Armenia To Host 66th Session Of CIS Border Troop Council

ARMENIA TO HOST 66TH SESSION OF CIS BORDER TROOP COUNCIL

Armenian resort town of Tsakhkadzor will host the 66th session of
the Council of Commanders of Border Troops of the member states of
the Commonwealth of Independent States.

According to a press release by the National Security Service,
the session will be attended by the heads of Border Troops of ten
countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia,
Tajikistan, Turkmenistan, Uzbekistan and Ukraine.

The session will discuss issues related to cooperation, management of
crisis situations on the border, illegal migration, drug trafficking
and smuggling.

The session will also sum up the preliminary results of the joint
events implemented in 2011 and will prepare the working plan for 2012.

The Council of Commanders of Border Troops of CIS was launched on
July 6 in 1992.

Musicians from Germany, Belgium, Denmark and USA will perform during
the fifth “Return” Classical Music Festival ongoing since October 4,
through October 24.

The name chosen for the festival “Return” is to symbolize the aim
of the festival – to bring together under one roof those Armenian
classical musicians who have left for other countries during the last
two decades.

“Music is the revelation of life, love, kindness and the divine. For
five years in a row this festival has been uniting the sons of Armenia
trotting the paths of homesickness leading them to Homeland from all
parts of the world. We are glad to stand by this festival of classical
music that gives us an opportunity to discover the creativity in
ourselves, appreciate the cultural potential of our nation and dream
about a beautiful future for it”,- said Ralph Yirikian, General Manager
of VivaCell-MTS, which is the exclusive sponsor of the festival.

The Festival was organized by the Gallery of Arts Foundation.

The exclusive interview of President of France Nicolas Sarkozy
to Mediamax

– Mr. President, you will be visiting Armenia for the first time. What
are you expecting from your visit?

– This visit has a great significance for me. I wanted to visit your
country long ago. I told President Sargsyan about it right after
his election when he invited me. This visit coincides with the 20th
anniversary of Armenia’s independence and it makes its symbolism even
more stronger.

I wish that this visit, which takes place after last week’s official
visit of President Sargsyan to France, will become an occasion to
celebrate those unique ties which unite our two countries and people.

Our friendship is rooted in history but it was tempered in the
Genocide tragedy, when France became a refuge for dozens of thousands
of Armenians who have survived the massacre.

Inseparable ties uniting France and Armenia were confirmed at that very
moment – in the horror of a dreadful ordeal, a terrible tragedy the
Armenian people went through, which can never be described by words,
and everyone should call it by its own name – Genocide. France is
proud by the fact that it was the first country to have officially
recognized Genocide by law.

My visit is also a chance to express gratitude to hundreds of thousands
of French people of Armenian origin, without whom France would have
never been the country it is today. The heart of French-Armenian
relations beats only in these exceptional human ties.

These relations make our people closer than friends – sisters.

And, finally, at the moment when Armenia celebrates the 20th
anniversary of its independence, this visit is an occasion to pay
tribute to the Armenian nation. You have done much in hard regional
conditions: created a democracy, effectively passed to market economy,
play an important and respectable role on the international arena.

Many challenges remain, of course, particularly the settlement of the
Nagorno-Karabakh conflict, in which France is deeply involved as an
OSCE Minsk Group Co-Chair.

I have no doubts that political and economic reforms will continue
and Armenia will have a brilliant future. Your country can always
rely on France.

– France is one of the OSCE Minsk Group Co-chairs for the settlement of
the NK conflict. Speaking about Armenia and Azerbaijan, many experts
often recall the experience of France and Germany in the period
following the World War II, when despite the existing antagonism,
Paris and Berlin found the strength for reconciliation, and today
they are one of the closest allies and leaders of the EU.

What do you think, how appropriate this analogy is?

– The history of France and Germany shows that even the biggest pain
can be softened and the deepest hatred can be overcome, and even
during the most difficult moments of their history peoples can find
the strength for reconciliation.

By the time our countries chose reconciliation, they had had three
conflicts with each other during several decades. During the World War
I, France and Germany fought tooth and nail. Our countries found the
strength for reconciliation and had built a strong friendship on the
fragments of World War II, accompanied by horrors and sufferings. This
friendship is the cornerstone of European construction today.

To have this, our countries needed such extraordinary people like
General de Gaulle and Chancellor Adenauer. They exhibited courage
necessary for reaching peace, since sometimes more courage is
needed for establishing peace than for continuing the war. Being
real statesmen, only several years after the war they managed to
persuade their peoples that peace has no alternative and each of
the sides should overcome its hatred and continue the path to peace
and cooperation.

You, Armenians and Azerbaijanis, should chose this path. The time
has come for you to make a risky choice for peace, as there is no
bigger danger than the preservation of status-quo which gives birth to
illusions, provokes revenge and moves off all the prospects for peace.

