WIPO TOOK INTO ACCOUNT FACTS OF VIOLATION OF COPYRIGHT BY ARMENIANS ON CULTURAL HERITAGE OF AZERBAIJAN

Baku, Fineko/abc.az. Every year the Azerbaijan Copyright Agency finds
new violations of copyright by the Armenians on the national cultural
heritage of Azerbaijan.

Agency’s head Kamran Imanov says that the Agency regularly informs the
World Organization for Intellectual Property (WIPO) about Azerbaijan’s
copyright infringement by the Armenians.

“For already 200 years Armenians have appropriated the cultural
heritage of Azerbaijan, giving our wealth for their own. This process
continues and probably will not stop. This summer, we sent a letter to
the head of WIPO, in which we presented the facts of the appropriation
of our cultural heritage by the Armenians. In its response WIPO
stressed the importance of cooperation with the Copyright Agency
of Azerbaijan in this process by reporting that it has taken into
account the facts presented by the Agency,” Imanov emphasized.

ELMAR MAMMADYAROV: AZERBAIJAN HAS SOME BUNCH OF ISSUES TO BRING IN THE UN SC AGENDA

“Azerbaijan has some bunch of issues to bring in the UN SC agenda”, FM
Elmar Mammadyarov told journalists in New York right after his country
was elected as a member of the SC, APA~Rs US correspondent reports.

“One of the most important elements is international peace and
security”, said Mr. Mammadyarov.

Among other issues he mentioned were help to less developed countries,
environmental issues and multiculturalism. “As a country which had
enormous economic development, we understand that we have to share
with those who are less developed”, he underscored appreciating the
support of those who stood by Azerbaijan~Rs side, including Slovenia.

As for Nagorno-Karabakh, he mentioned bringing the issue to the SC
agenda “depends not only on will or wish of Azerbaijan, but all the
sides involved”.

MEDVEDEV, SARGSYAN TO FOCUS ON MULTIFACETED COOPERATION

Russian President Dmitry Medvedev has proposed his Armenian counterpart
Serzh Sargsyan to discuss the whole range of issues of the two
countries’ cooperation.

“…Today we will hold full-scale narrow-format and wide-format talks,
touch upon all issues of bilateral and interregional cooperation. Of
course, we will focus on economic, military-technical cooperation,
discuss our multifaceted ties and how to draw out the priorities within
the framework of regional forums, including our allied structures such
as the Collective Security Treaty Organization,” he said opening the
talks in the Kremlin on Monday.

Medvedev expressed confidence that this visit symbolizes relations
of strategic partnership that interconnect Russia and Armenia and
demonstrate important achievements made recently.

“Undoubtedly, this year in the history of our relations is very
significant because it was marked by the whole range of important
decisions concerning multifaceted interaction between our two
countries,” he said.

THERE IS A REAL DANGER OF SHARP ESCALATION OF THE NK CONFLICT, PETER SEMNEBY THINKS

Yerevan/Mediamax/. Former Special Representative of the European
Union for the South Caucasus, Peter Semneby, thinks that there exists
a real danger of sharp escalation of the Nagorno-Karabakh conflict.

Peter Semneby writes this in an article published in “Russia in Global
Affairs” journal, Mediamax reports.

“The inner logic and the dynamics of the Nagorno-Karabakh conflict
are fraught with serious risks. There exists a real danger of sharp
escalation. The parties to the conflict are embroiled in an ongoing and
destabilizing arms race. There is only a self-regulated and unreliable
ceasefire agreement without the disengagement of belligerents,
and only several observers from the OSCE monitor the ceasefire,”
the former EU Special Representative said.

“Brussels has made it clear that it is ready to contribute to the
strengthening of confidence and support the negotiations within the
OSCE Minsk Group. EU’s policy on Abkhazia and South Ossetia could
be partially used to resolve the situation in Nagorno Karabakh,
but the complete absence of trust between the sides has hampered the
cooperation so far. Besides soft confidence building measures, the
European Union could also contribute to the practical and political
work of the OSCE Minsk Group. In particular, it’s necessary to
reinforce the ceasefire agreements,” Peter Semneby noted.

