ՀՀ հաշվեքննիչ պալատից ստացված փաստաթղթերի, տեղեկատվության հիման վրա ՀՀ գլխավոր դատախազությունում պետական շահերի պաշտպանության հայց հարուցելու գործառույթի շրջանակներում ուսումնասիրվել է պետական բաժնեմասով «Բարձրավոլտ Էլեկտրացանցեր» ՓԲ ընկերության կողմից մի քանի ենթակայաններում և մասնաշենքերում վերակառուցման և այլ աշխատանքներ իրականացնելու գործըթնացների օրինականությունը:

Այդ նպատակով համապատասխան փաստաթղթեր են պահանջվել և ստացվել ՀՀ հաշվեքննիչ պալատից, «Բարձրավոլտ էլեկտրացանցեր» ՓԲԸ-ից և ՀՀ քաղաքաշինության կոմիտեից:

Ինչպս հայտնում են դատախազության մամուլի ծառայությունից, ուսումնասիրության արդյունքում պարզվել է, որ «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ-ն 2017թ. հունիսի 29-ին հայտարարել է բաց մրցույթ` արտադրական մասնաշենքի վերակառուցում ճաշարանի ու վարչական մասի և հարակից տարածքի բարեկարգման աշխատանքների իրականացման համար:

«Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ գնահատող հանձնաժողովի կողմից 2017թ. օգոստոսի 9-ին նշված մրցույթի գնման ընթացակարգի 1-ին տեղը զբաղեցրած մասնակից է ճանաչվել А ՓԲԸ-ն՝ 353 մլն. 934 հազ. դրամ (ներառյալ ԱԱՀ) առաջարկով:

Նույն մրցույթին շուրջ 119 մլն. դրամով պակաս գնային առաջարկ ներկայացրած մեկ այլ ընկերության հայտը գնահատվել է անբավարար և մերժվել է` քաղաքաշինության բնագավառում շինարարության իրականացման լիցենզիաները չներկայացնելու պատճառաբանությամբ:

Պարզվել է, որ մրցույթի հրավերին A ընկերության կողմից հայտով ներկայացվել է մեկ այլ, գրեթե նույնանուն ընկերության քաղաքաշինության բնագավառում շինարարության իրականացման լիցենզիաները, որոնք դեռևս 2014թ. դադարեցվել են, իսկ А ընկերությանը նման լիցենզիա տրամադրվել է միայն 2017թ. սեպտեմբերի 5-ին, այսինքն մրցույթում հաղթող ճանաչվելուց հետո: Մրցույթի հրավերին А ընկերության կողմից հայտով ներկայացվել է նաև այդ գրեթե նույնանուն ՓԲԸ-ի նախկինում կնքված պայմանագրերը՝ որպես մասնագիտական փորձառության հիմնավորում:

Այսինքն, «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ ծառայողները, իրենց կարգադրիչ կամ այլ լիազորությունները կազմակերպության շահերին հակառակ օգտագործելով, հիմք ընդունելով A ընկերության կողմից ներկայացված մեկ այլ ընկերությանը պատկանող ակնհայտ կեղծ փաստաթղթերը, խախտելով «Գնումների մասին» ՀՀ օրենքի պահանջները, մրցույթում 353 մլն. 934 հազ. դրամ գումարով հաղթող են ճանաչել A ընկերությանը` մերժելով 119 մլն. դրամով պակաս առաջարկը և այդպիսով առաջացնելով ծանր հետևանքներ:

Ուսումնասիրությամբ պարզվել է նաև, որ «Ասիական զարգացման բանկի աջակցությամբ թվով 2 ենթակայանների վերակառուցման ծրագրերի իրականացման նպատակով չինական մի ընկերության հետ 2016թ. մայիսի 6-ին կնքվել է պայմանագիր՝ 14 մլն. 805 հազ. ԱՄՆ դոլար արժեքով:

ՀՀ հաշվեքննիչ պալատից ստացված տեղեկատվության և փաստաթղթերի համաձայն` չինական ընկերության ծրագրի ղեկավարի կողմից 2019թ. փետրվարի 25-ին գրություն է ուղարկվել «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ տնօրենին, որում նշվել է, որ ծրագրի նախնական փուլում նախագծային ինստիտուտի, շինարարական աշխատանքներ և սարքավորումների տեղադրում իրականացնող ենթակապալառուների ընտրությունը իրականացվել է «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ նախկին տնօրենների ճնշումների ներքո, չի եղել անկախ ընտրություն, նշված ենթակապալառու ընկերությունները չեն ունեցել բավարար ներուժ նշված աշխատանքներն իրականացնելու համար:

