L.A. City Council Passes Krekorian Resolution Condemning Azerbaijan

Los Angeles City Councilmember Paul Krekorian sponsored a resolution today through which the City of Los Angeles has condemned the brutal and unprovoked invasion launched over the weekend by Azerbaijan against the Republic of Artsakh. The resolution, which was co-sponsored by Council President Nury Martinez, demands that the Trump Administration and the Congress “utilize all diplomatic, economic and political means to compel Azerbaijan to engage meaningfully in the peace process.”

Krekorian’s resolution emphasizes that support for Artsakh is essential to US interests and core American principles.  “Because our country is based on and committed to the values of democracy, liberty and the right of self-determination, the United States has a moral obligation to stand up and speak out on behalf of the people of the Republic of Artsakh, who have earned their right of self-governance and have flourished as a free, democratic and sovereign nation for almost 30 years,” the resolution states.

“The world community must condemn Azerbaijan for renewing warfare, violating its ceasefire agreement with Armenia, and causing death and destruction to the Armenian population that it so detests,” Krekorian added.  “Its corrupt and autocratic regime is using brute force against civilians in a misguided attempt to reimpose Stalin-era oppression over the indigenous Armenian people of Artsakh in their own ancient homeland.”

In co-sponsoring the resolution, City Council President Nury Martinez said, “Since Saturday, the people of Artsakh have been under attack by Azerbaijan’s military, who have violently and recklessly attacked children and families, causing the loss of innocent lives.  The City of Los Angeles stands with the Armenian people and the Republic of Artsakh and denounces Azerbaijan for these vicious attacks and violating a cease-fire that is in place. Today, I joined Councilmember Krekorian and my colleagues in issuing a resolution calling on the White House, Secretary of State and Congress to denounce this attack and work to end it immediately.”

Krekorian noted the strong ties between the City of Los Angeles and the Republic of Artsakh. Through Krekorian’s prior work, Los Angeles recognized Artsakh’s sovereignty in 2014, laying the groundwork for California and other states and cities to follow LA’s lead.  In 2012, Krekorian led Los Angeles to establish a historic formal Friendship City relationship with Shushi.  More recently, the government of Azerbaijan unsuccessfully attempted to stop Krekorian from hosting Armenian President Pashinyan at Los Angeles City Hall.  “The City of Los Angeles has always stood in strong solidarity with the people of Artsakh, recognizing the sovereignty of its people and the democratic values of its government,” Krekorian said.

Krekorian was quick to condemn Azerbaijan on Sunday and provide succinct information about the latest Azerbaijani aggression in a letter to constituents and community members.

Yet again, Azerbaijan’s military forces have launched a deadly and unprovoked attack against its Armenian neighbors.  Yet again, Azerbaijan’s recklessness puts innocent civilian lives and fundamental United States interests at risk.  And yet again, the Armenian people face a genuine threat of the continuation of Turkish efforts to annihilate us.

As you know, last night, Azeri tanks, helicopters and artillery attacked Artsakh, including Stepanakert.  This invasion follows the deadly attacks Azerbaijan launched just two months ago against rural villages in Armenia.  During a time when the UN has called for ceasefire around the world due to the COVID pandemic, Azerbaijan instead is renewing warfare, violating its ceasefire agreement with Armenia, and causing death and destruction to the Armenian population that it so detests.

This reckless invasion is a direct threat not only to the Armenian population of the region, but also to regional stability.  Already, Turkish dictator Erdogan is threatening Armenia and offering full support to the Azeri invasion.  It is not hard to imagine that a full scale war against a country that borders on Turkey, Russia and Iran presents a grave danger to the world.  Azerbaijan’s actions create an immediate danger of escalation that would enflame a tinderbox and severely damage US strategic interests in the region.

