ARMENIA IN COMPLICATED GAME

Currently, three main intrigues are observed in Armenia: regrouping
of the ruling party, shaping the new image of the government and
rotation of the real elite; forming of a new opposition, polarization
of separate groups of the political and economic elite; strengthening
of the pro-West line of the political government, which is increasingly
affecting internal affairs.

Several years ago, before the last presidential elections, the
intentions of the United States and their partners to grant a new
geopolitical status to Armenia became evident. Armenia is “led”, and
this is good, as of now, because every country needs “registration”
by more influential partners. One wants to believe that the political
government of Armenia uses this situation at best, in the interests
of the country.

In any case, no matter how beneficial the scenario of “registration”
is, this approach becomes prejudicial and demands a reshuffle of
roles and priorities. However, our understanding of the acts of our
own government considerably differs from the understanding of foreign
partners. For instance, Serzh Sargsyan’s trip Washington-Paris-Warsaw
and the visit of the minister of defense to Brussels caused not only
preoccupation but also a bugbear for Moscow, with the participation
of the Russian battalion in the military parade of the Armenian forces.

While Mikhail Saakashvili is predictable, Serzh Sargsyan is the
main intrigue for Moscow. And the problem is not separate trips
but the complete politics of the United States on Armenia and the
Armenian factor in general. Even if in a definite political-logical
zone the interests of the United States and Russia regarding Armenia
coincide, and they will have to strengthen Armenia, in both economic
and military-technical terms, Russia, one way or another, fears
co-participation of Armenia in the American plans, both in relation
to Turkey and the South Caucasus.

This is a separate big issue but there is no need to suppose that
Armenia is becoming an important factor in the policy of the United
States and France in terms of “restricting” Turkey, as well as fulfils
the role of balance in the South Caucasus.

It is a complicated and risky game. Is the Armenian elite ready to
be a partner and remain a “factor” in this game, as well as leave
the game in time, if it becomes unacceptable?

After the lasting absence of a genuine political scramble in Armenia
it is time to establish a nationalist party because the Armenian
reality lacks one. The configuration of the political parties in
the country is generally deplorable, and the existing parties are
absolutely unable to set forth important ideas in politics. The
Armenian political nationalism has become an important condition for
survival and some development but, on the whole, after the Karabakh
war, it had a fiasco. The political parties and groups in Armenia
did everything to bury nationalism, cooperating with everyone but
not with their own people.

Everyone would like to be ordinary parliamentary and pseudo-liberal
parties. Everyone has someone to learn something from, because in the
first years of independent existence the practice of suppression and
defamation of political nationalism was established. In addition, the
reasons are clear, and there is no need to pretend. In the Armenian
society, there have always been people who are able to reorganize
part of the society and lead the nationalists. In Armenia, this is
a fixed group of people who are motivated definitely and traditionally.

The ideas and analysis is enough, everything has been expressed and
verified. It is time to take a decisive step and create an ambitious
nationalistic party. But God forbid this party is established with a
focus on the upcoming elections. Elections at any price and for any
price is the death of political nationalism.

One Third Of Russians Negative About Migrants

PanARMENIAN.Net – One third of Russian citizens have negative
perceptions of migrants from abroad and regions of Russia.

According to The Moscow News, the data was collected by Moscow City
Government as result of a secret survey. Other data from the survey
are not made public.

According to 2010 survey, migration issues worry Russians more than
unemployment, poor ecology or corruption. 17% respondents said that
the problem of migrant streams from CIS countries is critical. At
the beginning of 2011, 11% of Muscovites said that Sergey Sobyanin
should first of all solve the problem of immigration from Central
Asia. This was the second most popular demand after Moscow traffic
jams problem solution.

Mr. Verekhovsky, director of SOVA Center for Information and Analysis
on Racism and Xenophobia told The Moscow News that the collected data
reflect Russians general attitude. He noted that 35% of Russians
treat immigrants negatively while in 2009 Alla Gerber, member of
Russian Social Chamber, insisted that 90% Russians have negative
opinion of immigrants.

Foreign Minister of Armenia Edward Nalbandian received today newly
appointed Ambassador of the United States to Armenia John Heffern on
the occasion of handing over the copies of credentials.

