Ogun Samast,the assailant who murdered Turkish-Armenian journalist
Hrant Dink in 2007 has named a third key suspect in the investigation
into the murder, according to Yeni Þafak daily.

Samast, who was sentenced to 21 years and six months in prison in 2011
for the murder, is currently testifying as a witness in the ongoing
investigation into the murder. The sources said that Samast has named
the suspect, who can add a new dimension to the investigation following
a three hour interrogation by prosecutor Yusuf Hakký Doðan.

Hrant Dink, editor-in-chief of the Turkish daily Agos, was murdered
outside his office by 17-year-old Ogun Samast on January 19 2007. An
earlier investigation showed that the prosecutors who worked on the
case ignored serious allegations into the involvement of top police
officers in the murder.

The prosecutors are accused of having ties with the Gulen Movement, a
group whose widespread infiltration of the judiciary and police enabled
them to influence cases or fabricate them for their own interests.

SRAEL’S PRESIDENT REVERSES STAND ON RECOGNITION OF ARMENIAN GENOCIDE
Russian Foreign Minister Sergey Lavrov said at a session of the OSCE
council of foreign ministers that Russia, U.S. and France will continue
mediation in the Nagorno-Karabakh process of Azerbaijan and Armenia,
TASS reports.

The Russian minister emphasized the problem of prisoners.

He reminded that the presidents of Armenia and Azerbaijan agreed at
a summit with the Russian leader in Astrakhan in 2010 to create a
mechanism for exchange of prisoners and bodies of people killed on
the contact line.

On December 3, British Ambassador to Armenia Katherine Leach, Deputy
Mayor of Yerevan Aram Sukiasyan, and Yerevan Zoo Director Ruben
Khachatryan came together to mark the opening of an inclusive swing for
disabled children, on the International Day of People with Disability.
The swing was donated to the Yerevan Zoo by the Armenian British
Business Chamber and Rotary Club of Yerevan; their representatives also
attended the event.

`The Yerevan Zoo should be accessible to children of all abilities and
this is one of the initiatives towards that goal. I am happy to thank
the British community in Armenia for their support,’ said Mr. Sukiasyan.

The event marked the start of the `Playground for All Children’
crowdfunding campaign, the aim of which is to build Armenia’s first
inclusive playground for thousands of disabled children in the country.
The campaign is initiated by the Foundation for the Preservation of
Wildlife and Cultural Assets (FPWC) and the Yerevan Zoo.
`For us, `The Playground for All Children’ is more than just another
improvement of zoo infrastructure. It will be the first inclusive
playground in Armenia, which will also be accessible for children with
special needs. We believe that this is an important step towards
bringing respect and accountability for these `invisible’ children. We
hope that the Yerevan Zoo will turn into a model for social integration
– a space, which will be free of society’s artificial barriers and
stereotypes. And of course, it will be a happy place for all children in
Armenia,’ said Yerevan Zoo director Ruben Khacatryan.

Ambassador Leach encouraged all individuals, businesses, and
organizations to support the initiative however they can. `This is the
beginning of a very important campaign and I would like to urge everyone
to join this campaign to help build the inclusive playground for all
children of Armenia,’ she stated.

The lack of awareness for their special needs has left many disabled
children and their families at the margins of society. A recent study by
UNICEF reveals that the segregation of disabled children in Armenia is
in many ways linked to the problem that the general public still
perceives it as impossible to integrate mentally as well as physically
handicapped persons in normal life. This playground aims to provide a
space for integration. It will promote an inclusive approach on all
levels of the society by dismantling societal barriers that have kept
these children segregated for years.

The `Playground for All Children’ will be a tangible step towards more
respect for the 8000 registered disabled children in the country. The
campaign will be facilitated through the U.S. based Global Giving online
platform through which anyone, anywhere in the world can contribute. To

Armenians Invent A Devise To Print Photos From Instagram

ARMENIANS INVENT A DEVISE TO PRINT PHOTOS FROM INSTAGRAM

Russia-based Armenians Tos Movsisyan and Artem Germeryan have invented
a device that prints photos from Instagram, which has no analogue in
the world, Russian Vedomosti reports.

Instagram is the most positive social network. Photos on Instagram
always express emotions. That’s why Tos Movsisyanfrom Moscow and Artem
Germeryan, a resident of Saint Petersburg, decided to materialize them.

