the country threats to bomb Stepanakert’s newly constructed airport.

“The OSCE Minsk Group Co-Chairs should officially declare that it is
Azerbaijan that regularly violates the ceasefire,” Hakobyan said in
an interview with A1+.

May 9 is celebrated in Armenia as a triple holiday: today Armenians
celebrate the 66th anniversary of victory in the Great patriotic War,
the 19th anniversary of Shushi Liberation and the Day of the NKR
Defense Army.

Armenia’s top brass headed by Parliament Speaker Hovik Abrahamyan and
Prime Minister Tigran Sargsyan visited Victory Park to lay wreaths
at the monument to the Unknown Solider. A minute of silence was
observed in memory of the perished warriors, which was followed by
a military parade.

“Our veterans deserve a dignified life and better living conditions.

The government is doing its utmost to improve veterans’ living
conditions and reduce their problems to the minimum,” said Hovik
Abrahamyan, at the same time underlining the scarcity of financial
resources.

“The victory is deeply perceived during our personal contacts with war
veterans. The most important is to bridge people and authorities. We
have always relied on ourselves and we should unite efforts to boost
our economy and army,” said the Armenian parliament speaker.

Defense Minister Seyran Ohanyan noted that the bravery and sacrifice
demonstrated during the Great Patriotic War and Karabakh war set a
brilliant sample to our future generations.

“Our sons worthily repeated the feats of our ancestors during the
liberation of Shushi, he said.

Azerbaijan’s defense ministry campaign office continues to spread
news, as if the contact zone of the Karabakh side regularly violates
ceasefire. Does this information coincide with the reality and what’s
Baku’s aim?

Head of the press and campaign department of the Defense army Senor
Hasratyan informs that the number ceasefire violations along the
contact line of Karabakh-Azerbaijan had grown. Who initiates those
violent actions and what sort of forces and measures are taken during
that is the other side of the question?

According to operative data of the Defense army, only during the last
year ceasefire violations along the contact line was more than 950
times, during which over 6500 shots were released.

By the way, the official Baku has announced for many times that they
are training snipers very intensively and especially for that reason
they acquire amours and uniforms from Russia and Turkey.

It is no secret that there are many trained snipers along the front
line of Azerbaijan who are paid by the country.

Proves are the losses we had during April 28-29, which proved once
more that Azerbaijani side is akin not only to ignore the agreement
over peaceful resolution of the conflict, but also to spread news
that have nothing in common with the reality.

Turning to the murder of April 29, the press speaker of the Defense
ministry of Azerbaijan announced that the news spread by the Armenian
side is another forgery. More than that, colonel-general Sabiroghlu
used his wide imagination and said that “It is not news for anyone
that people of the Republic of Armenia and Nagorno Karabakh hate each
other. According to our information, the incident that took place on
April 29 was the result of that hatred. The soldier that was citizen
of the RA shot another two soldiers, citizens of NKR”.

According to S. Hasratyan, preachers our neighboring country must
understand that Armenians cannot be enemy to each other.

Problems can have other nations that live in the territory of a land
that is called Azerbaijan, that not only lose their identity by living
under the official Baku, but also become physically eliminated as
result interpersonal communications of the Azerbaijani army.

During 4 months of 2011 the armed forces of Azerbaijan have killed
17 soldiers of other nations.

During past 4 months the opponent has violated the ceasefire over 3200
times and as a result we had 5 dead and 4 victims. During the same
period of time, according to Azerbaijani information, the Armenian
side has violated the ceasefire over 150 times.

According to the same source, during the current year, Azerbaijani army
has suffered 51 victims and 29 injuries, whereas 40% was the result
of ceasefire violation. If we take this data as basic information,
it is obvious that the opponent has violated 20 times more.

“How much does this information meet the reality, is hard to say,
however the fact is that the Armenian side has always given adequate
answer to every single shot and will carry on with the same spirit”,
says head of press and campaign department of the Defense army Senor
Hasratyan.

