EPISCOPAL DIVINE LITURGY AND BLESSING OF MADAGH ON THE NAME DAY OF HOLY
MARTYRS CHURCH IN ENCINO

According to the Armenian Church Calendar, Saturday, October 31st,
is the All Saints Day, which is also the name day of Holy Martyrs Church of
Encino.
On this occasion, on Sunday, November 1st, 2009, H.E. Archbishop
Moushegh Mardirossian, Prelate, will celebrate Divine Liturgy and deliver
the sermon at Holy Martyrs Church. The Prelate will also conduct the
blessing of madagh.
And on the evening of Friday, November 6th, the 46th anniversary of
Holy Martyrs Church will be celebrated at "Deukmejian" Hall of Ararat Home
in Mission Hills. The banquet is organized by the parish Pastor, Board of
Trustees, and Ladies Auxiliary, and is being held under the auspices of the
Prelate. The evening will be hosted by the Arevian and Gulesserian
families.

35TH ANNIVERSARY OF TUFENKIAN PRE-SCHOOL

On Friday, November 6th, 2009, Richard Tufenkian Pre-School will
celebrate its 35th anniversary with a banquet to be held under the auspices
of H.E. Archbishop Moushegh Mardirossian, Prelate, at Omni Hotel in Los
Angeles.
Rev. Fr. Vazken Atmajian will represent the Prelate at the banquet.

PRELATE CONVEYS HIS BLESSINGS AT THE
10TH ANNIVERSARY EXHIBIT OF ART 4 ART

On Wednesday, October 28th, 2009, the 10th anniversary exhibit of
Art 4 Art Fine Art Studio was held at "Armenak Der Bedrossian" Hall of St.
Mary’s Church in Glendale. The exhibit was organized by Hamazkayin Regional
Executive and featured the works of Art 4 Art students and teachers Samvel
and Razmik Hadjikian.
H.E. Archbishop Moushegh Mardirossian, Prelate, visited the exhibit
and conveyed his congratulations and commendations to Samvel and Razmik
Hadjikian. The exhibit officially opened with a prayer led by Rev. Fr.
Ardak Demirjian on behalf of the Prelate.

President Serzh Sargsyan received today the Chairwoman of the CIS
Interstate Aviation Committee, Tatyana Anodina.

President Sargsyan positively assessed the experience of the Committee
during the 18 years of its existence and underlined that Armenia was
ready to expand the cooperation targeted at the reinforcement of the
aviation security of our country.

Serzh Sargsyan noted that aviation was of particular importance to
Armenia. Therefore, the issues of development of the sphere are always
in the focus of attention.

Tatyana Anodina presented to Serzh Sargsyan the activity of the CIS
Interstate Aviation Committee in different directions.

STAR Is Planning To Increase Its Capital

STAR IS PLANNING TO INCREASE ITS CAPITAL

ArmInfo. The shareholders of STAR, the biggest supermarket network
in Armenia, have decided to increase the company’s capital, STAR CEO
Vahan Kerobyan said during the opening of the renovated supermarket
at 21 David Anhakht Str. today.

The increase of the capital by the shareholders – Henrik Zakharyan
(71.7%) and the European Bank for Reconstruction and Development
(28.3%) – will help the company to implement its capital and long-term
plans. The money will be spent on reduction of obligations to suppliers
and opening of new supermarkets in Yerevan. "We are going to spend
part of the money to improve purchasing terms and to increase our
margin," Kerobyan said.

He said that STAR has carried out a large-scale reorganization program
on the basis of international standards. As a result, the efficiency
of the company has grown by 2.5 times.

"We have started to focus our attention on network operations,
particularly, on new marketing solutions. As a result, we have achieved
serious results. But we have much to do yet to attain the level of
our colleagues in Europe and the United States," Kerobyan said.

He said that STAR has significantly improved its stock line on the
basis of local and international experience.

The renovated supermarket at 21 David Anhakht Str. was opened in July
2006 and was the third store of the network. Now, the store has been
harmonized with all retail trade standards. "Due to rearrangement,
we have increased the window space by 20% and have enlarged the
assortment of non-food and seasonal commodities," Kerobyan said.

