Kremlin concerned by escalation in Nagorno Karabakh

The Kremlin is concerned by the aggravation of the situation in Karabakh, monitors its development and calls on the parties to restraint, Kremlin Spokesman Dmitry Peskov told reporters on Thursday.

Close contacts at various levels between Russia and Armenia will help to clear questions, which Yerevan has in regard to Russian peacekeepers in Nagorno-Karabakh, Peskov said.

“There are trilateral agreements, which serve as the starting point,” Peskov said speaking at a news briefing. “The most important is to implement all obligations, which the parties assumed under these documents.”

“If there are questions, they must be certainly answered,” he continued. “At the same time, all close contacts, which we enjoy at various levels with the Armenian side, will help us to clear all persisting questions.”

Armenian Prime Minister Nikol Pashinyan said speaking earlier in the day at a government meeting that recent events in Nagorno-Karabakh raised a number of questions regarding activities of the Russian peacekeeping contingent.

Pashinyan said in particular that: “A number of events that have taken place in Nagorno-Karabakh since 2020, including those in recent days, evoke questions from the Armenian public about the content and nature of the peacekeeping operation in Nagorno-Karabakh. In this context, there is an urgent need to agree the details of the peacekeeping operation there.”

The Armenian prime minister added, however, that he regarded the Russian peacekeepers’ presence and activity in Nagorno-Karabakh as a key factor for maintaining the Armenians’ security and appreciated Russia’s efforts to ensure security and stability in the region.

Why three Dashnaks were not allowed into Armenia

Three diaspora Armenians, members of the ARF (Armenian Revolutionary Federation) Dashnaktsutyun political party, have been denied entry to Armenia. Two were not allowed to their homeland on August 1.

The National Security Service has banned Masis Abrahamyan, Chairman of the Hay Dat (Armenian Question) Committee of the ARF Dashnaktsutyun Party in the Netherlands, and his daughter, from entering Armenia. In July, border guards also prevented ARF Bureau member Murad Papazyan, who had come from France, from entering Armenia.

The government explained that Papazyan was not allowed to enter for having organized an attack on a government motorcade led by the Armenian Prime Minister in Paris. So far no information has been received from the prime minister’s office regarding the Abrahamyans. Journalists interested in the matter were advised to contact the National Security Service.

According to political scientist Suren Surenyants, both the government and the ARF party have recently “demonstrated equally unacceptable behavior.”

The border guards did not explain why Masis Abrahamyan and his daughter Syune, who arrived from the Netherlands, could not enter Armenia. The Abrahamyans believe they were not allowed to enter for political reasons and on the direct order of Prime Minister Nikol Pashinyan.

“This is a manifestation of revenge on the part of Nikol Pashinyan for actions we have organized in opposition to his government. I’m sure he didn’t appreciate our civil actions,” Masis Abrahamyan said.

In his opinion, he and his daughter did nothing illegal, but merely exercised their rights by organizing a protest.

In May 2022, during an official visit by the Prime Minister of Armenia to the Netherlands, representatives of the Dashnaktsutyun party organized a protest, during which participants shouted insults at Pashinyan.

The National Security Service has also not yet reported why the father and daughter were barred from entering Armenia.

The wife of Masis Abrahamyan also flew to Yerevan; she was allowed into the country. All members of the family are Dutch citizens.

According to the Law on Aliens, entry into Armenia is not allowed if the foreigner carries out activities, or is a member an organization conducting activities, the purpose of which is

  • to harm the state security of Armenia,
  • to overthrow the constitutional order
  • to carry out a terrorist act

The ARF Dashnaktsutyun party intends to file lawsuits against the Armenian government on behalf of the Abrahamyans and Murad Papazyan.

In July, border guards prevented French-Armenian Murad Papazyan from exiting the airport in Yerevan, saying he was “persona non grata” in Armenia.

The government explained that entry was denied because Papazyan had organized an attack on a motorcade led by the prime minister in Paris.

In the summer of 2021, a protest against the Prime Minister of Armenia was organized in Paris. Its participants threw various objects into the cars of Nikol Pashinyan’s motorcade. During the incident, the mirror of the car in which Armenian journalists were traveling was broken.

