At the Court of First Instance of Shengavit Community of Yerevan,
well-known police officer and a plaintiff in the case Vazgen Dabaghyan
was interrogated during political prisoner Nikol Pashinyan’s case.

Dabaghyan described what happened on October 23, 2007, at the
intersection of Abovyan and Koryun streets during the opposition’s
march.

Dabaghyan said he received instructions to go there from his
superiors. Reaching the intersection, he saw 150 people, who, according
to the police officer, hindered traffic, brought about congestion,
and blocked pedestrians’ route to cross the street. Thus, Dabaghyan
surmised, police officers pushed people to the wall, and then a
skirmish began between police officers and march participants.

The police officer also added that in the chaos that ensued, Pashinyan
kicked him. The course of the smooth story drastically changed,
however, when Pashinyan and his attorney Lusine Sahakyan began to
cross-examine the witness.

The police officer was unable to respond to the attorney’s questions of
where people had gathered, why they were pushed to the wall, whether
there was a congestion or not. Dabaghyan was contradicting himself,
stating different things at different times.

When Pashinyan asked how the plaintiff saw him, the latter answered
by saying he recalled how Pashinyan was waving a megaphone in one
hand, while his other hand was similarly waving in the air; however,
a little while later, Dabaghyan said that Pashinyan was pushing and
pulling police officers with the other hand, which elicited laughter
among those in the courtroom.

And during that time, according to the plaintiff, Pashinyan kicked
him. Asked by the political prisoner whether, at the time of the
alleged kick, Pashinyan was alone, the plaintiff said there were many
people there and it was a chaotic situation.

Pashinyan asked in that case how the plaintiff could recognize his leg
or shoe among the 150 people the plaintiff mentioned. Nevertheless,
the plaintiff insisted he saw how Pashinyan kicked him. The witness
was unable to answer numerous other questions.

After the examination, the judge said the court session will be
postponed till October 28 in order to notify witnesses. Vardan
Vardanyan, Karen Grigoryan and Vazgen Serobyan will be examined on
that day.

As a rule, the art of successful politics and diplomacy, whose
fundamental objective is to resolve problems, always aims to improve
the ranking and position of a nation-state when there is a seeming
balance, to preserve the status quo if someone is trying to change
that balance or to do damage-control and stall the decline brought
by forces outside its control for as long as possible. However, the
aim is never to worsen the country’s short-, medium- and long-term
posture, goals and objectives – what is sometimes referred to as the
national interest of the state. Regrettably at the moment, it seems
to be the case that Turkey’s policy of "zero-problems with neighbors,"
has resulted in the worsening of its geostrategic stance in the south
Caucasus and Caspian regions.

Conceptually, the notion of "zero-problems with neighbors" is a
highly appealing and welcoming academic theory. The reality, sadly,
differs, as there is no real precedent in the history of international
relations for any one country to rapidly improve relations and resolve
several sizeable problems in a short, compressed time-frame. While it
is true that the world, especially the Greater Middle East, has had
centuries to work out its still unresolved problems, that necessitates
fresh theoretical approaches. Moreover, these new methods should
not undermine, fracture or spoil something that works and has been
cherished and built for previous generations. As a famous Russian
proverb says, it is better to have a smaller bird in hand, than a
bigger bird in the sky. Primum non nocere – do no harm.

While everyone in the Turkish government understands the supreme
importance of a special and strategic relationship with the biggest
and most important country in the south Caucasus region, fraternal
Azerbaijan – including the architect of the "zero-problems" theory,
cabinet minister Ahmet Davutoglu, who cites this Turkic country
repeatedly in his book – it seems that the latest series of setbacks
are the result of unclear communication, insufficient consultations,
outright insensitivities and poor calculations. It did not have to be
so – after all, the ambitious undertaking by the Turkish government
could have been clearer and far more successful. After all, the end
goals of the two states, are one and the same – peace, prosperity
and development.

The "zero-problems" policy’s scorecard remains a mixed bag of advances
and frustrating setbacks. Guided by the new policy, Turkey has achieved
some great successes, such as the resolution of the PKK terrorism,
improving relations with the Arab world and historic nemesis Iran,
repairing relations with the U.S., as well as a new, unprecedented
strategic relationship with Russia that has brought a flood of
important energy megaprojects. Turkey has also legitimized itself
as a permanent actor and acceptable broker in the affairs of the
south Caucasus. However, the list of setbacks and potential failures
are no less thought-provoking: One can point to the Cyprus issue,
EU accession being as far away as ever, worsening relations with
Georgia, problems with Israel and the Jewish lobby, the recruitment
of an increasing number of co-sponsors in an anti-Turkish resolution
from the U.S. Congress by the Armenian lobby (i.e., "business as
usual"). In addition to these, it is necessary to mention the rift
with Azerbaijan over the worsened prospects of an Armenian military
withdrawal from Nagorno-Karabakh and seven adjacent regions due to
the Armenian calculation that it can now prolong occupation and get
a better deal once the land border with Turkey is open. That is the
crux of Azerbaijan’s frustration with the symbolism of the opening
of the border before Armenia commits to a withdrawal from Karabakh.