On weekend the Reporters series on BBC was devoted to
Nagorno-Karabakh. It was broadcast for several times.

Oleg Boldyrev, the BBC reporter, visited Shushi, Stepanakert, the new
airport, as well as the territories near the line of contact. The hero
of the six-minute report was Alexander Sargsyan, a veteran of war
in Karabakh. The tragedy of Khodjallu was presented from his point
of view. Alexander says the civilians were killed in the result of
firing from the Azerbaijani side, by Azerbaijanis.

The British reporter held an interview with the Speaker of the NKR
parliament Ashot Ghulyan. Azerbaijan must admit it cannot lay claims
to Karabakh. The similar conflicts in Central Europe, other regions
show that the way out it to grant independence to those who demand it,
Speaker Ghulyan said.

The hero of Reporters Alexander Sargsyan said one day we will become
good neighbors with Azerbaijanis but the Armenian land will always
remain Armenian.

The BBC reporter says the line of contact between Azerbaijan and
Nagorno-Karabakh is one of the best defended in the world but there
is no contact there, and the tragedies which took place twenty years
ago block the way to peace.

Congratulatory address by the president on the occasion of Victory and Peace Day

Dear Compatriots,
Distinguished Veterans,
I congratulate you on the occasion of Victory and Peace Day.

We have been celebrating this holiday, which is delivered by the
heroic deeds of our fathers and grandfathers, for years. This victory
brought long-awaited peace to Armenia which endured so much tragedy.

This victory opened new doors for progress; it opened new horizons for
bringing up an educated and healthy young generation – a generation
which is true to the vows of its forefathers and which will build a
new Armenia.

For the Armenian nation, the World War II was the Great Patriotic
War indeed. Both Armenia and the Spyurk gave whatever they could. On
various fronts and in the rear, in resistance movements and guerrilla
squads, dedication and heroism of the sons and daughters of our
nations covered their names with glory.

May 9, 1992 once again became a symbol – this time of the Armenian
triumph, the symbol of resolve and immortality.

Now and ever, we will be celebrating wholeheartedly our glorious
victory; this is victory of good over evil and barbarity. With the
liberation of the historical capital of Artsakh, the Armenian soldier
has become a new perception and a new factor. Those, who stepped into
immortality on the battlefield, carry on with their great mission as
moral and political force.

The liberation of Shushi was a break through which showed first to
us and then to the rest of the world what stands for “the Armenian
who learned the lesson”. We silenced, and if need be will silence
again all those fire spots from where our children and our parents
were shot. However, I hope that it will not be necessary: our troops,
who are guarding peace of our Fatherland, hold the greatest promise
that it will not happen again.

Dear Compatriots, I once again congratulate us all on the occasion
of this holiday.

Peace and its bounties are the greatest victory. I wish we, together
fully appreciate every year of peace and stability for the sake of
the next generation, which will be true to the vows of its forefathers
and will continue to build a new, superior Armenia.

Events dedicated to the 66th anniversary of the Victory in the Great
patriotic War, the 19th anniversary of Shoushi liberation and the
NKR Defense Army Day took place at Yerevan’s Victory Park.

Speaker of the Armenian National Assembly Hovik Abrahamyan, Prime
Minister Tigran Sargsyan, Defense Minister Seyran Ohanyan, Ministers,
MPs, veterans of the Great patriotic and Artsakh Wars participated
in the festivities.

After the national anthems of Armenia and Russia were played, the
attendees respected the memory of the killed with a minute of silence.

It was followed by a military parade. Afterwards the officials and
veterans had a lunch at a “field kitchen”

“The spirit of victory becomes tangible here, when you communicate
with veterans, with people who have passed through the war. When
we speak about victory, we should emphasize the importance of unity
between the people and the authorities. We should always rely upon
ourselves and should develop our economy and army,” Speaker of the
national Assembly Hovik Abrahamyan stated.

“The families of the veterans of the Great Patriotic War and the
freedom fighters of Artsakh should be in the focus of our attention.