“The barrier on the path of military confrontation over Nagorno
Karabakh gradually vanishes, as the sides continue armament. The
fragile balance which has kept the conflict under relevant control and
hampered the escalation over last 15 years can be frustrated soon,”
warned Peter Semneby.

Speaking about the settlement of conflicts in the South Caucasus on
the whole, Peter Semneby expressed the opinion that the “people of
the region need a common identity to better get along with each other.”

“Today they have too little in common. The European Union can add a
new dimension to their belonging to a big European family to help the
South Caucasus countries go beyond the borders of a narrow-national
self-determination, which has become a priority after the gaining of
political independence and was then bolstered by wars in 1990s. The
common identity would help the peoples of the South Caucasus have
common aspirations instead of wasting their energy for endless
conflicts, from which no one wins. But Brussels needs to demonstrate
continuous commitment to interests, needs and expectations of the
people of the region,” he noted.

DEMOBILIZED RUSSIAN SERVICEMEN TO BE TAKEN FROM ARMENIA BY AIR

Demobilized Russian servicemen in Armenia will return home by air,
News Armenia cites the press secretary of the commander of the Southern
Military District, Colonel Igor Gorbul, as saying.

Russian media announced today that servicemen transferred to reserve
could not return home due to transport problems. Over 150 servicemen
will return home today, Gorbul said. They will return home from Rostov
for free. 50 more servicemen are planned to depart.

EXHIBITION DEDICATED TO THE NATIONAL DAY AGAINST TOBACCO

On October 24 the exhibition opened in the Green Hall of the RA
National Assembly, was dedicated to the National Day Against Tobacco
celebrated on October 12.

Varduhi Petrosyan, Director of the Research and Development Center
of the Healthcare Services of the American University of Armenia,
has applied to the RA NA Speaker Hovik Abrahamyan, asking to support
in organizing the exhibition on anti-tobacco theme in the legislative
body, to which the Speaker of the Parliament gladly responded.

The authors of the pictures touching upon the anti-tobacco theme are
the juniors of the Fine Arts and Decorative Applied Art Studio-College
and Davitashen N 2 Children-Youth Creative Center, who cooperating
with the Research and Development Center of the Healthcare Services
of the American University of Armenia have expressed their denial
attitude to the use of the tobacco in the picture language of their
childish fantasy.

Opening the exhibition Ara Babloyan, Chairman of the NA Standing
Committee on Healthcare, Maternity and Childhood, has noted that,
according to researches, the use of the tobacco more results in
illness, disability and mortality of millions of people than the
diseases, accidents and violence taken together.

Mr. Babloyan has mentioned that in recent years the parliament has had
a big contribution to the process of anti-tobacco struggle, making a
number of legislative amendments. He has stressed the fact that due
to the taken steps during the last four years a group of NA deputies
and members of the staff have given up the use of tobacco.

Mr. Babloyan has thanked the NA Speaker Hovik Abrahamyan, noting that
in his capacity as NA deputy, Head of the legislative body and citizen,
he is becoming the best example for the society by refusing the use
of the tobacco and living a healthy way of life.

In his word the NA Speaker Hovik Abrahamyan showed appreciation
to the Directorate of the Research and Development Center of the
Healthcare Services of the American University of Armenia for the
organized exhibition and necessitated that our society gave up the
harmful phenomenon of smoking as promptly as possible and live a
healthy way of life.

Mr. Abrahamyan has considered important that the NA deputies serve
as examples themselves and quit smoking. As the first step the NA
Speaker proposed to declare the third floor and the area of holding
the sittings in the parliament a non-smoking zone.

Varduhi Petrosyan, Director of the Research and Development Center
of the Healthcare Services of the American University of Armenia,
expressed gratitude to the NA Speaker for supporting the organization
of the exhibition in the legislative body.

RUSSIAN BASE IN ARMENIA STARTS COMMAND TRAINING

The 102nd Russian military base, located in Armenia (part of the
Southern Military District), is starting scheduled training of the
command staff, News Armenia reports.

Groups were on alert status and headed to the Alagyaz training complex.