The corrupt Baku regime’s outrageous warmongering and racist hatred of Armenians seems to know no limits.  This attack is just the latest in a consistent record of Azeri barbarity directed at Armenians who just want to go about their lives in peace.  The Azeris targeted Armenian civilians with mass murder in the pogroms of 1988 and 1990.  They targeted Armenian civilians with indiscriminate shelling during Artsakh’s war of independence.  Twenty years ago they destroyed a thousand year old Armenian cemetery at Julfa, ignoring the pleas of UNESCO and desecrating tens of thousands of graves.  They celebrated as a hero and rewarded the Azeri soldier who beheaded an Armenian with an axe during a NATO “Partnership for Peace” program in 2004.  They targeted Armenian civilian villages and committed shocking war crimes during their 2016 invasion of Artsakh.  And now they are engaging in the same kinds of ruthless violence and abomination yet again.

If that were not enough, the bellicose Azerbaijan government recently threatened to launch a missile attack on a nuclear power plant, releasing massive amounts of radiation only 20 miles from Yerevan.  The spokesperson for the Azerbaijan Defense Ministry today bragged about their capability of hitting the power plant, which would, as he put it, “lead to a great disaster for Armenia.”  This rhetoric is a continuation of Azerbaijan’s repeated threats, including from its famously corrupt and dictatorial president, to destroy and conquer all Armenian lands.
This outrageous and consistent pattern of aggression completely shreds all international norms and notions of human decency.  Worse, Azeri violence and threats carry with them the echoes of generations of pan-Turkish commitment to erasing the Armenian population and culture from the world.

The most dramatic manifestation of this lust for ethnic cleansing, of course, was the Armenian Genocide — but the actions, statements and active preparations of Azerbaijan and its enabler Turkey make clear that genocide is a genuine threat in our time as well.

The United States, France and Russia, as co-chairs of the OSCE Minsk Group, have attempted for years to mediate a sustainable negotiated peace, but those efforts have utterly failed.  Azerbaijan has consistently violated the ceasefire with scores of attacks across the border, resulting in both civilian and military deaths in both Armenia and Artsakh.  The United States nonetheless still refuses to state clearly that there is only one perpetrator that continues to be responsible for the violence, bloodshed and instability in the region, and that is Azerbaijan.  Any statement of moral equivalence in the face of continued massive violence, aggression and genocidal threats by the government of Azerbaijan is entirely unacceptable. Our government has an obligation to hold Baku accountable for Azerbaijan’s destruction of the peace process and its ongoing crimes and threats.

Unless Azerbaijan immediately faces meaningful consequences and international condemnation, there is little chance of achieving lasting peace.  The interests of the United States will be harmed by instability in this vital region, and our reputation in the international community will be irreparably damaged by our failure to stand up and speak out on behalf of the victims of this inexcusable and continuing record of Azeri aggression and violence.  And if another genocide of Armenians comes, the nations who failed to stop it will have no excuse for their complicity.

I therefore have called upon the United States government to condemn Azerbaijan unequivocally for its latest violation of the ceasefire, and to demand an immediate and permanent cessation of all Azeri hostile action.  I further have called upon the Trump Administration and the United States Congress to take immediate action to cease all military support and cooperation with Azerbaijan, including suspending all arms shipments to Azerbaijan.

Finally, I have called upon the United States Department of State to utilize all diplomatic, economic and political means to compel Azerbaijan to engage meaningfully in the peace process, through the Minsk Group or otherwise, to achieve a sustainable, lasting peace that ensures the territorial integrity, sovereignty and independence of the Republic of Artsakh.

Naira Zohrabyan stated that in near future, criminal cases may be initiated against her and MP from PAP Gevorg Petrosyan

ArmInfo.MP from the Prosperous Armenia faction Naira Zohrabyan told reporters that she suspects that a criminal case will be opened against her in the near future.

Zohrabyan also stated that it is possible that a criminal case will  also be instituted against another MP from the PAP Gevorg Petrosyan. < This may be followed by our arrests. My telephone conversations have  been wiretapped for a long time, moreover, I learned from reliable  sources that a recording will soon be published in which I allegedly  offend the citizens of the country," the MP noted.

She stressed that on the instructions of the Prime Minister of  Armenia, the plenipotentiary bodies are looking for people who are  ready to testify against her and Petrosyan. According to Zohrabyan,  they intend to accuse them of bribery of voters.