They created the Boft devise, which prints square photos immediately
form the user’s profile, and the profile opens on a large touch
screen. The printing of two photos costs 50 rubles. Four and 20 photos
will cost 100 and 500 rubles respectively.

The two met at the Lappeenranta University of Technology, where the
students were sent to study by their universities. “Where else could
two Russian-speaking Armenians meet, if not in Finland?” Movsisyan
jokes.

Movsisyan and Germeryan invested $200 000 in the business. They spent
over a year to develop the software and the devise itself and to find
a company that would agree to produce the necessary equipment.

There are currently 10 Boft devises installed in Moscow trade center,
and another three in Saint Petersburg. The entrepreneurs intend to
install 150 devises all over Russia in 2015 and hope to reach the
US market.

Armenian Foreign Minister Edward Nalbandian made a statement at the
21st meeting of the OSCE Ministerial Council in Basel:

Mr. Chairman,

Dear Colleagues,

Ladies and Gentlemen,

I would like to extend my gratitude to the Chairman-in-Office, Didier
Burkhalter and his team for their efforts and contribution to the
activities of the Organization throughout the year, as well as to
thank the Government of Switzerland for the hospitality and the good
organization of the Ministerial Council.

As we mark the centennial of the First World War, and approach the
70th anniversary of the end of the Second World War, it is worth to
remember that the norms and principles on which this Organization
is based were embraced as an outcome of painful lessons and bitter
experiences of devastating calamities, millions of casualties and
nearly complete destruction of the whole continent.

The first Genocide of the 20th century, the centennial of which will
be commemorated next year, was perpetrated in the Ottoman Empire
against the Armenian nation, under the cover of the First World War.

It stands as a witness to what extent humanity can degrade in the
absence of international system of protection of human rights and
security.

The direct consequence of the tragic history of the 20th century was
the aspiration to create a new common security space, free of wars,
dividing lines, closed borders and spheres of influence, where the
dignity of individual and fundamental freedoms are fully respected.

Those ideas were later on reflected in the UN Charter, the Helsinki
Final Act and the main documents of the international law, empowering
the people to promote and protect their rights and to freely pursue
their own future. The exercise of these rights gave birth to many
present day states through the right of peoples to self-determination.

It is based on these understanding that Armenia, along with other
participating states, has contributed to the efforts to launch Helsinki
+ 40 process. We believe that in the year of 40th anniversary of
the conclusion of the Helsinki Final Act the reaffirmation of our
adherence to its principles will give a new impetus to the OSCE and
its endeavors.

Mr. Chairman,

The effectiveness of our Organization to a great extent depends on
the ability to timely and effectively assess and diligently address
evolving challenges in all three dimensions.

Arms control, confidence and security building measures should
prominently figure on our agenda. Even under prevailing circumstances
we need to seize every opportunity to prevent further erosion of
the existing regimes and work hard to find new solutions through
creative approaches.

We welcome the initiative of the Swiss Chairmanship to address the
issue of foreign terrorist fighters. The massive and gross human
rights violations perpetrated by such groups as ISIL and ANF, which
capitalize on the flow of foreign terrorists, constitute a serious
threat not only for the OSCE neighborhood, including our Mediterranean
partners, but to the OSCE region as well.

Mr. Chairman,

This year marks the 20th anniversary of the cease-fire agreement,
reached by Nagorno-Karabakh, Azerbaijan and Armenia. Azerbaijan did
everything to undermine the ceasefire regime, despite the calls of
the international community to reinforce the cease-fire agreement
of May 1994 and fully implement cease-fire consolidation agreement
of February 1995. Military actions of the Azrebaijani side along the
line of contact and on the Armenia Azerbijani border, resulted in a
significant loss of live and drastically raised tensions on the ground.

During last years our diplomacy, together with the three Co-chair
countries of the OSCE Minsk Group, the only internationally agreed
mediation format, has spared no efforts to achieve a peaceful
settlement of the Nagorno-Karabakh problem. Despite the intensive
efforts of the three Co-Chair countries during the last 6 years: about
20 summits, several dozens of meetings on ministerial level, visits of
the three Co-Chairs to the region, it has been impossible to reach a
breakthrough in the conflict resolution, because the Azerbaijani side
rejected one after another all proposals presented by the mediators.

In Armenia we continue to believe that the elements outlined in the 5
statements of the heads of the Co-Chair countries on Nagorno-Karabakh
can be the basis for reaching a fair and lasting settlement of the
conflict. We share the position of the Co-Chair countries, that those
elements should be seen as an integrated whole and that any attempt to
select some elements over others would make it impossible to achieve
a balanced solution.

