On July 16, 2018, the 1st Department of the Investigation Department of the RA SRC received the results of the study of the construction process of the Dilijan Training Center of the RA Ministry of Finance, carried out in the State Interest Protection Department of the RA Prosecutor General’s Office, regarding the abuses and embezzlements committed during the process.


As reported by the press service of the SRC, during the preparation of the materials, factual data was obtained that the competent officials of the RA Ministry of Finance and the State Revenue Committee of the RA RA, using their official positions against the interests of the service, based on selfish, other personal interests and group interests, violating the requirements of the current legislation, without carrying out the process defined by law for the purchase, to conclude a contract, set a preliminary price, prepare a volume sheet-estimate and submit justifications through “Sahakyanshin” CJSC engaged in construction activities without organized and carried out the construction works of the Dilijan educational center in the form of documentation, for which neither copyright nor technical quality control was actually carried out.


Instead, during the years 2013-2015, under the condition that the construction works were actually completed, and in some cases a part of them had been completed, 6 purchase contracts were signed with the “Sahakyanshin” CJSC company for the partial implementation of the reconstruction works, with a total value of 2 billion 356 million 455 thousand AMD, after which only days after that, handover-acceptance protocols and execution acts certifying the fact of the construction works were drawn up. in conditions where it is practically impossible to start and finish construction works of this type and volume within one or more days.


During the preparation of the materials, factual data was also obtained regarding the apparent existence of a number of other criminal acts.


On July 24, 2018, a criminal case was initiated in the investigation department of the SRC under Article 308, Part 1, Article 314, Part 1, Article 179, Part 2, Clauses 1 and 3 of the RA Criminal Code.


The official message does not mention the names of the officials involved in the case. But it is known that the construction of the Dilijan educational center was carried out on the initiative of Gagik Khachatryan, the chairman of the SRC and Minister of Finance.


To remind, on December 23, 2008, the government, led by Prime Minister Tigran Sargsyan, made a decision to create a state non-commercial organization “Educational Center” within the SRC.

In 2010, by the decision of the government, the “Dilijan creative house” of the Union of Cinematographers with an adjacent 3.5 ha plot was provided to SNOC for 505 million drams, and in 2011 by another decision of the RA government on December 29, another 22,505 ha of land from the territory of the Dilijan National Park was added to that area.


In 2012, 1 billion drams were allocated to SRC from the reserve fund of the RA government for the implementation of the design works of the Dilijan educational center. A year later, in 2013, the SRC decided to make changes to the 1 billion dram project and signed a new contract with “ZAART” architectural studio for the changes, paying the latter 44.9 million drams.


The actual construction of the center started already in 2011. For the first stage, the SRC paid 334,307,822 drams to “Spitak Tnak” LLC, and the technical supervision of the completed construction was entrusted to “Husali Kamar” LLC for 3.3 million drams.


In 2012, SRC ordered construction works to 4 construction organizations, paying them a total of 1.3 billion drams.


The biggest amount went to “Sahakyanshin” LLC: 1 billion 136 million drams, “Husali Kamar” received 21 million drams, “White House” received 84.2 million drams. In 2012, another 84 million drams were also paid to “ZAART” architectural studio for artistic and constructive solutions of some buildings of the center.


The PEC of 2014 decides to further expand the area of ​​the educational center by purchasing the plot of land located at 5/1 of Simple Lake St. in Dilijan for 32.5 million drams. In the same year, “Sahakyanshin” LLC received 626.7 million drams from the state budget, “Husali Kamar” received 40 million drams, and “ZAART” architectural studio received 22 million drams for construction works.


In 2015, “Sahakyanshin” LLC received 4.9 billion drams, “Husali Kamar” – 5.5 million, and “ZAART” architectural studio – 4.5 billion drams. And since the construction of the expensive center was already nearing completion, in 2015 curtains, furniture, televisions worth millions of drams were purchased from various companies with state funds for the already constructed buildings.


In 2016, the interior finishing works continued. Already this year, “Sahakyanshin” LLC received 1.8 billion drams, “ZAART” architectural studio – 9.5 million, “Husali Kamar” – 9.4 million drams.


Thus, according to the calculations of the purchases made by one person and the published decisions of the government, about 26 billion drams have been spent from the state budget on the training center of Dilijan, owned by the SRC, from the day of its creation until now.

