The information service of the Ministry of Defense informed that the
deputy minister, Lieutenant-General Vladimir Gasparyan, the leadership
of the Military Police and the investigation service met on October
14 with the relatives of servicemen killed during their service in
the army.

They made clarifications and informed about progress in the
investigation of the death of their sons, answered their questions.

In an interview with the Armed Forces TV program, the deputy minister
dwelled on the issue of accidents in the army which is in the focus
of the society now. In regard to the deaths reported in the past week,
the deputy minister noted that the circumstances have been clarified,
investigation is underway to measure the guilt of each person
involved. Vladimir Gasparyan noted that there is some difficulty
in dealing with cases which date over ten years but assured that
the crimes will be revealed, and those guilty will be punished. He
stated that they do reveal and punish and will make further effort
to minimize accidents in the army.

Responding to accusations that proceedings are launched into causing
someone to commit a suicide, he says they launch proceedings in
accordance with the characteristics which are obvious after an
incident. If we investigated a murder and discovered in the end that
it was a suicide, similar accusations would be made. The suicide may
change to murder during the investigation. Believe me, more people
would protest if a murder were later announced to be a suicide.

Dwelling on the initiatives which try to politicize and speculate on
accidents in the army, Vladimir Gasparyan announced that they cannot
be really sorry for the army because they are financed or paid from
foreign countries. He says all they care is more accidents to make
more money on them. These people have never even passed by the army,
he says. “We will account for our acts, you please don’t bind your
political dreams with the army, army has never been in politics, army
has always been outside politics, and will not allow provocations to
involve the army in politics,” Vladimir Gasparyan says, “A few day
ago I read the statement of one of those groups in newspapers which
demand information to be published on thousands of servicemen. What
other orders did you get from your customers to learn about our
army? Maybe you should publish the list and then stand in line with
all your foreign foundations,” the press release runs.

Note that the initiative Army in Reality had urged the minister of
defense to publish information on the period of 12 May 1994 to 30
September 2011, including the names, address of servicemen who died,
is missing, and underwent violence, the circumstances of death,
disappearance, violence; the list of servicemen who were held
responsible for violation of regulations, murders, other military
crimes, including their positions and punishment; the number of
officers who were convicted for military crimes, served sentence and
continue their service in the army; the number of servicemen who were
demobilized for health problems; the list of officers who were trained
in foreign military institutions and who still serves in the army;
information about the military service of the Armenian high-ranking
officials; the list of organizations which won the tenders for military
procurement, including food, medicine, uniforms, stationary.

PanARMENIAN.Net – A UN rapporteur has slammed a wide range of practices
at Turkey’s special-authority courts and restrictions on freedom of
expression, hot on the heels of a critical progress report by the
European Union.

“I am particularly concerned at the lack of respect of fundamental
procedural guarantees, notably at the restrictions to the
right to defense” in cases of terror-related charges handled by
special-authority courts, Gabriela Knaul, the UN special rapporteur
said on the independence of judges and prosecutors at the end of a
five-day visit to Turkey on October 15.

In particular, restrictions on a suspect’s right to contact a lawyer,
extended custody and pre-trial detention periods, as well as the
common use of secret witnesses, were most troubling, she said.

Knaul said lawyers faced difficulties in properly carrying out
their jobs, pointing at the limitation to access case-files, the
non-disclosure of evidence and delays in contact with clients. “All
the above is not in line with international standards.”

Knaul did not name specific cases but when asked whether her criticism
also pertained to the arrests of journalists, she said: “It’s linked
with freedom of expression also. The judiciary should analyze the
cases properly and without any prejudice taking into consideration
the role those journalists have in current society.”

The UN official said constitutional reforms last year had made the
Supreme Board of Judges and Prosecutors (HSYK) more representative,
but added that the chairmanship of the justice minister and his
authority to approve investigations was problematic.

She also said many judges and prosecutors had complained about being
transferred from locations and duties, while others had been replaced
while investigating or deciding about cases, among them high-profile
ones.

