RA Prime Minister Tigran Sargsyan received a delegation of
SOS-Kindersdorf International led by Zdenko Sedlar, Regional Director
for Central and Eastern Europe, Baltic and CIS States.

Welcoming the delegation, Tigran Sargsyan expressed appreciation
of the ongoing dialog between SOS-Kindersdorf International and the
Government of Armenia. Evoking the agreements reached during the Prime
Minister’s visit to SOS-Children’s Village, the head of government
said today’s meeting was a good opportunity to follow up on issues
of mutual interest.

In turn, Zdenko Sedlar thanked the Prime Minister for his care
and thoughtfulness of the needs of Children’s Village residents by
stressing that the cooperation with the Government of Armenia might
provide a model in shaping relations with other partner governments.

He advised that a second such village will be opened next year in
Idjevan town of Armenia.

The parties went on to discuss the possibility of signing a memorandum
of understanding reflecting the expectations of either side. With
a view to identifying the existing legal and statutory facilities,
the interlocutors decided to study the European expertise available
in this area.

Desirous of expanding the cooperation, the head of government said he
was prepared to address the bottlenecks encountered by the Organization
on the way to expanded operations in our country. Tigran Sargsyan
imparted his willingness to introduce SOS Kindersdorf’s methodology
and know-how in our country for tackling destitute children’s welfare
problems.

After the parties had expressed readiness to harmonize the two sides’
approaches to the memorandum of understanding as shortly as possible,
the Prime Minister told the ministries and agencies concerned to
speed up work in this direction.

YEREVAN, NOVEMBER 12, NOYAN TAPAN. RA President Serzh Sargsyan,
on November 12, receiving UN Permanent Coordinator, UNDP Permanent
Representative Konsuelo Vidal completing her diplomatic mission in
Armenia, expressed gratitude to her for the work done in the four
years and for assisting Armenia’s development programs. Attaching much
importance to programs implemented by various UN agencies S. Sargsyan
said: "We mean not only financial resources. Experience, involvement
and possibility of being compared are much more important."

K. Vidal, in her turn, thanked for UNDP-Armenia excellent cooperation.

She said that she leaves Armenia with fine memories and will always
stay Armenia’s friend.

According to RA President’s Press Office, the interlocutors
also exchanged thoughts over RA equal territorial development,
organization of census scheduled for next year. The UN Permanent
Coordinator considered noteworthy Armenia’s example: though the
global financial-economic crisis had much impact on economy, the
social programs have been kept completely.

CONCEPT OF TRANSITION TO DIGITAL TELEVISION AND RADIO ELABORATED IN ARMENIA

/PanARMENIAN.Net/ The government of Armenia approved the concept of
transition to digital television and radio at November 12 meeting. The
minister of economy Nerses Yeritsyan reported that within a month
the concept will be presented for public debate, until late 2009 the
ministry will prepare a its implementation plan and develop a package
of legislative changes to start implementation from the early 2010,
which will be completed by 2015.

In this regard, the minister noted that transition to digital
broadcasting is timely and will lay the basis of information society
in the country.

According to Nerses Yeritsyan, this project will be funded through
public-private participation, and according to preliminary estimates
investment can reach USD 200 million.

A social package, including installment of an appropriate device,
will be provided to socially vulnerable population. According to
official figures about 99 per cent of TVs purchased over the past
five or six years are adapted to digital broadcasting.

/PanARMENIAN.Net/ Two earthquakes of 3 and more points intensity have
been reported on the territory of Armenia between November 5 and 11,
National Service of Seismic Protection of Armenia told PanARMENIAN.Net.

The first earthquake having 3.4 points in the epicenter occurred on
November 8, four kilometers north of the village Ashotsk.

National Service of Seismic Protection of Armenia has denied rumors
that on November 9 at the border with Azerbaijan, the north-east of the
Armenian village Pambak seismic shock force of 3 points was recorded.

There was also an earthquake having 4 points 27-km north-east of the
city Dogubayazet in Turkey.

Armenia’s 2010 budget completely works in current situation, according
to head of the Standing Parliamentary Committee on Economic Affairs,
Vardan Ayvazyan. He also pointed that there is a range of problems
related to budget deficit. Global crisis influenced 2010 budget
making it different from 2009 one, he says. Meanwhile, main social
items didn’t really change.

"The government saved the voiced social policy," said Vardan Ayvazyan
adding that there are some reduction related to capital investments
and income.

