IN CASE OF PARITY APPROACH TO ARMENIA AND AZERBAIJAN COUNCIL OF EUROPE
MAY APPLY TOUGH SANCTIONS AGAINST BOTH COUNTRIES

YEREVAN, MARCH 23. ARMINFO. In case of parity approach to Armenia and
Azerbaijan the Council of Europe may apply tough sanctions against
both countries, says opposition MP Shavarsh Kocharyan.

He says that Europe seems to be closely watching Armenia to see what
the country will chose – European democracy or Asian totalitarianism.
Today only Armenia, Azerbaijan and Russia are failing to fulfill
their CE commitments. But if Russia is a country that the CE is
forced to respect – with Azerbaijan it is very tough and is very
likely to suspend the powers of the Azeri delegation during the PACE
summer session. So in autumn it may get to Armenia. Europe wants
drastic democratic reforms rather than feigned European integration.
This may put Armenia into isolation. Even the ruling coalition admits
that one more electoral fraud may prove fatal for the country.

Kocharyan says that the post-Soviet authoritarian regimes are gradually
turning towards democracy which has been proved by the recent events in
Georgia, Ukraine, Moldova and Kyrgyzstan. The US and Russian presidents
may have discussed this problem in Bratislava and may also discuss
it during the CE Summit in Warsaw in May.

Georgian President Mikhail Saakashvili arrived in Ukraine on Thursday
for talks with Ukraine’s President Viktor Yushchenko aimed at expanding
cooperation between the two Western-oriented ex-Soviet republics.

Joint energy and transport projects were expected to dominate
negotiations when the two presidents meet Friday, but the unfolding
events in Kyrgyzstan were also likely to be on the agenda. Both
countries have offered to mediate.

Protesters in the Kyrgyz capital seized control of the presidential
and government headquarters on Thursday, reportedly prompting President
Askar Akayev to flee the country and tender his resignation.

The upheaval in Kyrgyzstan has been likened to last year’s Orange
Revolution protests in Ukraine and the 2003 protests in Georgia that
helped usher opposition leaders into power. Those protests were also
sparked by allegations of widespread election fraud.

During his visit to Ukraine, due to end early Saturday, Saakashvili
was also expected to meet with Prime Minister Yulia Tymoshenko and
Parliament Speaker Volodymyr Lytvyn.

Both Saakashvili and Yushchenko have advocated a pro-Western course.
They have also talked about reviving a loose trade grouping of five
ex-Soviet republics. In addition to Ukraine and Georgia, the group
also includes Armenia, Azerbaijan and Moldova.

IN TRADITION – A Nowruz (Haft-seen) table is a display of seven
articles placed on the table representing life, health, happiness,
prosperity, love, joy and beauty.

The Glendale Community College Persian Club presents a Nowruz Baazar –
a celebration of the Persian New Year – on March 29 from 10 a.m. to
2 p.m. in San Rafael Plaza on the GCC campus, 1500 N. Verdugo Road
in Glendale.

The club will have several booths to represent the different aspects
of the Persian culture such as a Haft-seen table, a beautiful display
of seven articles with their names starting with S to represent life,
health, happiness, prosperity, love, joy and beauty; and a Chay Khaneh,
a traditional tea house that is a place to relax, eat, drink and talk –
mostly for men. The strings of history, philosophy, music, culture and
art are all attached to the walls of this cozy yet profound setting.

The Persian Club will also host Persian artist Badri Borghei for
the Nowruz Festival. In 1997, Borghei was recognized by the YWCA of
Greater Los Angeles and received a proclamation from former Mayor
Richard Riordan. Her artworks have been used in lectures by professor
Michael Hillman at Texas State University at Austin. More information

Displays of Persian musical instruments such as the tombak, tar, daf,
darieh and santoor will also be featured.

A display of Persian hand crafts, miniature frames, statues, Persian
rugs and samovar will also be featured.

Shiraz, one of the most beautiful and historical cities of Iran,
will have its own booth with a display of artwork, foods and pastries.

Books such as “Iran, the Ancient Land,” with beautiful pictures of
different parts of Iran, “Shahnameh” by Ferdowsi, in English and
biographies of great Armenian characters as Hafez and Khayam willbe
available.

