ANKARA

Allegations of Armenian genocide are unacceptable accusations which
Diaspora put forth to preserve its presence. They sometimes strain
relationship with friendly countries and poison the air,” Turkish
Foreign Minister Abdullah Gul said on Tuesday [29 March].

Gul met Micheline Calmy-Rey, chief of the Federal Department of
Foreign Affairs of Switzerland.

At a joint press conference that was held after the meeting, Gul said
the Armenian issue was discussed comprehensively with the Swiss
minister and stated that he conveyed Calmy-Rey that a decision made by
Switzerland’s Vaud canton in the past was wrong.

Gul said he conveyed the Swiss minister what had happened about the
issue since World War I, noting: “I also conveyed her that
unfortunately Diaspora poisoned our relations with the countries in
line with their interests.”

Gul said Calmy-Rey told him that view of Swiss government was
different from the decision made by the Vaud canton.

Gul said: “From time to time, some people may come together in the
parliaments and make some decisions. However, they obviously told us
today that decision of Swiss government was not like this and they did
not support that decision.”

We have opened our archives to everybody

Replying to a question, Gul said all archives of Turkey were open to
everybody, and noted those who made such allegations may use the
archives. Gul said: “All archives of Turkey are open. Those
accusations can not be accepted. Those who make the allegations,
should come to our archives to study and moreover world’s esteemed
scientists may join them. They may also open their archives if they
have.”

“The countries should not allow this,” Gul said, noting: “We have
launched this call to Armenia, we also launch it to France,
Switzerland and other countries.”

Calmy-Rey said the issue was a difficult topic in Turkish history,
noting that Switzerland believes that it is up to each country to
delve into its history. Calmy-Rey stated that they considered as
positive the proposal of the Turkish government for a joint study. She
said joining of international experts to the studies would be
beneficial to increase credibility of the study.

Calmy-Rey said they would be pleased if Armenian Diaspora joins the
studies.

Gul: Turkish-Swiss relations continue positively

Gul said that economic and political relations between Turkey and
Switzerland continued positively. Gul said bilateral and regional
relations were discussed at the meeting, stating that there was 4bn US
dollars trade volume between Turkey and Switzerland. He said
Switzerland has foreign investments in Turkey reaching to 2bn US
dollars. Noting that there was more than 300 Swiss companies in
Turkey, Gul said there was 100,000 Turkish citizens living in
Switzerland.

Calmy-Rey said her visit aimed at deepening bilateral relations
between Turkey and Switzerland and noted that bilateral relations
could be further improved particularly in economy. Calmy-Rey said they
also discussed issues pertaining to human rights during the meeting,
and noted that her country attached particular importance to this
issue. She said Turkey made important reforms on this issue noting she
conveyed the pleasure felt over those reforms. Calmy-Rey said
implementation of the reforms was very important, stressing that there
were steps to be made on violence against women.

Stating that integration with Europe was also discussed at the
meeting, Calmy-Rey said Switzerland welcomed a European Union decision
to start membership talks with Turkey, saying the negotiations would

SELF-DETERMINATION IS OBSERVED IN THE WORLD

YEREVAN, MARCH 29. ARMINFO. A tendency of recognizing the NKR peoples’
right to self-determination is observed in the world, stated
Vice-Speaker of Armenian National Assembly, Head of Armenian
delegation to PACE Tigran Torosyan at today’s parliamentary hearings.

He stressed that NKR get its independence exactly on the base of a
referendum held in accordance with standards of international law.
Hence, the idea of NKR’s independence is acceptable for PACE.
Torosyan stressed that on the first stage the Armenian party should
agree on NKR’s independence. “However, it does not mean that we do not
aspire to see Karabakh associate to Armenia later”, he said. Torosyan
also noted that the Karabakh conflict differs from all other ones and
a varied approach should be applied regarding it.

