Nagorno-Karabakh conflict settlement planned to be discussed at NATO
PA autumn session

The settlement of the Nagorno-Karabakh conflict will be discussed
during the autumn session of the NATO Parliamentary Assembly, the
First Vice-Speaker, Chairman of the Committee on Security and Defence
of the Azerbaijani Parliament Ziyafet Askerov told media in Baku.

“Although this issue is not planned to be discussed during the spring
session, but we will try to include it on the agenda of the autumn
session of the NATO Parliamentary Assembly,” Askerov said.

NATO Parliamentary Assembly is the international parliamentary
organization established in 1955 (till November 1966 – the conference
of NATO parliamentarians, in 1966-1998 – the North Atlantic Assembly).
Two sessions are held annually (spring and autumn). The governing
executive body of the NATO Parliamentary Assembly is a Permanent
Committee. It is headed by a Chairman elected among the members of the
NATO Parliamentary Assembly for a term of two years.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Azerbaijani top official: All flights to Azerbaijan’s occupied
territories should be carried out in accordance with international law

All processes associated with flights to the occupied Azerbaijani
territories should be carried out in accordance with established
international legal norms and relevant legislation, Azerbaijani
Presidential Administration Foreign Relations Department Head Novruz
Mammadov said.

“All processes should be carried out in accordance with established
legal norms and relevant legislation,” Mammadov told journalists today
commenting on the Armenian President’s visit to Khankendi this week
and his acquaintance with illegal construction of an airport in this
territory.
Armenia plans to open the airport in Khankendi in May. Armenian
President said that he will be the first passenger of an aircraft,
which will depart from Khankendi.

Mammadov said the relevant international convention, as well as laws
exist on this issue.

“Armenia takes steps violating these laws, however, all steps taken in
this sphere should be regulated only within the law,” he said.

Armenia has no right to operate the airport in Khankendi, built in the
Azerbaijani occupied territories. This contradicts all international
conventions and will not be allowed by any international
organizations, including an influential organization such as the
International Civil Aviation Organization (ICAO), AZAL spokesman
Maharram Safarli said earlier.

armed forces have occupied 20 percent of Azerbaijan since 1992,

textbooks for secondary schools

New studies and knowledge on the Azerbaijani history should be
included in history books, director of the Institute of History of the
Azerbaijan National Academy of Sciences (ANAS), MP Yagub Mahmudov
said.

He said that fundamental studies on the history of the Irevan Khanate
have been recently held.

“In addition, studies have been held on the history of Karabakh and it
was proved that the Armenians are not natives of these territories.
They moved here after the Russian Empire occupied Azerbaijan.
Important documents on the history of Borchali, Derbent and South
Azerbaijan have been revealed and these documents must also be
included in the textbooks,” Mahmudov said.

Today, Azerbaijan excels Armenia in the information war, he said.

“They no longer see themselves as the ancient people of the South
Caucasus. Armenian Defense Minister Seyran Ohanian said recently that
the Azerbaijani historians allegedly distort Armenia’s history. We
study and demonstrate our history to all, and they are worried about
it,” Mahmudov said.

Captain Kidd shipwreck becomes a Museum of the Sea

Nearly three years after the discovery of the shipwrecked Quedagh
Merchant, abandoned by the notorious Captain William Kidd, the
underwater site will be dedicated as a `Living Museum of the Sea’ by
Indiana University archaeologist Charles Beeker, and the government of
the Dominican Republic.

The dedication as an official underwater museum will take place off
the shore of Catalina Island in the Dominican Republic on May 23, the
310th anniversary of Kidd’s execution in London for his alleged
`crimes of piracy.’

Living museum of the sea
Underwater plaques will help guide divers around the shipwreck site as
well as relics and rare corals at two other shipwreck sites.

The US Agency for International Development awarded Indiana University
$200,000 to turn the Captain Kidd shipwreck site and two nearby
existing underwater preserves into no-take, no-anchor Living Museums
of the Sea. The ultimate aim is to protect history, protect corals,
and preserve biodiversity in the surrounding reef systems.