Commanders were summoned to the spot. They will train in command
skills, organization and maintenance of interaction between armed
formations.

Russian and Armenian battalions will hold joint target practice with
over 500 servicemen involved. At least 150 units of equipment from
the 102nd base will be mobilized.

The Armenian Public Council and the Russian Public Chamber signed an
agreement on reinforcement of partnership today, under which the two
will exchange working and legislative experience. Within that framework
the parties will hold a number of meetings to make the activity of
the Public Council Committees more effective in a number of spheres.

Member of the Public Chamber of Armenia, Director of the Armenian
Genocide-Museum Institute Hayk Demoyan informed that a mobile
exhibition dedicated to the 100th anniversary of the Armenian Genocide
will be organized in a number of countries, including Russia within
the framework of this new format of cooperation.

“It will be a novelty as regards the technology and content.

Exhibitions under different headings and in different languages will
be organized in the large cities of the world. The expositions will
be worked out and presented in the context of the historic memory
of the given country and will not be cut off from their history,”
Hayk Demoyan told reporters.

Armenie -Russie La visite d’Etat du President Sarkissian a Moscou fait
la Une de l’actualite. A l’issue de l’entretien des deux Presidents,
suivie d’une rencontre elargie aux delegations, des accords de
cooperation bilaterale dans plusieurs domaines ont ete signes. Le
President Sarkissian a participe a l’onction de la croix d’une eglise
apostolique armenienne nouvellement construite, a tenu un discours
devant les etudiants et les professeurs de l’universite Lomonossov et a
remis des insignes a des personnalites ayant contribue au renforcement
des relations entre l’Armenie et la Russie. Lors de la conference de
presse conjointe avec son homologue russe, le President Sarkissian,
a declare que cette première visite d’Etat depuis l’independance de
l’Armenie temoignait des relations entretenues avec la Russie. ” La
Russie a toujours ete et reste le partenaire privilegie de l’Armenie
aussi bien pour les echanges commerciaux et les investissements
que pour le nombre de societe mixtes ” a declare Serge Sarkissian,
rappelant que 57% des investissements etrangers en Armenie proviennent
de Russie. Serge Sarkissian a egalement remercie son homologue russe
pour ses efforts, en tant que copresident du GDM, dans le processus du
règlement du conflit du HK, evoquant les 10 rencontres des Presidents
armenien et azeri organisees par la mediation directe du President
Medvedev, ainsi que les trois declarations signees par les parties
” qui ont aide non seulement a maintenir la paix fragile, mais ont
contribues au renforcement de la confiance mutuelle “.

En marge des entretiens, les Presidents armenien et russe se
sont entretenus par telephone avec leur homologue turc pour lui
presenter leurs condoleances et temoigner de leur soutien dans
l’epreuve tragique que traverse la Turquie. Le President armenien,
avait adresse un courrier de condoleance la veille, reaffirmant la
volonte de l’Armenie d’apporter son aide au gouvernement turc. La
Turquie l’on a remercie tout en declinant cette proposition.

Seisme en Turquie Le seisme de Turquie, selon differentes sources,
aurait fait près de 300 morts et plus de 1300 blesses. Les experts
turcs estiment que le nombre de morts pourrait atteindre de 500 a
1000 personnes. Les repliques se poursuivent. Selon le Ministère
armenien des situations d’urgence, au cours des dernières 48 heures,
plus de 350 secousses de magnitude 3 a 5 ont ete enregistrees dans
la region de Van. Le tremblement de terre a ete ressenti en Armenie,
en Georgie et en Iran selon une magnitude de 3 a 5.

Le Service national de la protection sismique a dementi les
informations parues dans les medias turques selon lesquelles la
Centrale de Medzamor serait touchee par le seisme de Van et qu’une
fuite radioactive y aurait ete enregistree, rappelant que la Centrale
armenienne pouvait resister a un seisme de magnitude 9, tandis que la
force du seisme en Armenie etait de 3 a 5, la Centrale etant situee
a 160km de l’epicentre.