Unlike Azerbaijan, Armenia has on several occasions reiterated and
in response to the appeals of the Presidents of Russia, the United
States and France, once again re-affirmed its commitment to the
principles of international law, particularly the non-use of force or
the threat of force, equal rights and self-determination of peoples,
and territorial integrity.

Azerbaijan is pretending that the international community shares
its approaches and it shares the approaches of the international
community, even pretended that it is ready to start the work on
drafting peace agreement, while Baku failing to agree on the main
principles of the Nagorno-Karabakh conflict. In reality, Azerbaijan is
continuously rejecting all proposals of the i Co-Chair countries. Baku
rejected all versions of the Basic Principles of the settlement of
the Nagorno-Karabakh conflict proposed by the Co-Chairs of the Minsk
Group, including last versions presented at the Kazan (June 2011),
Sochi (March 2011), Astrakhan (October 2011) and Saint Petersburg
(June 2010) summits.

Baku rejected not only the Basic Principles, but also
confidence-building measures proposed by the Co-Chairs on consolidation
of ceasefire and the establishment of a mechanism for investigation
of the ceasefire violations, taking entire responsibility for its An
Armenian villager who had mistakenly wandered into the territory of
Azerbaijan was arrested, humiliated in front of cameras, a tactic
used by notorious terrorist organizations, and was found dead the
following day.

The more the international community, through the OSCE Minsk Group
co-chairs appeals to the sides of the conflict to prepare populations
for peace and not war, the more we hear from Azerbaijan, including
in the top level, increasing bellicose warmongering, anti-Armenian
hate-speech, glorification of murderers of Armenians and persecution
of those journalists, civil society activists, representatives of
intelligentsia, who pursue confidence building and reconciliation
projects, presenting them as “Armenian spies”. The more the
international community is calling on the sides to withdraw snipers
from the line of contact, the more sniper shootings, provocative
incidents, subversive acts are coming from the Azerbaijani side,
resulting in numerous casualties.

The more oil revenues are enriching the Azerbaijani budget, the more
weaponry and armament are purchased by Baku. In 2015 Azerbaijan’s
military budget will reach 4,8 bln USD, almost 30 times increase in
a decade since Ilham Aliyev inherited the power from his father. The
absolutely disproportionate military spending and acquisition of
excess armaments by Azerbaijan poses a serious threat to regional
and international stability and security.

Such a militaristic posture is fuelled up by anti-Armenian propaganda
and xenophobia.

Year after year Armenia has been raising its concerns from this podium
over the militaristic rhetoric, blatant violation of international
commitments and anti-Armenian hysteria and hatred being injected into
the Azerbaijani society from the highest levels of its leadership.

Many international organizations on human rights alerted about
flagrant cases of racism, intolerance and violations of human rights
in Azerbaijan, alerted on the policy of hatred against Armenians.

The European Commission against Racism and Intolerance (ECRI) in
its report on Azerbaijan noted with deep concern the “constant and
negative official and media discourse concerning the Republic of
Armenia” and recommended the Azerbaijani authorities to “adopt an
appropriate response to all cases of discrimination and hate speech
against Armenians”. What is the Azerbaijani response? Baku is trying
to impose its own distorted perception of human rights on others,
organizes fake conferences on tolerance and freedoms.

Responsive nature of our organization entails proper assessment and
adequate reaction to this behavior.

It is clear that international community should not tolerate the
attempts of the Azerbaijani leadership to adjust the international
law to their own racist ideology. Having a rich internal experience in
corruption Baku is attempting to transfer it to interstate relations
exploiting it as a tool to impose its own misperceptions on others.

The international community could not tolerate the attempts of
Azerbaijan to replace the rule of law with the rule of oil.

In the last August, September and October, the Co-Chair countries,
first the President of Russia in Sochi, then the Secretary of State
of the USA in Newport, and then the President of France in Paris,
with participation of the Heads of States of Armenia and Azerbaijan,
organized Summit meetings to reduce the tensions and prevent further
escalation of the situation.

Immediately after the Paris meeting the leadership of Azerbaijan
raised another wave of anti-Armenian provocative rhetoric, and the
Defense Minister of that country claimed again that his country would
solve the Nagorno-Karabakh issue through military means.