No other country, but France, can imagine what Nagorno Karabakh means
for Armenia. However, 17 years after the war, which had caused so
many deaths and sufferings, the time has come to resolve the conflict
and find the way to reconciliation. I’ll also deliver this message to
President Aliyev in Baku, where I am leaving after my visit to Armenia.

– France has a big mediation experience in conflict resolution. One
of such examples was the role Paris played in the resolution of the
August 2008 crisis between Russia and Georgia. Could France or the
EU assume a bigger role in the process of NK settlement, especially
taking into consideration many statements about EU’s desire to play
a more active role in this issue?

– The European Union has recently reinforced its role in the
South Caucasus and I am very glad about it. At first, the EU did it
through the European Neighborhood Policy, and then within the Eastern
Partnership which France backed from the very beginning.

France wants the European Union to establish closer relations with the
countries of the region, beginning with Armenia. South Caucasus is a
strategic region for the European Union and associative and partner
ties with the European Union will facilitate prosperity, strengthening
of democracy and dialogue in all three Caucasus countries.

There exists one format to bolster the efforts of the international
community for the settlement of the Karabakh problem – the Minsk
Group. Each of three Co-Chair states enjoys the confidence of two
sides and is involved in the process of definition of conditions for
conflict settlement. But the Armenians and Azerbaijanis themselves
should find this path first of all. We can help, escort but we can
never establish peace instead of you.

– France was involved in the process of Armenian-Turkish reconciliation
and French Foreign Minister Bernard Kouchner was present at the
signing of the Protocols 2 years ago. Do you see new possibilities
for Yerevan and Ankara and could Paris render assistance to the sides?

– The Protocols on establishing diplomatic relations and opening
the border between Turkey and Armenia aroused many hopes. This
reconciliation process has reached a deadlock today, which I deeply
regret.

President Sargsyan exhibited wisdom and foresight saying the next day
after one of our meetings in Paris that Armenia is ready to ratify
the Protocols when Turkey is ready for it. I hope the process will
resume soon.

YEREVAN. – President of France Nicolas Sarkozy in the interview to
Mediamax news agency expressed hope that the process on establishing
relations and opening border between Armenia and Turkey will resume
soon.

“The Protocols on establishing diplomatic relations and opening
the border between Turkey and Armenia aroused many hopes. This
reconciliation process has reached a deadlock today, which I deeply
regret,” he said.

According to Sarkozy, Armenian President Serzh Sargsyan “exhibited
wisdom and foresight” saying the next day after one of meetings in
Paris that Armenia is ready to ratify the Protocols when Turkey is
ready for it.

“I hope the process will resume soon,” Sarkozy added.

As reported earlier, the Turkish Grand National Assembly has recently
withdrawn the Armenia-Turkey Protocols from its agenda.

In October 10, 2009, in Zurich, Ministers of Foreign Affairs of
Armenia and Turkey signed the “Protocol on the Establishment of
Diplomatic Relations” and “Protocol for the development of bilateral
relations”, which needed to be ratified by the parliaments of the
two countries. However, this did not happen.

The signing ceremony was attended by U.S. Secretary of State Hillary
Clinton, Russian Foreign Minister Sergey Lavrov and France Bernard
Kouchner, as well as Secretary General of the Council of the European
Union Javier Solana. The signing ceremony was at the center of the
world’s attention, broadcast on 70 TV channels.

However, on December 7, 2009, Turkey linked the Armenian-Turkish
process to the Nagorno-Karabakh conflict. During a meeting with U.S.
President Barack Obama, Prime Minister Recep Tayyip Erdogan said
that Ankara would not ratify the Armenian-Turkish protocols without
resolution of the Karabakh conflict. On April 22, 2010, Armenian
President Serzh Sargsyan signed a decree suspending the ratification
process.

CNN television broadcasted a video about excavations of an ancient
Armenian city of Tigranakert shot by Armenian Yerkir Media TV.

Video about Tigranakert excavations held in the territory of
Nagorno-Karabakh was aired for three days on the American television.

Seven years ago no one even thought that a triangle shape of these
stones in Nagorno-Karabakh could be a gate of the ancient city of
Tigranakert, the video says.

The archeologists assume they found the remains of a city built
in the 1st century B.C. built by Tigran the Great, the king of the
Armenian Empire.

According to archeologists, they opened the gates of the city up to
4-5 meters. It was a huge city of about 60 hectares.

According to “Ermenihaber.am” news site a sign pasted on the wall of
Armenian Catholic School in Sisli, Istanbul caused many discussions.

“I’m happy, I’m Turk” poster is larger than the poster of the school.

The school doesn’t host any Turkish pupil, then why the poster is
pasted there. According to the source not all the Turkish schools are
“decorated” by this sign.

