YEREVAN, JULY 22, ARMENPRESS. Deputy Minister of Education, Science, Culture and Sport of Armenia Artur Martirosyan received the representatives of the Aznavour Foundation led by Director Kristina Aznavour (Sarkissian), the ministry said.

The purpose of the meeting was to discuss the 2024 program of events dedicated to the 100th anniversary of the late French-Armenian legendary singer Charles Aznavour.

Kristina Aznavour informed that the French side is preparing for the events, and the statue of Charles Aznavour will be installed in France by 2024. The design is ready, there are plans to hold a large-scale concert and an exhibition about Aznavour. The issue of installing Aznavour’s statue also in Armenia is being discussed with the Yerevan City Hall. The Director of the Aznavour Foundation proposed to hold all events in parallel with France, including the installation of the statue.

In turn Deputy Minister Martirosyan said that the Armenian side will cooperate with the Foundation with pleasure in implementing the program of events, adding that the jubilee of the legendary singer will be celebrated in Armenia as bright as in France.

“We are responsible that the Armenian-French agenda doesn’t suffer in any matter”, Artur Martirosyan said.

During the meeting the sides decided to establish an inter-agency commission to coordinate the expected events.

Artur Martirosyan informed that a coordinating working group has been set up for more effectively organizing and holding the program initiatives between all role-players of Francophonie. The first meeting of the group is scheduled on July 28, and French Ambassador to Armenia Anne Louyot is also invited to the meeting.

The Foundation representatives also presented the problems faced by the Yerevan State College of Culture and Art named after Charles Aznavour, the volume of investments and future plans. The Foundation invested 12,5 million drams for the college. The college is regularly holding master classes and inviting international specialists.

“Our goal is to open a path for children with a great potential to global stages and contribute to the development of their talent”, Kristina Aznavour said.

U.S. Embassies worldwide regularly recruit Citizen Liaison Volunteers to help share information with and render assistance to U.S. citizens living and traveling abroad. This is a routine consular matter,” the embassy informed on Facebook.

Parliament’s Council to convene session on applying to Constitutional Court for stripping opposition MPs of mandate

YEREVAN, JULY 13, ARMENPRESS. The Council of the National Assembly of Armenia will hold an emergency session on July 14.

The draft decision on applying to the Constitutional Court for suspending the powers of opposition lawmakers because of their conduct is on the agenda of the session.

According to the draft decision, the list of MPs does not include lawmakers Taguhi Tovmasyan and Ishkhan Zakaryan, who were elected to the Parliament with the quota of “I Have an Honor” faction.

Earlier Ishkhan Zakaryan announced leaving “I Have an Honor” faction.

The list does not include also the name of Martun Grigoryan, who received a parliamentary mandate after Artur Vanetsyan resigned on June 30. Grigoryan is included in the “I Have an Honor” faction.

Yerevan mayor sues opposition leader Ishkhan Saghatelyan

Mayor of Yerevan Hrachya Sargsyan has filed a lawsuit against Hayastan bloc MP Ishkhan Saghatelyan, one of the opposition leaders. 

Saghatelyan is accused of holding an “unauthorized rally” in Yerevan under Article 180.1 of Armenia’s Code on Administrative Offences. 

The suit says he failed to notify the community head of the demonstration in a manner prescribed by law. 

The case was filed on July 15, according to DataLex portal.

The Armenian opposition held another rally in Yerevan on Friday evening.

Armenia opposition MP: Documents signed by PM Pashinyan will be worth nothing

The real international community understands and realizes that the current Prime Minister of Armenia, Nikol Pashinyan, cannot and has no right to negotiate and sign anything on behalf of the Armenian people; those signatures will be worth nothing. Opposition MP Hayk Mamijanyan told Armenian News-NEWS.am about this on Wednesday.

According to him, Pashinyan was able to be re-elected only due to rigging the results of the snap parliamentary elections. Also, Mamijanyan recalled that the PM had once promised to resolve the Nagorno-Karabakh (Artsakh) conflict on the basis of the Madrid principles.

“He promised an ‘era of peace,’ left the Madrid principles, but there is no ‘era of peace.’ Pashinyan himself announced this. Perhaps it will never happen,” emphasized Mamijanyan.

The opposition lawmaker is convinced that the absence or presence of the opposition in the parliament does not affect the current Karabakh peace processes in any way.

“Nevertheless, our [i.e., the parliamentary opposition’s] goal has remained unchanged: to achieve Nikol Pashinyan’s resignation,” the legislator noted.

According to the opposition MP, the outbreak of the protest of the Armenian people made it clear to the “acting junta” and the world that the process of depriving them of their homeland will not go smoothly.