The recent shooting down by the Azerbaijani armed forces of the
helicopter of the Nagorno-Karabakh Defense Army during a training
flight, which took the lives of three young servicemen, is Baku’s
latest criminal provocation. The Azerbaijani army for almost ten days
continuously kept the area of the helicopter shooting under intensive
fire, hindering rescue teams, the OSCE, International Committee of
the Red Cross representatives to approach that site and evacuate the
bodies of killed crew members, which became another gross violation
of international humanitarian law by Azerbaijan.

Baku continues to oppose itself to the international community, which
was once again demonstrated by its reaction to the statement of the
OSCE Minsk Group Co-Chairs on the helicopter shooting. Azerbaijan is
clearly losing the sense of reality and day by day is deepening the
gap between itself and the civilized world.

To achieve a durable peace, stability and security in the region,
Armenia will continue to invest its utmost efforts towards the
settlement of the Nagorno-Karabakh conflict exclusively through
peaceful means and on the basis of the purposes, principles and norms
reflected in the UN Charter, Helsinki Final Act and the provisions
of the statements of the Minsk Group Co-Chair Countries’ Presidents
in L’Aquila, Muskoka, Deauville, Los Cabos and Enniskillen.

Mr. Chairman,

To conclude, I would like to express Armenia’s readiness to support
the incoming Serbian Chairmanship in the implementation of its agenda.

Israeli President Becomes Another Armenian Genocide Denier

ISRAELI PRESIDENT BECOMES ANOTHER ARMENIAN GENOCIDE DENIER

YEREVAN, DECEMBER 5, ARMENPRESS. The Israeli President Reuven Rivlin,
formerly an outspoken advocate of Israel’s recognition of the Armenian
Genocide, decided not to renew his signature on an annual petition
calling for Israel to officially recognize the mass killings as
genocide. As reports “Armenpress” citing The Times of Israel,
the Israeli President’s administration has officially confirmed
the information.

Those responsible for the petition were surprised by Rivlin’s change
of stance, Israel’s Channel 10 News reported on Thursday night,
which was ascribed to the heightened sensitivity of his position
since Rivlin was elected president earlier this year. The TV report
said Rivlin was apparently concerned not to further harm Israel’s
strained relations with Turkey.

Ties have been all-but frozen in recent years, notably as a
consequence of the 2010 killings of nine Turkish citizens by Israeli
naval commandos who were attacked when they intercepted the Turkish
vessel Mavi Marmara as it sought to break Israel’s security blockade
of Hamas-run Gaza.

Israel has avoided formally recognizing the Armenian Genocide in the
political arena for years, for fear of straining diplomatic ties with
Turkey, which was Israel’s closest ally in the Muslim world until
the deterioration under the leadership of Recep Tayyip Erdogan, an
open supporter of Hamas who has issued a stream of highly critical
statements about Israel.

In years past, Rivlin on numerous occasions encouraged Israeli
lawmakers to reject the politicized discourse that has dominated the
discussion of the issue. “I’m aware of the sensitivity, but I’m not
blaming modern-day Turkey,” Rivlin told Knesset members last year,
when he was still an MK himself. “The government that committed
these acts was overturned by Turkey itself,” he said during a special
session on the topic.

“I’m sure Turkey will be an ally. I think a solution needs to be
found for this crisis, but it’s unthinkable that the Knesset ignore
this tragedy,” Rivlin said. “We demand that people don’t deny the
Holocaust, and we can’t ignore the tragedy of another nation,” he said.

During an interview with Israel Army Radio in 2013, Rivlin highlighted
the differences between the Holocaust and the murder of the Armenian
people. But without blurring those differences, Israel must find a
way to “fulfill its moral obligation of remembering wrongs done to
others,” he said.

The fact of the Armenian Genocide by the Ottoman government has
been documented, recognized, and affirmed in the form of media
and eyewitness reports, laws, resolutions, and statements by many
states and international organizations. The complete catalogue
of all documents categorizing the 1915 wholesale massacre of the
Armenian population in Ottoman Empire as a premeditated and thoroughly
executed act of genocide, is extensive. Uruguay was the first country
to officially recognize the Armenian Genocide in 1965. The massacres
of the Armenian people were officially condemned and recognized as
genocide in accordance with the international law by France, Germany,
Italy, Belgium, Netherlands, Switzerland, Sweden, Russia, Poland,
Lithuania, Greece, Slovakia, Cyprus, Lebanon, Uruguay, Argentina,
Venezuela, Chile,Canada, Vatican and Australia.