The Armenian government and the diaspora view it in zero-sum terms,
while Turkey quixotically attempts to achieve a positive-sum result.

If Turkey’s gambit will result in long-term cooling of relations with
not just Azerbaijan, but the Azerbaijani people, and by association,
with the rest of the Turkic world in Central Asia – who are watching
how all this plays out and will make their determination – it
would be the equivalent of the Justice and Development Party, or
AKP, government shooting itself in the foot. It does not make much
economic or geographical sense to essentially trade the interests
of a fraternal nation that fought alongside the Turkish people –
even in Gallipoli in 1915 – and with whom Turkey enjoys almost $3
billion in growing trade turnover and a geopolitical renaissance
due to the Baku-Tblisi-Ceyhan and Baku-Tblisi-Erzurum pipelines for
a much smaller and inherently hostile nation with only about $200
million in trade turnover with bleak prospects.

Even though this is not the aim of Turkish calculations, it is how
it appears to many, especially after such examples of insensitivity
like the allowance of the flag of separatist Karabakh during the
football match in Yerevan, but the public interdiction, and subsequent
disrespect, of the Azerbaijani flag during the match in Bursa (it
should be noted that several oversized Turkish flags were present
at the Azerbaijan-Russia game that same day in Baku). One should not
forget either the unprecedented special cooking by the First Lady of
Turkey for the Armenian President, who admitted culpability for the
single biggest tragedy in Karabakh, the Khojaly Massacre of 1992,
when hundreds of Azerbaijani civilians were violently killed overnight.

The reality of a multi-polar world is that Turkey’s goodwill and
attempt to help resolve regional problems could result in potentially
embarrassing failures, like it did on the Cyprus issue. Neither U.S.

President Barack Obama and his government nor President Sarkisian
in Armenia can prevent or completely stop the Armenian lobby’s
determination to push forward their very raison d’être. Likewise, EU
bureaucrats will be unable to convince all member nations that Turkey
deserves to become a full fledged member of that union. Armenia,
meanwhile, will be unable to generate even 10% of trade benefits
with Azerbaijan. However, Azerbaijan, and, importantly, its people,
can turn back, and with them close the Turkish bridge to the other
Turkic nations of Central Asia. At the moment, it seems that Turkish
government is still confident it can pull this gambit off, and could
be guided by the famous words of the grand strategist Metternich:
"Diplomacy is the art of avoiding the appearance of victory."

ArmInfo. Eco-Expo is underway in Armenia in the frame of SunChild
Environmental Festival. The expo will be underway from October 26th to
29th in the hall of NPAK (Armenian Center for Contemporary Experimental
Art), in the same building where most of the festival’s film program
will be screened. Thus all visitors of the films will automatically
also pass the Eco-expo. Surely the whole exhibition will also raise
a lot of media attention.

The event organizers say SunChild Environmental Festival wants to
promote change and advocate for a caring attitude towards nature. The
SunChild Eco-Expo is a colorful and attractive event which aims to
introduce Armenian society to positive ecological approaches. For
example, the saving of energy and water, recycling, and the reduction
of garbage by using sustainable materials. It will also offer teachers
and parents the possibility to inform themselves about new creative
approaches in environmental education. The core of the Eco-Expo
will be an exhibition of the environmental projects implemented all
throughout Armenia by the young members of SunChild Eco-clubs. Each
SunChild Eco-club will have a booth where the young members can
display their environmental activities. The young environmentalists
will demonstrate environmental handicrafts like beautiful self made
paper from waste paper, and art objects made from garbage. They will
also present how to build a solar oven from tin cans. Moreover they
will inform the public through self-made brochures and booklets about
nature protection and environmentally friendly behavior.

In addition to the booths of the SunChild Eco-clubs the festival
organizers want to offer companies and international organizations the
chance to present their green products, strategies and achievements.

So, for example a printing house will present recycling paper, OSCE
will introduce the structure of Aarhus Centers to the public and the
GTZ department for sustainable management of biodiversity will offer
insights into its work here in Armenia.