He stated that an absolutely new situation is formed around the
Karabakh conflict at present. In his words, increase of interest of
international community to this problem, public discussions of ways of
conflict’s settlement in Armenia and Azerbaijan, frequented political
speculations in both countries, and the change of Azeri strategy in
Karabakh issue prove it. Torosyan noted that Azerbaijan plays a double
game in this issue: in international structures it represents itself
as a victim to gain sympathies of international community, and, at the
same time, it makes military and agressive statements directed
exceptionally to the internal use to strengthen positions of Ilham
Aliev in inter-clannish quarrels developed in Azerbaijan. -r-

“Javakhq – Zone of Conflict of Interests” Round Table Adopts Stmt.

“JAVAKHQ – ZONE OF CONFLICT OF INTERESTS” ROUND TABLE ADOPTS STATEMENT

MOSCOW, MARCH 29. ARMINFO. The round table “Javakhq – zone of the
conflict of interests” with participation of international
organizations and representations of the Armenian Diaspora in Moscow
resulted in signing of a statement.

The statement says that the heavy social-economic situation in the
region of Samtskhe-Javakhetia even more aggravated by the pressure
exerted by Tbilisi on the Russian side in the course of bilateral
negotiations for withdrawal of the Russian military bases, in
particular, the 62nd military base dislocated on Javakheti.

The statement mentions the negative influence on the situation by the
possible repatriation of Turk-Meskhetins, which the statement’s
authors think a regular step of the “planned policy of the Georgian
leadership on ousting of Armenians who make up the greatest part of
the region’s population.”

The statement also mentions the heavy social state of the Azerbaijnai
region of Kvemo-Kartli. The existing preconditions for escalation of
the conflict in Samtskhe-Javakhetia region will have an extremely
negative impact on the stability in the whole Transcacuasus, the
statement says. The local Armenians’ concern for occurrence of a
Turkish military contingent in the region after withdrawal of the
Russian troops in not groundless.

The statement points out the necessity of agreement of the decision on
withdrawal of the 62nd military base from Akhalkalaki taking into
account maintenance of stability, provision of security to the
peaceful Armenian population and solution to the existing
social-economic problems of the region.- M-

Armenian Defence Minister Serzh Sarkisyan today said that he favours
the existence of two Armenian states – Armenia and Karabakh.

Speaking at parliamentary hearings on the settlement of the Nagornyy
Karabakh problem, Serzh Sarkisyan said that he was for “a united
Armenian nation and two Armenian states”.

The defence minister said it was “strategically beneficial” that “two
fraternal Armenian states – Armenia and Nagornyy Karabakh – have
parallel membership of international organizations and closely
cooperate”.