The underwater science team led by Beeker, has been working to
preserve, analyse and document the Kidd shipwreck since its discovery
in 2007. This unique museum, resting in less than 10 feet of water
and a mere 70 feet from shore, will give divers the opportunity to see
the 17th century ship remains, including several anchors, along with
dozens of cannons, which now rest on the ocean’s floor and serve as
home to coral and sea creatures. Above water, terrestrial museums will
benefit from artefacts that are on loan to Indiana University by the
Dominican Republic government for the purpose of study and research.

`As this ongoing multidisciplinary research continues,’ Beeker said,
`interest in the project has grown and new partnerships are
developing, including the Peace Corps assigning their volunteers to
the project, and the Consorcio Dominicano de Competitividad Turistica
promoting the project as a sustainable tourism destination.’

As the interest in eco-tourism and unique vacation destinations
continues to grow, this Living Museum of the Sea is predicted to be a
sought-after destination for those seeking underwater adventures
combined with significant 17th century maritime history representative
of the golden age of piracy in the Caribbean.

Pirate or privateer
There is still of course a debate on the status of Captain Kidd
himself. In the 16th and 17th centuries, privateers enjoyed a
successful trade around the world on warships that were privately
owned, but had government approval and backing to attack enemy ships.
The privateer would then share any booty with the government.

William Kidd was born in Dundee, Scotland, in 1654, the son of John
Kidd a seaman, and his wife Bessie Butchart.

During the war between England and France in the 1690²s, Kidd became a
successful privateer in charge of the vessel Blessed William,
defending trade routes with the West Indies. He was then commissioned
by the English government to take charge of an expedition against
pirates in the Indian Ocean. Kidd’s public mission was to clear the
sea there of pirates, but it was probably understood by his backers
that he would also take every opportunity to capture any enemy ships
that had valuable cargo.

In February 1698, almost a year after he had been expected to return
from his mission, Kidd finally struck lucky in heavy seas off the
Indian coast, north of Cochin, with the Quedagh Merchant, a 500 ton
Armenian merchant ship laden with gold, jewels, silver, silks, sugar
and guns. Kidd considered this prize, together with previous smaller
prizes, as ample compensation for his late return, and reward enough
for his backers. The prize though was a legal nightmare. Owned by
Indians, carrying a Persian cargo, crewed by Moors, and with an
English Captain named Wright they all sailed together, allegedly under
a French pass. Kidd decided that this was a legitimate target and took
her.

However, by this time, tales of his supposed piratical exploits were
causing serious embarrassment back in London, and he was arrested soon
after returning to New York, after leaving the Quedagh Merchant at
Catalina Island.

disappeared and his logbook was burned. His corpse was displayed in an
iron cage on the dock at the Thames Estuary for several years as a
warning to other would-be pirates.

Beeker said it was remarkable that the wreck had remained undiscovered
all these years given its location, just 70 feet off the coast of
Catalina Island in the Dominican Republic.

Anthropologist Geoffrey Conrad, director of IU Bloomington’s Mathers
Museum of World Cultures, said the men Kidd entrusted with his ship
reportedly looted it, and then set it ablaze and adrift down the Rio
Dulce. Conrad said the location of the wreckage and the formation and
size of the canons, which had been used as ballast, are consistent
with historical records of the ship. They also found pieces of several
anchors under the cannons.

`All the evidence that we find underwater is consistent with what we
know from historical documentation, which is extensive,’ Conrad said.
`Through rigorous archaeological investigations, we have conclusively
proven that this is the Captain Kidd shipwreck.’

Beeker, who has been conducting research in the Dominican Republic for
nearly 20 years, was asked to examine the shipwreck in 2007 while on
another research mission involving the search for the lost ships of
Christopher Columbus.

YEREVAN. – Henaran.am Armenian website was cracked on Saturday. The
unknown left inscription, `There is no other God but Allah, Muhammad
is his Messenger’ on the website.

As reported earlier, Azeri hackers targeted the website twice several
months ago. It is not ruled out Azerbaijani did it once again. The
evidence thereof is the text written in poor Arabic.

As Armenian News-NEWS.am reported previously, Yerkir e-source was also
attacked on May 6.

Welcome to a world of darkness. It is a dense, opaque darkness,
glimmering with unspeakable beauty. It speaks in hushed tones and
contains secrets of time immemorial. Before time itself existed on
earth? It is the mystifying world of black diamonds.