Affaires interieures A l’issue de negociations avec le Ministre
de l’energie, les employes de la Centrale nucleaire ont accepte de
reprendre leur travail, recevant en contrepartie 10% d’augmentation de
salaire. ” Une solution raisonnable “- titre Hayots Achkhar, appreciant
hautement aussi bien les qualites humaines et la responsabilite
professionnelle des employes, sans qui, l’exploitation de la
centrale serait impossible, que la capacite du Ministère a resoudre
le differend. Les quotidiens rappellent que depuis le 11 septembre,
la Centrale etait arrete pour des travaux de maintenance et qu’elle
sera remise en exploitation, le 27 octobre prochain.

Hayastani Hanrapetoutioun et Azg rendent compte d’un remaniement
au sein du MAE. Achot Hovakimian est nomme vice-ministre des AE,
en remplacement d’Armand Kirakossian, nomme recemment Ambassadeur
d’Armenie en Autriche.

Se referant au service national des statistiques, la presse annonce la
fin de la première etape du recensement de la population, la deuxième
etape etant prevue pour la periode du 22 au 31 octobre. Les premiers
resultats seront publies en fevrier, les resultats definitifs en
septembre 2012. 168 Jam rappelle que le precedent recensement en
Armenie, qui a eu lieu en 2001, evaluait la population a 3 213 000
personnes.

La proposition de loi du gouvernement qui prevoit une exemption
fiscale des biens immobiliers et mobiliers de l’eglise sur une liste
etablie par le gouvernement, est critiquee par Aravot et Haykakan
Jamanak. Cette liste comporte des villas, des ecoles, des cantines,
des cafes etc. Plusieurs deputes des partis Dachnak et Armenie prospère
ont egalement proteste contre ce projet de loi.

L’activiste du CNA Vardgès Gaspari, mis en garde a vue après une
manifestation devant le gouvernement, (cf. la revue du 21 octobre),
a ete libere sous une caution de 800 000 drams (environ 1500 euros),
rapportent Hayots Achkhar et Haykakan Jamanak.

Conflit du HK La presse continue de suivre la visite regionale des
copresidents du GDM de l’OSCE. Après un entretien de deux heures avec
le ” President ” Sahakian les copresidents ” respectant la tradition,
ont partage leurs impressions avec les journalistes”, ecrit Hayastani
Hanrapetoutioun.

Après un monitorage sur la ligne de contact entre les forces armees du
HK et de l’Azerbaïdjan, les copresidents franchiront la frontière dans
la direction de Martakert-Terter, a informe le copresident francais,
ajoutant qu’ils avaient l’intention de rencontrer le chef spirituel
azeri, après leur entretien avec le President Aliev. Confirmant
la position de son pays pour un règlement pacifique du conflit,
le copresident russe a souligne l’importance du rôle des chefs
religieux pour la preparation des peuples a la reconciliation. Il a
salue l’initiative des chefs spirituels armenien, azeri et russe qui
ont signe l’annee dernière a Bakou un document pour le renforcement
de la confiance mutuelle dans la region. Igor Popov a par ailleurs
declare que les copresidents ont elabore des mecanismes pour la mise
en oeuvre des enquetes et la punition des responsables en cas de
violation du regime de cessez-le-feu sur la ligne de contact. Pour sa
part, le copresident americain a constate qu’il faut tout faire pour
reduire les incidents et les pertes humaines qu’ils occasionnent le
long de la ligne de contact. ” Je tiens a rappeler que la situation
d’aujourd’hui a ete creee par des operations militaires a grandes
echelle ” a declare Bernard Fassier en conclusion.

sur l’entrevue “sensationnel ” que Charles Aznavour a accorde aux
Nouvelles d’Armenie, etant Ambassadeur d’Armenie en Suisse, dans
laquelle il critique vivement la politique interieure armenienne,

UN ACCORD DE LIBRE-ECHANGE ENTRE L’ARMENIE ET L’UE

Un haut-fonctionnaire de l’UE a declare mercredi que la decision de
l’Armenie quant a sa volonte de rejoindre la zone de libre-echange
avec la Russie et d’autres anciennes Republiques sovietiques ne nuiera
pas a la signature d’un accord similaire avec l’Union europeenne.

