News.Az interviews political scientist Rasim Musabeyov, a non-partisan
member of parliament.

Armenian President Serzh Sargsyan said recently that Azerbaijan is
protracting resolution of the Nagorno-Karabakh conflict and that Baku
is waiting for the right time to begin a new military game. Why did
Armenia make the accusation against Azerbaijan now?

Yerevan is aiming to obtain one part of the occupied lands of
Azerbaijan in exchange for the liberation of another part. Serzh
Sargsyan cannot say this outright because it would constitute both
a blatant and flagrant violation of international law and a call to
recognize Armenia’s right to seize the land of other states.

That is why Armenia is beginning to create confusion. Anyway,
when Armenia begins to talk that way, no-one listens, and in this
case Sargsyan is simply talking nonsense, if he thinks that he can
convince anyone.

May the “sniper war” between Azerbaijan and Armenia lead to large-scale
military hostilities?

If you look in the archives about the numerous cases of ceasefire
violations, skirmishes between the parties and loss of life, we can
see that there has always been such a “war” on the front line.

There have been even more dangerous incidents involving the
penetration of military intelligence, and, on the other hand, numerous
casualties. Therefore, I would not dramatize the situation. However,
the fact is that there is no peace and these shootings may lead to
large-scale fighting at any time.

I believe the background to the contact line between the troops
should serve as a sharp reminder to those countries that the current
occupation of Azerbaijani land cannot continue any longer and that
unacceptable solutions cannot be imposed on Azerbaijan involving the
infringement of its territorial integrity.

May third countries engage in a new Karabakh war?

I think that these states will do anything to prevent the conflict
reaching a “hot phase” and, if it does, they will do everything to
ensure that it remains local and to stop it as soon as possible.

Therefore, it is hypothetical that Russia and Turkey will get
involved in this conflict. The Armenians are frightened about this
as they understand that they will not be able to withstand fairly
long military confrontation with Azerbaijan in view of the sharp
differences in demographic and economic spheres.

Given that Armenia’s transport communication is sufficiently
vulnerable, it will even be difficult for them to get arms to the
front. In this regard, we can state that Armenia itself plans to play
some sort of a game.

Armenia plans to strike at civilian targets and Azerbaijan’s oil
infrastructure in order to provoke retaliation, and then turn to
Russia for help and require compliance with the military agreement
between Yerevan and Moscow.

The essence of the prevention of war is to avoid this scenario, but
at the same time it is a reality that Azerbaijan has strengthened
both economically and militarily and the geopolitical weight of
the country has increased against the backdrop of the demographic,
economic and military downturn in Armenia.

The US ambassador to Azerbaijan, Matthew Bryza, said recently that the
OSCE Minsk Group co-chairs were developing new proposals to solve the
Karabakh conflict which would include the principles of territorial
integrity and self-determination. In what way can these principles
be united? Will they preserve Azerbaijan’s territorial integrity?

Bryza said nothing new. Neither of these principles precludes the
other. The international principle of self-determination of peoples
does not provide for secession from a state. In other words, the
right of nations to self-determination does not deny the principle
of maintaining territorial integrity.

Armenian MP, Stepan Saparian, thinks that the Baku-Tbilisi-Cars
railway, alongside other similar projects is a political project.

Saparian mentioned that the Armenian Government and officials were
not paying due attention to the situation around the country. So as
a result of such an approach Armenia consider that pipelines running
from Caspian Sea region towards Turkey, transport not only gas and oil
but politics as well. Armenian officials think that the Baku-Tbilisi
Kars railway is leaving Armenia out of the East-West main route. So,
Armenia faces serious challenges from this point of view.

Armenian Deputy Prime Minister, Territorial Administration Minister
Armen Gevorgyan met with His Excellency Sultan Bin Saeed Al Mansoori,
UAE Minister of Economy on the sidelines of his working visit to the
United Arab Emirates.

The two sides discussed development of trade and economic relations,
the press office of the Territorial Administration Ministry reported.

His Excellency Sultan Bin Saeed Al Mansoori noted that UAE seeks to
expand cooperation with the South Caucasus countries, in particular,
with Armenia. He highlighted that there are great prospects for
cooperation in tourism and food production sectors.

The Deputy Prime Minister expressed readiness on behalf of Armenia
to develop cooperation and expressed the hope that the first Annual
Investment Meeting in Dubai will help establish new contacts and will
outline fields for implementing joint projects.