The aim of the festival is to focus public attention on wildlife and
nature preservation issues, raise their awareness around those issues
targeting all groups of the society – children, youth, businessmen,
as well as ordinary citizens.

The festival program is comprised of a rich film program and also
various environmental activities and campaigns. 85 films from 35
countries are listed in the film program with 16 films included in the
main competition program and 35 films – in the informational program.

Keeping children and youth in the centre of attention, the festival
program involves an extensive film program for children with 32 films
in the educational and children’s film competition category. The key
partner and co-organizer of the festival is VivaCell-MTS company.

A charitable fund-raising dinner, featuring 80 Armenian businessmen
took place at the Ararat Park Hyatt Hotel in Moscow at the initiative
of the President of the Republic of Armenia, President of the Board
of Trustees of the "Hayastan" All-Armenian Fund, Serzh Sargsyan.

Members of the Board of trustees, President of the Nagorno Karabakh
Republic Bako Sahakyan and Speaker of the National Assembly Hovik
Abrahamyan were present at the meeting.

The funs raised will be allocated to Shoushi development programs.

Addressing the attendees, President Serzh Sargsyan said, in part:

"As you know the annual fund-raising of the Hayastan All-Armenian
Fund has started. This time the donations will be allocated to the
development programs of Shoushi. The city that was once one of the
educational and cultural centers of Eastern Armenia, the city we have
always been proud of needs our support today.’

President Sargsyan called on the businessmen to generously participate
in the fund-raising. The Hayastan All-Armenian Fund will announce the
total sum of the donations during the annual Telethon on November 26.

Voilà un lapin qui va sauver sa peau. Le Nabaztag, ce mammifère
électronique relié à Internet et commercialisé par la société Violet,
doit trouver un repreneur aujourd’hui. Suite au redressement
judiciaire de l’entreprise prononcé en juin dernier, le tribunal de
commerce de Paris va devoir faire son choix parmi trois prétendants :
un projet de reprise par trois salariés de Violet, le groupe TXCOM
premier fabricant européen spécialisé dans les terminaux
radio-fréquence et l’éditeur de jeux vidéo Mindscape. Un quatrième
candidat, GoProd, dont Iliad, la maison mère de Free, est actionnaire,
a retiré sa candidature. Selon nos informations, Mindscape est le
mieux placé pour reprendre l’entreprise car son offre prévoit de
conserver le plus grand nombre de salariés et de racheter pour
plusieurs centaines de milliers d’euros d’actifs de l’entreprise. Et
la trésorerie nette de Mindscape s’élevait à 8,59 millions d’euros Ã
la fin juin. De quoi rassurer le tribunal de commerce pour la reprise
de Violet.

Connecté et serviable

La société, fondée par Rafi Haladjian, a commercialisé en 2005 le
premier lapin Nabaztag (lapin en arménien) et en a vendu près de
150.000 exemplaires dans le monde. Ce lapin multifonction, connecté en
permanence à l’Internet, offre des services pratiques comme
réveille-matin, la météo, la diffusion de radios personnalisées, une
messagerie, ou encore la lecture audio de livres équipés de puces RFID
Plus récemment, Violet a commercialisé le Mirror, un lecteur de puce
RFID qui se connecte sur l’ordinateur. Il est fourni avec deux petits
lapins (baptisés « Nanoztags ») et trois timbres (les « Ztamps »).
Chacun de ces objets contient une puce communicante sans contact,
lisible par le Mirror. Mais ce dernier produit ne s’est vendu qu’Ã
quelques dizaines de milliers d’exemplaires, et la société a
enregistré de mauvaises ventes à l’étranger et dans les réseaux de
grande distribution qui ont pesé sur ses comptes. Violet a réalisé un
chiffre d’affaires de 2,2 millions d’euros à fin 2008, contre 3,2
millions d’euros un an plus tôt. Ces objets communicants pourraient
venir en complément des jeux vidéo édités par Mindscape.

Contacté, l’éditeur français n’a pas souhaité faire de commentaires
avant la décision du tribunal de commerce attendue ce jour. Si le
groupe Mindscape dégage une assise financière plus solide que ses
rivaux, la société doit tout de même faire face à une baisse du marché
du jeu vidéo, notamment sur la console portable Nintendo DS. Sur le
premier semestre, le chiffre d’affaires de la société a baissé de 19 %
à 14,8 millions d’euros pour une perte nette de 6,1 millions d’euros.

The girls of Hollyscoop Diana Madison , Nora Gasparian and Ani
Esmailian will host the 2009 ARPA International Film Festival closting
gala at the Egyption Theatre this Sunday October 25, 2009.