A French college is located not far from the Armenian school and
it doesn’t hold any poster. There are German, English and American
schools in Turkey, and neither of them hold a poster “I’m happy,
I’m Turk”. To conclude, this means that only Armenian school has been
targeted by this kind of racist treatment.

The parents of the pupils studying in this school are deeply concerned
about this message, which they think is addressed to the Armenians.

“If a nation is forced to deny his nationality, how can learn the
mother tongue. To say “I’m Turk” everyday is a big assimilation. This
is an ethnic genocide. Our children don’t respect us, they say we’re
liars, because they are taught in school that they’re Turks,” said
Filor Ulok, whose child studies in this school.

Le Parlement turc a repris ses travaux samedi après une interruption
estivale avec pour objectif principal la redaction d’une nouvelle
Constitution, un objectif de taille dans un climat politique tendu
par la recrudescence des attaques des separatistes kurdes.

“Sans aucun doute l’une des principales tâches de ce parlement sera
de preparer une nouvelle constitution”, a indique le chef de l’Etat
Abdullah Gul lors de son traditionnel discours d’inauguration de la
nouvelle legislature.

M. Gul a souligne que malgre plusieurs amendements, la constitution
actuelle “ne repond plus aux aspirations du peuple turc”, mettant
l’accent sur la necessite d’un texte plus liberal et reposant sur
les normes occidentales de democratie, sans pour autant renoncer aux
principes republicains, notamment la laïcite.

Le gouvernement islamo-conservateur turc s’est fixe pour objectif de
rediger une nouvelle Constitution d’ici la mi-2012 et d’y parvenir
par le biais d’un consensus politique avec l’opposition.

Le Parti de la Justice et du Developpement (AKP, issu de la mouvance
islamiste) du Premier ministre Recep Tayyip Erdogan a ete reconduit
a la tete du pays a l’issue des elections legislatives de juin,
sans pour autant obtenir la majorite qualifiee necessaire pour une
reforme constitutionnelle. L’AKP s’est donc engage a rechercher un
soutien de l’opposition.

Une commission parlementaire doit debattre pendant plusieurs mois d’un
projet de texte qui sera ensuite presente et vote en seance plenière.

La reforme devra etre approuvee par referendum.

Les observateurs pretent a M. Erdogan, accuse par l’opposition
d’autoritarisme, l’intention de transformer le système parlementaire
en vigueur en regime presidentiel, ce que refuse l’opposition. Un
consensus existe cependant sur la necessite de modifier une
Constitution heritee d’un coup d’Etat militaire en 1980.

La question des droits de la minorite kurde doit figurer en bonne
place de l’agenda politique dans les debats sur la future Constitution.

Le conflit kurde connaît un regain de violence, alimente par une
reprise des attaques armees du Parti des travailleurs du Kurdistan
(PKK, interdit) et une repression du mouvement politique kurde par
les autorites turques.

Petit espoir d’apaisement : Les deputes kurdes du Parti pour la paix
et la democratie (BDP), principale formation pro-kurde de Turquie,
qui boycottaient les sessions parlementaires depuis les elections en
raison de l’emprisonnement de certains de de leurs camarades elus,
sont revenus a l’Assemblee où ils ont prete serment.

Depuis la mi-juin, plus de 120 personnes ont ete tuees lors
d’affrontements et d’attaques conduits par le PKK ; une mouvement
classe terroriste par bon nombre de pays. Dans le sud-est du pays,
a majorite kurde, les rebelles ont multiplie les attaques et de plus
en plus de civils font partie des victimes alors qu’une douzaine
d’enseignants ont ete enleves par des combattants.

Pour repondre a ces attaques et visiblement calmer une partie
de l’opinion publique turque excedee par les attaques du PKK, le
gouvernement de M. Erdogan s’apprete a lancer une operation terrestre
dans le nord de l’Irak où sont retranches quelque 2.000 rebelles,
selon Ankara.

Le president armenien a indique lundi qu’il restait imperturbable
devant la mobilisation du Congrès national armenien (HAK) et ne
souhaite pas negocier avec l’opposition.

Le dialogue entre le gouvernement et l’opposition est interrompu
depuis le mois d’août, c’est-a-dire depuis l’arrestation d’un militant.

Ter-Petrossian a signale qu’il souhaitait reprendre le dialogue a
condition que le militant soit libere. Il a mobilise les militants au
square de la Liberte vendredi pour faire pression sur le gouvernement.

Les membres du gouvernement qui ont negocie avec les representants
du HAK en juillet et en août ne souhaitent pas reprendre le dialogue.

Cette annonce a ete faite après deux heures de reunion au parlement
armenien.

“Nous ne pensons pas que ce rassemblement illegal du HAK va permettre
de reprendre le dialogue”, ont-ils affirme. “Nous attendrons que le
HAK ait termine de se rassembler pour discuter”.