Armen Gevorgyan invited His Excellency Sultan Bin Saeed Al Mansoori
to visit Armenia to study the prospects for cooperation.

YEREVAN. – Armenian Defense Minister Seyran Ohanyan confirmed statement
of Iranian spiritual leader’s representative saying Afghan militants
were fighting on the Azerbaijani side during the Karabakh war.

“Afghan militants were definitely in the territory of Nagorno-Karabakh
in a certain period,” Ohanyan said commenting on information spread
by the Iranian sources.

According to reports, Iran helped Azerbaijan during the Karabakh war.

In particular, Iran supplied weapons, trainers and ammunition,
provided assistance in bringing militants from Afghanistan.

“They were withdrawn within the framework of different agreements
suffering huge losses as a result of the professional action of the
Karabakh side,” Minister Ohanyan said.

YEREVAN. – Establishment of normal relations between Yerevan and Ankara
will contribute to Turkey’s joining the EU, said Wilfried Martens,
President of European People’s Party (EPP).

The main goals of joining the EU are not only economic criteria but
free movement of citizens within the EU, he told a briefing in Yerevan
on Tuesday.

“It is one of the main criteria,” he noted expressing disappointment
with slowdown in Armenia-Turkey reconciliation process.

In October 2009 Armenia and Turkey signed protocols in Zurich to
normalize diplomatic relations between the states. The documents had
to be ratified in both parliaments. However, Ankara set preconditions
and linked the reconciliation process to resolution of the Karabakh
conflict. In 2010 the Armenian president suspended the process due
to Turkey’s non-constructive stance.

Armenia’s representative at Eurovision Song Contest 2011 Emmy will
devote her performance in Dusseldorf to Armenian boxer Arthur Abraham
known as King Arthur.

In an interview with Esctoday Emmy said that she would do everything
to win the song contest and will devote her song to Arthur Abraham,
who has a bout on May 14 – the day of Eurovision 2011 final. Emmy will
appear “in boxing gloves” on the stage. Four dancers from Greece will
visually shape a boxing ring.

On May 10 RA National Assembly President Hovik Abrahamyan received
the President of the OSCE Parliamentary Assembly Petros Efthymiou.

Welcoming the guest Hovik Abrahamyan expressed conviction that his
visit would promote to closely get acquainted with the problems of
the region. Expressing his gratitude for hospitality Petros Efthymiou
noted that it was very pleasant to be in the Armenian Parliament and
see how the discussions were going on in the atmosphere of mutual
consent. In his words, the Armenian delegation in the OSCE PA had a
rather lively activity, taking part in the discussions of the issues.

RA NA President highlighted the OSCE PA – RA NA partnership, as
well as the cooperation with the OSCE Yerevan Office, with which
the NA Staff had signed an agreement and actively cooperated. Hovik
Abrahamyan noted that in Armenia numerous reforms were implemented,
particularly, at the moment the draft law of the Electoral Code was
under discussion, and the authorities would like to have such an
Electoral Code, which would promote to hold fair transparent elections.

The President of the OSCE Parliamentary Assembly expressed satisfaction
in connection with the works being done on Electoral Code, considering
important having reliable, trustworthy system for holding elections.

The sides also touched upon political issues. NA President Hovik
Abrahamyan noted that the OSCE Minsk Group was the only acceptable
format for Armenia in the NK conflict settlement process. He drew
the attention of the President of the OSCE Parliamentary Assembly to
the regular shootings, snipers’ actions by Azerbaijan: the Armenian
side proposed to remove them from the contact line, but there was no
response from Azerbaijan.

Regarding the Armenian-Turkish relations Hovik Abrahamyan noted that
it was not understandable that Turkey sought to become a EU member,
but it kept close the boder with the neighbour. According to Petros
Efthymiou, the improvement of the Armenian-Turkish relations emanates
from the interest of the whole region.

Touching upon the NK issue, the President of the OSCE Parliamentary
Assembly noted: “The OSCE PA fully supports the Minsk Group format
and the OSCE is the most truthful organisation in the NK conflict
settlement process. We don’t want other organizations to be involved
in it.” In his words, we shall work in the direction of the peaceful
solution of the problem, which will be based on the international law.

NA President Hovik Abrahamyan touched upon the re-creation of the
Sub-Committee on NK issue in PACE, considering it inadmissible. He
noted that such steps hindered the solution of the problem. Petros
Efthymiou reaffirmed that they support the OSCE Minsk Group and it’s
not useful other organizations to be involved in that issue.