Iskandaryan also talked about the upcoming early parliamentary elections and the Yerevan City Council elections. According to him a power change will take place in the Yerevan City Council too: the Republicans will transfer their position to the political force of PM Nikol Pashinyan.

“Yerevan is 1/3rd of Armenia, and having power here is a very serious priority for any political force. I don’t believe that after the elections people outside the current government will have office in the Yerevan City Council,” he said.

He expressed a similar viewpoint on the parliamentary elections also.

“In addition to Civil Contract party the two other parties would be better off by running under an alliance because this way their chances of appearing in the parliament will be higher. While Civil Contract needs to take someone with it to parliament to have a coalition partner in the future,” Iskandaryan said.

The sooner the early elections take place the greater success the incumbent government will have from the revolutionary euphoria, according to him.

Former President Robert Kocharyan to appear for March 1 questioning not earlier than July 25 – head of office says

Second President of Armenia Robert Kocharyan will visit the Special Investigative Service for questioning not earlier than July 25, head of Kocharyan’s office Viktor Soghomonyan told reporters.

Robert Kocharyan has been summoned for questioning as a witness by authorities earlier in July over the March 1, 2008 case.

Soghomonyan said that Kocharyan is abroad and he will return not earlier than July 25.

He said Robert Kocharyan is ready to answer the investigator’s questions after returning to Yerevan. “At the same time, if necessary conditions appear before July 25, President Kocharyan is ready to answer written questions through writing or other means of communication,” he said.

Mass protests erupted in Yerevan after the presidential election in 2008, when Robert Kocharyan was re-elected to a second term. Subsequent clashes between protesters and security forces claimed several lives on both sides.

Armenian Group Plans Renewed Protests Against Pension Reform

Armenia - A demonstration against controversial pension reform outside a

Leaders of a pressure group strongly opposed to a controversial reform of 
Armenia’s pension system on Tuesday pledged to stage street protests against 
the new government’s decision to complete its gradual introduction next month.
The new Western-backed system, which the former Armenian government started 
introducing in January 2014, is to cover 280,000 or so Armenian workers born 
after 1973. It requires them to earn most of their future pensions by 
contributing sums equivalent to at least 5 percent of their gross wages to 
private pension funds until their retirement.
Thousands of employees mostly employed by private firms demonstrated against 
the new pension tax in Yerevan in early 2014. The protests organized by the Dem 
Em (I Am Against) group forced the administration of then President Serzh 
Sarkisian to make it optional for private sector employees until July 2018.
Prime Minister Nikol Pashinian’s government formally decided not to extend this 
deadline at a meeting held late on Monday. It also approved a bill that would 
temporarily cut the pension tax rate to 2.5 percent.
The government decision was denounced by organizers of the 2014 protests.
“The new system in its current form still does not enjoy the trust of the 
overwhelming majority of the public,” Dem Em’s Davit Manukian told RFE/RL’s 
Armenian service (Azatutyun.am).
“No significant changes have been made,” another member of the pressure group, 
Levon Harutiunian, said, downplaying the pension tax cut.
He said that the new government must at least further delay making the new tax 
mandatory for all workers aged 44 and younger. Or else, he warned, Dem Em will 
launch renewed protests against the reform.
Advocates of the reform say that the old mechanism for retirement benefits is 
not sustainable because of Armenia’s aging and shrinking population. According 
to government officials, more than 200,000 people are already covered by the 
new system.
Khosrov Harutiunian, a senior lawmaker representing Sarkisian’s Republican 
Party of Armenia (HHK) praised the new government’s stance on the issue, 
calling it “very prudent.” He noted that Pashinian and other opposition figures 
criticized the reform in 2014.
“They were saying back then that we are not telling the truth [about pensions,] 
that they don’t trust us,” Harutiunian told RFE/RL’s Armenian service 
(Azatutyun.am). “Now they have realized that we were not lying.”
The reform was also opposed in 2014 by businessman Gagik Tsarukian’s Prosperous 
Armenia Party (BHK) which holds five portfolios in Pashinian’s cabinet. A 
senior BHK parliamentarian, Gevorg Petrosian, said on Tuesday that he continues 
to have serious misgivings about the switch to the so-called pay-as-you-can 
system.
Still, Petrosian echoed Pashinian’s argument that the affected workers should 
no longer be worried about the fate of their extra pension contributions 
because the new government is far more popular than the previous one.
“So if the people trust the government let them cede a portion of their 
income,” he said. “The question is whether that government will last for 40 
years and preserve the popular trust.”
The parliament is due to debate the pension bill later this month.
Law-Enforcement Body Told To Crack Down On Corruption

