YEREVAN, Armenia, July 23 (Xinhua) — Armenians had a cooling-off day by splashing water on Sunday, to celebrate a holiday known as Vardavar, widely observed 14 weeks after Easter.

Although the event was observed by the Armenian Apostolic Church as the Transfiguration of Christ, it has its roots deep in the pagan past of Armenia before the adoption of Christianity in 301 AD.

The holiday, once marked as a tribute to Astghik, the pagan goddess of water, beauty, love and fertility, is now celebrated by drenching each other with water.

On Sunday, it was very common to see people dousing complete strangers and unsuspecting passers-by with buckets of water. The festival is particularly popular among the youth as it is the day when everyone is allowed to pull water pranks and get away with it.

The festival comes at a perfect time for the residents of the Armenian capital as hot weather conditions often force many to stay inside.

 

Azerbaijani Fire Caused Significant Damage to Armenian Border Village

The Azerbaijani side has fired at the border village of Chinari, Tavush region, causing significant damage to the people living there, the head of the village Samvel Saghoyan told Armenpress.“The enemy’s fire on July 20 damaged the roof and walls of the nursery school, two houses, a cattle house was burns where there was hay, 3000 bales. The water mill of the village was burnt. The damage to our fellow villagers is 12 million drams. We have no casualties in the result of the enemy’s actions,” Saghoyan said.He informed that the Azerbaijani snipers tried to shoot a youth somewhere near the cemetery for about two hours but they failed.“The youth was able to hide in a safe place,” the head of the village said.

Vice-Speaker of Armenia’s Parliament Eduard Sharmazanov touched upon
Turkish FM Mevlut Cavusolgu’s statement regarding the “withdrawal of
Armenian forces from Artsakh”.
Sharmazanov particularly said: “A state which has openly supported and
is supporting the terrorist policy of Azerbaijan has nothing to do in
the settlement issue of the Artsakh conflict. The Artsakhi military
will always remain in Artsakh for one simple reason: it must defend
the peace of its holy and free country. And one more thing, it is
ridiculous when an occupier speaks about the peaceful solution of a
problem. Free Cyprus from your occupying presence instead of making
ludicrous calls”.

BAKU: Lapshin: I hope Karabakh conflict will be resolved within the territorial integrity of Azerbaijan

The Baku Court of Grave Crimes on Wednesday continued the trial on the criminal case of blogger Alexander Lapshin, who is in prison in Azerbaijan.

Addressing the trial, lapshin’s lawyer, Edward Chernin, asked for acquittal of his defendant. The lawyer called charges filed against Lapshin groundless.
 
“The expert opinion is not based on credibility of evidence, because Lapshin did not make appeals against Azerbaijan’s territorial integrity in his articles,” said the lawyer.  
 
Later, Lapshin made a final statement at the trial and pleaded not guilty.
 
Lapshin said he feels sorrowful for having caused moral pain in the hearts of Azerbaijani people.
 
“My guilt before the people of Azerbaijan is only moral, not legal in any way. I understand how important Karabakh is for Azerbaijan. Under no circumstances did I enter into a criminal collaboration with the Armenian authorities,” he said.
 
Lapshin expressed hope that the Nagorno-Karabakh conflict will be resolved within the territorial integrity of Azerbaijan.
 
“I regret having gone to Karabakh, causing moral pain in the hearts of residents who are suffering from the consequences of the occupation. I had no idea about the occupation. I have been treated only nicely here,” he added.  
 
Later on, the jury retired to the advisory room. Following the meeting, a verdict about Lapshin will be announced.
 
Earlier, a state prosecutor had asked the court to sentence Lapshin for a period of 6.5 years in prison. 
 
The prosecutor had said that Lapshin, after serving his sentence, must be expelled from Azerbaijan in accordance with Article №52 of the Criminal Code of the Republic of Azerbaijan.
 
Lapshin said he feels sorrowful for having caused moral pain in the hearts of Azerbaijani people.
 
“My guilt before the people of Azerbaijan is only moral, not legal in any way. I understand how important Karabakh is for Azerbaijan. Under no circumstances did I enter into a criminal collaboration with the Armenian authorities,” he said.

