L’AJA A INVESTI 10 MILLIONS DE DOLLARS DANS YEREVAN SHOW 2014

L’Association des Bijoutiers Armeniens (AJA) a investi plus de 10
millions de dollars dans le maintien de l’exposition de bijoux Erevan
2014 >>, selon le vice-ministre de l’economie Tigran Harutyunyan.

L’exposition >, organise par l’AJA s’est tenu
du 25 au 28 octobre a Erevan dans les locaux du centre d’exportation
du Meridian.

Selon le ministre, l’exposition etait concue comme une plate-forme
pour les bijoutiers armeniens du monde entier afin de presenter leurs
produits a des acheteurs etrangers.

Le vice-ministre a declare que plus de 200 acheteurs potentiels de
divers pays sont venus visiter l’exposition. Selon le vice-president
de l’AJA Berj Abajian, le but de cette exposition etait de faire de
l’Armenie le centre mondial des bijoutiers.

L’exposition etait organisee par l’AJA avec l’aide du Fonds de
developpement de l’industrie et du ministère de l’Economie. L’AJA
dit avoir environ 5000 membres a travers le monde.

LA DEPRECIATION DE LA MONNAIE RUSSE AFFECTE LES ENVOIS DE FONDS ET LES BUDGETS FAMILIAUX EN ARMENIE

En Armenie où beaucoup de choses sont conditionnees par l’economie
russe, la depreciation du taux du rouble et du dram peut avoir des
effets negatifs sur l’economie du pays ce qui va d’abord affecter
les personnes socialement vulnerables affirment les economistes.

Selon la Banque centrale armenienne, le 6 Novembre un dollar coûtait
413 dram et un rouble – 9,3 drams. Il y a un mois, le 6 Octobre 2013,
un dollar coûtait 408 drams et un rouble – 10,2 drams.

Et si la depreciation du dram armenien va affecter l’economie
armenienne les variations du taux de change du rouble vont reduire
le budget des familles dont le revenu monetaire principal est fourni
par les membres de leur famille qui travaillent en Russie.

On s’attend a une diminution constante des transferts d’argent
effectues a partir de la Russie vers l’Armenie, en particulier
en Septembre de cette annee 8,6 pour cent de moins d’argent a
ete transfere par rapport a la meme periode de l’an dernier. Cela
signifie encore moins de roubles qui feront encore moins de drams
dans le budget local.

Selon l’economiste du Congrès national Armenien (ANC) Vahagn
Khachatrian, ces indices montrent une diminution du PIB armenien ce
qui va influencer l’etat social du pays.

“Cela signifie une diminution des rentrees du budget et de l’activite
economique ce qui va provoquer une reaction en chaîne avec une
reduction de l’emploi et un pire etat social”, a declare Khachatryan
a ArmeniaNow.

“Le deuxième danger pourrait etre la variation des prix a la hausse,
parce que la depreciation du dram armenien signifie que les biens
importes seront vendus plus chers, et que les possibilites de
developpement de la production locale seront diminues, le prix de
revient des marchandises exportees sera plus cher aussi” a ajoute
Khachatryan pointant le fait qu’en raison des problèmes economiques
les societes russes feront moins d’investissements en Armenie que
prevu ou attendu.

Dans ce contexte, il est interessant de noter que la Russie est
le principal partenaire commercial de l’Armenie et qu’au cours des
deux dernières annees de 85 pour cent de la plupart des transferts
importants en Armenie ont ete faits a partir de la Russie.

En cas de desir et de volonte politique, cependant, selon Khachatryan,
il est possible d’activer l’economie, meme dans cette situation.

“Le modèle de l’economie armenienne doit etre change – les monopoles
doivent etre elimines, il doit y avoir davantage de possibilites pour
les petites et moyennes entreprises, l’economie doit etre liberee.”

Le Congrès national armenien (HAK) de Levon Ter-Petrossian a mis en
garde le parti Armenie prospère de Gagik Tsarukian (BHK) afin de ne pas
prendre une attitude prudente dans leur campagne anti-gouvernement
commune mettant en lumière de graves differences entre les deux
principales forces de l’opposition.

Dans un communique le HAK s’est interroge de l’apparente
reticence de la direction du BHK a organiser des manifestations
anti-gouvernementales dans les prochaines semaines. Il a declare
que le parti de Tsarukian risque de faire une >
s’il choisit de reporter indefiniment de telles protestations.