Armenia - Prime Minister Nikol Pashinian meets with senior officials from the 
Special Investigative Service in Yerevan, .
Prime Minister Nikol Pashinian told an Armenian law-enforcement agency on 
Tuesday to vigorously prosecute corrupt state officials, tackle vote buying and 
solve the killings of eight opposition protesters committed in 2008.
Pashinian issued the orders as he presented the new head of the Special 
Investigative Service (SIS), a body tasked abuse of power and electoral fraud 
committed by senior state officials, to his senior staff.
The previous SIS chief, Vahram Shahinian, tendered his resignation last week. 
His successor, Sasun Khachatrian, is a former prosecutor who ran a private law 
firm until his latest appointment.
“No corrupt official in Armenia must sleep well at night,” Pashinian told 
Khachatrian and other senior SIS officials. “This is the most important thing. 
And every law-abiding citizen of Armenia must sleep well at night and … know 
that there is a government, judicial authority and law-enforcement system which 
ensure their security, freedom and rights.”
Pashinian has repeatedly pledged to “root out” endemic government corruption 
since a protest movement led by him toppled the country’s previous government 
headed by Serzh Sarkisian. The new head of the National Security Service (NSS) 
appointed by him a month ago was quick to launch at least two high-profile 
corruption investigations.
The 43-year-old premier stressed the “special importance” of fighting against 
election-related crimes and vote buying in particular. He noted that 
individuals financing or handing out “widespread” vote bribes have rarely been 
prosecuted. “I hope that such crimes will be properly investigated and there 
will be concrete results,” he said.
The former ruling Republican Party of Armenia (HHK) still headed by Sarkisian 
has long been accused by its political opponents, including Pashinian’s Yelk 
alliance, of heavily relying on the illegal practice. Critics say that the 
HHK’s victory in the April 2017 primarily resulted from vote buying. Sarkisian 
and other party leaders deny that.
Pashinian further instructed the SIS to finally identify and punish those who 
were directly responsible for the deaths of eight protesters and two police 
servicemen during the March 2008 post-election unrest in Yerevan.
“One of the most important things which need to be done by the Special 
Investigative Service is to solve the March 1 [2008] crime, the March 1 
killings,” he said. “I want to make clear that when say there are no 
restrictions [on the scope of the investigation] we really mean that.”
The ten people were killed as security forces tried to disperse supporters of 
opposition leader Levon Ter-Petrosian demanding the rerun of a disputed 
presidential election held in February 2008. Dozens of Ter-Petrosian allies, 
including Pashinian, were subsequently arrested and prosecuted on what human 
rights groups described as politically motivated charges.
The SIS has for years claimed to be continuing to investigate the bloodshed.
Armenia’s New Government Suffers First Resignation

One month after becoming Armenia’s minister of labor and social affairs, Mane 
Tandilian resigned on Tuesday, voicing her opposition to Prime Minister Nikol 
Pashinian’s intention to continue an unpopular reform of the national pension 
system.
Tandilian was one of the organizers of street protests in 2014 against the 
former Armenian government’s decision to require citizens born after 1973 to 
finance a large part of their future pensions through additional tax payments. 
The protests forced the new government to make the new system, recommended by 
Western donors, optional for private sector employees until July 2018.
Shortly after Pashinian appointed her as minister last month, Tandilian 
proposed that this deadline be extended by one more year. She said that more 
“public discussions” on the issue should be held in the meantime.
Pashinian’s government decided on Monday, however, that the new pension system 
will become mandatory for all Armenians aged 44 and younger next month. The 
only concession it made was to ask the parliament to cut the new pension tax 
rate from 5 percent to 2.5 percent.
Tandilian cited the government decision when she announced her resignation on 
her Facebook page. “After lengthy discussions it became obvious that my 
proposal is not supported by the government,” she wrote. “Instead, another 
variant was put forward and approved at the government meeting.”
“This issue is of utmost importance to me,” she said, arguing that the pension 
reform is opposed by most Armenians and people affected by it must therefore be 
free to choose a mechanism for determining their retirement benefits.

