Turkish President Abdullah spoke to the US President by phone on
Saturday. The White House said that Turkey’s President Abdullah Gul had
a phone talk with U.S. President Barack Obama, and the two discussed
a wide range of issues, including the situation in Afghanistan and
the evolving relations between Turkey and Armenia.

The two leaders also spoke about the "historic progress" being made
to normalize relations between Turkey and Armenia "and the importance
of maintaining the momentum in this important effort," the White
House reported.

Ahmet Davutoglu on the occasion of the signing ceremony of the

Madame Federal Counselor,

Distinguished Colleagues,

Ladies and Gentlemen,

Today we are here as Turkey and Armenia to take an important step in
embarking on a journey towards a new horizon of hope. This journey
is long. This journey is fraught with difficulties. However, it is
worth taking. This journey can only be made hand in hand with our
partners present here, as well as all the peoples of the Caucasus.

I consider myself to be fortunate enough to see that a vision, a
courageous step that has taken a considerable time to develop, has
finally reached maturity. Indeed, this is a historic moment that we
need to cherish and be proud of.

A few years ago there were those who did not believe that we could
ever reach this stage. Thanks to the good cooperation between the
Turkish and Armenian leadership we have proven them wrong.

Today we celebrate an important stage in the process of normalizing
relations between Turkey and Armenia.

initiative launched in the Autumn of 2007 that has made this ceremony
possible, has brought two neighbouring countries closer together.

At thishistoric juncture, I would like to make the following call
upon the Turkish and Armenian nations across the world and the
international community:

– let us lie without conflicts that affect the stability of our
neighbourhood.

– let us resolve issues and eradicate animosities.

– let us resolve all bilateral problems and achieve peace and harmony
among all nations in our region.

– let us help establish a new order that is beneficial for all.

– let us achieve a new perspective and shared vision for the Caucasus
that entails comprehensive normalization.

– let us have prosperity in our region. Our neighbours’ prosperity
is our prosperity.

– we had proposed the establishment of the Caucasus Stability and
Cooperation Platform for this reason. This was also the motivation
for our efforts in the Middle East and the Balkans.

– we all have responsibilities to achieve comprehensive peace,
including those present here today.

– we all know that achieving peace is not easy. Only the visionary and
courageous can take such steps under difficult circumstances. Turkey
and Armenia have taken this step.

Dear Friends,

Our host, Switzerland, competently assumed a very important and
constructive role in this process. I would like to express through
the Head of the Swiss Federal Department of Foreign Affairs, Her
Excellency Madame Micheline Calmy-Rey, my sincere gratitude to Swiss
diplomacy for this invaluable contribution and her warm hospitality.

I would also like to thank those guests who are present at this
ceremony; our dear colleagues, Hillary, Sergey; Bernard, Samuel
and Javier. Your participation reflects the utmost importance and
significance of this event.

Ladies and Gentlemen,

This is not only a historic moment for the future of the relations
between Turkey and Armenia, but also between the Turkish and Armenian
peoples. The signatures we have placed on the Protocols today represent
a first step towards the effective normalization of our bilateral
relations. We genuinely believe that this process will be crowned
with success.

The normalization of relations between the two countries and peoples
will constitute an exemplary achievement of a new civilizational
policy, in line with the requirements and expectations of the 21st
century.

The success of the normalization of our relations, no doubt, will
depend on the continuation of the courage and determined political
will displayed by the parties today. Turkey is ready to build with
her neighbor Armenia a common vision for the future.

We expect that this joint initiative which seeks to cultivate
compromise and good-neighborly relations will foster other
reconciliations and a culture of harmony and understanding in our
region. This is what we should do to shape the present and prepare
the future of our common region.

Distinguished Colleagues,

The documents that we have just signed create important ground for
the Turkish and Armenian peoples to rekindle their friendship, to
offer next generations the spirit of living and working together
towards a common and prosperous future.