Le BHK a rejete l’avertissement avec une declaration publiee par son
porte-parole, Tigran Urikhanian. Ce dernier a declare que le parti
de Ter-Petrossian est libre de “tenir un rassemblement public de son
propre chef en tout lieu et a tout moment.”

Cela a conduit certains observateurs a conclure que le BHK, qui
contrôle la deuxième plus grande faction au parlement, est pret a
laisser Serge Sarkissian terminer son deuxième et dernier mandat
presidentiel en 2018 en echange de quelques concessions. Gagik
Tsarukian a alimente cette speculation la semaine dernière avec
la rumeur d’une reunion avec Serge Sarkissian. Le BHK a refuse de
confirmer ou de nier la rencontre confidentielle.

Des representants du BHK et du HAK ont cherche a minimiser les
differences apparentes entre leurs parties. “Il n’y a pas de division”,
a declare Levon Zurabian, vice-president du HAK. “Je pense qu’il
est naturel qu’il puisse y avoir des differences sur les formes de
notre lutte.”

“Nous ne sommes pas en train d’accuser ou de nous plaindre. Nous
presentons nos points de vue … et voulons que nos points de vue
l’emportent “, a declare Levon Zurabian au service armenien de RFE /
RL (Azatutyun.am).

Levon Zurabian a egalement precise que le HAK fera pression pour la
conduite par le trio de l’opposition d’au moins un autre rassemblement
a Erevan avant la fin de ce mois.

Selon un Communique de presse du Parlement europeen en date du 13
novembre 2014, celui-ci a adopte durant sa Session plenière une
Resolution condamnant l’attitude de la Turquie a l’egard de Chypre,
notamment en ce qui concerne les violations de sa Zone Economique
Exclusive.

Le Communique du Parlement dit : Les deputes ont condamne les “etudes
maritimes” de la Turquie menees en violation de la zone economique
exclusive (ZEE) de Chypre et de son droit souverain a explorer les
ressources naturelles qui s’y trouvent, dans une resolution adoptee
ce jeudi. Le texte appelle egalement la Turquie a cesser ses > et ses > a l’encontre de Chypre.

D’autre part, sur le meme sujet, selon une depeche de l’Agence
Athenienne de Presse (Bruxelles, 13 novembre 2014) le Commissaire
europeen charge de la Politique de voisinage et de l’elargissement

Parlement europeen, a l’egard de la Turquie pour la violation de la
Zone Economique Exclusive de Chypre.

YEREVAN, NOVEMBER 14, ARMENPRESS. On October 28, the Burbank City
Council, California, unanimously adopted a proclamation recognizing the
town of Hadrut of the Nagorno Karabakh Republic as a “Friendship City”.

The Information Department of the Ministry of Foreign Affairs of the
Nagorno karabakh Republic informed “Armenpress” that the proclamation
notes that the people of Hadrut and the Republic of Arstakh have shown
tenacity and perseverance in the face of war, massacres, crippling
poverty and tremendous hardships.

The City Council highlights that the Republic of Artsakh has for
more than twenty years stayed true and faithful to its citizens by
remaining independent while working to bring change and stability
to the Caucasus region, and by holding free and fair elections and
referendums that were widely declared as a model for the region.

“The threat of a full-blown war” appears to be the most frequently
met phrase in international reactions to this week’s major incident
in the Nagorno-Karabakh conflict zone where an Armenian military
helicopter flying in the neutral zone was downed by Azerbaijani forces.

The incident in which three Armenian pilots are presumed dead elicited
a wide international response as the Organization for Security and
Cooperation in Europe (OSCE), the European Union, NATO, the Collective
Security Treaty Organization and other international bodies voiced
concern about a possible escalation of tensions in Nagorno-Karabakh
in the wake of the development.

The main question after the incident appears to be Armenia’s response.

Will it lead to renewed large scale-hostilities and, finally, who will
benefit from such exacerbation of the situation in Nagorno-Karabakh?

Armenia did not immediately retaliate, but Defense Ministry spokesman
Artsrun Hovhannisyan warned that the consequences for Azerbaijan will
be “painful”. Nagorno-Karabakh’s Defense Minister Movses Hakobyan also
said that the Armenian side will hit [Azerbaijan] where it hurts most.