Tandilian, 40, also said that she is terminating her membership in the Bright 
Armenia party, which teamed up with Pashinian’s Civil Contract and another 
opposition party to contest last year’s parliamentary elections. Their Yelk 
alliance came in third in the polls.
Tandilian was elected to the Armenian parliament on the Yelk ticket. She had to 
resign from the National Assembly after agreeing to join Pashinian’s government 
formed following the April 23 resignation of Prime Minister Serzh Sarkisian.
Neither Pashinian nor other Yelk leaders immediately reacted to her resignation.
Tandilian did not openly object to the government decision on the pension 
reform during Monday’s cabinet meeting. The decision was openly opposed by 
another cabinet member, Minister for Economic Development Artsvik Minasian.
Minasian’s objections clearly irritated Pashinian, who said that all ministers 
must share “collective responsibility” for all government actions. “Those who 
don’t shoulder this responsibility are not with us,” the premier warned bluntly.

The paper also sees a “completion of sorts of the velvet revolution in Armenia.”
“The atmosphere in Armenia has changed since the victory of the velvet 
revolution, and citizens are now going public about problems which have been 
accumulated over the years and which they have avoided talking about in the 
past,” writes “Zhoghovurd.” The paper says Armenians are now demanding the 
resignations of “those officials with whom they have been unhappy.” Those 
include mayors, prosecutors and even kindergarten directors. The paper is far 
more critical of calls for the resignation of the supreme head of the Armenian 
Apostolic Church, Catholicos Garegin II. It says only clergymen have a 
legitimate right to demand his ouster.

scrutiny as the former one had there would be no lack of daily news reports 
about controversial statements and actions of new ministers and other

they are not letting us work,” it says. “Two facts are enough to understand 
just how different the new government’s statements are from its actions. Nikol 
Pashinian has stated that media criticism is necessary and useful. But the fact 
is that the prime minister’s teammates have a totally different view on the 
matter.”
“Haykakan Zhamanak” looks at the “unexpected” resignation of Aghvan Hovsepian, 
the controversial head of Armenia’s Investigative Committee. “Hovsepian would 
have loved to continue his tenure,” claims the paper. “The judicial and 
law-enforcement systems are now beyond the new government’s control. And in 
many cases, these systems are trying to create problems for the new government. 
Aghvan Hovsepian has been an ally of Serzh Sarkisian and previously Robert 
Kocharian. He is tied to them by many threads.”

Does anyone really believe that Anthony Bourdain hung himself in this quaint little French hotel without leaving a single warning or clue?  He gave no indication whatsoever of committing an act of suicide.  Most significantly, he just was not the type to take such a radical leap and contrary to his nature.

So taken in by the true story of the outright genocide of the Armenian people during the second decade of the last century, Anthony had talked about a made-for-TV production exposing the facts as they have never been disclosed before–by the Armenian people themselves.

This meticulously planned murder of Anthony Bourdain was designed to do one thing more than anything else.  It’s purpose was to send a strong message to every other famous TV personality and Hollywood star that going rogue WILL NOT BE TOLERATED.

YEREVAN, JUNE 7, ARMENPRESS. Russian foreign minister Sergey Lavrov says he had a constructive meeting and talks with Armenian foreign minister Zohrab Mnatsakanyan in Moscow, reports Armenpress.

During a joint press conference with the Armenian FM, Lavrov told reporters that the talks were held in accordance with the spirit of the partnership, strategic cooperation connecting the two countries.

FM Lavrov said they have highlighted the dynamic nature of the Armenian-Russian political dialogue. “Important agreements were reached during the meeting of Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan in Sochi on May 14. Contracts are already being held at parliamentary level. Two days ago Speaker of the Parliament of Armenia Ara Babloyan was in Moscow on a working visit, he participated in the international forum on parliamentarism development”, Lavrov said.

The Russian minister also informed that during the talks they also touched upon the commercial cooperation. “Russia remains Armenia’s key partner. Last year the trade turnover between our countries increased by 30%. The positive dynamics continues now as well. In the first quarter the trade turnover growth reached almost 40%. We agree that such high figures became possible also due to the advantages given by our countries’ membership to the EAEU”, Sergey Lavrov said.

He reminded that the Russian investments in Armenia comprise 35% of the total foreign investments: at the moment nearly 2200 companies with the Russian capital are operating in Armenia.

The two FMs also discussed the implementation process of major joint programs, including in the fields of energy, banking and telecommunication.