“I have never tried to bribe voters, but you can expect anything from  the current authorities. Thus, the authorities are trying to silence  us, but this will not happen. I am not afraid of anyone, I am not  afraid of arrest, and I do not intend to follow someone’s lead. I  have already warned my family members about the edited videos and  possible ordered articles>,  the MP stressed.

Zohrabyan also added that when Prime Minister Nikol Pashinyan, being  an oppositionist, criticized the authorities, such illegal actions  were not carried out against him, and there were no attempts to get  into his family and personal life. According to the MP, the  representatives of the new government have no moral guidelines.



Armenia and China eager to boost cooperation: PM meets outgoing ambassador

YEREVAN, SEPTEMBER 23, ARMENPRESS. Prime Minister Nikol Pashinyan held a meeting with the outgoing Chinese Ambassador to Armenia Tian Erlong on September 23.

The Prime Minister thanked the ambassador for contributing to the development of the Armenian-Chinese relations with active work and noted that the cooperation between the two states in various directions were close and productive during his tenure, the Prime Minister’s Office said in a news release. 

PM Pashinyan underscored that the Armenian Government is interested in expanding and further strengthening partnership with China. The Armenian PM noted that his discussions in 2019 with the Chinese President and Prime Minister in Beijing are good basis for this expansion.

Ambassador Erlong thanked the Prime Minister and the Government for cooperation and added that the Chinese side is also interested in expanding the political, economic and humanitarian ties with Armenia.

The ambassador said that during the past years the trade turnover grew and the humanitarian ties expanded between China and Armenia. Ambassador Erlong expressed certainty that the great potential for bilateral cooperation will be utilized in the coming years – the basis of which is the will of the Armenian and Chinese governments.

Issues related to cooperation in road construction, infrastructure development, tourism, healthcare and education and implementation of new projects were also discussed.

The Prime Minister thanked the Ambassador for China’s donation of 200 ambulances to Armenia.

Turkish press: Turkey-Azerbaijan military drills intimidate Armenia, President Aliyev says

The joint military exercises conducted by Turkey and Azerbaijan intimidate Armenia, Azerbaijani President Ilham Aliyev said on Saturday.

Speaking to a local TV channel, Aliyev evaluated his country’s bilateral relations with Turkey. He expressed his gratitude for the supportive messages coming from Ankara following military clashes between the Armenian and Azerbaijani armies in July.

“First of all, I thank my dear brother Turkish President Recep Tayyip Erdoğan. He proved once again that Turkey has always sided with Azerbaijan. This is a manifestation of the Turkey-Azerbaijan brotherhood and unity. At the same time, other officials including the parliament speaker, defense minister, foreign minister and our other brothers have several times showed their solidarity and support to Azerbaijan. This also proves that Turkey sides with justice and truth,” Aliyev said.

In July, Armenia attacked Baku forces in the northwestern Tovuz border region. As a result, at least 12 Azerbaijani military personnel, including a major general and a colonel, were killed and another four soldiers were wounded. A 76-year-old Azerbaijani citizen also lost his life.

Baku accused Armenia of taking “provocative” actions, with Ankara warning Yerevan it would not hesitate to stand against any kind of attack on Azerbaijan.

Nagorno-Karabakh, an internationally recognized territory of Azerbaijan, has been under illegal Armenian occupation since 1991. International organizations, including the United Nations, have demanded the withdrawal of occupational forces.

The Azerbaijani president underlined that his country will also always side with Turkey, and the whole world knows it. Saying that the two nations share a common history, ethnic origin, religion, language and culture, Aliyev added that they have built strong ties in every field including politics, economy, culture and military upon these shared features.

Aliyev also touched upon the joint military exercises conducted by the two countries’ armed forces. “We conduct military exercises every year. There is nothing unusual here. Yes, this time it coincided with the Tovuz incident. Armenia should think about whether it was coincidence or not. These drills once again demonstrate our unity. There are only 80 kilometers (49 miles) between the Azerbaijan-Armenia border in Nakhchivan and Yerevan. Armenia knows it, and this intimidates them. I think that they stress out because of this fear,” he said.