The shop sells almost 10,000 items: 80% of them are food, 20% non-food
products. This is a 100% self-service facility with state-of-the-art
illumination and air conditioning. The shopping space is 630 sq
m. The supermarket has almost 50 shop assistants, 6 points of sale,
drugstore, pawnshop, cleaner’s, AFC cafe.

As regards the growing competition on the retail trade market,
Kerobyan said that sometimes the advantages of high competition are
zeroed by tax inequality.

The State Income Committee of Armenia reports that in Jan-Sept 2009
STAR Divide was among the 300 biggest tax payers of Armenia. The STAR
network was launched in 1998 and has 13 supermarkets (12 in Yerevan
and 1 in Hrazdan).

OSCE is encouraged by "positive momentum that the recent frequent
meetings of the presidents of Armenia and Azerbaijan have created,"
stated the OSCE Chairman-in-Office, Greek Prime Minister and Foreign
Minister George Papandreou, speaking at the OSCE Permanent Council
Session in Vienna on October 29.

"I would like to pay tribute to their tireless efforts to find
a mutually acceptable solution to the Nagorno-Karabakh issue,"
Papandreou said.

He also paid tribute to the Minsk Group Co-Chairs and his personal
representative Andrzej Kasprzyk.

According to him, the conflicts prevent from the regions’ development
and there are "potential sources of discord and we cannot afford
to leave them on the back burner. The war in Georgia has proven
this point."

The OSCE Chairman-in-Office underlined that "for the populations
affected, irrespective of their national origin, the concept of
cooperative and indivisible security has no practical value. They
all need peace and stability, not a fragile status quo."

Azerbaijani pro-government lawmakers have criticized US Vice President
Joe Bidens recent statement in Romania that called on Eastern Europe
to aid several former Soviet republics on their path to democratic
rule. Addressing political leaders and students at Bucharest University
last week, Biden mentioned the past revolutions that toppled communism
in the former Soviet satellites. He praised Eastern Europe for the
achievements made in the past two decades since the Iron Curtain fell,
calling on Romania and its neighbors to help countries such as Armenia,
Azerbaijan and Belarus to boost democratic development.

MP Siyavush Novruzov, deputy executive secretary of the ruling New
Azerbaijan Party (NAP), speaking at a Milli Majlis (parliament) session
on Tuesday, blamed world countries for a double standard approach to
the developments ongoing in the region. He said it was unacceptable
for an official of a superpower to draw parallels between Armenia,
which occupies part of Azerbaijans territory, and the latter, which
has been subjected to an aggression. Azerbaijan and Armenia fought
a lengthy war that ended with the signing of a cease-fire in 1994,
but Armenia continues to occupy Upper (Nagorno) Garabagh and seven
other Azerbaijani districts in defiance of international law.

Peace talks have not yet resulted in resolving the conflict. According
to Novruzov, the U.S., as a co-chair of the OSCE Minsk Group brokering
settlement of the Upper Garabagh conflict, should say its piece to the
invading nation. The United States allocating financial aid to Armenia
and its endless endeavoring to achieve opening of the Turkey-Armenia
border is unfair, the NAP deputy executive secretary said. Novruzov
noted that the people are the Azerbaijani authorities stronghold,
saying government has always formed in the country through free and
fair elections. This being said, everyone should attend to internal
problems in their own countries and forget once and for all playing
the role of a military police regime in other [countries] territories.

We witnessed what shape the countries where color revolutions were
staged ended up in. Novruzov said the Azerbaijani parliament should
send an appeal to US Congress and the US embassy in Baku over such
irresponsible statements. Zahid Oruj, deputy chairman of Ana Vatan
party, recalled that such statements have been made in the past. He
further called on Washington to heed attention to the Garabagh
problem. If the U.S. is supporting democracy-building in Azerbaijan,
it would be good to start with Garabagh. The reality of occupation
is dealing a blow to democratic development in the country, said
Oruj. He added that comparing Azerbaijan with Belarus and Armenia
means belittling Azerbaijan.*

YEREVAN, OCTOBER 29, NOYAN TAPAN – ARMENIANS TODAY. RA Minister
of Diaspora Ms. Hranush Hakobian on October 27 received Mikhail
Khachaturian, Head of the Armenian community in the Republic of
Tatarstan (Russia), member of the Presidency of Tatarstan’s Peoples
Assembly.