“There is a very important and useful mutual cooperation in the humanitarian sphere. The branch of the Russian center for science and culture has launched its activities in Gyumri in December 2017. Nearly 5500 Armenian citizens study in Russia, 1550 of whom at the expense of the Federal budget”, the Russian FM said. “We are closely cooperating and coordinating our actions in the international arena. Today we have examined the practical issues faced by our representatives in the CIS, EAEU, CSTO, UN, OSCE and CoE platforms. We attached special attention to our work within the frames of the foreign ministers council at the BSEC, the session of which will be held in Armenia in late June”, Lavrov said.

FM Lavrov said he has discussed with his Armenian counterpart the issues on ensuring security and stability in South Caucasus, including the Nagorno Karabkah conflict. “Russia both in the context of bilateral ties with Yerevan and Baku, and with the US and France, as OSCE Minsk Group Co-Chair countries, will continue assisting the sides to search for mutually acceptable solutions”, FM Lavrov said.

He expressed satisfaction over the results of talks. “I am confident that they will contribute to the further progress of Armenia-Russia allied relations”, the Russian minister added.

Vienna, Austria—On May 28-29, 2018, the “International Peace Studies Conference Viennawas held at the Diplomatic Academy of Vienna and International Institute for Peace.

The prestigious academic conference organized by the Academic Council on the United Nations System (ACUNS).

 Selected scholars from different countries were invited to participate and introduce their research on international security issues.

Mher Sahakyan, the head of the “’China-Eurasia Council’ for Political and Strategic Research,” Foundation, Armenia, was among participants.

He presented his research on China’s diplomacy on Iran’s nuclear crises in the UNSC at the panel of “Nuclear Weapons,” which was chaired by Tariq Rauf and Heinz Gärtner.

Mher gave a detailed analysis of China’s role and position on Iranian nuclear issue in the UNSC.

The presentation was followed by a discussion on both the topic of research and the methods used by Mher Sahakyan.

Invited speakers included Emil Brix (Director, Diplomatic Academy of Vienna), Michael Spindelegger (former Deputy Prime Minister and Foreign Minister of Austria), Walter Feichtinger (Austrian National Defence Academy) Heinz Gärtner (International Institute for Peace; University of Vienna), Mike Hardy (Director, Coventry University Centre for Trust, Peace and Social Relations), Sardar Massod Khan (President, Azad Jammu and Kashmir), Kishore Mandhyan (former Director for Peacekeeping, UN), Mauro Miedico (Chief, Terrorism Prevention, UNODC), Lucia Mokra (Dean, Social and Economic Sciences, Comenius University of Bratislava)  and others.


ACUNS’s “International Peace Studies Conference Vienna” aims to establish itself as a key forum for dialogue on positive and sustainable peace, to focus on successful examples of peace-making, peacekeeping, trust building and enhancing dialogue between hostile communities and to provide an opportunity for young academics, scholars, practitioners, and subject-matter experts from around the world to come together and share their knowledge and expertise on matters relating to peace, security, development, and the United Nations system.

At the special invitation of the Academic Council of the United Nations system, researchers, politicians, and leaders arrived in Vienna, who spoke about the problems of international security and threats to peace, and possible methods of neutralizing them. The “China-Eurasia” Political and Strategic Research Council” Foundation was invited as a speaker at this prestigious conference. Head Mher Sahakyan. He was in the “Nuclear Weapons” section of the conference, chaired by Tariq Rauf and Heitz Livers,  presented his scientific study to the present scientists and politicians, dedicated to China’s policy in the UN Security Council regarding the Iranian nuclear issue. After the speech of the speaker, a discussion took place.

Special guest speakers included Emile Brix(Director of the Diplomatic Academy of Vienna), Mikael Spindelegger (former Foreign Minister of Austria),Walter Feichenger(Austrian National Defense Academy), Heitz Gjartner (International Peace Institute), Mike Hardey (Director of the Center for Trust, Peace and Social Relations, Coventry University), Sardar Masood Khan (President of Azad Jammu and Kashmir), Kishore Mandian (Former Director of UN Peacekeeping), Mauro Miedizzo (Head of the UN Office on Drugs and Crime) and others.

It is the aim of the “Vienna International Peace Conference” of the United Nations Academic Council  to provide a platform for dialogue, thanks to which the issues of peace establishment, peacekeeping, restoration of trust, establishment of dialogue between warring parties will be discussed.  The conference also aims to provide an opportunity for scientists and politicians to share knowledge and experience related to peace, security, development and the UN system.