Children are an important part of the Nowrus celebration. The
Persian Club will have Haji-Firuz, a disguised face character in
bright red clothes, singing and entertaining the children. His red
costume symbolizes the blood and tragic fate of the legendary Prince
Siavush and the rebirth of the god of sacrifice, while his happiness
and singing represent his joy at being reborn.

Persian foods will also be be sampled, such as Basmati rice with
safran, kabob, chicken, ashe-reshteh (traditional Persian soup),
ashe-balghoor, and more. For dessert, a traditional Persian ice cream
will be served as well as Persian pastries.

MOSCOW, March 24 — Moscow is ready for a most active contribution
to the settlement of the Nagorno Karabakh problem both in bilateral
format and as a co-chairman of the OSCE Minsk group, Foreign Ministry
spokesman Alexander Yakovenko said on Thursday.

Russia “welcomes the restoration of the Armenian-Azerbaijani
dialogue at various levels, foremost between the presidents of the
two countries,” Yakovenko said.

It should result in a rapprochement of the parties’ position on the
key settlement aspects and, ultimately, should help work out a formula
of a mutually acceptable settlement of the conflict, he added.

Commenting on Russian-Armenian cooperation, the spokesman noted that
“serious attention is paid to the coordination of efforts aimed at
boosting political interaction in fighting terrorism.”

In addition, an exchange of opinions is underway over intensifying
cooperation within the scope of the Collective Security Treaty
Organization, and further strengthening of the CSTO in the face of
new challenges and threats.

CIS problems and interaction at the Organization for Security and
Cooperation in Europe and other international organizations occupy
an important place in the contacts between Moscow and Yerevan.

Russia and Armenia also focus on coordinating their efforts in
normalizing the situation in the Caucasus, including within the
framework of the “Caucasian Four.”

It helps create an atmosphere of trust and settlement of the existing
conflicts by political means, according to Yakovenko.

“Relations in the region should be built on the basis of good
neighborly ties and the wish to ensure peace, security and mutually
advantageous regional cooperation in all spheres,” the diplomat said.

An interview with Prime Minister Andranik Markaryan.

[Ayastani Anrapetutyun correspondent] How would you assess an
initiative to convene an extraordinary [parliament] session to
discuss the return of bank deposits [lost after the collapse of the
Soviet Union]?

[Andranik Markaryan] This is the constitutional right of the deputies
which they are trying to exercise.

[Correspondent] The OSCE fact-finding mission’s report says that
Armenia does not conduct a state policy or provides budget money
for settlement in the liberated territories [Nagornyy Karabakh]. Do
you think it is positive? If yes, does this mean that we do not need
these territories?

[Markaryan] I think what the report says is true. Not we but the
Azerbaijani party raised this problem. If they have made another
conclusion, it would be useful for them but not for us. We have put
forward another initiative: we have applied to the fact-finding
mission to conduct similar monitoring in Shaumyan [Goranboy] and
other territories occupied by Azerbaijan. And we shall see if they
conduct the same policy as Armenia in those territories.

[Correspondent] Yesterday [actually, on 21 March], the Azerbaijani
president said that war could start against Armenia any time since
there is no peace agreement. Is this possible?

[Markaryan] I think this is unlikely. More than 10 years have passed
since the cease-fire was achieved, and this could happen any time if
Azerbaijan or Armenia had such a desire. I am sure Armenia does not
have such a desire.

[Correspondent] What are your expectations from [Russian President]
Vladimir Putin’s visit to Armenia?

[Markaryan] This year has been declared the year of Russia in
Armenia. The presidents of the two countries often meet and discuss
different issues. Some economic and political issues will be discussed
today as well.

VAHAKN, N. DADRIAN is the leading scholar on the subject of the
Armenian Genocide. He is the author of the distinguished work The
History of the Armenian Genocide, referred to by Steven Katz as ~Sa
monumental parallel to Raul Hilberg~Rs master work~T. In his over
thirty years of research he has published numerous studies and
several volumes on genocide in English, German, Armenian, Turkish
and French. From 1970-to 1991 he was a Professor of Sociology at
the State University of New York . He was then appointed the
Director of Genocide Studies Project supported by H.F.Guggenheim
Foundation. Currently Dadrian is the Director of Genocide Research
at the Zoryan Institute.

