CPJ: Armenia parliament passes bill allowing state bodies to revoke journalist accreditation

Stockholm, May 31, 2022 – Armenian President Vahagn Khachaturyan should refrain from ratifying legal amendments allowing state bodies to revoke journalists’ accreditation, the Committee to Protect Journalists said Tuesday.

On May 25, Armenia’s parliament approved the amendments to the country’s mass media law, according to news reports and an entry on the parliamentary website. Previously, only media outlets could revoke their journalists’ accreditation with state agencies, although amendments last December allowed agencies to deny accreditation.

According to media reports, local press freedom advocates fear that authorities could use the amendments to bar critical journalists from covering parliamentary sessions and other government events. The amendments will take effect when signed by the country’s president, according to Ashot Melikyan, head of the local press advocacy group Committee to Protect Freedom of _expression_, who spoke with CPJ by telephone.

“The recent amendments to journalist accreditation regulations are the latest example of Armenia’s departure from international standards in media legislation. Given the country’s highly polarized politics and potential for selective application, these amendments are concerning,” said Gulnoza Said, CPJ’s Europe and Central Asia program coordinator, in New York. “We urge President Khachaturyan to refrain from ratifying the amendments and call on authorities to work with local press freedom organizations to reform recent restrictive media laws.”

Under the new regulations, state bodies will be able to terminate journalists’ accreditation if they violate the body’s accreditation regulations or “rules of procedure” for a second time within a year after receiving a written warning for a previous violation.

The bill’s authors, two deputies with Armenia’s ruling Civil Contract party, have denied that the amendments restrict freedom of the press, stating in parliament that only the accreditation of a specific journalist can be revoked, not media outlets as a whole. They added that outlets would be able to replace any journalist whose accreditation was terminated and argued in parliament and in an explanatory note accompanying the bill that the change was necessitated by “numerous cases” of journalists threatening and insulting parliamentary deputies and “obstructing the activities of both deputies and other journalists.”

Melikyan told CPJ that while a small number of journalists have been guilty of inappropriate behavior, it was wrong to enact laws on this basis, as authorities could use the law as an “instrument of pressure” against the journalistic community. “Today, government organs might object to journalists’ behavior. Later it could be how journalists cover their work,” Melikyan said.

Journalists will be able to appeal decisions on denial and termination of accreditation through the courts, he added but said it remains to be seen how both state organs and the courts will apply the law in practice.

Melikyan described the amendments as the latest “link in the chain of regressive media bills” in Armenia. In July and October 2021, the country recriminalized insult and tripled existing fines for insult and defamation, while parliament banned journalists from entering the legislative chamber without advance permission and limited media interviews to a designated area, as CPJ documented.

CPJ emailed the Parliament of Armenia, the Office of the President, and the Office of the Prime Minister for comment but did not receive any replies.

YEREVAN. – The seismological network of Armenia on Sunday recorded an earthquake with a magnitude of 2.6 in the country, at 10։25pm local time, 2 kilometers east of Shorzha village in Gegharkunik Province, and at a depth of 10 kilometers.

The tremor measured magnitude 3 to 4 at the epicenter, the Ministry of Emergency Situations informs.

The seismic activity was felt in Gavar town and Shorzha village of Gegharkunik Province.

The Armenian Ministry of Defense said that the Azerbaijani accusations that on May 30 the Armenian military opened small arms fire at Azeri military positions in the eastern direction of the Armenian-Azerbaijani border is disinformation.

The Armenian Ministry of Defense added that the situation on the border is relatively stable and is under the full control of the Armenian military.

Armenia bans gambling payments in cash

YEREVAN, MAY 25, ARMENPRESS. The Armenian Parliament adopted the bill banning cash payments in making bookmaking bets or other gambling activities.

The law will take effect after 10 days.

Furthermore, after 6 months the bookmakers and gambling organizations will be banned from accepting bets via payment terminals.

Bets will be allowed to be made only by bank cards, and the winners will receive their sum again in non-cash method.

The bill is authored by Civil Contract lawmakers as part of fighting gambling addiction in the country.

The bill passed with 67 votes in favor.

The opposition lawmakers were not participating in the session.

The Director of ARMENPRESS News Agency Narine Nazaryan, representatives of the Armenian community of Argentina, public figures, Argentine and Armenian journalists were in attendance at the reception hosted by Ambassador of Armenia to Argentina Hovhannes Virabyan.