Murad Papazyan categorically denied having organized the action or having participated in it. He had, moreover, visited Armenia four times after the incident. He reminded journalists of this and said that he considers the ban on entry a political decision.

The list of unwanted persons is compiled by the National Security Service. According to the law, to place anyone on the list, information may be submitted to the National Security Service from the office of the President of Armenia, the police, the Ministry of Foreign Affairs and the Migration Service.

According to Artsvik Minasyan, secretary of the Hayastan (Armenia) parliamentary opposition party, and member of the Supreme Body of the ARF, such actions were not observed even during the Bolshevik period. He believes the government’s goal is to silence its opponents:

“To discredit the diaspora, to inspire it with fear that if you criticize or take any action against the current government, then know that this will be your fate.”

The Dashnaktsutyun believes that “the Armenian authorities continue the pernicious policy of deepening the internal split and weakening national resistance.” The party council issued a statement condemning the government’s “policy of political repression, national division and deprivation of homeland.”

According to ARF members, this is another manifestation of “serving someone else’s agenda and interests.”

“Such policies are doomed to failure, and the ARF will not deviate from its principles and political convictions. We will do our best to create a government that will serve Armenian statehood and national interests,” the statement says.

According to political scientist Suren Surenyants, both the approach of the government and the ARF party are equally unacceptable. He says that the actions of the government were preceded by “not so civil actions” by the Dashnaks abroad.

“The government is acting on the principle of “an eye for an eye”, that is, you insult us abroad, and we forbid you from entering Armenia,” the political scientist said, commenting on the situation at the request of JAMnews.

He says the government can be criticized both in Armenia and abroad, but violence and insults are unacceptable, both of which characterized Dashnaktsutyun activities abroad:

“For example, in France, no matter how much they deny it, there was an element of hooliganism. In the Netherlands they shouted insults, obscene expressions.”

Suren Surenyants holds that diaspora Armenians should learn to respect the results of Armenian elections, regardless of their political preferences.

The political scientist believes that denial of entry to three ARF members will cause tension with the diaspora, and this should be avoided. He notes, however, that the current situation is the result of mutual antagonism.

“It is not necessary to blame only the authorities for erecting barricades. The ARF is also erecting barricades. The government could show greater social responsibility and not build them. But we have what we have.”

In Surenyants’ view, if the government decided to protect the reputation of Armenia in this way, this should not apply to only one party.

“If the ARFD diaspora activists who carry out uncivilized actions are deprived of the right to visit Armenia, then some other circles should also meet the same punishment. For example, Russian and Russian-Armenian figures who not only discredit the Armenian government but also cast doubt on the sovereignty of the country,” the political scientist concluded.

Foreign Minister Ararat Mirzoyan held a telephone conversation with U.S. Assistant Secretary of State for European and Eurasian Affairs Karen Donfried, with whom he reportedly discussed the need for the speedy release of Armenian prisoners of war being held captive by Azerbaijan, the foreign ministry reported.

The “security environment” of the region, as well as issues related to efforts to normalize relations between Armenia and Azerbaijan, as well as the Nagorno-Karabakh conflict were discussed, per the foreign ministry readout.

This was the second telephone conversations between Mirzoyan and Donfried in the past two weeks. The latter phoned Mirzoyan and his Azerbaijani counterpart Jeyhun Bayramov after the two met in Tbilisi on July 16.

The United States has taken a keen interest of late in Armenia. Last month CIA Director William Burns visited Yerevan and held talks with Armenia’s leadership about the normalization processes between Yerevan and Baku and Yerevan and Ankara.

Last week, U.S. Ambassador to Armenia Lynne Tracy reiterated an earlier sentiment expressed by Donfried that the United States was ready to work with Russia on a Karabakh settlement. Also, Secretary of State Antony Blinken also phoned Prime Minister Nikol Pashinyan and President Ilham Aliyev of Azerbaijan last week to voice American support for the ongoing peace negotiations between Yerevan and Baku.