MARK MAZOWER is Professor of history at Columbia University. He
specializes in modern Greece, 20th century Europe, and
international history. The Nazi New Order in Europe and its
aftermath (social, cultural, psychological), Nation-states and
minorities. His books include Inside Hitler’s Greece: The
Experience of Occupation, 1941-44 (Yale UP, 1993); The Balkans
(Weidenfeld and Nicolson, 2000); Salonica, City of Ghosts:

Unveiling the high energy Milky Way reveals ‘dark accelerators’

In the March 25th 2005 issue of Science Magazine, the High Energy
Stereoscopic System (H.E.S.S.) team of international astrophysicists,
including UK astronomers from the University of Durham, report results
of a first sensitive survey of the central part of our galaxy in
very high energy (VHE) gamma-rays. Included among the new objects
discovered are two ‘dark accelerators’ – mysterious objects that
are emitting energetic particles, yet apparently have no optical or
x-ray counterpart.

This survey reveals a total of eight new sources of VHE gamma-rays
in the disc of our Galaxy, essentially doubling the number known at
these energies. The results have pushed astronomy into a previously
unknown domain, extending our knowledge of the Milky Way in a novel
wavelength regime thereby opening a new window on our galaxy.

Gamma-rays are produced in extreme cosmic particle accelerators such
as supernova explosions and provide a unique view of the high energy
processes at work in the Milky Way. VHE gamma-ray astronomy is still
a young field and H.E.S.S. is conducting the first sensitive survey
at this energy range, finding previously unknown sources.

Particularly stunning is that two of these new sources discovered
by H.E.S.S. have no obvious counterparts in more conventional
wavelength bands such as optical and X-ray astronomy. The discovery
of VHE gamma-rays from such sources suggests that they may be
‘dark accelerators’, as Stefan Funk from the Max-Planck Institut in
Heidelberg affirms: “These objects seem to only emit radiation in
the highest energy bands. We had hoped that with a new instrument
like H.E.S.S. we would detect some new sources, but the success we
have now exceeds all our expectations.”

Dr Paula Chadwick of the University of Durham adds “Many of the new
objects seem to be known categories of sources, such as supernova
remnants and pulsar wind nebulae. Data on these objects will help us
to understand particle acceleration in our galaxy in more detail; but
finding these ‘dark accelerators’ was a surprise. With no counterpart
at other wavelengths, they are, for the moment, a complete mystery.”

Cosmic particle accelerators are believed to accelerate charged
particles, such as electrons and ions, by acting on these particles
with strong shock waves. High-energy gamma rays are secondary products
of the cosmic accelerators and are easier to detect because they
travel in straight lines from the source, unlike charged particles
which are deflected by magnetic fields. The cosmic accelerators are
usually visible at other wavelengths as well as VHE gamma rays.

The H.E.S.S. array is ideal for finding these new VHE gamma ray
objects, because as well as studying objects seen at other wavelengths
that are expected to be sources of very high energy gamma rays, its
wide field of view (ten times the diameter of the Moon) means that
it can survey the sky and discover previously unknown sources.

Another important discovery is that the new sources appear
with a typical size of the order of a tenth of a degree; the
H.E.S.S. instrument for the first time provides sufficient resolution
and sensitivity to see such structures. Since the objects cluster
within a fraction of a degree from the plane of our Galaxy, they
are most likely located at a significant distance – several 1000
light years from the sun – which implies that these cosmic particle
accelerators extend over a size of light years.