We must do our utmost to solve their social, economic, and other
problems,”PM Togran Sargsyan told reporters.

SENATOR JACK REED SECURES SAFEGUARDS AGAINST AZERBAIJAN’S USE OF
U.S.-FINANCED SATELLITE FOR WARFARE

— Export-Import Bank Confirms to Senator that Azerbaijan will be
Required to Submit Annual Report and Allow Inspections of Records

WASHINGTON, DC – U.S. Senator Jack Reed (R-RI), a senior member of
the Armed Services Committee, has secured a series of written
assurances and ongoing reporting requirements regarding a
controversial loan recently extended by the U.S. Export-Import Bank
to Azerbaijan for the purchase of an advanced satellite, reported
the Armenian National Committee of America (ANCA).

The bipartisan Congressional inquiries into this deal, since it was
first placed on the Ex-Im agenda earlier this year, were made
possible by Congressman Brad Sherman (D-CA), whose detailed
scrutiny into this transaction created the opportunity for both his
House and Senate colleagues to follow up with a broad range of
questions and concerns. In addition to Senator Reed, Senator Mark
Kirk (D-IL), a leading voice in Congress on military issues, played
an especially constructive role in addressing the potential
regional security implications of this satellite financing deal.

In a detailed, two-page letter, the Bank’s Chairman and President,
Fred P. Hochberg, explained to Senator Reed that, “[T]hough Ex-Im
Bank has established that the satellite lacks a military capacity,
the Bank has implemented additional measures to ensure that the
satellite is not utilized for any military related purpose.”

— “The Ex-Im bank loan documentation will include a provision
prohibiting the Government of Azerbaijan from entering any
agreement allowing for the use of the satellite by any of the armed
forces of Azerbaijan, or the armed forces of any other country.”

— “Ex-Im Bank will also have the right to inspect all books and
records related to the project at any time during the life of the
loan.”

— “Lastly, the Government of Azerbaijan will be contractually
required to furnish monitoring reports to Ex-Im Bank on an annual
basis. The monitoring reports will identify all parties that have
contracted to lease transponder capacity and will include
certifications by the Government of Azerbaijan that the satellite
has not been leased, nor has the Government of Azerbaijan entered
into any agreements, with any of the armed forces of Azerbaijan, or
the armed forces of any other country to permit utilization of the
satellite.”

“We want to thank Senator Reed, Congressman Sherman, and the other
legislators who worked with the Export-Import Bank in seeking to
address deeply held concerns, raised by Armenian Americans and
others devoted to peace in the Caucasus, regarding any U.S. action
that might empower or embolden Azerbaijan to renew its aggression
against Nagorno Karabakh and Armenia,” said ANCA Executive Director
Aram Hamparian. “While we remain opposed to this deal and to any
other potentially harmful assistance to the increasingly
belligerent Azerbiajani government of Ilham Aliyev, we do value the
Bank’s sensitivities to its regional security implications, and
appreciate the efforts of legislators to build meaningful
safeguards, prohibitions, and reporting requirements into this
transaction.”

On April 27th, the U.S. Export-Import Bank voted to approve the
controversial deal to finance Azerbaijan’s purchase of an advanced
satellite just weeks after Azerbaijan threatened to shoot down a
civilian airliner. The decision came despite serious Congressional
reservations and strong opposition by the Armenian American
community to U.S. actions that will strengthen Azerbaijan’s
military capabilities at a time of increasing threats and acts of
aggression by Baku against both Armenia and Nagorno Karabakh.

Over the past three months, the ANCA has conveyed the Armenian
American community’s serious legal, technical and political
opposition to this transaction in a series of letters and meetings
with senior officials of the Export-Import Bank and the State
Department. The firm selling this satellite, known as
Azerspace/Africasat-1A, is Orbital Sciences Corporation of Dulles,
Virginia. It is being purchased by the Ministry of Communications
and Information Technologies of Azerbaijan in Baku, Azerbaijan. The
application for Ex-Im financing was made by BNP-Parabis of New York
City, and the loan is being guaranteed by Azerbaijan’s Ministry of
Finance.