These Protocols provide us opportunities that will serve the interests
of both Turkish and Armenian peoples. We look forward to working
together with Armenia in order to make the most of these opportunities.

Dear Colleagues and Distinguished Guests,

Turkish and Armenian peoples went through a very tragic period of
our common history.

This is the only way for these two great and dignified nations to
leave behind the conflict of their collective memories and reach
together a just memory.

It is an honour to sign these Protocols on behalf of the Republic of
Turkey. I hope they will pave the way for a wide normalization and
comprehensive peace in the region.

Regional integration will provide economic growth in regional states,
IMF Executive Director Ambroise Fayolle stated, commenting on possible
consequences Armenia will face with RA-Turkish border opening. "IMF
experience in other regions proves opening of border and regional
integration promote economic development in the country," he said.

Still, Ambroise Fayolle fount it difficult to provide exact forecasts
over consequences of opening border with Turkey for lack of research
data on he issue.

1.2%, Ambroise Fayolle stated. "RA economy will be restored through
government-implemented money-and-credit and fiscal policy as well
as international financial assistance, registering a minor growth of
1.2%," he noted.

In this context, Fayolle noted that Armenia was among states, most
impacted by financial crisis; still they "hope to be mistaken in
forecasts".

IMF forecasts 15% economic downturn in 2009 in Armenia.

President Serzh Sargsyan and the board of International Monetary
Fund’s (IMF) Executive Directors, have made assessments on Armenia-IMF
cooperation. Fund representatives stressed that Armenia had perfectly
complied with its commitments.

During the meeting, parties exchanged views on problems caused by
global financial-economic crisis. Sargsyan said that all possible
measures were being taken for making effective use of existing
potentials and financial resources.

Armenia, of course, must be prepared for different scenarios in
the process of normalization of Armenia-Turkey relations, RA prime
minister of Armenia Tigran Sargsyan said.

"Naturally, we must be prepared to different developments." According
to the Prime Minister Armenia must be ready for the scenario when
the border with Turkey may not open. "For this case, the government
has already developed a strategy," the Prime Minister said.

Tigran Sargsyan added that the Armenian-Turkish relations are
conditioned only by the opening of the border. "First and foremost,
these relations are moral, psychological, and cultural. In this
respect, we and the Turks have the feeling of inferiority originating
primarily from the Armenian Genocide, " the Armenian prime minister
stressed. He emphasized, that the recognition of the Armenian Genocide
by Turkey first of all is on the agenda.

The European Commission proposed on the 14 of October 2009 to the
Council to provide macro-financial assistance to Armenia, in the form
of a loan of up to ~@65 million and of a grant of up to ~@35 million.

The assistance will support the adjustment program agreed by the
Armenian government with the International Monetary Fund to help the
country through the global crisis.

The proposed financing will complement the financial resources provided
by the EU, in the form of budget support programs financed under the
European Neighborhood and Partnership Instrument.

The World Bank Managing Director, Ms. Ngozi Okonjo-Iweala, will travel
to Armenia, Georgia and Azerbaijan on October 17-21. The aim of her
visit is to discuss with the respective governments, development
partners and civil society the impact of the financial crisis in the
South Caucasus and to find ways to help ease the crisis and enable
sustainable economic growth.

A memorandum on the "Legal Protection of Small and Medium Enterprises’
Economic Competition" was signed in Yerevan on October 16.

The trilateral memorandum was signed by RA State Committee for the
Protection of Economic Competition, YSU Center for European Law and
Integration and Brave legal company.

The document is aimed raising society and business circles’ awareness
of protecting competition.

Armenia ranks as the 10th country in fight against money laundering
and terrorism funding, Head of RA CBA Financial Monitoring Centre
Daniel Azatyan told a news conference in Yerevan.

