Prayer for Peace

** A Time for Prayer
————————————————————
The New Year is only two weeks old-yet it has already been disfigured
by acts of violence that are deeply troubling to peace-loving
people. These include the grotesque massacre in Paris, France, and
reports of a horrific crime in Gyumri, Armenia. Threading through the
period is the ongoing tragedy involving warfare and persecution in the
Middle East=80’which affects our own people, our sister Christian
communities, and other religious minorities in the region.

For Armenians, 2015 arrived with its own sorrowful associations: of
innocent lives lost, suffering endured, and justice denied. How
dispiriting it is, at the dawn of this 100th year since the Armenian
Genocide, to be reminded so soon that inhumanity still reigns in this
world, despite the superficial advances of the past century.

There are very few words of wisdom or consolation to offer in the face
of such dreadful episodes-except for the assurance that our risen Lord
knows the sufferings of his children, and will remember them when he
establishes his kingdom, where true peace and justice will finally
prevail.

It is to him we pray-today and in the days to come-for the souls of
the departed, and for an end to the afflictions tormenting our
world. In the immortal words of our liturgy: Ungal, getso, yev
voghormya; Receive our prayers, save your people, and have mercy.

You created the visible light, separated the day and night, shed forth
on us, O Lord, by night the rays of spiritual light. Give us at all
times the shadow of your protecting hand, that by day and by night we
may give you glory incessantly. Amen.

** Western Diocese Unveils New Memorial
————————————————————
On Tuesday, January 13, our sister diocese in California dedicated a
new Armenian Genocide monument on the grounds of St. Leon Armenian
Cathedral in Burbank.

Archbishop Hovnan Derderian, Primate of the Western Diocese, and his
predecessor as Primate, Archbishop Vatche Hovsepian, consecrated the
monument with Holy Muron.

Created by artist Gaspar Gharibian, the monument consists of a broken
khatchkar, from which rise up two bronze leaves bearing the
inscription `1915′ and a bird carrying a bell. The piece is situated
on a granite cross-shaped platform. The monument is meant to symbolize
both the sufferings of the Genocide and the persistence of the
Armenian people in the aftermath of the cataclysm.

Tuesday’s dedication was the first in a series of programs and events
planned in the Western Diocese as part of the 100th year of
remembrance of the Armenian Genocide. Click on the following links to

** Primate Visits Schools, Homes for the Aged

As part of each visit, the Primate officiated over the Home Blessing
service, which is traditionally performed at the start of the new
year. At the Holy Martyrs and Hovnanian schools, students sang
Armenian songs and recited poems. They also had a chance to learn more
about the Home Blessing service and to ask Archbishop Barsamian
questions about the Armenian Church. At the New York Armenian Home and
the Armenian Nursing and Rehabilitation Center, residents spoke with
the Primate and received his blessing.

Accompanying Archbishop Barsamian to the Holy Martyrs Day School and
the New York Armenian Home were the Rev. Fr. Abraham Malkhasyan,
Dn. Krikor Ghazarian, Dn. Ivan Gyadayan, Dn. Narek Garabedian, and

Armenian Genocide Cintennial

** Resources for the Genocide Centennial
————————————————————
With the 100th year of remembrance of the Armenian Genocide advancing
rapidly, the Eastern Diocese has created a special section on its
website for downloadable resources. Parishes, community groups, and
anyone else can obtain materials to help them inform local press and
reach out to their surrounding communities. This week, downloadable
display banners and some video links were added to the offerings-these
can be accessed by clicking here
()
.

We encourage our parishes to let us know as early as possible about
their local observances, so these can be added to our online Calendar
of Events.

In the meantime, the Armenian-American community is building towards a
national observance in Washington, DC, in May 2015. Special events are
scheduled for May 7 to 9-including an ecumenical prayer service at the
National Cathedral, a Pontifical Divine Liturgy, a memorial concert,
and an awards banquet honoring those who helped the survivors. His
Holiness Karekin II, the Supreme Patriarch and Catholicos of All
Armenians, and His Holiness Aram I, the Catholicos of the Great House
of Cilicia, both will journey to the United States to lead the
Washington commemoration. They will be joined by Armenians from across
the U.S., under the auspices of the Eastern and Western Dioceses, and
the Eastern and Western Prelacies. Click here

to learn more about the May events in the nation’s capital.

The Eastern Diocese’s Annual Diocesan Assembly and Clergy Conference
will convene in Washington that same week; details on the 2015
Assembly will be forthcoming.