MFA press and information department told Armenpress that
congratulating the newly appointed Ambassador, Minister Nalbandian
wished him success, voicing hope that with his activity the Ambassador
will promote the development and boosting of the Armenian-American
relations which recently have been raised on a new qualitative level.

Expressing gratitude for the warm wishes, Ambassador Heffern noted
that the US administration rates high the development of multi-sided
partnership with Armenia and assured that he will do his best for
reinforcing the bilateral relations more.

Minister Nalbandian and Ambassador Heffern spoke about many issues
relating to the Armenian-American relations. They also exchanged
thoughts over the regional issues. In this pre-context the minister
highly assessed the positive engagement of the US, as co-chair of
the Minsk Group, in the peaceful settlement of the Karabakh conflict.

PanARMENIAN.Net – Although the European Union’s approach toward
membership candidate Turkey is not encouraging at all, Turkey will not
lose its appetite and determination for full membership in the union,
EU Minister Egemen BagıÅ~_ has stated.

“The EU’s attitude towards us is like a teacher who does not want his
student to pass the class. The same attitude can be seen within the
latest progress report, too,” BagıÅ~_ said in an interview with the
Aksiyon magazine, referring to the progress report on Turkey which was
released by the European Commission last week, Today’s Zaman reported.

“However, we are no longer considering the EU as a teacher. Turkey is
no longer a student that accepts a ‘well done’ from the EU whenever
it performs successfully. Whether they appreciate the reforms carried
out in Turkey or not, we will continue making progress on the way in
which we assume is the right way for us,” BagıÅ~_ said.

The EU minister replied in the affirmative when asked whether it was
possible to say “Turkey is becoming Europeanized despite the EU.”

According to BagıÅ~_, the EU, which “has become weaker both
politically and economically, needs new members, and Turkey, with
its young population, can heal the problems stemming from Europe’s
steadily ageing population.”

PanARMENIAN.Net – Turkish Prime Minister Recep Tayyip Erdogan told
U.S. President Barack Obama that his government “acted as Israel’s
lawyer,” according to Foreign Minister Ahmet Davutoglu.

Hurriyet Daily News reports that Davutoglu addressed deputies from the
ruling Justice and Development Party (AKP) during the party’s gathering
in the hot springs retreat of Kızılcahamam near the capital Ankara.

The Turkish FM said Obama had phoned Erdogan 11 times during the last
nine months and a brief encounter took place during one of their
conversations, when Obama complained about Turkey’s role in Iran’s
uranium swap deal, asking why Erdogan protected Iran.

As Davutoglu said, Erdogan responded, “I do not protect Iran, but you
[the United States] act as Israel’s lawyer.”

French President’s Visit To Armenia Opened Up New Prospects – Ambass

This year is a special year for Armenian-French relations, French
Ambassador to Armenia Henri Reynaud told journalists in Yerevan,
Oct 17.

That was an occasion to sum up Armenia’s achievements over the first
20 years of its independence, with pride, courage and responsibility.

The Armenian people achieved this progress in post-war years amid
severe competition, Ambassador Reynaud said.

French President Nicolas Sarkozy’s visit to Armenia was to be
expected. The visit overlapped the 20th anniversary of Armenia’s
independence, which was an opportunity to re-affirm France’s assistance
to Armenia’s further development and in meeting the challenges. Also,
the French leader urged Turkey to admit its own history and the
Armenian Genocide, the French diplomat said.

Mr. Henri Reynaud also pointed out a call for Armenia and Azerbaijan
to cooperate in finding a peaceful settlement of the Nagorno-Karabakh
conflict. Finally, that visit was an opportunity to open up new
prospects for developing Armenian-French economic, cultural, and
educational ties.

Armenian Businessman Commits Suicide?

ARMENIAN BUSINESSMAN COMMITS SUICIDE?

The photojournalist Gagik Sahmshyan reported Oct. 16 that a suicide
was committed in the Kotayk region of Armenia.

The local police department received information that a corpse had
been found in a BMWX5 car on the Sevan-Yerevan highway.

The policemen that arrived at the scene found the car and the body
of 31-old Yerevan resident Armen A. Petrosyan, the founding owner of
the Aray Ltd. The body had a gunshot temple wound, with the TT pistol
in the hand.

Criminal proceedings have been initiated.

An investigation is under way.