He told journalists that a leading country in the list is Slovenia;
Cyprus, Hungary and Baltic states come next. All CIS countries
fall behind Armenia, with Russia ranking as the 13th and Ukraine as
the 25th state directly followed by Georgia. Azerbaijan is the 25th
country in the list. Countries like Serbia, Macedonia and Montenegro
were not included in evaluation report.

RA Government intends to gain time till the crisis is overcome in
developed countries, ARF Dashnaktsutyun financial counselor, RA MP
Ara Nranyan told PanARMENIAN.Net reporter, commenting on RA government
-implemented anti-crisis policy.

According to him, in the beginning of 2009, RA Premier issued
statements on the necessity of anti-crisis activities, yet, upon
receiving international credits, structural changes scheduled were
forgotten.

In this context, ARF Dashnaktsutyun financial counselor added that
the next crisis will affect RA economy more severely unless structural
changes are introduced to increase the level of economic security in
the country.

Discussion of the draft law "On the anti-trust regulation" was held
in Yerevan. The working group is coordinated by the chairman of the
"Political Economy" research center Andranik Tevanyan.

As he said in an interview with a PanARMENIAN.Net reporter, the
Armenian economy suffers several diseases: monopolies, non-market
relations of various commodity and service markets, leading to the
merge of business and politics.

"Of course, we do not think results will be very tangible for our
society, but it is a step forward, and making such steps we can
ultimately achieve some success on the way to normal market relations,"
he added.

According Andranik Tevanyan, this is largely dependent on the political
forces of Armenia, society, and on the relationships inside the system.

He stressed the importance of establishing the antimonopoly authority,
which, together with the State Commission for the Protection of
Economic Competition of Armenia (SCPEC) Armenia will monitor and
regulate relations in the economy. "That is a new structure to prevent
creation of unnatural monopolies and to regulate natural monopolies,
establishing the rate of profit for them," Andranik Tevanyan said.

Cooperation of the two agencies, he believes, will optimize the
anti-monopoly activities in the country.

Opening of RA-Turkish border will create potentials for installing
new optical Internet network, UITE Executive Director Karen Vardanyan
told a news conference in Yerevan. "There are no serious problems
from technical viewpoint, and after opening of border the problem
will be resolved within shortest terms," he noted.

Besides, expert believes that optical Internet via Turkey will create
better information security guarantees. Even though no specific
agreement has been reached so far, many big companies such as ArmenTel
and Turkish Telecom are interested in the project, he said.

To become a technological country, Armenia should improve the
efficiency of the fiscal authorities, Karen Vardanyan, UITE executive
director told a press conference today. According to him, UITE launched
the "customs and tax reforms in cooperation with public and private
sectors", which will speed up the production chain and change the
approaches of the fiscal authorities, those reforms will enable to
make IT-products more affordable and suitable for the foreign market.

"Now the fiscal authorities are working against this chain, pursuing
only short-term benefits, like filling the state budget," he said.

The main problem existing in IT industry: double taxation. A number
of products (robotics, automated control systems) should be deprived
from it. The program, according to Karen Vardanyan, will reduce
corruption risks and enable Armenian companies to compete in foreign
markets. The main consumers of Armenian IT-products are the U.S.,
Europe and Russia. "The ration of exports and internal consumption
now reached 60 per cent and 40 per cent, while in 2006 the ratio was
80 per cent and 20 per cent," he said. The vision of UITE for the
nearest future is 50 per cent to 50 per cent, Karen Vardanyan said.

RA Government should determine priority spheres for country’s future
development, Karen Vardanyan said. "We should decide what country we
want in 10-15 years’ time, and what spheres should be locomotives for
its development," he said. Government determines situational problems
and elaborates stable strategy for country’s development, expert finds.

Vardanyan positively assessed Armenian Government’s anti-crisis
measures towards maintaining the level of social expenses, however,
"if that is not accompanied by strategic development, we may face
great problems in future."

Besides, Armenian Government has reduced 2010 budgetary expenses for
developing IT sphere.