Գրությամբ նաև հայտնվել է, որ ենթակապալառուն ամեն անգամ իրականացվածից ավել ծավալներ է ներկայացրել վճարման: Մասնավորապես մեկ ենթակայանի վերակառուցման համար շինարարական ծախսերը գրեթե եռապատկվել են՝ գերազանցելով շուրջ 1 մլն. 200 հազ. ԱՄՆ դոլարը (շուրջ 576 մլն. դրամ), իսկ մյուս ենթակայանով շուրջ 608 հազ. ԱՄՆ դոլարը (շուրջ 291 մլն. 840 հազ. դրամ):

Այպիսով ՀՀ հաշվեքննիչ պալատից ստացված տեղեկատվությունը և փաստաթղթերը տվյալներ են պարունակում «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ ծառայողների կողմից իրենց կարգադրիչ կամ այլ լիազորությունները կազմակերպության շահերին հակառակ օգտագործելու, ընկերությանը շուրջ 867 մլն. 840 հազ. դրամի վնաս պատճառելու և ծանր հետևանքներ առաջացնելու վերաբերյալ:

ՀՀ հաշվեքննիչ պալատից ստացված տեղեկատվության և փաստաթղթերի համաձայն` «Բարձրավոլտ Էլեկտրացանցեր» ՓԲԸ-ի և ՍՊԸ-ի միջև 2017թ. հունիսի 26-ին բանակցային ընթացակարգով կնքվել է կապալային աշխատանքների կատարման պայմանագիր, որով ՍՊԸ-ն պարտավորվել է 129 միլիոն դրամ պայմանագրային արժեքով իրականացնել 110 ԿՎ օդային գծի տեղափոխման աշխատանքներ, որը հետագայում փոփոխվել է՝ դառնալով 130,5 մլն. դրամ:

Թեև պայմանագրային աշխատանքների կատարման համար 2018թ. հունվարին 130,5 մլն. դրամը փոխանցվել է ՍՊԸ-ին, սակայն պարզվել է, որ 2017 և 2018 թվականների տեղափոխման ենթակա օդային նշված գծերի անջատում (հոսանքազրկում) տեղի չի ունեցել: Իսկ առանց հոսանքազրկման նշված աշխատանքները չեն կարող կատարվել:

Ուսումնասիրությամբ պարզված վերոնշյալ փաստերի առթիվ ՀՀ գլխավոր դատախազության պետական շահերի պաշտպանության վարչության դատախազի կողմից հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 178-րդ հոդվածի 3-րդ մասի 1-ին կետով, 214-րդ հոդվածի 2-րդ մասով և 325-րդ հոդվածի 2-րդ մասով:

Նախաքննությունը հանձնարարվել է ՀՀ ազգային անվտանգության ծառայությանը:

YEREVAN, May 8. /ARKA/. The threat of water-logging at Armenia’s Lake Sevan is looming large, Zhoghovurd reports. The thing is that nothing has been done since 2018 to clean coastal territories. More than that, according to the daily, the multifunctional digger, bought in 2010 for €600,000, has not been put in use.

Roman Chobanyan, chief of the nature protection ministry’s procurement division, told the newspaper that a tender has been announced in 2018 and a contract has been signed with the winner, but the contact has been terminated because of a report received from concerned entities on the necessity to examine the territory subject to cleaning.

According to the media source, AMD 117.62 million (around $244,500) is planned to be spent this year to clean coastal territories from forests because of the increase of the lake’s level.

The Lake is situated in Gegharkunik province at an altitude of 1,900 m above sea level. Its’ basin’s total surface area is about 5,000 km2, which makes up 1⁄6 of Armenia's territory. The lake itself is 1,242 km2. It is fed by 28 rivers and streams. Sevan has significant economic, cultural, and recreational value. Its only island (now a peninsula) is home to a medieval monastery. –0—

ANCC Statement on Holocaust Remembrance Day

OTTAWA – Today, the Armenian National Committee of Canada (ANCC) joins Jewish communities in Canada and around the world in solemnly marking Yom HaShoah, the Holocaust Remembrance Day.

Over seven decades have passed since the unspeakable horrors of the Holocaust. A systematic genocide was perpetrated by the Nazi regime, which targeted Jewish communities across Europe.