People in the New York metro region should also reserve the dates of
April 24, 25, and 26 for commemoration events in New York City. These
will include liturgical celebrations and the annual Times Square
program sponsored by the Mid-Atlantic Knights and Daughters of Vartan.

Archbishop Khajag Barsamian, Diocesan Primate, has appointed George
and Lorraine Marootian as Diocesan liaisons to the Genocide
commemorative committees. They will be working with established
committees at the national, regional, and local levels, and have begun
reaching out to our parish communities. Contact them via e-mail at
[email protected] (mailto:[email protected]) .

New EU Assistance To Armenia Of EURO 77.5 Million (44 Billion AMD)

NEW EU ASSISTANCE TO ARMENIA OF EURO 77.5 MILLION (44 BILLION AMD)

Lragir.am
Politics – 16 January 2015, 13:18

On 16 January the Prime Minister’s Office of the Republic of Armenia
and the EU Delegation to Armenia held a ceremony on the launch of eight
EU – Armenia Financing Agreements, intended to assist development and
reforms in Armenia. The new actions entail an EU contribution of EURO
77.5 million (44 billion AMD).

The eight agreements will support progress in some of the main areas
of bilateral cooperation – from agriculture and regional development,
through capacity building for the implementation of EU programmes,
support to migration and integrated border management, anti-corruption
and civil service reforms, to water supply improvement, Yerevan metro
rehabilitation and nuclear safety.

The ceremony was welcomed by H. E. Mr. Hovik Abrahamyan, the Prime
Minister of the Republic of Armenia, and H.E. Ambassador Traian
Hristea, Head of the EU Delegation to Armenia, and attended by
representatives of the beneficiary Government institutions, the EU
Member States, and International organizations accredited to Armenia.

Prime Minister Abrahamyan mentioned in his remarks that “the assistance
provided by the European Union enabled the implementation of reforms in
many areas such as trade related regulations, food safety, intellectual
property rights, justice, vocational education, public financial
management”. He expressed confidence that the implementation of the
concluded agreements will facilitate the reforms in the relevant
areas as well as will strengthen the sectoral cooperation with the EU.

“The European Union expects that this substantial assistance will lead
to bold reforms over the next years. A high level of commitment and
strong domestic support under parliamentary and civil society oversight
will be indispensable for Armenia’s successful development,” noted
the Head of EU Delegation. He added that “Armenia remains the second
largest per-capita recipient of EU funds in the Eastern Partnership”.

With two of the agreements, the EU gives support to economic
development in Armenia, contributing to overall poverty reduction.

This includes assistance to agriculture and rural development
(EURO 25 million), which will lead to efficient and sustainable
agriculture, increasing employment, supporting farmers associations and
cooperatives, and improving access to affordable food. In addition,
through an action on regional development (EURO 10 million), the
EU will support specific projects (public-private partnerships,
employment creation, training of the labour force) to step up the
economic development of Armenia’s regions.

In the area of governance, the EU is now focusing specifically
on anti-corruption and civil service reform measures (EURO 21
million). The EU will also support border management and migration
(EURO 4 million) in view of the Mobility Partnership and Visa
Facilitation agreement between the EU and Armenia.

Another agreement will enhance the ability of civil servants,
facilitate Armenia’s participation in EU programmes (EURO 6 million)
and reinforce the civil society as an important partner in promoting
bilateral cooperation and monitoring reforms.

Two large infrastructure initiatives have also been agreed, set to
improve the daily lives of Yerevan residents. One will provide an
overhaul of the Yerevan metro system (EURO 5 million) by addressing
public health and safety concerns, while another will support the
rehabilitation of the water supply network in Yerevan (EURO 5.5
million), improving water and waste water services.

Last but not least, the EU will support nuclear safety through
enhancing the regulatory capacity and framework for radioactive waste
management (EURO 1 million).

This new assistance package confirms the commitment of Armenia and
the EU to further strengthen their bilateral cooperation.

Expert: It Would Be Wise Of Russia To Transfer Valery Permyakov Case

EXPERT: IT WOULD BE WISE OF RUSSIA TO TRANSFER VALERY PERMYAKOV CASE TO ARMENIA

by Nana Martirosyan

Friday, January 16, 16:00

The relations between the 102nd military base and the residents of
Gyumri should be revised following the developments in Gyumri, Head
of Noravank Foundation Gagik Harutyunyan said at a press conference
in Yerevan on Jan 16.

According to him, the tragic events in Gyumri have already affected
the Armenian-Russian relations at the public level. This is proved
by the serious actions of protest in Armenia. “NATO is exerting big
efforts to achieve mutual understanding between the servicemen of
the base and the local residents”, he said.