The workload of judges and prosecutors is another area of concern as
the main cause of delays in proceedings, Knaul said. “Justice delayed
is justice denied,” she added.

Knaul will pen a report on her findings and reveal it in 2012,
Hurriyet Daily News reported.

The Azerbaijanis are building a defensive wall across the Contact
Line with Nagorno-Karabakh in order to label Armenians as aggressors,
political analyst Hrant Melik-Shahnazaryan has said.

“[The construction of] that wall has only one purpose ~V to
characterize Armenia as a country that shoots at civilians and hence
is an aggressor,” the expert told a news conference.

In an interview with the Armenian TV channel Shant, Aram Abrahamyan,
the editor-in-chief of Aravot newspaper, characterized the
Azerbaijanis’ efforts as a sheer propaganda, expressing strong doubts
that it could solve any problem in terms of removing the snipers from
the Contact Line.

He said that the Minsk Group co-chairs’ proposal on stationing the
snipers a short distance from the border would be a more effective
method.

“The Armenian side has accepted the proposal, but the Azerbaijani
Defense Ministry has said it will it will not solve the problem and
demanded that the Armenians leave their lands,” he said, adding that
Azerbaijan is interested in maintaining the tension on the Line.

Abrahamyan considered the construction of the wall “neither good
nor bad”.

“It just makes no sense,” he said, referring to Israel’s attempts to
build walls on the border with Egypt, without solving any security
problem.

Une centaine de personnes ont manifeste vendredi devant le consulat
de France a Istanbul contre le president Nicolas Sarkozy, qui a
appele la semaine dernière la Turquie a reconnaître rapidement le
genocide armenien.

Les manifestants, pour la plupart membres du Parti d’action
nationaliste (MHP), troisième formation politique du pays,
brandissaient des portraits du president francais portant la moustache
d’Hitler et des pancartes denoncant les “massacres” commis par la
France en Algerie ou au Rwanda.

D’autres manifestants portaient des masques representant des enfants
d’Afrique du nord, dans une reference au passe colonial de la France.

Plusieurs ministres et le chef du gouvernement, Recep Tayyip Erdogan,
ont denonce les declarations de M. Sarkozy lors de sa visite en
Armenie, et certains ont affirme que la France n’a pas a donner de
lecons a la Turquie, du fait de son passe colonial.

Le ministre turc aux Affaires europeennes Egemen Bagis a aussi
conseille a M. Sarkozy de s’occuper des problèmes economiques des
Francais plutôt que de jouer les historiens sur cette question.

Lors de son deplacement en Armenie, M. Sarkozy a appele Ankara a une
“reconnaissance du genocide” dans un delai “assez bref”, avant la
fin de son mandat en mai 2012, en evoquant les massacres perpetres en
1915 et 1916 en Turquie, qui ont fait plusieurs centaines de milliers
de morts.

La Turquie reconnaît que 300.000 a 500.000 Armeniens ont peri lors
de cette periode, mais, selon elle, elles n’ont pas ete victimes
d’une campagne d’extermination mais du chaos des dernières annees de
l’Empire ottoman.

Pour les Armeniens, il s’agit d’un genocide qui a fait plus d’un
million et demi de morts.

Book “Post-conflict recovery of Azerbaijani territories: on conceptual
basis” presented

Azerbaijani territories: on conceptual basis” has been presented in
Baku today, APA reports. The authors of the book – editor-in-chief of
the Caucasus and Globalization Scientific Journal Nazim Muzaffarli and
director of the Caucasus Strategic Studies Institute Eldar Ismayilov
said the book analyzed the new aspect of Armenia-Azerbaijan conflict
– post-conflict infrastructure of the territories and institutional
reconstruction.

The book has been prepared basing on the studies conducted by the
World Bank concerning the post-conflict reconstruction in various
regions of the world.