“The international community’s silence on the Armenian Genocide paved the way for Hitler to commit his own crime against the innocent Jewish population of Europe,” said Shahen Mirakian, president of the ANCC.

Shortly before invading Poland in 1939, Hitler famously said, “Who, after all, speaks today of the annihilation of the Armenians?” in a shameless attempt to justify his actions against the Jewish community.

“We will never forget, and we will continue to work alongside our partners in the Jewish community to combat hate, discrimination and anti-Semitism across Canada and around the world,” said Mirakian.

“On this solemn occasion, we stand in solidarity with our brothers and sisters in the Jewish community and together say Never Again,” concluded Mirakian.

OTTAWA – Le Comité national arménien du Canada (CNAC) se joint aujourd'hui aux communautés juives du Canada et du monde entier pour marquer solennellement le Yom HaShoah, jour de la commémoration de l'Holocauste.

Plus de sept décennies se sont écoulées depuis les horreurs indicibles de l’Holocauste. Un génocide systématique a été perpétré par le régime nazi, qui visait les communautés juives de toute l'Europe.

« Le silence de la communauté internationale sur le génocide arménien a permis Hitler de commette son propre crime contre la population innocente juive de l’Europe », a déclaré Shahen Mirakian, président du CNAC.

Peu de temps avant d'envahir la Pologne en 1939, Hitler avait déclaré : "Qui, après tout, parle aujourd'hui de l'annihilation des Arméniens?" dans une tentative éhontée de justifier ses crimes contre la communauté juive.

Regional affairs expert explains the reasons behind the carnage

The Ottoman Empire was known during the 19th and early 20th centuries as the sick man of Europe

RIYADH: Eyad Abu Shakra, a Middle East specialist, said there were three things that needed to be considered when researching how the Ottoman Empire handled Armenia during the First World War. Approaching the subject in this way made it possible to understand the violent repression of non-Muslim minorities in the Ottoman Empire, especially the Armenians.

Speaking to Arab News on Tuesday, Abu Shakra said the first point was related to Armenian history and heritage. They were among the first people to convert to Christianity, which was the dominant religion in Anatolia prior to Islam. The majority of Armenians belong to the Armenian Orthodox Church, which is one of the oldest churches in the world. It was founded in the first century A.D. by St. Thaddeus and St. Bartholomew, two of Jesus Christ’s disciples.

Abu Shakra said the second point was related to the “Eastern question,” a reference to the final decades of the Ottoman Empire and the mounting pressure it faced from European powers that were competing to carve out their own territories.

He said the historical roots of the Eastern question dated back to the 16th century, when Sultan Suleiman the Magnificent and Emperor Francis I reached an understanding by which France was granted special status as protector of the non-Muslim minorities in the Ottoman Empire, which was at the time at the height of its power.

But what started as a generous grant bestowed by a powerful state in the 16th century, became in the 19th century a tool of European pressure, and impositions from Christian powers on a weakened Ottoman state. This imbalance was reflected in the military losses of the Ottomans at the hands of the Europeans.

The Ottoman Empire was known during the 19th and early 20th centuries as the sick man of Europe.

The worst setbacks were during the Russo-Ottoman war of 1768-1774, when the Ottoman Empire lost territories in the northern Black Sea region. The Ottoman decline climaxed by the end of the 19th century, when they lost much of the Balkans to separatist Serbs and Bulgarians.

“The Eastern question was finally answered after the First World War with the total collapse of the Ottoman Empire, which was forced to sign the Treaty of Sevres and then the Treaty of Lausanne. It gave up its claims to the Balkans and the Middle East. New states came into existence, such as Serbia, Bulgaria, and Turkey which was established in Anatolia, Istanbul and the Straits, while other territories came under direct rule of the allied victors,” said Abu Shakra.

The third point, according to Abu Shakra, lay in the Ottoman reforms that started during the reign of Sultan Abdul Majid I and continued until the First World War in 1914. For a long time the Ottoman Empire occupied swathes of territory across the continents of the ancient world. It included diverse populations and religions and this great power had an influential role in world politics. However, from the 18th century onward it became a decaying power.

The European powers, on the other hand, were on the rise despite their rivalries. So while the Ottoman state bureaucracy and military deteriorated, its army suffered from defeats in various wars that it fought on various fronts, draining the empire’s resources.