Harutyunyan also thinks that it would be wise of Russia to transfer
the suspect Valery Permyakov to the Armenian side. “However, it would
be reasonable to conduct the investigation by joint efforts, because
Russia is more experienced in such cases”, he said. He thinks that
Russia and Armenia equally need each other, so it is unreasonable
to speak of deterioration of the relations and withdrawal of the
military base.

To note, following the murder of the family of six in Gyumri,
tension has been escalating in Gyumri and throughout Armenia. The
public demands transferring the case of the Russian serviceman Valery
Permyakov to the Armenian law-enforcers. Armenian Prosecutor General
Gevorg Kostanyan said that this runs counter to the Russian laws.

This aggravated the situation even more. Under public pressure,
Armenian Prosecutor General promised to apply to his Russian
counterpart to transfer the case to the Armenian law-enforcement though
earlier he stated that it was impossible to do because such cases are
regulated by international legal standards. A total of 14 people were
injured in clashes with law-enforcers, and nearly 60 were detained.

Haykakan Zhamanak: Political Decision Made To Close Down Nairit Plan

HAYKAKAN ZHAMANAK: POLITICAL DECISION MADE TO CLOSE DOWN NAIRIT PLANT

Haykakan Zhamanak’ daily says that a political decision was made to
close down Nairit Plant.

“The Armenian authorities have no hope of re-launching the plant. In
fact the closedown process has already begun. About 2,000 workers will
be dismissed in February, and only 450 will remain to keep the plant
in a state of closedown. Their number will be reduced to 250 later.

Unless there are prospects of re-launching the chemical giant in
the coming years, the plant’s liquidation process will start,” the
daily writes.

Turkey Pledges Support To Azerbaijan Over Nagorno-Karabakh

TURKEY PLEDGES SUPPORT TO AZERBAIJAN OVER NAGORNO-KARABAKH

08:43 â~@¢ 16.01.15

President Recep Tayyip Erdogan of Turkey has reiterated his support
for Turkey’s staunch ally Azerbaijan, underlining that Ankara will
continue to back Azerbaijan on the issue of the Nagorno-Karabakh
conflict, Today’s Zaman reported.

“I would like to mention this once again: we will continue to extend
our support for Azerbaijan over the Nagorno-Karabakh conflict so that
it finds its solution in the territorial integrity of Azerbaijan,”
Erdogan said in a joint press conference held with his Azerbaijani
counterpart in Ankara on Thursday.

Underlining the failure of the Organization for Security and
Cooperation in Europe (OSCE) Minsk Group established in the early
1990s to settle the Nagorno-Karabakh conflict which erupted into a
bloody war between Armenia and Azerbaijan and has left 30,000 killed,
Erdogan said, “Turkey is extremely sensitive towards this issue and
as Turkey, our position is explicit. It is not possible at all that
we will step back from this point [backing Azerbaijan].”

Erdogan has repeatedly stated that the Nagorno-Karabakh conflict
between Azerbaijan and Armenia is also Turkey’s problem, reiterating
Ankara’s commitment to settling the problem that has been stuck in
a deadlock already more than two decades.

He also noted the importance of a strategic partnership between Turkey
and Azerbaijan in the spheres of both defense and energy. Saying that
his meeting with Aliyev was “comprehensive and a sincere exchange of
views,” Erdogan said that both leaders discussed a number of issues,
ranging from bilateral relations to regional and international
developments.

Implying that their bilateral relations rest on historical ties and
cultural and ethnic kinship, Azerbaijani President İlham Aliyev stated
that the power of Turkey in the region is important for Azerbaijan.

“Azerbaijan will be strong as long as Turkey is powerful,” Aliyev
said, extending his gratitude to Ankara’s continuing support in what he
called “justice and international law,” hinting to the Nagorno-Karabakh
conflict with Armenia.

In return, Erdogan has invited Aliyev to an event marking the
93rd anniversary of the Battle of Gallipoli in Turkey’s Canakkale
province on April 24 which coincides with the 100th anniversary of
the Armenians Genocide.

The joint press conference came after a head-to-head meeting between
the two leaders, in which the Nagorno-Karabakh conflict, the 100th
anniversary of the events in 1915 and also energy policies in the
region were discussed.

The leaders joined the fourth meeting of the Turkey-Azerbaijan
High-Level Strategic Cooperation Council (YDSK), which aims to boost
bilateral relations between the neighboring countries.