ArmRosGasprom hold negotiations with Gazprom Export to reduce
prices for gas deliveries from Russia to Armenia, spokesperson of
"ArmRosGazprom" Shushan Sardaryan told PanARMENIAN.Net. According
to her, the long-term contract between two partners provides an
incremental tariff policy.

Shushan Sardaryan informed that the contract stated that between April
1, 2009 and March 31, 2010 the price for 1000 cubic meters amounts to
200 USD, and in April, during transition to the next phase of tariff
policy, the prices may decrease. "We are negotiating with Gazprom
Export, a possible price reduction for gas delivered from Russia to
Armenia", – she said.

The pricing policy for Russian gas were discussed during the meeting
of the Presidents of Armenia Serzh Sargsyan and President of Russia
Dmitry Medvedev in Moscow.

The Central Bank of Armenia is waiting for the economic situation to
clear up, said Nienke Oomes, IMF Resident Representative in Armenia.

"I positively assess the CB policy. Economy is being stabilized and
maybe the CB will reconsider its position in a month," Ms. Oomes told
a PanARMENIAN.Net reporter.

She also emphasized that Armenia’s economy strongly depends on
Russia’s.

As to the crediting system, Ms. Oomes remarked that commercial banks do
not allow credit as they fear not to get the funds back. "Crediting
by commercial banks will be possible if the country’s economy is
stabilized," she said.

Russian and Armenian presidents Medvedev and Sargsyan met Friday
during a summit of the post-Soviet Commonwealth of Independent States
in the capital of Moldova, with Azerbaijani President Ilham Aliyev

and Chief Administrative Oversight Service of Egypt. Before the

received the Egyptian delegation and with the deputy head of the
Chief Administrative Oversight Service of Egypt Yusri Abdallah Yusef
discussed issues on promoting the cooperation, ensuring legal-agreement
field.

Y. Abdullah Yusef expressed assurance that the partnership will be
beneficial for the both sides and Egypt has a lot to learn from its
Armenian partner establishment.

H. Hovsepyan on his turn noted that the Chief Administrative Oversight
Service of Egypt is a powerful establishment which differs from
the Armenian one with its authority of law enforcement body which
directly deals with fighting against corruption. Besides, the Egyptian
service has an excellent study center which cooperates with relevant
establishments of 24 countries and is a serious platform for studying
experience.

During the five-day visit members of the Egyptian delegation will
meet with governors of Tavush and Aragatsotn provinces, will visit
sightseeing of the two provinces, historic cultural monuments, will

The Azerbaijani MPs want punishment of all those who have insulted the
Azerbaijani flags in Turkey.

"We informed the Turkish parliamentary commission on foreign policy
about our concerns over the disrespect against the Azerbaijani flag
during the Armenia-Turkey football match," the Chairman of the
Azerbaijani Parliamentary Committee on International and
Inter-Parliamentary Relations and Vice-President of the Parliamentary
Assembly of the Council of Europe (PACE), Samad Seyidov said at the
news conference dedicated to the results of the Ankara visit on Oct.16

On Oct.14, 2009, the Azerbaijani flags were seized from the fans
during the Armenia-Turkey football match held in Bursa city of Turkey.
The Azerbaijani Foreign Ministry submitted official protest note to
the Turkish Embassy in Azerbaijan in connection with the incident.

Azerbaijan respects the Turkish flag and demands from Turkey respect
towards the Azerbaijani flag, Seyidov added.

There are forces desiring to damage the Azerbaijan-Turkey relations.
Disrespect against our flag serves to insidious plans of these
persons, Seyidov added.

Today in the frameworks of the regional visit Ms. Ngozi Okonjo-Iweala
the World Bank Managing Director, arrived to Armenia. The aim of her
visit is to discuss with the respective governments, development
partners and civil society the impact of the financial crisis in the
South Caucasus and to find ways to help ease the crisis and enable
sustainable economic growth.