These defeats made the Ottoman intelligentsia consider going through reforms to save whatever could be saved and modernize the empire. This reform movement made important achievements, but it was argued by conservatives that the internal fabric could not withstand the pace of reforms. This tension became a pretext for questioning the validity of the reforms which increased the confidence of non-Muslims (including Armenians), non-Turks (especially Arabs), who started to have a growing sense of identity. This friction was encouraged by the European powers, who had been interfering in the affairs of the Ottoman Empire.

As a result, Sultan Abdul Hamid II came to power representing the conservative nationalist line, which was apathetic to the aspirations of non-Turks, especially the European ones. Although Abdul Hamid was removed from power after 30 years, the theater was prepared for the “Armenian Genocide” during the years of the First World War.

YEREVAN, MARCH 27, ARMENPRESS. Armenia managed to maintain the economic, macroeconomic stability even as a result of deep political changes, political instability in the country. And now Armenia has entered a period of long-term political stability which is reflected in the economy, Prime Minister Nikol Pashinyan said in the Parliament during the debate of the report relating to the implementation process and results of the government’s action plan, reports Armenpress.

Our activity during these months enables me to confidently state that we will have and already have major achievements in economy. In January Armenia’s economic activity index comprised 5.5%, but already in February this figure was 7.6%, and the two-month economic activity index comprised 6.5%. We consider these figures positive, but don’t consider that we have reached the figure we want. Here the dynamics is important”, the PM noted.

He reminded that last year in September Armenia even reached to the recession threshold. “And during that time there were a lot of predictions according to which everything was over. But we insisted that everything is just starting. And starting from that moment there is a positive dynamics in our economy. And this positive dynamics has a very serious content, and I have no doubt that our policy will constantly and consistently lead to a positive dynamics”, Pashinyan said.

Talking about the economic indicators of the last year, the PM advised to remember several data. Five elections of PM were held in Armenia in 2018. Three PMs were changed in the country, a president was elected, the Yerevan City Council and snap parliamentary elections were held, and a peaceful, velvet revolution took place. He stated that no one can find a second country in the world history where political changes with such a volume have taken place, and this was not followed by a deep economic recession period. “And when we say that Armenia is unique with the political changes that happened and their content, Armenia is also exceptional in terms of the economy’s reaction to these deep political changes. 2018 from political perspective was full of tensions and ups and downs, but we managed to keep the economic and macroeconomic stability. Bur our record for this year is completely different”, Nikol Pashinyan said.

He assured that currently Armenia has entered into a period of long-term political stability which is now being reflected in the economy.

Biggest hotel in Armenia to be built soon

Prime Minister Nikol Pashinyan received Tuesday American-Armenian businessman, philanthropist and well-known designer James Tufenkian, the press office of the Armenian government reports. The premier welcomed James Tufenkian’s activities in Armenia and Artsakh, noting that the Tufenkian Foundation-supported projects are of great importance both for Armenia and Artsakh.

Nikol Pashinyan advised that as part of the proposed economic revolution, the Government is implementing reforms to improve the business climate, promote entrepreneurship, simplify the legislative framework, etc in a bid to foster business activity and investment.

The prime minister stressed his government’s focus on the promotion of different initiatives, considering that problems can only be solved through employment.

James Tufenkian, on his side, noted that the Diaspora is closely following the changes underway in Armenia with enthusiasm and pride. There is a great desire and interest among the Diaspora-based Armenians to visit their Homeland, get a first-hand view of the ongoing processes, contribute to development programs and support the reforms.

He said that he can use his long experience to raise awareness of those positive changes taking place in our country – introduction of new business culture, improvement of regulations for doing business, etc. Noting that the reforms are of great importance in terms of attracting new investments, James Tufenkian said the government’s innovations can foster and catalyze business activity.

Coming to the programs implemented by Tufenkian Foundation, Nikol Pashinyan and James Tufenkian spoke about the hotel complex construction project in Areni community of Armenia’s Vayots Dzor province. Nikol Pashinyan hailed the project, noting that it will trigger a tide of business activity not only in Areni, but also in the neighboring communities, improve the business environment in the region, promote both inbound and outbound tourism and lead to infrastructure improvements.

The Tufenkian Hotel will be the largest in Armenia and is scheduled for completion in two years. Mr. Tufenkian assured of his readiness to continue implementing development programs in Armenia and Artsakh and support the government in implementing the proposed reforms. In this context, Pashinyan and Tufenkian exchanged views on the prospects of new programs.