M. Khachaturian informed the minister that 10-15 thousand Armenians
live in Tatarstan and presented the work done by the Armenian community
there. He said that a Museum of Friendship, which is also the Armenian
center, has been established in an area allocated by the Municipality
of Kazan, the capital city of Tatarstan. According to M.

Khachaturian, an agreement on making Kazan and Yerevan sister cities
is being prepared for signing. A Sunday Armenian School with 40 pupils
functions in Kazan. Armenians take an active part in construction work
in Tatarstan, and they are also famous in other fields of social life.

H. Hakobian attached special importance to the involvement of
Tatarstan’s Armenian community in some projects and to the preservation
of Armenian identity, in particular, the solution of the problem of
knowledge of Armenian language. In her words, the participation of
Armenian students and pupils from Tatarstan in the programs organized
by the RA Ministry of Diaspora will serve this purpose. She also
underlined the importance of exchanging information through the
ministry’s electronic newspaper – Hayern Aysor.

First, the council reviewed the status of the assignments given at
its previous sitting.

The meeting also decided to settle definitively the problem of
certificates asked at customs points for those products non-envisaged
under Armenian laws and follow-up inquiries made to importers on the
given question.

To underpin "start-up" companies, a consultant engaged to that effect
was said to have designed the concept of the innovations and business
center.

Strategic Task Force Head A. Kuchukyan reported on the status of the
priorities program, including the development of a uniform schedule
for e-government and electronic society programs.

He gave the details of the work done so far towards promoting computer
literacy in the sphere of education.

Noteworthy is the Training One program which is still being tested
and discussed. The meeting discussed possibilities for getting private
sector and academic field representatives involved in the next stages
of this program. In this connection, a number of assignments were
issued to corresponding state departments.

Samvel Melkonyan thinks his decision to return to former club FC
Banants at the beginning of the season has been justified by his
recall to the Armenia squad after a year-long absence.
Difficult time Melkonyan joined FC Metalurh Donetsk from the
Yerevan-based outfit in 2008 but failed to settle in Ukraine, making
just 16 Premier League appearances for the club, nine of which came as
a substitute. His failure to earn a regular place in the Metalurh team
cost Melkonyan his place in the Armenia setup and only served to
compound what the midfielder described as a "hard period for me".
Feeling at home
"For sure I really wanted to play and do my best," he told
uefa.com. "I received a call-up to the national team for the last two
World Cup qualifying games against Spain and Turkey. As far as I know,
the coaching staff were satisfied with my performances. Hopefully I
made the right decision when I moved back to Armenia. Banants are my
native club and I feel like a fish in water here."
‘Good shape’
Armen Gyulbudaghyants was appointed Banants coach at the end of the
2008 season and the trust he immediately placed in Melkonyan has been
rewarded with some stirring performances. In 21 appearances in the
Bardzraguyn khumb this term, the 25-year-old has struck a career best
eleven goals, including five in his last four matches. "It is mainly
[down to] Gyulbudaghyants why I am getting regular playing time and
feel in good shape," said Melkonyan. "I understood that he trusted me
and it gave me confidence."
‘World-class player’
The respect is mutual, with Gyulbudaghyants adding: "Melkonyan can be
useful for any team. I’m sure that he can be an example for young
players. He has everything that a world-class player should have. He
just needs to be more confident."
Injury problems
Confidence was clearly not something which affected Banants in the
early stages of the campaign, however. The capital club won six of
their opening seven matches and reached the Armenian Cup final =88′
losing 1-0 to FC Pyunik =88′ yet with two games of the season
remaining they find themselves fourth in the eight-team championship,
16 points off the pace. "I don’t know what has happened," added
Melkonyan of the side’s mid-season slump.
"Every club has ups and downs. Maybe we had too many injuries. We’ve
never played with our best squad."
No distractions
For now, though, Melkonyan is simply delighted to be back in the
international fold and is focusing on ending the season on a high. "I
was glad to get an international call-up even though I have played for
the national team before; I wanted to prove that I am good enough to
perform for Armenia," he added. "At the moment I’m concentrating on
the league. We have two more games where we have to take six
points. If I have some offers I will be ready to discuss them."