More than 20 nations including Armenia, Venezuela, Turkey, Brazil,
France, Peru, Canada, Mexico, Malawi, Israel, Spain, China, Bhutan,
India, and Iran are represented among the feature films, shorts,
documentaries, music videos and animations that will screen during the
festival. `Our programming department tracked the global film market
for the last year and singled out the exemplary films relating to
Arpa’s mission ` to present the works of filmmakers exploring such
issues as war, exile, genocide, and environmentalism,’ says Arpa
Festival director Alex Kalognomos.

This year’s recipient of Arpa International Film Festival’s Armin T.
Wegner Award, which is awarded annually to a motion picture that
contributes to the fight for social conscience and human rights, is
`Voices from Inside: Israelis Speak.’ `This feature length documentary
film is based on the stories of 16 Jewish Israeli voices of
conscience, each representing a different facet of the peace movement
inside Israel,’ says Zaven Khatchaturian, Arpa International Film
Festival Curator, who invited the filmmakers, producer/director Lucy
Martens and producer Marjorie Wright, to the festival.

The Armenian Educational Foundation (AEF) will receive this year’s
Arpa Foundation Award. Over its 60 year history, AEF has been
committed to youth and the pursuit of higher learning. To that end,
the organization has built and supported the establishment of hundreds
of day schools around the world. A short film, produced by Christina
Hacopian (`Gossip Girl,’ `Bride Wars,’ `Dirty Dancing’) and directed
by Sevag Vrej (award-winning feature film director of N-4 and Serj
Tankian’s MVPA-nominated `Feed Us’ music video) documenting AEF’s
educational endeavors will be screened during the closing night awards
ceremony. `The legacy of AEF will be eternal ` for as long a children
have schools in which to learn and advance,’ says AFFMA Founder Sylvia
Minassian.

The 12th Annual Arpa International Film Festival will present a

Turkey will fight for liberation of Azerbaijan’s occupied territories

Ankara will fight for the returning to Azerbaijan of its occupied
territories, said Turkish Foreign Minister Ahmet Davutoglu.

"Within a short period of time Turkey managed to break the deadlock in
the negotiating process. The Azeri lands are also ours, so we will
fight for them until the end," Davutoglu told Azeri journalists on
Thursday.

"We openly declare to the Azeri public that Azerbaijan’s territorial
integrity is just as dear to us as Turkey’s. We will never cause any
harm to it," said Davutoglu, commenting on the allegations that the
stabilization of the Armenian-Turkish relations will hurt the Karabakh
settlement process.

Thanks to Turkey’s efforts, there were five meetings between the Azeri
and Armenian presidents over a five-month period, he said. "During
that time Turkey achieved much more than anybody else did throughout
all these years. All this is thanks to the platform of stability and
development in the Caucasus proposed by Turkey. Karabakh was the first
question we raised at our meeting with President Obama. Karabakh was
again the first question at my meeting with U.S. Secretary of State
Hillary Clinton held one of these days. Turkey will always raise this
issue no matter what," the minister said.

"The current Turkish government, just like the previous one, will
never change its policy on Karabakh, nothing can do damage to our
unity or change Turkey’s strategy on this issue," said the Turkish
foreign minister.

An Azerbaijani senior official has said the removal of Turkish flags
from the memorial was coincidence following the incident with
Azerbaijani flag in Turkey.

Ali Hasanov, head of the public political department of the
Presidential Administration, has said the removal of Turkish flags
from the memorial in Baku was legal and coincided with the incident
related to Azerbaijani flag in Turkey by chance, opposition daily Yeni
Musavat reported. TV footage showed Azerbaijani flags in dustbins
during Turkish-Armenian football match on 14 October.

"This happened by chance. But the process has started a while ago. The
removal of flags is regulated with the law on raising flags of foreign
countries in Azerbaijan," Yeni Musavat quoted Ali Hasanov as saying.

Minister Nalbandian To Visit Luxemburg

WCO Secretary General Kunio Mikuriya paid his first visit to Armenia
to be introduced with praised reforms, implemented in customs system.

Chairman of the State Revenue Committee, Gagik Khachatryan, and WCO
Secretary General, Kunio Mikuriya, presented meeting’s results to
journalists at a joint press-conference.

"The strategic reforming programs were carried out with direct
participation and contribution of World Customs Organization," said
Gagik Khachatryan. He praised the realization of a joint "Columbus"
project aimed at assessment of the capacity of customs-houses in
different countries over the world. WCO Secretary General Kunio
Mikuriya underlined that the reforming programs had "political
support".

It’s also expected that WCO Secretary General will meet with Armenian
President Serzh Sargsyan and Armenian Prime Minister Tigran Sarkisyan.