Lapshin is accused of violating Azerbaijani laws on state border in April 2011 and October 2012.
 
On 15 December 2016, he was detained in Belarus. On January 17, 2017, Alexei Stuk, deputy prosecutor general of Belarus, issued a ruling on Lapshin’s extradition to Azerbaijan. Lapshin was brought to Azerbaijan on February 7.
 
Lapshin faces charges under the Article 281.2 (public appeals directed against the state) and 318.2 (illegal crossing border of the Republic of Azerbaijan) of the Criminal Code of the Republic of Azerbaijan.

Falsely incriminated scholar Sevan Nishanyan escapes prison in Turkey
YEREVAN, JULY 14, ARMENPRESS. Istanbul-based ethnic Armenian scholar
and linguist Sevan Nishanyan, who has been serving a 17-year prison
term since 2014 in Turkey, has escaped from the correctional facility,
Turkish media reported.
Nishanyan exited the minimum security (open regime) prison in the
morning of July 14 and hasn’t returned.
A tweet later appeared on his Facebook and Twitter accounts, saying:
“The bird flew away: Same wishes to the remaining 80 million”.
Turkish historian and scholar Taner Akcam, a strong supporter of the
Armenian Genocide recognition, reacted to Nishanyan’s tweet by saying:
“Sevan Nishanyan has escaped by saying “the bird flew away”. With
expectations of a free world for all birds….”, he said.
Nishanyan was arrested and imprisoned in Turkey for carrying out
“illegal” construction in his own garden.
Even Turkish media said the arrest was an obvious framing by Turkish
authorities, because Nishanyan has publicly criticized Turkey’s
government’s mistakes.
Numerous activities and individuals have called for his release,
saying that the true reason of his arrest is the fact that he dared to
criticize the official history of Turkey by writing the “False
Republic” book.

ALEXANIAN PRESENTS FATHER’S MEMOIR, FORCED
INTO GENOCIDE

 

WASHINGTON, D.C. – Earlier this week, the Armenian Assembly
of America (Assembly) co-sponsored a book presentation of Forced into Genocide: Memoirs
of an Armenian Soldier in the Ottoman Turkish Army,
written by Yervant
Edward Alexanian, an eye-witness to the massacre and dislocation of his family
and countrymen in Ottoman Turkey during the Armenian Genocide. Adrienne G.
Alexanian, Yervant’s daughter, has spent years preparing her father’s
manuscript for publication, which she presented at St. Mary Armenian Apostolic
Church in Washington, D.C on Sunday. The Assembly co-sponsored the event with
St. Mary Armenian Apostolic Church, Knights and Daughters of Vartan, and the
Armenian National Committee of America.

 

Born in
Sivas, Turkey, Yervant survived the Hamidian massacres as an infant to later
fight for survival as a conscript in the Ottoman Turkish Army during the 1915
Genocide. Despite everything he went through and witnessed, “he was prepared to
die” instead of saving his own life by converting to Islam. He fled to America
in 1920, where he spent his life advocating for justice for his people. There
are no other books or comparable account which exists in Armenian literature on
this aspect of the Genocide.

 

Yervant
passed away in 1983, leaving behind many documents and pictures discovered by
his daughter. Adrienne explained that the memoirs came to light by chance while
she was going through her father’s belongings. He did not share stories of the
Armenian Genocide with his daughter, wishing to not burden his family. Instead,
he wrote down his memoirs as a form of therapy that would later live on through
Adrienne’s efforts.

 

Award
winning Middle East journalist Robert Fisk highlighted Yervant’s memoirs in one
of his articles on Turkey’s denial of the Armenian Genocide in The Independent on March 22, 2017. “Forced
into Genocide is Yervant Alexanian’s own frightful account of his people’s
suffering, with unimpeachable documentation – in vast enough amounts to prevent
the usual Turkish ‘genocide deniers’ (twins of the European ‘deniers’ of the
Jewish Holocaust) of denouncing the book as a forgery,” Fisk wrote. “It is a
story which Erdogan should be reading – and publicising – right now, for it
involves more ‘Nazi practices’ than the new Sultan of Istanbul would ever want
to acknowledge,” he added.