Eldar Ismayilov said the book had already been presented abroad –
in London, Brussels, European Parliament. According to him, the
experience of foreign political analysts and experts has also been
taken into consideration in the book. The authors of the book consider
that $28.4 billion is needed for the recovery of the seven occupied
Azerbaijani territories.

Head of the political analysis and information department of the
Presidential Administration Elnur Aslanov noted that Azerbaijan has
enough economic and political power to restore its occupied territories
after their liberation from the occupation.

MP Rasim Musabeyov said this book showed that Azerbaijan is not only
advocating for peaceful solution of Karabakh problem, but at the
same time has serious preparations for co-existence of Azerbaijani
and Armenian communities during the post-conflict period.

Director of the Central Asia and Caucasus Institute at the John
Hopkins University, Professor Frederic Starr, who also attended the
presentation ceremony, called the book as a good and useful resource
for the diplomats. “The book offers good alternative to current
situation. This book is not against anyone, any country. The book is
important for both Azerbaijan and Armenia”.

Members of the parliament, public and political figures attended the
presentation ceremony.

The book contains conceptual issues related to the restoration of the
infrastructure in the occupied Azerbaijani territories after their
liberation from the occupation, return and security of population,
creation of normal living conditions and jobs.

visit, stated yesterday that Turkey is ready to extend support to
the Azerbaijani armed forces.

Yilmaz told reporters that a bilateral strategic cooperation agreement
had been signed between Ankara and Baku.

unjust sending off keeper Roman Berezovsky was the reason for his
team’s defeat in the UEFA EURO 2012 qualifier against Ireland on
October 11.

“Before Berezovsky was sent off, the team played as we planned and were
in possession. But the red card changed everything,” lifesports.ru
quoted Minasyan as saying. “I don’t think there will be a rematch
but the referee’s decision drew a wide response, what is important.”

The UEFA said it’s ready to consider the letter of the Football
Federation of Armenia urging an investigation into the referee’s
mistakes and possible rematch.

The governor of the Turkish town of Kars, Ahmet Kara, has reprimanded
Water Affairs Regional Director Hayati Celenk for visiting Armenia.

According to CNNTurk, the visit prevented the Turkish official from
attending a provincial coordination council meeting in Kars. Instead,
Celenk’s deputy is said to have participated in the discussion.

The Kars governor reportedly flied into fury as he knew Celenk was
not attending the meeting because of being in Armenia.

“There are many questions to discuss,” Kara said, reminding the
participant that the date of the session date had been announced a
month earlier.

“What has he lost in Armenia? Are there more important things left
there? Let him come and explain,” he said.

Le Théâtre municipal d’Istanbul se prépare a présenter ” Le
dentiste oriental ” du célèbre écrivain arménien Hagop Baronyan,
dans sa nouvelle saison. ” Les Arméniens sont les fondations du
théâtre turc ”, a dit le directeur artistique Å~^amlıoglu.

Dans sa nouvelle saison, le Théâtre municipal d’Istanbul présentera
” Le dentiste oriental ” (Adamnapuyjn Arevelyan) de l’écrivain
arménien Hagop Baronyan, sous forme de comédie musicale. Ce sera
la première fois qu’une pièce arménienne sera au programme d’un
théâtre en Turquie.

” Les Arméniens sont les fondations du théâtre turc. Les artistes
qui ont grandi dans cette région sont l’ADN de cette terre. Nous
devons revendiquer notre passé si nous voulons nous moderniser.

Malheureusement, nous sommes une société sans mémoire ”, a
déclaré Aysenil Samlioglu, le directeur artistique général du
Théâtre municipal d’Istanbul.

Le théâtre sera très heureux de jouer la pièce en Arménie avec
toute sa troupe, a ajouté Samlioglu.

” Nous marginalisons aussi notre peuple. Pour des raisons
idéologiques, nous avons ignoré les gens qui ont vécu sur ce sol
pendant des milliers d’années. Il nous est impossible de supprimer
les artistes arméniens du théâtre turc ”, a récemment déclaré
au Hurriyet Daily News, Engin Algan qui a adapté l’Å”uvre de Baronyan
a la scène.