Geologists say black diamonds, or carbonado, originated on earth 3.5
billion years ago and that they are much older than conventional
diamonds. They are found only in Brazil and the Central African
Republic.

Researchers say they found hydrogen, which indicates an origin in
hydrogen-rich interstellar space. They believe that carbonado diamonds
formed in stellar supernova explosions, which created large asteroids
that traveled through space before landing on earth some 2.3 billion
years ago. And black diamonds are the rarest among the entire carbon
family.

YEREVAN. – May 8 marks 19 anniversary of a unique operation on
liberation of strategic town of Shushi from Azerbaijani armed forces.

During the war unleashed by Azerbaijan, Shushi was turned into
Azerbaijani military stronghold. The opponent started shelling the
capital of Nagorno-Karabakh – Stepanakert in late 1991 using Shushi’s
suitable location.

The situation deteriorated sharply in February 1992 when the
Azerbaijani military began to use multiple rocket launcher (BM-21
Grad).

The opponent fired systematically at residential areas of Stepanakert
to destroy maximum number of civilians. Hundreds of peaceful citizens
became victims of inhuman shelling. Stepanakert’s existence was
threatened in April. In late May the Armenian commanders made the only
possible decision – to liberate Shushi from Azerbaijani armed forces
by means of a storm.

The operation was launched on the night of May 8, 1992 at 2: 24 a.m.
Shushi was protected by 2500 Azerbaijani soldiers armed to the teeth.

A total of 3,800 volunteers were fighting from the Armenian side under
the command of Arkady Ter-Tadevosyan, commander of the Artsakh
self-defense. Front line stretched for 45 kilometers.The attack was
carried out in several directions.

The operation was completed shortly due to high morale of Armenian
soldiers, combined with skillful command. The operation lasted about
26 hours. At 4:00 a.m. on May 9 Ter-Tadevosyan stated: all enemy units
left Shushi.

Earlier, vast majority of Azerbaijani civilian population left the
city as well. The Armenian side lost 58 soldiers, while Azerbaijan –
about 200.

Armenian servicemen put an end to shelling of Stepanakert and
systematic destruction of its civilian population.

Azerbaijan appreciates Turkey’s stand on Nagorno-Karabakh

The Turkish prime minister’s recent speech in IÄ?dır that stressed
Azerbaijan’s importance for Turkey was warmly welcomed in Azerbaijan,
reinforcing the trust and understanding between the two brotherly
nations, Azerbaijani experts say.

`Such statements by Turkish Prime Minister Recep Tayyip ErdoÄ?an
explicitly show Turkey’s position towards Azerbaijan so that
Azerbaijan knows it is much more important to Turkey than Armenia,’
Cavid Veliev, a regional expert at the Strategic Research Center based
in Baku, said in an interview with Sunday’s Zaman. Giving the speech
during a Justice and Development Party (AK Party) election rally at
the city of IÄ?dır’s Belediye Square on April 30 as a part of his
election campaign, ErdoÄ?an referred to Turkey’s relations with Armenia
and the Nagorno-Karabakh conflict in front of a throng of local
residents. He said straightening out Turkish-Armenian relations is not
as important as settling the Nagorno-Karabakh dispute; without the
settlement of this conflict, the normalization process between Armenia
and Turkey is impossible.

`I am putting this issue plainly once more here in IÄ?dır: without any
breakthrough in the Nagorno-Karabakh stalemate, our relations with
Armenia cannot get back on track,’ ErdoÄ?an said. Talking to Sunday’s
Zaman, Elkhan Å?ahinoÄ?lu, the head of Baku-based Atlas Research Center,
said ErdoÄ?an’s saying that the security of Nakhichevan and
Nagorno-Karabakh is as important as the security of Turkey and that
Turkey backs Azerbaijan are very important messages for the
international community, Armenia and Azerbaijan. Remarking on the
completion of the highway in Nakhichevan, ErdoÄ?an stated, `The
Karabakh and Nakhichevan issues are of concern for Turkey.’