Opposition MPs enter Armenian Foreign Ministry building

Lawmakers from the opposition Hayastan and With Honor (Pativ Unem) alliances were allowed to enter the Armenian Foreign Ministry building after opposition demonstrators broke through police cordons and blocked all entrances to the building on Tuesday morning.

Protesters, led by Ishkhan Saghatelyan, a senior Hayastan MP and ARF Armenia leader, had marched to the Foreign Ministry from central France Square as part of the ongoing civil disobedience campaign to oust Nikol Pashinyan.

Opposition MPs wanted to enter the ministry headquarters to relay the message of the protesters and to warn against concessions to Azerbaijan over Artsakh, but the police initially rejected their request.

“We will not allow the violations of the deputies’ rights to continue,” Saghatelyan said, urging police officers to open the door.

Eventually, the MPs were let in.

Armenia still expecting legal proof for "Azerbaijani enclaves"

PanARMENIAN.Net – Secretary of Armenia’s Security Council Armen Grigoryan has said that Azerbaijan hasn’t presented “any legal grounds” about possessing enclaves on the territory of Armenia.

The Armenian side, meanwhile, does have legal substantiation proving tha existence of an enclave of its own in Azerbaijan, the Secretary said.

“Armenia’s position on the matter remains the same: we expect Azerbaijan to provide a legal basis for the existence of its enclaves,” Grigoryan said.

Armenia’s Ambassador at-large Edmon Marukyan said earlier that there was no legal ground that any de-jure Azerbaijani enclave has ever existed in the territory of Armenia. Marukyan’s remarks came on Tuesday, May 10, after Azerbaijan’s Deputy Foreign Minister Khalaf Khalafov said that enclaves in the territory of Armenia will be returned to Baku.

The interlocutors referred to the trilateral meeting of the Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the European Council Charles Michel and the President of the Republic of Azerbaijan Ilham Aliyev scheduled for today, attaching importance to the continuation of the dialogue.

Nikol Pashinyan presented the situation around Nagorno Karabakh, humanitarian issues and stressed the need to solve them.

The Prime Minister of the Republic of Armenia and Charles Michel exchanged views on the implementation of the agreements reached at the trilateral meetings in Bruseels on December 14 last year, as well as on April 6 this year.

The sides expressed hope that today’s trilateral talks will be fruitful, which will contribute to stability and a comprehensive settlement of the issues.

Nikol Pashinyan and Charles Michel also discussed issues related to the Armenia-EU bilateral agenda, in particular, the implementation of the € 2.6 billion economic-investment package announced by the EU for Armenia.

Former Armenian army chief’s son arrested

Igor Khachaturov, the son of former Armenian army and CSTO chief Yuri Khachaturov, has been arrested on charges of assaulting a police officer at opposition protests in Yerevan, the Investigative Committee of Armenia said in a statement on Friday.

The incident took place at a demonstration on Kievyan Street in the capital on May 17. The man was presumably under the influence of drugs during the attack.

“In order to establish the circumstance, the investigating body decided to carry out a toxicology test. However, Igor Khachaturov refused to provide samples,” the law enforcement agency said.

Khachaturov has been charged under Article 316 of Armenia’s Criminal Code, with a court granting a motion to remand him into custody.

The preliminary investigation continues.

On May 19, speaking  at the “Armenian Democracy” Forum, EU Ambassador to Armenia Ms.  Andrea Wiktorin stated this.

In this vein, she underlined that the EU defends the freedom and  pluralism of the media as the basis of modern democracy, which  provides an opportunity for open and free debate.  At the same time,  Ms. Wiktorin also pointed out that Armenia needs a strong civil  society, which is a key component of a democratic system. “The active  involvement of civil society in the development of policy and  governance reforms is important for Armenia in terms of achieving  political transformations,” the Ambassador stressed.  However, as she  noted, Armenian civil society is being condemned. Activists and civil  society organizations that promote democratic values and human rights  have been the target of attack and condemnation.  , she concluded.  It should be noted that  law enforcement officers did not let opposition MPs and journalists  into the “Armenian Democracy” forum . The parliamentarians said they  intended to present the real situation with democracy in the country  at the forum.