In Armenia, Georgia and Azerbaijan Ms. Okonjo-Iweala will meet with
the country leadership, senior government officials, civil society and
private sector representatives, and visit World Bank supported project
sites.

For this very reason at this moment Ms. Okonjo-Iweala is in the
Aragatsotn region.

As the Aysor.am journalist was told by Vigen Sargsyan the head of the
public relations of the WB Yerevan office, the Managing Director is
getting acquainted with the reconstruction and construction in the
Yernjatap village financed by the bank. The next stop will be in
Vardenut and Ara villages which in the frameworks of the program of
improving the village roads. Then they will for Aghdzq region. After
which they will leave for Voskevan and will visit to `Ashtarak egg’

Ankara: The Armenian Initiative And The Hrant Dink Murder Case

THE ARMENIAN INITIATIVE AND THE HRANT DINK MURDER CASE

The agenda is full again. Following the signature ceremony of the
protocols, the hawks in Azerbaijan, Armenia and Turkey, as well as
from the Armenian diaspora, have increased their criticism of the
protocols to an obnoxious level, or at least to an ill-intended level.

On Monday, the 11th trial of the murderers of the Armenian-Turkish
journalist Hrant Dink began. On Wednesday, we had a soccer game with
Armenia. On the very same day, the European Commission released its
12th Progress Report on Turkey. Not all developments are noted in the
report, as it is not easy to keep up with the crazy events in Turkey.

Regardless of the end result, the protocols are a harbinger of
a brand-new period. New foundations are being laid down not only
between Turkey and Armenia, but also in the larger Caucasus, including
Azerbaijan, Georgia and even Iran and Russia. On the other side,
this historic signing will most likely affect relations with the
Armenian world and with the Armenian diaspora in particular. Owing to
the protocols, differences have surfaced within the diaspora – clear
evidence that it never was a monolithic entity. Within the diaspora,
there are a limited number of people who are making a lot of noise.

They do not care about the future of the Armenian Republic, make
unrealistic demands and claim that it sold out the diaspora. They are
not necessarily members of the historic Anatolian Armenian parties
such as the Dashnaktsutyun, or Armenian Revolutionary Federation,
the Hinchak, or the Sound of the Bell, and the Ramgavar, or the
Democratic Liberal Party of Armenia. Some are unfortunately former
Armenian state officials and politicians, such as former Foreign
Minister Vartan Oskanian, who had supported dialog during his time
in office. On the other hand, there is a silent majority that is calm
and sober enough to grasp the importance of the protocols.

The best example of this silent majority is the Armenian General
Benevolent Union, or AGBU, which has been in existence since
1906 and has branches around the world. On Sept. 14, 2009, the
Central Board of Directors of the AGBU released a statement at
in support of the
protocols, but this went unnoticed. In the statement, the AGBU
said "[The protocols] mark a significant moment in the history of
relations between the Armenian and Turkish peoples. It presents major
ramifications for both the government of the newly independent Republic
of Armenia and the Armenian nation worldwide."

On this matter, Turkish Prime Minister Recep Tayyip Erdogan should
be better advised to note the nuances in the diaspora, as he has
insistently presented the diaspora as a monolithic group.

Last holdout the Hrant Dink Case?

In addition to all these developments, "Hrant’s friends" gathered in
front of the Barbaros Monument in BeÅ~_iktaÅ~_ on Monday, announcing
the following in a statement to the press: "Today, we could have taken
major steps toward justice. We could have shed a light on who directed,
protected this flock of murderers and what was the motive of the state
officials in question who helped them. We could have taken at least a
bit of comfort. If we weren’t able to, it’s because we were prevented
from achieving justice. Apparently, it is not the right time for a
"Hrant Dink Opening."