Le HAK n’a pas immediatement reagi.

Une declaration de Ter-Petrossian a ete faite lors du rassemblement
sur le Square de la liberte. Des journalistes et citoyens ont pu poser
des questions auxquelles Ter-Petrossian a repondu. Ces dernières
concernaient les decisions gouvernementales qui ont ete prises en
1991 et 1998, les relations de l’Armenie avec la Georgie et la Russie
ainsi que le rôle de l’Eglise apostolique armenienne.

BEIRUT: Parliament Speaker Nabih Berri lashed out at Israel in a
speech before the Armenian Parliament Tuesday, declaring that the
armed struggle will continue as long as Lebanon is under threat.

“While we reiterate our commitment to United Nations resolutions …

Israel keeps ignoring [the resolutions] and violates them on a daily
basis,” said Berri in a speech from the Armenian capital, Yerevan.

“For this reason, the resistance has and will continue [to struggle
against Israel] as long as the danger remains against our territory
and threatens our [sovereign] rights,” Berri added.

The speaker said that peace in the Middle East would only be possible
through the implementation of U.N. Security Council Resolutions 425 and
1701. Adopted in 1978, Resolution 425 called for the immediate Israeli
withdrawal from Lebanon, while 1701, which was adopted 28 years later,
called for the complete cessation of hostilities between the two
countries and the deployment of 15,000 United Nations peacekeeping
troops in south Lebanon.

Berri, who is on an official visit to Armenia, was accompanied by
Nabatieh MP Mohammad Raad, head of the Loyalty to the Resistance
parliamentary bloc, and Beirut MP Arthur Nazarian, head of the
Armenian-Lebanese Friendship Committee.

Berri also said that giving up the resistance is “just like someone
calling for Israel to occupy the land.”

In his wide-ranging speech in Yerevan, Berri said that foreign powers
are struggling to gain control over the developments in the Arab world.

“Mr. Speaker, in light of the developments in the Middle East,
we should be vigilant of the different foreign pressures on our
countries and the attempts [to manipulate] the popular movements
against some regimes,” said Berri, addressing Armenian Parliament
Speaker Hovig Abrahamian.

“Of course we don’t oppose the rightful demands of the people in the
region,” continued Berri, “but we cannot but remain strong to the
face of threats against attempts to divide the region.”

Commenting on the developments in Syria, Berri warned against inciting
sectarian strife in the neighboring country, adding that it would
lead to negative repercussions throughout the region.

Berri, who headed the first official Lebanese delegation to Armenia
in 1997, reiterated Tuesday the need to push the relationship between
the two countries forward. “There are 20 mutual agreements between
the two countries … and more than 20,000 Lebanese students have
graduated from universities in Armenia.”

However, Berri said that economic and trade relations between Lebanon
and Armenia have remained weak despite the strong relations between
the two countries.

“There are a lot of investment opportunities in the tourism sector
in Beirut and Yerevan,” said Berri.

“We need to admit that the capacity of trade and economic relations
between our countries is not on the level of the relationship between
Lebanese and Armenians … and I would prefer not to mention any
numbers,” said Berri.

According to Berri, Yerevan could become a bridge between Lebanon
and the post-Soviet countries. “And Lebanon would also be a platform
for Armenia to expand its relations with other Arab countries,”
Berri added.

During his visit to Armenia, Berri also met with Armenian President
Serzh Sargsyan.

On September 24, Robert Avetisyan, representative of NKR to Canada,
attended a celebration of the 15th anniversary of the local Armenian
Club of Toronto. Avetisyan congratulated the organization with the
anniversary and expressed hope that the Club members would continue
promoting the Armenian heritage and education, Office of NKR in
Canada reports.

On September 25, Artsakh’s envoy visited the Toronto Armenian Center
and met with local activists of the ARF Dashnaktsutyun to discuss
the recent development around the Karabakh settlement, and the areas
of cooperation.

Later the same day, Robert Avetisyan attended the celebration of the
20th anniversary of Armenia’s and Artsakh’s Independence. Armenian
Ambassador to Canada Armen Yeganyan, Archbishop Bagrat Galstanyan,
Father Meghrig Parikian, Father Yeghia Kirijian and hundreds of
community members representing some 23 local Armenian attended
the event. In his speech, Robert Avetisyan touched upon Artsakh’s
achievements for the past 20 years, and emphasized the importance
of solidarity over the Artsakh-related issues. Other speakers of
the event included Ambassador Armen Yeganyan, and leaders of the
Armenian-Canadian community.

On September 26, Representative Avetisyan and Ambassador Yeganyan
visited local Armenian schools and Toronto-based Armenian churches,
including two Armenian Apostolic Churches, Armenian Evangelical Church,
and Armenian Catholic Church.
