the Hurriyet Daily News reports.

During his three-day visit, the spiritual leader of the world’s one
billion Catholics will meet President Recep ErdoÄ?an and Turkey’s top
Muslim cleric, Mehmet Görmez. ErdoÄ?an is scheduled to welcome Pope
Francis as Vatican’s Head of State with an “A-class” ceremony that
will be organized at the gargantuan presidential palace in Ankara,
which recently sparked a public debate due to its cost.

Known officially as the Presidential Palace but dubbed universally as
the Ak Saray (White Palace), the complex takes up an area of 200,000
square metres (2.1 million square feet), has 1,000 rooms and draws its
architectural inspiration from Turkey’s Ottoman and Seljuk heritage.

Controversy over the palace soared when Finance Minister Mehmet Ã…?imÃ…?ek
told a parliamentary budget committee last week that the total cost so
far was 1.37 billion Turkish lira ($615 million), around double the
original price tag.

Pope Francis is scheduled to visit Mustafa Kemal’s Atatürk’s mausoleum
in Ankara, before going to Istanbul on the second day of his program
in Turkey. In Istanbul, visits to Hagia Sophia, which was the largest
Orthodox cathedral once, as well as to the Blue Mosque, Saint Esprit
Catholic Church and the Patriarchate are in the schedule.

L’Arménie rapporte de nouvelles baisses des envois de fonds en
provenance de la Russie

Les transferts privés en provenance de Russie vers l’Arménie ont
continué de baisser en Septembre, selon les dernières statistiques
publiées par la Banque centrale.

Le total des transferts effectués par les particuliers le mois dernier
s’est élevé à 153,3 millions de $ soit 8,6 pour cent de moins que les
chiffres pour Septembre 2013 (167,7 millions de $).

Les économistes expliquent la baisse des envois de fonds privés en
provenance de Russie par la stagnation persistante de l’économie
observée dans le pays qui actuellement connaît aussi les effets
négatifs des sanctions occidentales imposées en raison de la crise en
Ukraine.

Selon la prévision faite par le Fonds monétaire international
l’économie en Russie ne devrait augmenter que de 3 pour cent en 2014.

La dévaluation continue du rouble russe est cité comme une autre
raison majeure pour la baisse du montant des envois de fonds privés
vers l’Arménie car le rouble d’aujourd’hui ne permet pas d’acheter
d’autant de dollars et d’euros qu’auparavant. Selon la Banque centrale
de Russie, le rouble russe a perdu 28,7 pour cent de sa valeur par
rapport au dollar américain depuis le début de cette année.

La Russie est le deuxième plus grand partenaire commercial de
l’Arménie après l’Union européenne, mais environ 85 pour cent de tous
les versements qui sont vitaux pour l’économie arménienne viennent de
Russie (données pour 2012-2013).

Selon la Banque centrale d’Arménie, en mai dernier, par rapport à mai
2013, la baisse des envois de fonds était insignifiante et ne
représentait que 1,1 pour cent (en mai de cette année les personnes
physiques ont transféré un total de 126,5 millions de dollars à partir
de la Russie vers l’Arménie contre 128 millions de $ en mai 2013). En
Août, cependant, le déclin avait déjà atteint 9 pour cent (en Août
2014, 167,7 millions de $ ont été transférés de la Russie à l’Arménie,
contre 184,4 millions de $ en Août 2013).

Le 10 Octobre, l’Arménie a signé un traité sur l’adhésion à l’Union
économique eurasiatique, un bloc de commerce post-soviétique dirigé
par Moscou qui remplacera l’actuelle Union douanière de la Russie, la
Biélorussie et du Kazakhstan dès l’an prochain.

HRAPARAK: SERZH SARGSYAN AND GAGIK TSARUKYAN FAIL TO REACH AGREEMENT

‘Hraparak’ writes citing a source that Armenian President Serzh
Sargsyan and the leader of Prosperous Armenia Party (BHK) Gagik
Tsarukyan met in the presidential residence last Saturday.

“Yet the sides failed to reach an agreement as G. Tsarukyan was
more concerned about the fate of constitutional reforms than the
12-point demands made by the non-governing parties. It is known that
Tsarukyan also began to display his ambitions and he cherishes hopes
for running for president, in particular given the fact that according
to the same source, prior to the appointment of current Prime Minister
Hovik Abrahamyan, he did not mind becoming prime minister, but Serzh
Sargsyan didn’t agree. At the Saturday meeting the sides failed to
reach an agreement. Serzh Sargsyan said there is no alternative to
constitutional amendments, and they agreed to meet again in 10 days,
in mid-November so as to discuss the issue once more,” the paper says.