ErdoÄ?an once more mentioned Turkey’s steadfast stand — that without
the settlement of the Nagorno-Karabakh dispute, Turkey will neither
open the borders nor establish diplomatic relations with Armenia. In
addition, ErdoÄ?an also said Armenia should understand that if
Azerbaijan is threatened, Yerevan will find Turkey standing alongside
Azerbaijan. Saying Turkey sent a gentle message to Azerbaijan,
Å?ahinoÄ?lu added, `Ankara is loyal to the alliance with its brother
state.’

Normalization efforts between Ankara and Yerevan had shaken
Turkish-Azerbaijani friendship for a short period after Turkey signed
the Zurich protocols with Armenia in October 2009, an agreement to
establish diplomatic relations between the countries. In 1993, after
the Nagorno-Karabakh dispute broke out between Armenia and Azerbaijan
— post-Soviet countries in the South Caucasus — diplomatic ties
between Armenia and Turkey became strained. Supporting its strategic
ally Azerbaijan, Turkey closed its borders with Armenia in an effort
to make Armenia, which also says in has territorial claims over parts
of Turkey, respect the borders of its neighbors.

Azerbaijan opposed the opening of the Turkish-Armenian border, saying
Turkey’s normalization efforts put Azerbaijan’s attempts to isolate
Armenia economically within the region in jeopardy, causing Azerbaijan
to lose a bargaining chip in the Nagorno-Karabakh dispute. ErdoÄ?an
said in his speech in IÄ?dır that Azerbaijan’s pain is Turkey’s too.
`Turkey has always stood next to Azerbaijan, backed it on
Nagorno-Karabakh and will always continue to support it,’ ErdoÄ?an
stated.

In an interview with Sunday’s Zaman, Elnur Soltanov, an expert at the
Azerbaijan Diplomatic Academy, said that the IÄ?dır speech by the
Turkish prime minister was not just calculated to gain votes, but an
indication of the Turkey’s official policy. Despite most of the
population of IÄ?dır having Azerbaijani origins, experts think the
prime minister’s speech does not stem from electoral concerns alone,
with Soltanov saying, `ErdoÄ?an is a popular and respected prime
minister of Turkey, and he has been noticeably consistent regarding
the triangle of Turkey-Azerbaijan-Armenia relations since 2010.’
Calling the message `clear, consistent, legitimate, legally powerful
and peaceful,’ Soltanov noted the similarity between ErdoÄ?an’s IÄ?dır
and Geneva speeches; however, considering that normalization between
Turkey and Armenia will not bring comprehensive peace to the region,
one cannot speak of any `normalization.’

While responding to questions from Armenian deputies during the
Council of Europe Parliamentary Assembly’s (PACE) latest session, held
in mid-April, ErdoÄ?an stated that Turkey will always protect
Azerbaijan’s rights, while attempting to normalize its ties with
Armenia. Meanwhile, ErdoÄ?an urged Armenia not to give in to pressure
from the powerful Armenian diaspora. Revisiting the questions by
Armenian deputies addressed to ErdoÄ?an during that PACE session,
ErdoÄ?an restated his response to them in his speech in IÄ?dır, saying
no one can expect anything from Turkey in regard to the
Nagorno-Karabakh issue.

The Turkish-Armenian rapprochement resulted in a souring of
Azerbaijani-Turkish relations. Although the Azerbaijani administration
preferred to keep silent, saying this is an issue that concerns Turkey
and Armenia only, there was growing concern among the Azerbaijani
public that the Nagorno-Karabakh conflict would not be peacefully
resolved and instead Armenia would benefit from the border opening.

Captain Kidd’s pirate ship to become underwater museum

The submerged wreck of Captain Kidd’s pirate ship will become a
“Living Museum of the Sea” reports Science Daily.

The Quedagh Merchant was found a couple of years ago just off the
coast of the Dominican Republic. It’s only 70 feet from the shore of
Catalina Island and rests in ten feet of water, so it’s a perfect
destination for scuba divers or even snorkelers.

Underwater signs will guide divers around the wreck, and like in
above-ground museums, there’s a strict “don’t touch the artifacts”
policy. Often when shipwrecks are found the discoverers keep the
location secret to protect them from looting. Hopefully this bold step
of allowing visitors to swim around such an important wreck will help
inform the public without any harm being done. One can only hope!