Emphasizing the parliamentary diplomacy RA NA President highly assessed
the role of OSCE PA in the development of the inter-parliamentary
dialogue.

On the occasion of the Victory and Peace Day, by the order of the
Speaker of the National Assembly Hovik Abrahamyan, veterans of the
Great Patriotic War Suren Hovhannisyan, Artem Manucharyan, Hayk
Avetisyan, Vachagan Martirosyan were awarded NA Medal of Honour and
monetary award for the victory in the Great Patriotic War.

On May 10 during the solemn ceremony, which was held in the National
Assembly, handing the veterans the awards the head of the parliament
Hovik Abrahamyan noted:

“I congratulate you on the occasion of the May glorious holidays:
Victory and Peace Day and Liberation of Shushi.

The Armenian soldiers and officers, from the private to the general
and marshal, took part in the Patriotic War, which ended 66 years ago.

They had their significant contribution in the victory, and on this
occasion today I am congratulating all of you, from the glorious
soldier of the Great Patriotic War to the freedom fighter and today’s
defender.

Today, from the distance of the years, every May 9th continues to
have the same value for the war veterans, which was dozens of years
ago, in 1945. That victory unites, brings up generations and forms
system of values. We are grateful for your and your military friends’
devotion to the Motherland, as well as for the bravery of the deceased
and the heroes.

It’s 19 years that with the liberation of Shushi May 9th as Victory
Day gained for us more weighty significance becoming a symbolic day
of our unity, solidarity, and tolerance towards each other and as a
result of new victories.

The Great Patriotic War and Artsakh heroic battle serve as a factual
evidence of the Armenian soldier being devoted to his Motherland. Time
showed that during about half a century between those wars and today
the Armenian soldier’s will and spirit are unbending. He was obliged
to prove it with battle and weapon, but being permanently guided by
the aspiration of peace, principle of not hitting those who fell,
without swaggering militancy.

The destiny of Artsakh and the protection of Armenia’s borders
consolidated and united us, as the priority is the interest of the
Motherland. Today there is need for that. Finally, our unity is
necessary for the soldier standing at the border irrespective of his
age and birthplace, and it’s necessary as invulnerable shield keeping
his rear. Glorifying our deceased heroes I once again congratulate
yesterday’s and today’s aged and young soldiers of the Great Patriotic
and Artsakh Liberation War on the occasion of the May holidays.

Dear veterans, I especially congratulate you on the Victory and Peace
Day. You will continue to remain an example and criterion for the
generations and in their upbringing.”

Congratulating the veterans for being awarded the NA Medal of Honour,
Hovik Abrahamyan wished them health, peace, welfare and happiness.

The veterans expressed their gratitude for the award and displayed
attitude, and one of the veterans, Hayk Avetisyan, gave his book
telling about Martuni veterans as a present to the NA Speaker.

YEREVAN. – Government of Armenia plans to approve the cooperation
agreement on education and science with the Sultanate of Oman. The
issue will be included in the agenda of Armenian Government’s session
on May 12.

Armenian Minister of Education and Science Armen Ashotyan will present
the agreement.

Under the agreement the sides will provide scholarships to citizens
of both countries, who study at secondary and high educational
institutions and conduct research work. Armenia and Oman will also
assist each other in international organizations and teaching each
other’s literature, history, and culture at schools.

When it comes to human rights, the Armenian government needs to get
the concept of proportionality right, believes the Council of Europe’s
human rights commissioner, Thomas Hammarberg.

After visiting Yerevan this January and hearing grievances from the
country’s highly polarized political camps and civil society groups,
Hammarberg penned a report, released yesterday, that targeted a range
of human rights problems — from police brutality to restricted civil
liberties — characterized by the adjective “disproportionate.”

Taming opposition-minded media? Putting up hurdles to gatherings of
government critics? Attempting to control civil society groups?

Disproportionate, disproportionate, disproportionate!

The powers that be in Armenia promised to consider Hammarberg’s
instructions, but getting the proper sense of proportionality may
prove tricky. The commissioner characterized the use of police force
in the deadly 2008 clashes as “on the whole” proportionate, but with
disproportionate elements.

So, where to draw the line? Is it okay to have a fistfight until
somebody picks up a bottle? Defining “disproportionate” might be a
good place to start.