The results were obtained using the High Energy Stereoscopic System
(H.E.S.S.) telescopes in Namibia, in South-West Africa. This system of
four 13 m diameter telescopes is currently the most sensitive detector
of VHE gamma-rays, radiation a million million times more energetic
than the visible light. These high energy gamma rays are quite rare
– even for relatively strong sources, only about one gamma ray per
month hits a square meter at the top of the earth’s atmosphere. Also,
since they are absorbed in the atmosphere, a direct detection of a
significant number of the rare gamma rays would require a satellite
of huge size. The H.E.S.S. telescopes employ a trick – they use the
atmosphere as detector medium. When gamma rays are absorbed in the
air, they emit short flashes of blue light, named Cherenkov light,
lasting a few billionths of a second. This light is collected by the
H.E.S.S. telescopes with big mirrors and extremely sensitive cameras
and can be used to create images of astronomical objects as they
appear in gamma-rays.

The H.E.S.S. telescopes represent several years of construction effort
by an international team of more than 100 scientists and engineers from
Germany, France, the UK, Ireland, the Czech Republic, Armenia, South
Africa and the host country Namibia. The instrument was inaugurated
in September 2004 by the Namibian Prime Minister, Theo-Ben Guirab,
and its first data have already resulted in a number of important
discoveries, including the first astronomical image of a supernova
shock wave at the highest gamma-ray energies.

Turkish Foreign Minister Abdullah Gul who attended the European Union
(EU) midterm summit in Brussels yesterday (March 23) met with the
EU High Representative for the Common Foreign and Security Policy,
Javier Solana and the EU Commissioner responsible for EU enlargement,
Olli Rehn.

Touching on recent criticisms regarding the Turkish government’s
slowing of EU reforms in a news conference held after the meeting,
Gul said some EU members faced problems due to the EU constitution
referendum and they are currently pursuing a policy not to aggravate
these problems. The Minister also added that he negotiated the issue
with Rehn and in response the Enlargement Commissioner told Gul that
those were the interpretations made according to the developments
on domestic politics and suggested that they should not dwell on
to them too much. Addressing the allegations about the so-called
Armenian “genocide”, Gul said they would enforce a mechanism that
will convince countries into recognizing the truth of the genocide
by proving their arguments; however, the Turkish Minister abstained
from giving any details.

Meanwhile, EU leaders decided to form a group to ascertain whether
or not Croatians had cooperated sufficiently with the United Nations
(UN) War Crimes Court in order to begin negotiations. The group will
consist of the EU term President, the EU Commission, the upcoming
term president, Great Britain, and Austria who will instigate the
term transfer. Vienna is known for its opposition to Turkey.

have been provoked by a third party not to let the mass actions of
the Armenian Diaspora planned next to the Turkish Consulate General
in Novorossiysk April 24, the Yerkramas newspaper of the Armenians of
Russia reported. Due to the 90-th anniversary of the Armenian
Genocide the Kuban Armenian Diaspora plans numerous events. These
include a rally next to the Turkish Consulate General, opened in
Novorossiysk this year. After the occurrence the Novorossiysk
authorities will most probably refuse authorizing the event,
justifying their decision with taking care of the law and order in
the city. It should be reminded that according to various assessments
from 100 to 200 Cossacks have made pogroms in one of the Novorossiysk
districts on 22 March. Ethnic Armenians were attacked, as well as
cars and commercial buildings owned by them. An incident in a café in
the city on night of March 21-22 caused the conflict. At the time
Cossacks headed by city Cossack Society ataman Vladimir Petrushin
approached a group of young people, composed of Armenians and Greeks,
who were celebrating a birthday. The ataman got serious bodily
injures in the course of the subsequent skirmish. He was operated at
the city hospital N1 and it there at present. Physicians assess his
state as stable.

send a complaint letter to the organizers of the concert of Philipp
Kirkorov in Yerevan. The message authors called not to admit the
concert. Grounding their demand they noted in their message the
fact that Kirkorov adheres to an evident anti-Armenian and even
Turkish-minded stand and lately publicly insulted an Armenian female
journalist, having emphasized her background with contempt. The
authors of the complaint consider inviting a singer propagating
Turkish songs to Armenia on the eve of the 90-th anniversary of the
Genocide an amoral step. The income expected from the concert is
not commensurable with the moral values represented by the national
and human dignity. Representatives of youth organizations noted that
in case Kirkorov concert is not canceled, they reserve the right to
resort to practical actions not to admit the concert.