Baku. Elbrus Seyfullayev – APA. Milli Majlis (Azerbaijani Parliament)
continued discussion over the state budget of Azerbaijan for 2010
and heard proposals of lawmakers, APA reports.

MP Samad Seyidov said the budget bill considered funding of nearly 70
embassies and consulates and 51 million AZN were allocated for this
field as against 45 million in 2009. Seyidov called it as good case
and said there was no reduction in budget allocations.

Shamsaddin Hajiyev said successful policy of recent years secured
Azerbaijani economy.

Baba Taghiyev proposed to increase resources allocated for Public
Broadcasting Company and defense expenditure. "Armenia has military
bases and special military equipments in Gumru. From this view,
Azerbaijan should increase its defense expenditure".

Lawmaker Akram Abdullayev demanded to intensify care and attention
for youth in the country and to increase resources allocated for
this sphere.

Bakhtiyar sadigov spoke about the government care for the press and
said not enough resources were assigned for the Government Support
Fund for Mass Media. "Azerbaijani press will celebrate its 135 years
anniversary soon. If the assignment is increased, it will promote
realization of credits for the press".

Hikmet Atayev proposed to elaborate program for the development of
nut production, otherwise this sphere will end its existence, said
the lawmaker. Atayev said modern medical equipments were purchased
for the country, but the doctors couldn’t use it. He said experts
should be sent abroad to improve their skills.

Ali Huseynov said increase and reduction in the budget should be
accepted as normal. He also proposed to hold attestations in the
filed of high education in the country. He said it was not correct
to squander existing resources.

The discussions are continuing.

ArmInfo. ArmenTel urges its subscribers not to call back to unknown
international numbers.

Head of ArmenTel’s Customer Service Burastan Movsissyan says that one
of the most widely spread ways to get money out of cellular clients is
to make him call back to an unknown long distance call, get no answer
and, as a result, pay a bill for the call or even for some additional
services provided to the recipient number. Movsissyan also advises
not to respond to SMSs urging customers to take part in some prize
draws by sending paid messages. "As a result, our customers come to
our office and claim their prizes. But we have nothing to do with the
people organizing such draws. We notify our customers of all draws
we organize," says Movsissyan.

Region Executive Director Garo Manjikian confronted Azerbaijani Deputy
Foreign Minister Araz Azimov on the Aliyev government’s track record
of war mongering and aggression towards Nagorno-Karabakh, at an event
hosted by the Permanent Mission of Azerbaijan to the United Nations
and the Harriman Institute of Columbia University last week.

Manjikian said in his speech that the Azeri government is working
hard to portray itself as a stable, reliable and peaceful country in
the Caucasus, while at the same time having an extensive track record
of aggression and war mongering towards Nagorno Karabakh. Manjikian
then cited three specific statements that President Aliyev made in the
past two years with direct threats to take Nagorno Karabakh by force.

A. Azimov, in his turn, said that statements coming from Azerbaijan
are are just a reaction to Armenia and that there can only be self-rule
of Nagorno Karabakh within Azerbaijan.

Another participant of the event, Ambassador Ertugrul Apakan, from
the Permanent Mission of Turkey to the United Nations expressed the
hope that the recent rapprochement between Armenia and Turkey will
spark positive developments between Armenia and Azerbaijan to settle
the Nagorno Karabakh conflict.

Elmar Mammadyarov Foreign Minister Elmar Mammadyarov told journalists
in Baku today that Azerbaijan "sees three stages in the Karabakh
conflict settlement".

The first stage is the withdrawal of Armenian troops from Karabakh
with subsequent mine clearance. The second stage is the restoration
of infrastructure, the resolution of socio-economic problems and the
third – the return of all refugees to their native lands. Only after
that will it be possible to speak about the status of Nagorno Karabakh,
Mammadyarov said.

During the three stages, the Azerbaijani and Armenian communities
of Nagorno-Karabakh will discuss the future status of this region
together.

"I would like to repeat that the issue of status can be settled
only within the framework of territorial integrity. Similar models
of resolving status have been used in Tatarstan, Bashkortostan and
most countries, including in Europe."

Mammadyarov hoped that Armenia will take a constructive position at
the upcoming talks which will help to bring closer the final stage
of resolution of the Karabakh conflict.

The foreign ministries of Azerbaijan and Armenia will continue
consultations on 1-2 December in Athens, which is hosting the OSCE
foreign ministers’ meeting. The ministries will discuss the outcome
of the meeting of Armenian and Azerbaijani presidents which is due
to be held in late November, Mammadyarov said.