Algan est tombé par hasard sur le nom de Baronyan dans un magazine
de théâtre intitulé Mimétisme. Il a ensuite découvert son Ŕuvre
sur Internet.

” C’est une Å”uvre très importante et unique tant en terme
littéraire qu’en terme théâtral, bien qu’elle ait été écrite
en 1860 ”, a dit Algan.

Considéré comme un auteur de référence dans la littérature
arménienne occidentale, qui s’est développée principalement a
Istanbul au cours du 19ème siècle, Baronyan a été marginalisé
a son époque en raison de sa langue acérée. Auteur de comédies
et journaliste, c’est après sa mort que Baronyan avec son Å”uvre a
pris sa place dans la littérature classique.

‘Il y aurait eu un scandale’

” Nous n’aurions pas pu présenter cette pièce il y a quelques
années, même si nous l’avions voulu. Nous avons traversé des
périodes difficiles. Il y aurait certainement eu un grand scandale
si nous avions dit que nous allions mettre en scène une telle pièce
dans un théâtre public ”, a dit Algan.

Il est très important de jouer une telle Ŕuvre au moment où
l’hostilité est utilisée comme un outil politique et où les
forces nationalistes se sont emparées de la nouvelle génération,
a-t-il dit.

” Nous avons partagé une vie commune il y a 100 ans. C’est ce passé
commun qui nous a portés dans le présent. Nous avons l’habitude
de faire l’autruche, mais nous ne pouvons plus continuer ainsi ”,
a dit Algan.

La pièce aborde la question des relations hommes-femmes d’une facon
comique, selon Samlioglu, tandis que les costumes et la musique sont
tout a fait colorés.

” Nous avons fait quelques changements par rapport au texte orignal.

Nous avons composé de nouvelles chansons et avons réuni l’influence
de l’occidentalisation, la culture de la communauté arménienne,
l’orientalisme et le chant selon un concept différent tout en
préservant l’esprit de l’époque ”, a dit Algan.

Les publics étrangers auront aussi grand plaisir a voir la pièce
de Baronyan, a déclaré Å~^amlıoglu.

” Dans cette pièce, vous découvrirez la richesse de ce pays et
une échelle de couleurs différente ”, a dit Å~^amlıoglu.

Les representants de journaux des minorites en Turquie ont dit qu’ils
sont ravis de l’aide 250000 lires turques de l’Autorite des Bulletins
de Presse ou BIK.

” Je n’ai pas pû dormir en raison du bonheur ; j’ai ressenti que
c’etait mon pays pour la première fois depuis les incidents des 6 et
7 septembre [de 1955] ” a declare Mihail Vasiliadis, le redacteur en
chef du journal grec Apoyevmatini au quotidien Sabah.

Le BI K paye regulièrement des journaux pour imprimer des bulletins
officiels et des annonces sorte d’appui officiel pour les publications
auquel les journaux des minorites n’avaient pas accès depuis 1983 a
declare Mehmet Atalay, directeur general de l’autorite.

Les quotidiens Jamanag (Temps), Marmara, Apoyevmatini et Iho ont tous
recu 45000 lires, tandis que les hebdomadaires Agos et Salom ont recu
35000 lires.

Parce que leur circulation est très basse, les journaux des minorites
ont besoin d’etre soutenus, a declare Ari Haddeler, redacteur en
chef de Marmara au journal Hurriyet ajoutant qu’il etait immensement
reconnaissant a l’etat Turc. ” Cette somme est juste pour 2011 ;
il y aura plus d’aides dans l’avenir ” a dit Haddeler.

Atalay a dit que son agence ne pourrait plus ignorer les problèmes
des journaux des minorites.

” Nous ne pouvons pas dormir avec un estomac plein tandis que notre
voisin est affame ” a dit Atalay.