Gunnar Wiegand a egalement annonce que le gouvernement armenien s’est
engage a repondre d’ici la fin de cette annee concernant le lancement
officiel des negociations sur la creation d’une ” zone d’echanges
approfondis et libres “, ou DCFTA, entre l’Armenie et l’UE.

Le DCFTA est un element cle ” d’un accord d’association ” qui a ete
propose a Erevan dans le cadre du programme de Partenariat oriental et
qui regroupe six ex-republiques sovietiques. Il envisage non seulement
de supprimer les droits de douane mais aussi d’harmoniser les lois
economiques de l’Armenie avec celles de l’UE.

Le Premier ministre Tigran Sarkissian a signe l’accord de libre-echange
avec ses homologues de Russie, de l’Ukraine, de la Bielorussie, du
Kazakhstan, du Kirghizistan, de la Moldavie et du Tadjikistan, après
leurs entretiens a Saint-Petersbourg, vendredi dernier. Sarkissian l’
a decrit comme ” historique ” a son retour en Armenie.

Wiegand, qui dirige les discussions concernant un eventuelle
association de l’UE avec l’Armenie, a insiste pour que la transaction
initiee par la Russie ne soit pas un obstacle aux plans du DCFTA.

” Je peux confirmer que, de notre point de vue, il n’y a aucun
problème. Il n’y a aucune incompatibilite entre, d’un côte etre en
negociation avec l’UE, et d’un autre côte, negocier des accords de
libre-echange avec d’autres pays “, a-t-il declare après une reunion
de negociations avec les responsables du Partenariat oriental et les
responsables armeniens a Erevan.

” Nous savions depuis longtemps ce qui allait se passer a
Saint-Petersbourg car cela a ete une rationalisation d’un reseau
d’accords bilateraux de libre-echange qui existait deja dans la
[Communaute des Etats independants] “, a ajoute le responsable de la
coordination pour le partenariat oriental qui est lie a l’executif
de l’UE, la Commission europeenne.

Faisant echo a des declarations de responsables armeniens, Wiegand
a egalement soutenu que l’accord de Saint-Petersbourg n’obligera pas
l’Armenie a adherer a l’Organisation mondiale du commerce (OMC).

L’UE n’a toujours pas fixe une date pour le debut des negociations
qui seraient en dehors du cadre du DCFTA.

S’exprimant au service de RFE / RL armenien (Azatutyun.am) le mois
dernier, un fonctionnaire de la Commission a Bruxelles a declare que
l’imposition en Armenie est ” arbitraire ” et qu’elle va a l’encontre
des règles de l’OMC.

Le mecanisme d’evaluation, en place depuis les annees 1990, est cense
limiter la fraude dans le paiement des droits de douane et de taxe
a valeur ajoutee a la frontière. Cependant, les hommes d’affaires
armeniens qui ont regulièrement affaire avec la douane considère que
c’est un terrain fertile pour la corruption. Certains d’entre eux
affirment que les douaniers ont desormais tendance a accepter les
factures emises dans les Etats membres de l’UE.

La Commission europeenne a egalement exige des changements concernant
les taxes sur l’alccol importe.

Wiegand a evoque cette question lors d’une reunion separee avec le
Premier ministre Tigran Sarkissian et le ministre de l’Economie,
Tigran Davtian, plus tôt mercredi. Il a affirme qu’il avait recu ”
toutes les assurances ” pour que le gouvernement armenien promulgue
des changements que demandent l’UE d’ici la fin de cette annee.

Wiegand a affirme que cela ouvrirait la voie a l’ouverture officielle
de l’accord de libre-echange entre l’Armenie et l’UE.

” Notre objectif est d’accelerer ce processus “, a declare Mnatsakanian
en reference au DCFTA.

Les deux hommes ont signale que d’autres regions pourraient rejoindre
ce futur accord. ” Je suis très heureux que nous ayons pu aujourd’hui
faire avancer nos negociations sur les relations UE-Armenie dans un
cadre beaucoup plus ambitieux “, a declare Wiegand.