 

The Assembly
also co-sponsored a book presentation with Adrienne Alexanian last month in
Boston, MA with the Armenian Museum of America, the Armenia Cultural
Foundation, the Armenian General Benevolent Union (AGBU) New England District,
Project SAVE Armenian Photograph Archives, and the National Association for
Armenian Studies and Research (NAASR).

 

“On behalf
of the Armenian Assembly of America, I commend Adrienne for her perseverance
and tenacity in bringing this compelling account and heroic journey to light. It
is truly remarkable and we greatly appreciate Adrienne’s enthusiastic
presentation,” Assembly Executive Director Bryan Ardouny stated.

 

Adrienne
Alexanian is an Armenian Assembly Fellow Trustee and, along with her mother
Grace, generously provided an endowment to the Assembly toward advocacy for
Genocide recognition in memory of her father in 1993. As an NGO representative
at the United Nations for both the Armenian Diocese and the AGBU, Adrienne
initiated, organized, and moderated numerous forums promoting all aspects of
Armenia’s agenda. She is also an educator and a 2010 recipient of the Ellis
Island Medal of Honor.

 

Established
in 1972, the Armenian Assembly of America is the largest Washington-based
nationwide organization promoting public understanding and awareness of

Ruling Party Sets High Growth Targets For Armenian Government

Acting on a recent speech by President Serzh Sarkisian, the leadership
of his Republican Party (HHK) has told Prime Minister Karen
Karapetian's government to ensure that Armenia's economy grows by 5
percent annually.
The HHK's governing board headed by Sarkisian met late on Thursday to
discuss the government's new policy program that will be debated by
the Armenian parliament soon. The document has not been made public
yet.
According to the HHK spokesman, Eduard Sharmazanov, the board
"proposed" that the government commit itself to achieving faster
growth and meeting other ambitious socioeconomic targets set by
Sarkisian in his May 18 address to the newly elected National
Assembly.
"In the course of 2016-2040 we must ensure an average annual GDP
growth of around 5 percent," the president declared in that extensive
speech. He said this should result in a more than fivefold increase in
Armenia's GDP that was worth less than $11 billion last year. This
requires, among other things, a further improvement of the country's
business environment, he said.
Karapetian's cabinet expects economic growth to accelerate to at least
3.2 percent this year. It has forecast slightly higher growth rates
for 2018 and 2019.
"The indicators [demanded by the HHK] are quite ambitious but we are
not afraid of setting higher targets," Finance Minister Vartan Aramian
said on Friday. "In his speech, the president set the bar high for the
government and we must attain it."
"We need faster economic growth in order to solve socioeconomic
problems more easily," he told a news conference. "Ambition means
efforts. Time will tell whether we will succeed."
In Aramian's words, the government thinks that economic growth will be
stimulated by its structural reforms, greater foreign and domestic
investments, and a continued rise in exports. Growth reached 6.5
percent in the first quarter of this year, the minister said.
Sharmazanov would not say whether the government will have to resign
if growth falls short of the 5 percent target. "I don't answer
questions with `ifs,'" he told reporters. "I'm just telling you that
we are optimistic. We think that with joint efforts we need to ensure
that the current government and the political majority # achieve
within five years the positive targets that were set."
"Under the current constitution, this government will have to resign
one year later. What kind of a [new] government will be formed? We'll
talk about that in 2018," he said.
Sharmazanov referred to the April 2018 end of Sarkisian's final
presidential term, which will be followed by Armenia's transition to a
parliamentary system of government. Sarkisian has yet to clarify
whether he plans to become prime minister, replace Karapetian by
someone else or keep him in office. The premier has repeatedly
indicated his desire to retain his post.
Armenian Leaders Laud Russia's Gazprom