All of this is being viewed by Russia as an effort by the West to impede on its zone of influence. For months, Russia has blamed the European Union and U.S. on the evident collapse of the OSCE Minsk Group Co-chairs process to mediate a settlement to the Karabakh conflict.

Last week the Russian foreign ministry spokesperson Ivan Nachaev warned that Russia will not stand for “secret games” in the South Caucasus, emphasizing that any resolution of regional issues must be based on agreements headed and brokered by Moscow—referring mainly to the November 9, 2020 agreement brought forth by President Vladimir Putin of Russia and agreed to by Pashinyan and Aliyev, as well as subsequent agreements on the processes of opening the transit routes and the delimitation and demarcation of borders between Armenia and Azerbaijan.

Karabakh resident reports property damage in Azeri ceasefire violation

PanARMENIAN.Net – A resident of the community of Karmir Shuka in Nagorno-Karabakh (Artsakh) on Thursday, July 28 submitted a police report, revealing that the kitchen window and entrance door of the second floor of his house were damaged in Azerbaijan’s ceasefire violations from across the contact line.

The person was identified as V. Shahnazaryan. Following the report, the police discovered eight bullets in his backyard.

Earlier on Thursday, the Azerbaijani military opened fire towards the Armenian communities of Taghavard and Karmir Shuka in Nagorno-Karabakh. Local police reported that the shooting continued for some 20 minutes, with the Azerbaijanis using various caliber firearms.

President of the UN General Assembly visits Armenian Genocide Memorial

On a working visit to Armenia, President of the United Nations General Assembly Abdulla Shahid visited the Tsitsernakaberd Memorial in Armenia.

He paid tribute to the memory of the victims of the Armenian Genocide and had a guided tour at the Armenian Genocide Museum.

Abdulla Shahid left a note in the guestbook.

Yerevan metro services resume after strike

The Yerevan subway resumed services on Wednesday morning following a strike that disrupted its operation for nearly four hours.

All stations were closed from 6am after the metro drivers went on a strike to demand pay rises.

“Following negotiations between the subway administration and the drivers, the Yerevan metro services resumed from 9:30am,” it said in a statement.

YEREVAN, JULY 18, ARMENPRESS. The Armenian U16 Men’s and Women’s Basketball teams took the second places in the FIBA U16 European Championship.

Andorra’s Men’s team were crowned FIBA U16 European Championship, Division C champions for a fourth time after they defeated Armenia 84-65 in Sunday’s Final.

Armenia’s Gregory Moghoyan earned tournament MVP honors.

Meanwhile, the Cypriot Women’s team defeated Armenia 58:42.

Armenian ambassador to Ukraine visits Kharkov, Poltava

ArmInfo.On July 20 and 21, Armenian Ambassador to Ukraine Vladimir Karapetyan, accompanied by Bishop Markos Hovhanesyan, Primate of the Ukrainian Diocese of the  Armenian Apostolic Church, and Vice-Chairman of the Union of  Armenians of Ukraine David Mkrtchyan, visited the Poltava and Kharkov  regions. 

At his meeting with representatives of the Armenian community in  Kharkov, Ambassador Karapetyan presented the activities of the  Armenian Embassy in Ukraine during the hostilities, as well as the  services provided to Armenian nationals staying in Ukraine. He  assured the attendees that the Armenian Embassy will continue  supporting the people in need. 

In Poltava, Ambassador Karapetyan held a meeting with members of the  Armenian community and representatives of the public and aid flowers  at the monument to Armenian Genocide victims. The sides discussed  urgent issues. 

Analyst: Armenian people facing ‘crisis of values’

Political analyst Stepan Danielyan says Armenian PM Nikol Pashinyan will step up crackdown on dissidents in an effort to maintain his grip on power.

“Nikol has to resort to repression which will further intensify in the future because he has no other choice. It’s a matter of life and death for him; if he loses power he will lose everything else, while he has no other tool to maintain his grip on power,” he wrote on Facebook on Thursday.

“We have no civil society, human rights activists and the like. This bubble burst long ago, let’s make it clear too.

“The situation in which the Armenian people have now found themselves is not about politics, but a crisis of values, and it can be settled through a social movement which must bring about a change of values framing them in advance,” he said.