They are right indeed! Despite the fact that the court has been more
receptive to the demands of Hrant’s lawyers in comparison to the
previous ten sittings, we should acknowledge that the state has been
reluctant and unfair during the Hrant Dink murder case. Especially now,
when, irrespective of its consequences, the initiative toward Armenia
looks to be taking an historic turn; especially now, when there has
been progress on the issue of non-Muslim foundations, including
those of the Armenians; when civilian initiatives are coming one
after the other; when Turkey has started to recall its lost "Armenian
memory;" and when we are at the point of no return. However, the last
nationalist holdout still standing is the murder case of Hrant Dink,
a person who contributed in one way or another to making all these
positive developments happen.

Nino Burjanadze, a Georgian opposition frontrunner and
former parliament speaker, is reportedly cooperating with
Armenians. Burjanadze, who was previously linked to pro-Armenian
forces, is now said to be an honorary member of a foundation formally
defending the neighboring South Caucasus republics interests in the
region. According to the Georgia Online news portal, the former speaker
sits on the steering board of the Sivilitas foundation established by
the former Armenian foreign minister Vardan Oskanian. It is of note
that Burjanadze has not dismissed the reports. Burjanadzes spokesperson
confirmed her representation in the Sivilitas leadership but said
she had been estranged due to her chairing a political party. Under
Georgian laws, a party leader cannot be part of a non-governmental
organization.

/PanARMENIAN.Net/ The bust of the Armenian poet, ashug Sayat-Nova
was established October 16 at the center of Yerevan.

"We must remember our brilliant and talented ashugs. They have enriched
our culture and laid the basis for its further development, " a French
sculptor of Armenian origin, the author of the bust Toros Raskelenian
said. Toros Raskelenian was awarded the Legion of Honor of the French
Republic and the Order of Movses Khorenatsi of the Republic of Armenia.

Toros Raskelenian as early as in April this year, expressed willingness
to gift a monument to Sayat-Nova to Yerevan, the monument is dedicated
to the memory of the sculptor’s mother.

The bust unveiling ceremony was attended by the mayor of Yerevan
Gagik Beglaryan and the Minister for Diaspora Hranush Hakobyan.

"We will try to have as much as possible such remarkable sculptures
in Yerevan," the mayor Gagik Beglaryan said.

Sayat-Nova, Haroutiune Sayadyan – (1712-1795), Armenian poet,
musician, ashug (Caucasian folk poet and singer), a master of
love poetry, was born in a family of a native of Aleppo settled
in Tiflis. Nineteen-year-old young men he had left to wander for 7
years. It is still a riddle which countries had Haroutiune Sayadyan
visited.

He returned Tiflis with Sayat-Nova name, which means "king of songs"
or "lord of music" in Hindi, as Hovhannes Tumanyan suggested.

Rumour about the amazing ashug immediately spread over the town. After
listening to the singing of Sayat-Nova, King Irakli II generously
rewarded him and made his court ashug .

Sayat-Nova, serving as the head of the palace ensemble, lived at
the court more than 10 years and eventually became a victim of the

Armenia-Turkey relations is the most critical issue for the Union of
Armenians in Russia. Each Armenian is concerned, as it is a matter of
national interests and security", UAR president Ara Abramyan stated at
the Reception House, October 16. According to him, the positive aspect
of the border opening is a resumption of communication means, that
will assist the development of small and medium enterprises in Armenia.

"With border opening we will again prove the world who we are, and
show our readiness for dialogue. We made a go-ahead in the relations
with Turkey. Eventually, people link the betterment of their life
with border opening," Abramyan outlined.

According to him, there are no pros and cons in Armenia-Turkey
relations’ normalization. "Today all Armenians think alike. There are
sensitive people with their own opinions and approaches. The purpose
of RA President’s visit was to hear out standpoint of Diaspora and
make a decision based on that," Abramyan stated, adding that to day
Turkey did nothing for Armenians to confide in. It keeps up Armenians
in blockade and always seeks to raise voice against Armenians. "It
is naive to think Turkey will jeopardize Azerbaijan for the sake of