Stating that the military activities of Turkey and Azerbaijan are a necessity for regional stability, Aliyev said Armenia also has territorial claims against Turkey in their constitution.

Ankara and Baku, with the participation of the countries’ air and ground forces, launched joint military drills in the wake of recent Armenian attacks on Azerbaijani border points. The war exercises began on July 29, with Aug. 5 being the last day of ground engagements – which included artillery, armored vehicles and mortars striking simulated targets – in the capital Baku and the exclave of Nakhchivan, Azerbaijan’s autonomous region bordering Turkey. Air combat drills involving jets and helicopters continued in Baku, Nakhchivan, Ganja, Kurdamir and Yevlakh until Aug. 10.

Aliyev also said Armenia is trying to make the Treaty of Sevres a current issue of discussion but that any politician or historian with a clear head would never allow these claims to be discussed again.

The Treaty of Sevres was a 1920 deal signed between the Allies of World War I and the Ottoman Empire. The agreement ceded large parts of the Ottoman territory to France, the United Kingdom, Greece and Italy and created large occupation zones within the empire. It was one of a series of deals that the Central Powers signed with the Allied Powers after their defeat in World War I.

Armenia was recognized as an established state in Section VI “Armenia,” Articles 88-93. Article 89 notes: “Turkey and Armenia, as well as the other High Contracting Parties, agree to submit to the arbitration of the President of the United States of America the question of the frontier to be fixed between Turkey and Armenia in the vilayets of Erzurum, Trabzon, Van and Bitlis, and to accept his decision thereupon, as well as any stipulations he may prescribe as to access for Armenia to the sea, and as to the demilitarization of any portion of Turkish territory adjacent to the said frontier.”

Some outfits for Lady Gaga’s “Armenian” video designed by Karina Akopyan

London-based Russian-Armenian artist Karina Akopyan designed some of the outfits for Lady Gaga’s latest 911 music video inspired by Armenian filmmaker Sergei Parajanov’s 1969 film The Color of Pomegranates.

Karina Akopyan is a Russian born artist and illustrator. According to her website, “Akopyan’s work depicts a world of pain, euphoria, frustration, made up memories and sex fantasies, often a political reference.”

The red-hot latex bra and skirt combo and a bodysuit are among the costumes created by the designer.

“It was lovely to see my work alongside references of one of my favorite filmmakers Sergei Parajanov who inspired my aesthetic in many ways,” Karina Akobyan said on Instagram.

Lady Gaga’s new video is full of references to Parajanov’s classic 1969 art film. When Gaga is first introduced she’s surrounded by actual pomegranates. The poster of the film briefly appears in the video. The word “caution” (զգուշություն) written on a ribbon in Armenian can be seen throughout the short film.

The music video was directed by filmmaker Tarsem Singh, who has frequently cited Parajanov as a major influence.

“This short film is very personal to me, my experience with mental health and the way reality and dreams can interconnect to form heroes within us and all around us,” Lady Gaga said on Instagram.

“Something that was once my real life everyday is now a film, a true story that is now the past and not the present. It’s the poetry of pain,” she added.

The original film is a poetic retelling of the life of 18th-century  Armenian poet and musician Sayat-Nova. Parajanov used little actual dialogue in the film, and most of the story is told through narrative, sound, some music, and occasional title cards.

Bill requiring officials to disclose spending passes parliament at first reading

YEREVAN, SEPTEMBER 18, ARMENPRESS. The government-backed bill on introducing spending disclosure of public officials in addition to the currently active asset disclosure passed parliament 101 to 17 at first reading.

Opposition Bright Armenia (LHK) lawmaker Taron Simonyan said they endorse the purpose of the bill but they will vote it down at first reading due to a number of “problems” during the debates. He said they are hopeful that the issues will be resolved until second reading.

Public officials spending more than 2,000,000 drams at once or if the aggregate sum of the same type of spending totals 3,000,000 drams for expenses listed by law will have to disclose it in the report.

Moreover, officials will have to disclose property which they are factually controlling but aren’t officially controlling.