Great was the contribution of the Armenian people to the Victory in
the great Patriotic War: 600 thousand Armenians participated in the
war, 300 thousand fell on the battlefield. Armenia had more than 100
Heroes of the Great Patriotic War and four marshals.

First Secretary of The Central committee of the Communist Party of
Armenia Ruben Tovmasyan regrets that we remember veterans only during
the festive events of May 9.

Critics decry his lack of a coherent ‘doctrine’, yet the president
proves a careful reader of Samantha Power’s book on genocide

As the fighting in Libya threatens to settle into a long civil war,
President Obama’s decision to intervene on behalf of Libya’s rebels
has come under increasing questioning. The death of Osama bin Laden in
a firefight with American forces has bought the president more time,
and so has the call by Turkey’s prime minister Recep Tayyip Erdogan
for Muammar Gaddafi to “immediately step down” as Libya’s leader.

But what has not changed in recent weeks is the charge by President
Obama’s critics that, in Libya, he is pursuing a feckless foreign
policy with no exit strategy in mind.

Among the president’s harshest critics have been such foreign
policy liberals as Zbigniew Brzezinski, President Carter’s national
security advisor, and Ann-Marie Slaughter, who earlier in the Obama
administration served as director of policy planning in the state
department.

How America’s intervention in Libya will turn out is impossible to
know at the moment, but if we want to understand the thinking that
lies at the root of the president’s decision, there is a clear source.

It is the Pulitzer Prize-winning book, A Problem from Hell: America
and the Age of Genocide, that Samantha Power, currently the senior
director of multilateral affairs for the National Security Council
and a close Obama adviser, published in 2002.

At the core of Power’s massive, 610-page study is a detailed historical
argument for humanitarian intervention in the face of massacre and
genocide. Power’s starting point is what she sees as the failure of
the United States to prevent massacre and genocide, time and time
again. “We have all been bystanders to genocide” she writes as she
traces American inaction back to the 1915 massacre of the Armenians
by Turkey.

What lies behind this inaction, Power argues, is domestic politics.

As long as America’s safety is not overtly involved, most politicians
have concluded that when it comes to genocide, sins of omission are
far less risky than costly interventions.

The answer to this historic predicament, Power then goes on to say,
is to recognise that genocide constitutes an affront to “America’s
most cherished values and to its interests”. It is essential for
America is to respond to genocide with a sense of urgency. When the
dynamic on the ground warrants it, the United States should freeze the
perpetrator nation’s assets, impose economic sanctions and, ultimately,
be prepared to use airpower as well as risk the lives of its soldiers,
Power concludes.

How thoroughly President Obama has absorbed the history lessons
of Power’s A Problem from Hell may be seen in the justification he
gave for intervening in Libya in his 28 March speech at the National
Defence University in Washington. There, he declared that if America
had waited one more day to act, Benghazi, a city with a population
nearly that of Charlotte, North Carolina, would have suffered “a
massacre” that would have reverberated across the Middle East and
stained the conscience of the world.

“There will be times when our safety is not directly threatened but our
interests and our values are. Sometimes, the course of history poses
challenges that threaten our common humanity and our common security.”

In his decision to intervene in Libya, the president has not,
however, contented himself with taking to heart the history lessons
of A Problem from Hell. He has also acknowledged, as our current
restraint with regard to Syria shows, that America cannot always
intervene in terrible situations in which a population is abused by
its leader and his military. At various times, the costs and risks of
intervention may be too great. The key, in the president’s judgment,
is to know when restraint is called for – yet to be sure that the
limits of American power are not turned into an argument for never
acting to stop massacre and genocide.

The president may pay a heavy price in the 2012 election for his
Libyan intervention. Especially if unemployment remains high, voters
may not want to cut him any slack. But it is not too early to say
that the gamble he has taken in Libya was done with full knowledge
of the difficulties the United States faces there. He has proved a
careful reader of A Problem from Hell.