Iran Again Warns Against ‘Geopolitical Changes’ In South Caucasus

A senior Iranian security official reaffirmed Tehran’s opposition to 
“geopolitical changes” in the South Caucasus and support for Armenian 
sovereignty over transit roads passing through Armenia when he visited Yerevan 
on Thursday.
Ali Shamkhani, the secretary of Secretary of Iran’s Supreme National Security 
Council, met with Prime Minister Nikol Pashinian and his Armenian opposite 
number for talks that focused on regional security and Armenian-Iranian economic 
cooperation.
“Ali Shamkhani emphasized that Iran considers any attempt to change the 
geopolitical situation in the region unacceptable and noted that his country 
also supports the process of unblocking [transport] infrastructures within the 
framework of preserving the territorial integrity and sovereignty of states,” 
Pashinian’s press office said in a statement on the talks.
Other Iranian officials, notably President Ebrahim Raisi, have made similar 
statements in recent months amid Armenian-Azerbaijani negotiations on restoring 
transport links between the two South Caucasus states.
Such links are envisaged by the Russian-brokered ceasefire that stopped the 2020 
war in Nagorno-Karabakh. The deal specifically commits Yerevan to opening rail 
and road links between Azerbaijan and its Nakhichevan exclave.
Azerbaijani President Ilham Aliyev has claimed that it calls for an 
exterritorial land corridor that would pass through Syunik, the sole Armenian 
province bordering Iran. Armenian leaders deny this, saying that Azerbaijani 
citizens and cargo cannot be exempt from Armenian border controls.
“Statements made about transport corridors are unacceptable to us,” the Iranian 
ambassador in Yerevan, Abbas Badakhshan Zohouri, reportedly said during a visit 
to Syunik in late April.

According to the Armenian government statement, Shamkhani told Pashinian that 
Iran is ready to deepen ties with Armenia “in all spheres.” The two men stressed 
in that regard the importance of increasing bilateral trade and implementing 
joint energy and transport projects.
The official Iranian news agency IRNA quoted Shamkhani as telling Armen 
Grigorian, the secretary of Armenia’s Security Council, that Tehran sees “no 
limitations for expanding bilateral ties as the Iranian and Armenian nations 
have over the past decades backed each other in difficult times at the regional 
and international levels.”
Grigorian’s office said the two officials stressed the importance of Chabahar, 
an Iranian cargo port in the Gulf of Oman, “in the context of Armenian-Iranian 
relations and especially the development of Syunik.”
India has built two terminals at Chabahar to bypass Pakistan in cargo traffic 
with Iran, Afghanistan and central Asian countries.
Meeting in Yerevan last October, Foreign Minister Ararat Mirzoyan and his Indian 
counterpart Subrahmanyam Jaishankar called for establishing an Armenian-Indian 
transport link passing through Chabahar. Mirzoyan said the Iranian port could be 
used for cargo shipments to not only Armenia but also neighboring Georgia, 
Russia and even Europe.
An Indian-Armenian intergovernmental commission on economic cooperation held its 
latest session in Yerevan earlier this week.
Pashinian Wants Quick Implementation Of Border Deal With Turkey

Prime Minister Nikol Pashinian told Armenian government agencies on Thursday to 
closely cooperate with their Turkish counterparts for implementing “as soon as 
possible” an agreement to open the Turkish-Armenian border to citizens of third 
countries.
Special envoys of Armenia and Turkey reached the agreement in Vienna last week 
during a fourth round of negotiations on normalizing relations between the two 
neighboring states.
The Turkish and Armenian foreign ministries said after the talks that 
“third-country citizens visiting Armenia and Turkey” will be allowed to cross 
the land border “at the earliest date possible.” They said the two sides also 
agreed to launch “direct air cargo trade between Armenia and Turkey.”
“It is now very important that our agencies work with relevant Turkish agencies 
because the implementation of the political agreements depends on that work,” 
Pashinian said at a weekly cabinet meeting in Yerevan. “So my order is that we 
work in a coordinated way so that we implement the agreements reached as soon as 
possible.”

Pashinian did not give any time frames for what would be the first step towards 
the opening of the border which Turkey has for decades kept closed. Nor did he 
specify administrative and logistical measures that need to be taken for that 
purpose.
The Armenian Ministry of Territorial Administration and Infrastructures, which 
deals with transport-related issues, did not immediately comment on those steps. 
Armenia and Turkey do not have diplomatic ties.
Ankara has long made the normalization of relations with Yerevan conditional on 
a resolution of the Nagorno-Karabakh conflict acceptable to Azerbaijan. Turkish 
Foreign Minister Mevlut Cavusoglu has repeatedly said that his government 
coordinates the Turkish-Armenian dialogue with Baku.
Armenian leaders have said, for their part, that they want an unconditional 
normalization of Turkish-Armenian ties. Foreign Minister Ararat Mirzoyan 
complained in late May that Ankara is “synchronizing” the Turkish-Armenian 
normalization process with Armenian-Azerbaijani peace talks.