Captain Kidd is one of the most famous and most controversial of
pirates. For much of his career he was a privateer, a legal pirate
with permission from the King of England to loot enemy ships and hunt
down other pirates. Privateers were one of the ways the big empires of
the day harassed one another.

Lots of stories of his evil nature have come down to us. He was
supposed to have been brutal to his crew and was even reported to have
buried his Bible, as is shown in this public domain image courtesy
Wikimedia Commons. He’s also supposed to have buried treasure all over
the world. How much of this is true and how much is legend is still
hotly debated by historians.

The Quedagh Merchant was an Armenian vessel carrying a rich treasure
of gold, silver, and fine cloth that Kidd captured in 1698 off the
coast of India. Although the ship was Armenian and was under the
protection of the French Crown, it was captained by an Englishman.
This got Kidd’s status changed from privateer to pirate and from then
on he was wanted by the English authorities.

Kidd left the Quedagh Merchant in the Caribbean with a trusted crew as
he sailed off on another ship to New York to clear his name, but his
“trusted crew” looted the vessel and sunk it. His loss was posterity’s
gain.

Kidd shouldn’t have gone to New York. He was lured to Boston by a
supposed friend and then arrested and shipped to England to be put on
trial for piracy. The judge found him guilty and sentenced him to
hang. His body was left hanging over the River Thames in an iron cage
called a gibbet as a warning to others. The museum will be dedicated
on May 23, the 310th anniversary of Kidd’s execution.

May 9: Victory Day, Wedding in the Mountains and liberated Shushi

For 19 years already the Armenian people celebrate May 9 not only as
the day of victory the Great Patriotic War but also as the day of
liberation of Shushi, one of the crucial episodes in history of
Armenian people. Liberation of Shushi had become the turning point in
the Karabakh war, marking the way for future achievements.

`Starting with February 1992, the situation in Stepanakert and its
environs became intolerable. The city was under constant fire from
Krkjan, Khojalu and Shushi. A semicircle was formed which kept
Stepanakert under continuous fire,’ recollects the mastermind of the
liberation of Shushi, general Arkady Ter-Tadevosyan, the legendary
Commandos.

Stepanakert was almost ruined; people lived in basements, often
without bread and water…

`Shushi had to be liberated. Our task was to neutralize the weapon
emplacements from Khojalu to Shushi,’ Commandos recollects in a
conversation with a PanARMENIAN.Net reporter, his hand, like 19 years
ago, drawing the weapon emplacements from where Stepanakert was fired
upon and the liberation plan.

`The Armenian leadership did not favor the operation. Then-Defense
Minister Vazgen Sargsyan believed it should be postponed. But we had
to act. During a meeting, 72 commanders agreed unanimously that Shushi
must be freed,’ he recalls.

At that time, Commandos told Sargsyan that should Shuhsi be liberated,
the Minister will celebrate his wedding in the mountains. So, the
operation was titled `Wedding in the Mountains.’

Preparations began. Commandos’ detachment which numbered 3800 people
split into 5 groups. The operation started on the night of May 8.
Colonel Arkady Karapetyan’s battalion started offensive from Shosh
village. Ashot Ghulyan’s company attacked from the northeast. Dushman
Vardan’s company advanced from the east and had retaken the environs
by the morning. The detachments under command of Nver Chakhoyan and
Zhirayr Sefilyan came from the south. A 400-member shock troops led by
colonel Seyran Ohanyan advanced from the southwest, liberating the
villages of Kusar, Bashkend, Javadlar and 17 others. Arthur
Arakelyan’s detachment liberated the settlement of Lower Zarislo while
Albert Alaverdyan and his men freed Upper Zarislo. In the morning,
they were joined by the battalion of Valery Chtchyan to enter Shushi.

According to Commandos’ calculations, the operation had to take 2 or 3
days, but Shushi was liberated at 4am of May 9, that is 26 hours after
its start.

`We had no right to be defeated. It was our town, where each stone and
road was dear for us. This thought gave us strength and inspiration,’
Ter-Tadevosyan says.

Now he says he is glad to see Shushi developing. Neither he nor other
commanders forgot the town: each year they gather there to celebrate
the victory and maybe one day they will celebrate a wedding in the
mountains.