Le livre rappelle aux Europeens les evenements historiques dans les
pays qui ne sont pas ou bien des Etats membres de l’UE ou bien qui
ont recemment rejoint l’Union europeenne (UE). Parmi les tragedies
figure le genocide des armeniens dans l’Empire Ottoman, l’occupation
Sovietique des Etats Baltes, le conflit en Bosnie et l’Holodomor
en Ukraine.

Newly-formed Artsakh Development Group (ADG) Invites Scholars, Community to
Discuss NKR

On October 9, 2011 a conference called “Artsakh in Today’s World” took place
at the Glendale’s Public Library. Organized by the
Artsakh Development Group, the conference involved scholars in history,
economics and political science, and community activists.

The conference was called to increase public awareness of the wide range of
issues relevant to Artsakh. Separate panels chaired by professors,
specialists and community leaders described Artsakh’s history, politics,
economy and culture.

Armine Alexanyan, acting Head of Department on Multilateral Cooperation of
the NKR Foreign Ministry was also invited to discuss the cultural aspect of
Artsakh’s continued struggle for independence. Mrs. Alexanyan briefed the
audience about Soviet Azerbaijan’s destructive policy towards Armenian
religious, cultural and educational heritage. Speaker from Artsakh stressed
that NKR authorities remained committed to continue restoration of Artsakh,
paying special attention to the republic’s cultural life.

Artsakh Representative Robert Avetisyan joined the panelists during the Q&A
session sharing insight on a range of issues, and delivered closing remarks.
He stressed the importance of the continued national unity around Artsakh as
a precondition for the republic’s steadfast and secure development.
Avetisyan also described the achievements and challenges Artsakh was facing
throughout the first two decades of independence.

Pamiers. De fil en aiguille, son rêve devient réalité

Cette jeune Arménienne a obtenu des papiers il y a juste un an.
Couturière de formation, elle ouvre sa boutique à Pamiers, symbole de
sa réussite dans son parcours chaotique.

Des robes de contes de fées, à l’image de celui qu’elle touche du
doigt, aujourd’hui. Stella y croyait, quand, en Arménie, elle
apprenait la couture. « Je rêvais d’avoir une grande fabrique, un
grand atelier à moi… », se souvient la jeune femme. Même si la
boutique qu’elle vient d’ouvrir à Pamiers n’a pas les dimensions de
celle de son rêve, c’est une consécration incroyable, pour Stella.
Sept ans qu’elle vit en France. Un an qu’elle possède des papiers.

« Quand on est arrivés, ça n’était pas facile, c’est sûr. » Avec
humilité et discrétion, elle évoque rapidement « le centre de
rétention à Toulouse, avec mon mari et les enfants. » Et puis, il y a
eu les rencontres décisives avec les associations. « C’est grce à
Monsieur Mourlane et Monsieur Morisse (*) si on s’en est sortis. En
août 2010, nous avons été régularisés. » Dynamique et volontaire, elle
se lance dans la vie active. « Dès que nous avons été régularisés, je
ne voulais plus être dépendante des aides que nous avions depuis des
années. Je suis allée à la CAF, et nous avons déménagé. Ensuite, j’ai
commencé à travaillé comme caissière dans un hypermarché, mon mari
était intérimaire. Et puis je n’ai plus eu de travail. » Diplômée de
couture en Arménie, Stella n’a jamais cessée de confectionner des
vêtements, même dans les moments les plus difficiles, elle cousait,
réparait, pour sa famille. Encouragée par les organismes et
associations qu’elle fréquentait alors, elle se lance, et monte sa
boutique. « D’abord j’ai commencé chez moi, je me suis fait une
clientèle par bouche à oreille. Et puis j’ai pris ce local en
centre-ville. » Là, tout devient plus réel. Une boutique, rien qu’à
elle, à son nom. Qu’elle gère comme elle l’entend. Dans la vitrine,
des robes de soirée qu’elle a réalisé de ses mains, et à l’intérieur,
des machines à coudre d’occasion, le minimum pour lancer son affaire.
Le talent, elle le possède déjà, et depuis longtemps. « En couture, je
sais tout faire ! Et je travaille vite. Ça fait treize ans que je fais
de la couture, je crois que je vis avec ! De toutes façons, il faut
aimer ça, pour réussir, c’est sûr. » La vocation incarnée, le sourire
en plus.