President Serzh Sarkisian and Prime Minister Karen Karapetian praised
Gazprom's strong presence in Armenia's energy sector when they met
with the chief executive of the Russian gas monopoly in Yerevan on
Friday.
Alexei Miller, Gazprom's Kremlin-linked boss, held separate meetings
with the two leaders during his latest visit to Armenia, the second in
eight months. Official Armenian sources said they discussed the
Russian giant's continued operations in the country but gave few
details.
Sarkisian was quoted by his press office as commending Gazprom's
contribution to the "dynamic development and strengthening" of
Russian-Armenian relations. He also praised its track record in
Armenia, which buys more than 80 percent of its natural gas from the
Russian giant.
Karapetian described Gazprom as a "reliable partner" that has
contributed to his country's "energy security." According to an
Armenian government statement, he discussed with Miller the company's
ongoing "investment projects" in Armenia.
In particular, the statement said, Gazprom plans to upgrade an
underground gas storage facility located just north of Yerevan and
build new gas distribution pipelines in the country by 2019. The
state-run Russian company is the sole owner of the Armenian gas
distribution network.
Karapetian was that network's chief executive from 2001-2010. He lived
and worked in Russia from 2011-2016, holding senior executive
positions in local Gazprom subsidiaries.
Shortly after being appointed as Armenian prime minister last
September, Karapetian used his Gazprom connections to secure a sizable
reduction in domestic gas prices. Miller previously visited Yerevan in
October.
In a recent radio interview, Karapetian insisted that his Gazprom
background does not mean he is dependent on or linked to Russia's
government. "On the contrary, it can help us find solutions in certain
difficult situations," he said.
Armenian opposition figures and pundits have long expressed concern at
the country's heavy dependence on Russia for energy resources.
3 Armenian Soldiers Killed In Karabakh
Nagorno-Karabakh -- An Armenian soldier of the self-proclaimed
republic of Nagorno-Karabagh runs in trenches at the frontline on the
border with Azerbaijan, 25Oct2012
Three Armenian soldiers were killed on "the line of contact" around
Nagorno-Karabakh on Friday in what the Karabakh Armenian military
called a ceasefire violation by Azerbaijan.
Karabakh's Defense Army said the three conscripts -- Arayik Matinian,
Vigen Petrosian and Vartan Sargsian -- died after Azerbaijani forces
fired anti-tank grenades at one of its frontline positions east of the
disputed territory. "An investigation is underway to clarify details
of the incident," it said in a short statement.
The Azerbaijani Defense Ministry did not immediately react to the
report. The ministry said on Friday morning one of its soldiers was
shot dead by the Armenian side. It did not specify where the conscript
died.
Azerbaijani media reported later in the day that another Azerbaijani
serviceman, a 26-year-old contract soldier, was also killed in
action. The Defense Ministry in Baku did not confirm the information.
The combat deaths come just days after the U.S., Russian and French
co-chairs of the OSCE Minsk Group visited Armenia and Karabakh for
further talks on ways of reviving the Armenian-Azerbaijani peace
process. They will travel to Baku this weekend or early next week.
In their most recent joint statement released on May 18, the mediators
urged the conflicting parties to "take all necessary measures to
prevent any further escalation in the conflict zone."
Radical Oppositionist Slams Government `Clients'

Zaruhi Postanjian, an outspoken opposition politician, lashed out at
the opposition Yelk alliance on Friday, saying that it was created by
the Armenian authorities to weaken their genuine political opponents.
"It's obvious from their political positions that they cannot be in
opposition because those positions match the current illegitimate
regime's positions," Postanjian told RFE/RL's Armenian service
(Azatutyun.am).
In particular, she pointed to Yelk's failure to voice support for
jailed opposition gunmen who seized a police station in Yerevan last
year and its refusal to boycott this week's inauguration of the city's
reelected pro-government mayor, Taron Markarian.
One of Yelk's leaders, Edmon Marukian, disapproved of the deadly
attack and pointedly declined to describe the gunmen as political
prisoners late last week, saying that their actions had "elements of a
crime." By contrast, Postanjian and other radical opposition strongly
support the gunmen.
Yerkir Tsirani, Yelk and the ruling Republican Party of Armenia (HHK)
are the only political groups that ran in last month's municipal
elections and won seats in the city council. The HHK won the May 14
vote by a landslide.
Yelk holds 14 seats in the 65-member council, compared with 5 seats
won by Yerkir Tsirani. Postanjian ruled out any cooperation between
council members representing her party and the bloc co-headed by
Marukian, Nikol Pashinian and Aram Sarkisian. She dismissed Yelk as
President Serzh Sarkisian's "clients."
Davit Khazhakian, the young leader of the Yelk faction in the Yerevan
council, shrugged off Postanjian's allegations, saying that she "lost
her parliament seat along with political common sense." "You can
always find political clowns in a society," Khazhakian said. Hardline
groups such as Yerkir Tsirani will inevitably marginalize themselves
and leave the political arena, he said.
Yelk finished third in Armenia's recent parliamentary elections,
winning 9 seats in the 131-member National Assembly. Postanjian's
party was set up in March and did not run for the parliament.