He did not elaborate.

In response, Azerbaijan declared a ‘no-fly zone’ over Nagorno-Karabakh,
thus threatening to hit all aircraft in its airspace (it considers the
airspace of Nagorno-Karabakh to be part of it). The same day, however,
President Serzh Sargsyan defiantly flew to Nagorno-Karabakh on board
a helicopter. The goal of his trip was to watch the joint military
drills of the Armenian and Karabakh armed forces being conducted
there. The Armenian leader did not make statements immediately, but
his trip and the fact that he went there on board a helicopter was
taken as defiance of Azerbaijani threats.

The Armenian side cannot take action while the bodies of its three
pilots who are presumed dead are in the neutral territory and that
territory is under intense Azeri fire. Nagorno-Karabakh has already
asked the International Committee of the Red Cross to assist in
bringing back its officers, but the Azerbaijani side has not yet
responded to the request. It is believed that Baku will demand the
return of its two citizens who are now being tried in Stepanakert
over killings and sabotage acts in Nagorno-Karabakh.

Meanwhile, Armenian politicians and experts are trying to find
an answer to the question on whether a full-scale war is in the
interests of Azerbaijan. For example, some insist on reciprocal steps
– for example, to establish control over the territories that are
called neutral today, and secondly it is proposed to start shooting
down Azerbaijani military aircraft that are within the reach of the
Armenian defense.

At the same time, there are calls not to give in to Azerbaijani
provocations and prevent violations of the status quo that is
favorable for the Armenian side. A full-scale war appears to suit
Azerbaijan and Turkey as the international community is trying to
force these two countries to lift the blockades of Armenia and the
region as a whole. Turkey and Azerbaijan demand “concessions” from
Armenia for doing that and it is not ruled out that in order to get
such concessions they will attempt to provoke hostilities.

Azerbaijan shot down an Armenian helicopter that it said violated its
airspace in an attack that may trigger fresh confrontations between
the two countries over a disputed region.

The Mi-24 helicopter was “trying to attack” Azeri positions near a
cease-fire line when it was hit, the Defense Ministry in Baku said on
its website. Armenia’s Defense Ministry said the aircraft was unarmed
and called its downing an “unprecedented provocation.”

“This is the worst military incident in more than 20 years since
the cease-fire,” Thomas de Waal, senior associate at the Carnegie
Endowment for International Peace, said by e-mail from Washington.

Armenia and Azerbaijan fought a war as the Soviet Union collapsed
that claimed about 30,000 lives and displaced 1.2 million people. The
latest rupture of the 1994 cease-fire marks a potentially dangerous
turn in the Caucasus flashpoint located between Turkey, Iran and
Russia, which has a mutual defense pact with Armenia.

Armenians seized Nagorno-Karabakh and seven surrounding regions from
Azerbaijan in the early 1990s. Efforts by the Minsk Group of U.S.,
Russian and French mediators from the Organization for Security and
Cooperation in Europe have failed to achieve a peace agreement and
end sporadic confrontations, which in August resulted in the death
of 20 troops.

First Downing

Today’s incident was the first time an aircraft was shot down in the
conflict zone around Nagorno-Karabakh since the cease-fire, according
to both sides.

“At 1:45 today, a Mi-25 helicopter of Armenian armed forces tried to
attack our positions,” the Azeri ministry said. “Our troops shot the
enemy helicopter down.”

The Minsk Group mediators said they were “deeply worried” by the
incident and appealed to all sides to avoid escalating tensions. “The
region cannot afford another round of violence like we witnessed
this summer,” Russian Ambassador Igor Popov, U.S. Ambassador James
Warlick and French Ambassador Pierre Andrieu said in an e-mailed
OSCE statement.

Companies led by London-based BP Plc (BP/) have invested more than
$40 billion in Azerbaijan’s oil and gas fields. Azerbaijan can pump
as much as 1.2 million barrels a day of oil to Turkey through the
Baku-Tbilisi-Ceyhan pipeline, which allows supplies to bypass Russia,
and at its closest point lies about 50 kilometers (30 miles) from
Nagorno-Karabakh.