The circle of officials who have to disclose assets and spending is also proposed to be expanded and will cover city councilors of towns with a population of 15000 or more.

YEREVAN, SEPTEMBER 16, ARMENPRESS. The Armenian military has commented on Azerbaijani Defense Minister Zakir Hasanov’s order to the Azerbaijani troops to maintain high combat readiness and vigilance.

The concerned reaction of the Azerbaijani Defense Minister after their own provocation was fully predictable,” Armenian Ministry of Defense spokesperson Shushan Stepanyan told ARMENPRESS.

As usually, the Azerbaijani top brass is spreading disinformation and attempting to put the blame on Armenia after their own provocation killed an Armenian soldier.

Junior Sergeant Hovik Tamazyan of the Armenian army sustained the fatal injuries while on duty at a military position in the northeastern part of the Armenia-Azerbaijan state border on September 16.

The Ministry of Defense of Armenia said in a statement that in recent days Azerbaijan has become active in this section of the border and attempted to carry out reinforcement works, which led to escalation.

“With the purpose of suppressing the adversary activity and preventing future escalations the Armenian Armed Forces vanguard units were forced to take appropriate countermeasures. As a result of the adversary’s provocation, Junior Sergeant Hovik Tamazyan sustained fatal gunshot and shrapnel wounds in the combat position of a military base in the northeastern section on September 16,” the defense ministry said.

 “The entire responsibly for this situation and the border escalation falls on Azerbaijan’s military-political leadership,” it added.

After this, Hasanov announced he has ordered the Azerbaijani troops to “immediately and decisively prevent the possible provocation of the Armenian Armed Forces in different directions.”

Armenian FM, Grand Imam of al-Azhar stress the importance of interfaith tolerance

On an official visit to Egypt, Armenian Foreign Minister Zohrab Mnatsakanyan had a meeting with Grand Imam of al-Azhar, Sheikh Ahmad Muhammad al-Tayeb

The meeting focused on the centuries-old Armenian-Egyptian friendship, anchored in the two peoples’ feelings of solidarity and mutual respect.

“The warm and caring attitude of the Egyptian government towards the Armenian community is really appreciated, thanks to which Armenians were able to preserve their language, culture, religion and national identity,” said Zohrab Mnatsakanyan, adding that “Egypt’s experience in protecting the rights of minorities can set a good example. “

Both sides were concerned about extremist crimes in different parts of the world, discrimination on religious grounds, and the exploitation of religion for political purposes.

In this context, the interlocutors stressed the importance of interfaith tolerance and solidarity. Minister Mnatsakanyan noted that Armenia is consistently working to protect the rights of religious groups and ensure the diversity of religions.

Armenian State Symphony Orchestra opens the 15th season


A concert at the Sports and Concert Complex after Karen Demirchyan marked the opening of the 15th season of the Armenian State Symphony Orchestra.

The concert featured Antonín Dvořák’ Symphony No.9 “From the New World” and three pieces from Tigran Mansurian’s “The Snow Queen” ballet.

The Orchestra is planning 50 concerts, three festivals, two special projects, two recordings and three concert tours in the new season.


Armenia AIDS prevention center ex-director sues health ministry

Samvel Grigoryan, former Director of the Republican Center for AIDS Prevention of Armenia, wants to restore his violated labor rights in court. 168.am has learned about this from DataLex Judicial Information System.
The aforesaid center and the Ministry of Health are the respondents in this lawsuit.
Grigoryan demands to be reinstated in his abovementioned job and for the respondents to pay the amount of the forced outage.
On February 26, it became known that by the order of the minister of health, Samvel Grigoryan’s employment contract as director of the Center was terminated on the grounds of improper performance of duties.
Grigoryan, however, was on vacation at the time of his dismissal.
And the deputy minister of health had hurried to introduce the acting director the center’s staff.
This new appointment by the health minister had caused dissatisfaction of the medical staff. In a conversation with the media, the staff of the AIDS prevention center had argued that all this was done without discussing it with them, and their professional opinions in this regard were ignored.