"Zhoghovurd" comments on European Union Ambassador Piotr Switalski's
calls for changing the composition of Armenia's Central Election
Commission (CEC) and the Armenian government's angry reaction to his
statement. The paper says that both the EU and the United States have
spent heavily on the proper conduct of Armenian elections and
therefore have "every right to monitor and express opinions on the
extent to which their funding served its purpose." It says that if the
authorities really think that Switalski is meddling in Armenia's
internal affairs they should not have "begged" the EU for money ahead
of the recent parliamentary elections in the first place.
Lragir.am speculates that Switalski's comments have to do not so much
with the elections as their aftermath and, in particular, "the process
of changing the intra-government status quo." "This is what worries
the Armenian authorities," writes the online publication. "It has
called into question their plans and scenarios."
"Haykakan Zhamanak" reports that Prime Minister Karen Karapetian and
his cabinet have received high marks from the leadership of the ruling
Republican Party of Armenia (HHK) for their new policy program that
will be debated by the National Assembly soon. The paper notes that
the HHK set ambitious macroeconomic targets for the government at a
meeting of its leadership held on Thursday. "The problem is that
several governments have been changed in Armenia in the last five
years," it says. "All of them were formed by the HHK. This government
is also the HHK's. And totally different indicators have been
registered in the last five years."
"Hraparak" writes that the number and professional level of young
people graduating from Armenian universities each "do not correspond
to real demand." "Every year we produced hundreds of journalists,
philologists, economists, international relations specialists, who did
not find jobs before getting retrained or leaving the country," writes
the paper. It notes with satisfaction that the number of applications
for university programs on international relations, economics,
chemistry, biology and physics has gone down significantly this
year. By contrast, it says, there is a sizable rise in young Armenians
seeking to become information technology specialists.

The Azerbaijani president Ilham Aliyev has suddenly changed his staff and 6 assistants. Fuad Aleskerov has been appointed as assistant for military affairs and law enforcement agencies. Aliyev’s nervousness is evidence to his stalemate due to his policy and geopolitical developments. Azerbaijan’s central bank has declared default, Azerbaijan has appeared amid a scandal in OSCE where an investigation is underway into the case of bribing PACE members by Azerbaijani officials. Besides, Azerbaijan has appeared amid another scandal. The Georgian president has called to investigate the abduction of the Azerbaijani journalist in Georgia and illegal border crossing. Georgians are protesting against the actions of the Azerbaijani special services. The so-called Peace Platform has failed which Azerbaijan tried to conceal its destructive stance in the talks on Karabakh. The OSCE Minsk Group has bluntly blamed Azerbaijan for ceasefire breaches. The foreign ministry of Armenia has called for applying sanctions on Azerbaijan. Aliyev is worried and is taking incomprehensible steps. The Armenian military say the Azerbaijani army is inventing targets, hitting them and then reporting hitting Armenian positions. Yesterday the International Crisis Group published a report on the Karabakh settlement which highlights the dissatisfaction of Azerbaijan with Aliyev’s policy. It is said that some circles in Azerbaijan demand implementation of the militaristic “triumphant” intentions Aliyev has been speaking about for many years. There is an opinion that Aliyev has hardly been able to suppress pressure.