Military Spending

Azerbaijan has used oil revenue to raise military spending 30-fold in
the past decade and threatened to use force to regain control of the
territory should mediation fail. It says Nagorno-Karabakh must remain
part of Azerbaijan to maintain the principle of territorial integrity,
while Armenia says the region has a right to self-determination.

“Azeri accusations claiming that Armenian helicopters have carried out
attacks on their positions and got a proper response are mindless,”
said Artsrun Hovhannisyan, a ministry spokesman in Yerevan. “An
investigation of the helicopter’s debris will confirm that the
helicopter was not militarily equipped.”

Three crew died, Radio Liberty reported on its website, citing Davit
Babayan, spokesman for Nagorno-Karabakh President Bako Sahakyan.

Hovhannisyan said Azerbaijan was blocking attempts to reach the
helicopter. “This unprecedented provocation will be very painful for
Azerbaijan,” he said.

The Azeri ministry named the soldier it said had shot down the aircraft
as Ilkin Muradov, and said he had been decorated for “distinction
in military service.” The helicopter had crashed 500 meters from the
Azeri front line, it said.

War Games

The latest spark comes as Armenia and troops from the self-declared
state of Nagorno-Karabakh stage military drills in the area. Almost
50,000 troops are currently engaged in military exercises that began
on Nov. 6, their defense ministries said.

Armenia has 17,000 troops in the exercise, the Defense Ministry
in Yerevan said on its website, while the Nagorno-Karabakh Defense
Ministry said on its website that it had 30,000 soldiers involved. The
“Unity 2014” drills involve 850 armored vehicles, 2,100 artillery
pieces and 450 air defense units, the ministries said.

Azeri President Ilham Aliev and Armenian President Serzh Sargsyan
have met twice in the past three months, in Sochi in August and in
Paris in October, in an attempt to overcome their differences.

Conflict in Nagorny Karabakh, a predominantly Armenian-populated
region of Azerbaijan that has been staying under de facto control by
Armenia since the early 1990’s can be settled by political means only,
Iranian President Hassan Rouhani said here on Wednesday after talks
with Azerbaijani President Ilham Aliev

Iranian government is confident that there is no military solution
to the Karabakh problem, he said, adding that Teheran does not like
the quo status in this frozen conflict, which sparked off at the end
of the 1980’s when both Armenia and Azerbaijan were still constituent
republics of the Soviet Union.

Iran would like to see peace, fairness, stability, and friendship in
the region, Rouhani said. He made known his country’s readiness to
take any steps towards this objective, including the ones that could
be taken in the format of international organizations.

Ilham Aliev said on his part “settlement of this conflict along the
principle of territorial integrity will bring peace to the region.”

“There’s no other solution,” he said

Azerbaijan and Iran signed five documents upon the completion of
bilateral talks on Wednesday. The package includes an intergovernmental
agreement on cooperation in informational and communications
technologies, as well as the memoranda on regulation of river flows,
operations of coastal guard, and R & D in alternative and renewable

Medal Requested For Azeri Soldier Who Shot Down Helicopter

Azeri Defense Minister Zakir Hasanov has requested a medal for a
soldier who has shot down a helicopter that belonged either to the
Armenian military or to the armed forces of Azerbaijan’s breakaway
Armenian-speaking enclave of Nagorno-Karabakh, the Azeri Defense
Ministry said.

“Showing vigilance and heroism,” Ilkin Muradov “shot down the enemy
aircraft in carrying out his service duties,” the ministry said in
a statement.

The helicopter was one of a pair of choppers that had flown into
Azeri air space, according to the ministry.

“One of the helicopters in the enemy combat pair was destroyed,
and the other managed to evade the line of fire and escaped,” the
statement said.

Three crewmembers were believed to have died.

The minister has asked for Muradov, who has stayed in the military
after his term of national service expired, to be awarded the medal
“For Distinguished Military Service” 3rd Class, the ministry said.

Earlier on Wednesday, the ministry had said Azeri forces had brought
down an Armenian military helicopter, a Mil Mi-24, about 2 kilometers
from the village of Kenqerli, Aqdam district.

Meanwhile, the defense ministry of the self-proclaimed Nagorno-Karabakh
Republic said Azeri forces had blown down an Mi-24 helicopter of the
Nagorno-Karabakh forces on Wednesday. It claimed the chopper had been
doing a training flight.