Pashinian and members of his political team regularly stress the economic 
significance of cross-border commerce with Turkey as well as Azerbaijan. Economy 
Minister Vahan Kerobian insisted on Thursday that it will have “very big 
economic effects” on Armenia. But he did not back up his optimism with concrete 
economic projections.
Most Armenian opposition politicians as well as some economists and 
businesspeople are far more skeptical about the likely impact of an open border 
with Turkey. They say that it would primarily lower the cost of importing 
Turkish goods to Armenia and thus hurt local manufacturers and farmers.
Turkish imports accounted for the bulk of Turkish-Armenian trade which stood, 
according to Armenian government data, at 73.5 billion drams ($180 million) last 
year.
Armenian Inflation Hits Double Digits

Inflation in Armenia continued to rise in June, reaching an annual rate of 10.3 
percent, government data shows.
According to the Armenian government’s Statistical Committee, soaring food 
prices remained the key factor behind the increased cost of living. They were up 
by an average of 17 percent year on year.
The Statistical Committee reported an almost 46 percent surge in the average 
cost of vegetables mostly grown in the country. It said the prices of bread and 
beef were up by about 20 percent from June 2021.
Economy Minister Vahan Kerobian admitted on Thursday that the much 
higher-than-projected inflation rate could increase poverty in Armenia, which 
already grew in 2020 due to the coronavirus pandemic. But he said that the 
impact of the rising consumer prices should be offset by robust economic growth 
recorded in the first five months of this year. The growth is translating into 
new jobs and higher wages, he told journalists.
Kerobian also pointed to the government’s decision last week to raise the 
national minimum wage by 10 percent, to 75,000 drams ($182). The measure will 
take effect in January 2023.
Government officials have said that pensions will also rise next year. But they 
have not yet specified the extent of the promised increase.
Inflation hit the double-digit rate last month despite a sharp appreciation of 
the Armenian currency, the dram, which began in mid-March amid an influx of 
thousands of Russians who left their country following the Russian invasion of 
Ukraine. The dram’s exchange rate has also been affected by a significant 
strengthening of the Russian ruble.
Armenia’s Central Bank has made clear that it will not cut interest rates or 
intervene in the domestic currency market to reverse the dram’s appreciation 
which is hitting hard some Armenian exporters. The bank’s governor, Martin 
Galstian, insisted last month that the stronger dram is somewhat easing external 
inflationary pressures on the Armenian economy.

Presentation of book on Artsakh issue by Foreign Ministry of Artsakh held in Stepanakert

YEREVAN, JULY 6, ARMENPRESS. On July 6, the presentation of the book “The Artsakh Issue and the Foreign Policy of the Republic of Artsakh” authored by the Ministry of Foreign Affairs of the Republic of Artsakh took place in Stepanakert, the Artsakh Foreign Ministry said.

In his opening remarks, Foreign Minister of the Republic of Artsakh David Babayan noted that the work presents the general concept of Artsakh on the Republic’s foreign policy and the Azerbaijani-Karabagh conflict.

“The book is intended for representatives of the legislative and executive bodies, journalists, scientific and educational circles”, said David Babayan.

The Foreign Minister also stressed that the book will be published in Russian, English, German, French and Spanish to make it accessible to a wider readership.

In his speech, Chairman of the National Assembly of the Republic of Artsakh Arthur Tovmasyan emphasized the importance of the initiative, noting that the handbook will be useful for young political scientists and in the future – also for members of the Youth Parliament to be formed.

Congratulating the staff of the Foreign Ministry on the publication of the book, State Minister of the Republic of Artsakh Artak Beglaryan stressed that the work will be useful for both statesmen and the novice researchers studying the causes and peculiarities of the Azerbaijani-Karabagh conflict.

“The book is important in terms of jointly advancing the position of Artsakh on the Azerbaijani-Karabagh conflict, coordinated by the Ministry of Foreign Affairs”, emphasized Artak Beglaryan.

In his speech Head of the Central Information Department of the President’s Office of the Republic of Artsakh Vahram Poghosyan highlighted the importance of publishing such a book in the context of the modern era of information wars.

Clergymen of the Artsakh Diocese of the Armenian Apostolic Church, representatives of state, public, scientific and educational circles, journalists were also present at the presentation.

Utair launches flights from St. Petersburg to Yerevan

YEREVAN, JULY 5, ARMENPRESS. In July, Utair airline launched 3 new international flights from St. Petersburg, including the direction to Yerevan. Tashkent and Baku are the other new destinations of the airline, ARMENPRESS reports Chairman of Utair Passenger Airlines Oleg Semyonov said.

The launch of international flights from the northern capital is an important event for us and our passengers. Armenia welcomes Canada’s decision to open Embassy in Yerevan

We strongly welcome Canada’s decision to open Embassy in Armenia with resident Ambassador, Armenian Foreign Minister Ararat Mirzoyan said in a Twitter post.

“This is yet another milestone in progressively developing Armenian-Canadian relations which will further reinforce our bilateral cooperation based on common values,” Minister Mirzoyan said.

Canada’s Foreign Minister Mélanie Joly announced the plans at a press conference earlier today.

“Following the mission and report of Stéphane Dion, Canada’s Special Envoy to the European Union and Europe and Ambassador to Germany, on ways to increase Canadian support for Armenian democracy, Canada will open a full embassy with a resident ambassador in Armenia, allowing for stronger bilateral ties and increased Canadian support for Armenian democracy,” Minister Joly said.