Armen Rustamyan, the head of the Armenian Revolutionary Federation
Dashnaktsutyun (ARF-D) parliamentary group, told a press briefing on
Friday that the ARF-D is not a primitive opposition force to act in
opposition of the authorities.

He made the statement in response to reporters’ question as to
whether the opposition ARF-D has lately agreed with President Serzh
Sargsyan’s policy, particularly his position on Armenia’s accession
to the Eurasian Economic Union (EEU).

“Whoever is Armenia’s president, he would make such a decision,”
Mr Rustamyan said.

The ARF-D has most of all seen geopolitical ups and downs and decided
in favor of security.

As to a remark that security is a motive for supporters of Armenia’s
accession to the EEU, Mr Rustamyan said:

“The facts are obvious. Are we giving a justification by saying that
Armenia and Nagorno-Karabakh are blockaded and in a state of war or
are we stating a fact?”

Worrying Signals From Moscow

WORRYING SIGNALS FROM MOSCOW

The Russian Duma is considering stopping use of dollar and euro in
trade among Eurasian Economic Union member states, and this seems to
be getting approval. The discussion in the State Duma is intended to
feel the pulse of the EEU member states. Naturally, Kazakhstan and
Belarus are in the first place because Russia is definitely expecting
a positive response from Armenia.

The EEU agreement mentions a unified currency but the timing of dealing
with this is 2025. However, since the developments are very fast,
with ruble plunging, Russia feels the need to impose its ruble on
the EEU member states, expecting to save the ruble and the financial
situation in general, which is next to disaster.

It is possible that the turbulence on the financial market is organized
to promote the transition to a unified Eurasian currency. Of course,
there are economic factors too, such as the falling oil price which
causes ruble to fall, causing problems in the Armenian financial
market. Besides, however, manipulations are possible, especially when
such closed systems as the EEU member states are concerned.

A few months ago Kazakh tenghe fell, which was determined by domestic
factors. The economic situation of EEU member states considers such
developments possible but it is probable and realistic in the EEU
that closed systems may benefit and use manipulative steps to achieve
a political result.

And there is no doubt that the process of the unified currency is a
political process. The unified currency is equal to a unified state,
a unified Constitution. It is not ruled out that Russia is using this
to cement the EEU politically because Kazakhstan has refused all other
functional intentions and announced that the EEU can be an economic
union only. Of course, it is impossible to have a purely economic
union of such scope without political consequences and purposes but
in functional terms Astana has succeeded in keeping the EEU agreement
possibly free from the key political points.

It is possible that Moscow is trying to get maximum use from the
existing situation, and since the ruble is falling down, and there is
nothing to do about it, the Kremlin has apparently decided to benefit
from this and promote the idea of a unified currency to impart the
EEU with a so-called disguised political function. Obviously, Moscow
has at least started feeling the pulse.

Five Best Armenian Investment Projects To Receive STEP Grants

FIVE BEST ARMENIAN INVESTMENT PROJECTS TO RECEIVE STEP GRANTS

YEREVAN, December 4. /ARKA/. The five best Armenian investment projects
will receive grants under the “From Idea To Market Competition”
initiative of the Science and Technology Entrepreneurship Program
(STEP), head of Enterprise Incubator Foundation (EIF) Bagrat
Yengibaryan said at a venture conference on Thursday. This year fifteen
applications sel ected by an expert jury out of a total of 65 have the
chance to participate in the conference. Five winning projects will
receive funding – tree of them $15,000 each, and the other two will get
$7,500 each, Yengibaryan said. The venture conference on accelerated
innovations in science and technology is held in Yerevan as part of
the STEP program. Fifteen investment projects on IT, architecture,
agriculture and biotechnology developed by Armenian researchers
and startups will be presented during the conference. The number of
applicants is higher this year, so is the number of fields, Yengibaryan
said. Another novelty this year is the jury with members that not only
make professional judgments, but are potential investors as well, he
said. Applicants will have an opportunity to get a consultation fr om
the American member of the jury after the project presentation. Deputy
minister of economy Emil Tarasyan said similar events facilitate
formation of IT and high-tech infrastructures. The ministry starts
creating a database of all investment projects, irrespective of whether
they won or not, for future meetings with investors, Tarasyan said. The
venture conference is held by Armenia’s ministry of economy, the US
Civilian Research and Development Foundation (CRDF) and the EIF. The