Review: Akram Zaatari

The first thing encountered was a reading table covered with
publications and rows of postcards showing vintage photographs of
Arab citizens. This was not a cash-strapped institution’s hard sell
of exhibition-
related items, but a way of introducing the realm in which Akram
Zaatari works; all the items relate to his ongoing efforts for the
Arab Image Foundation, which he co-founded, dedicated to the
preservation of documents from the Middle East and North Africa.
Zaatari is from Lebanon, a country whose history is marred by both
physical annihilation and memory-related erosion, and his artistic
practice is bound to a concept of salvaging the past, of preserving
documents and collecting stories that contrast with the official
state version of history. `Diversity’, he once stated in an
interview, `is the most important factor in resisting collective
misrepresentations […]. Focusing on individuality thus becomes a
political mission.’
Zaatari’s work is indeed political, but not heavy-handed, didactic or
polemical. He creates films that are charming, delicate and intimate,
revealing aspects of his own life and of other people’s, illustrating
how broad governmental decisions affect specific personal lives.
Often there is an element of investigation or pursuit, starting with
a premise or a clue, which Zaatari follows to its end, fleshing out a
story, recording his alternative history.
How I Love You (2001) opens with a typed chat-room conversation,
where the artist tries to find gay men – criminals under Lebanese law
– willing to talk on camera about the passions they cannot otherwise
express freely. Zaatari veils their identities not with a clichéd
dark silhouette but with lighting so bright that their features are
bleached out. In Her + Him, Van Leo (2001) a journey is instigated by
a photograph of the narrator’s grandmother, posing naked in a
professional studio. The printed signature `Van Leo’ leads Zaatari to
Cairo, where the Armenian-Egyptian photographer settled in 1924 and
opened a portrait studio in 1947. The piece weaves the moving colour
portrait of this ageing artist together with his monochrome
portraits. This contrast of images and of classic and modern
techniques – split screen, electronic colouring, the layering of
Arabic script over the picture – articulates an unspoken commentary
on the fundamental changes over the last 50 years in both artistic
practice and Egypt’s socio-political reality.
The effects of war were addressed in a darkened room, in a display
case of the artist’s diaries from 1982 (the year of the Israeli
invasion), in which Zaatari noted military movements alongside the
weather and films he had seen. A photo album of snapshots that the
16-year-old shot from his balcony, show massive explosions from
repeated air strikes. Six of these photographs were filmed in
sequence and, together with a recording of F-16s screaming overhead,
the 76-second video This Day June 06, 1982 (2003) gives a short but
startling portrait of a teenager’s daily reality.
In This House (2004) does more than metaphorically dig; here the
artist actually burrows into the garden of a private home. Zaatari
discovered that Ali Hashisha, a well-known photojournalist, had
formerly been a freedom fighter with the Democratic Popular Party
and, as the leader of a militia group, had used the house as a
hideout for six years. As Ali explains on camera, in 1992, when the
militias were disbanded, he wrote a letter to the displaced owners of
the house, explaining the group’s mission and expressing gratitude
for the `loan’, then hid it in the garden encased in a mortar shell.
The film literally unearths this part of both his past and Lebanese
history: images of Ali’s press credentials, newspapers with his
photojournalist war images, personal photographic souvenirs from the
front and pictures from his childhood flash past on one side of the
screen, while on the other side a video shows the progress of the
hunt for the letter. While the digging continues, Ali describes how
the white of the building had signified hope, how he tried to
maintain the land despite the constant search for wood, disallowing
the felling of a 25-year-old olive tree because `what kind of human
gesture would that be?’
As the show’s title, `Unfolding’, suggested, history is always in the
process of being rewritten and, as the letter is finally unearthed,
unfolded and read, the mass of people who had joined the search –
workers, a policeman, the house owner, his wife, and a military
representative (in case the mortar was live) – all come away with a

Swiss minister says Turkey’s EU bid to help stability of Europe

ANKARA, Turkey (AP) – The Swiss foreign minister said Tuesday her
country welcomed a European Union decision to start membership talks
with Turkey, saying the negotiations would help bring stability to the
European continent.

Micheline Calmy-Rey also urged Ankara to implement human rights
reforms, enacted as part of efforts to join the regional bloc.

The membership talks, due to start Oct. 3, “will contribute to the
stabilization of the region and of the European continent,” said
Calmy-Rey, who is on a three-day visit to Turkey.

“It is essential that the political will is translated into an
effective implementation of reforms on the ground. Switzerland
attaches particular importance to (the elimination) of torture and to
the question of women’s rights,” she said during a joint news
conference with Turkish counterpart, Abdullah Gul.

Her visit initially had been scheduled for October 2003, but Turkey
withdrew its invitation after the parliament of a western Swiss canton
(state) recognized the 1915-1918 killings of Armenians in Turkey as
genocide.

Armenians say some 1.5 million of their people were killed as the
Ottoman Empire forced them from eastern Turkey between 1915 and 1923 –
and that this was a deliberate campaign of genocide by Turkey’s rulers
at that time.

Turks say the death count is inflated, and insist that Armenians were
killed or displaced as the Ottoman Empire tried to secure its border
with Russia and stop attacks by Armenian militants.

Gul said Tuesday that countries such as Switzerland should not allow
“the Armenian accusations” to strain relations with Turkey.

“These accusations are unacceptable, they sometimes strain
relationships and poison the air … The countries should not allow
this,” he said.

Calmy-Rey said the issue was “a difficult topic in Turkish history.
Switzerland believes that it is up to each country to delve into its
history and to reconcile itself with its history.”

The killings were recognized as genocide by a U.N. human rights panel
and several national governments – including France, Argentina and
Russia – as well as a number of U.S. state governments.

Calmy-Rey is scheduled Wednesday to visit Diyarbakir, the main city in
Turkey’s prominently Kurdish southeast, and Istanbul on Thursday.

“Nagorno Karabakh is not able to solve the problem in military way. War
happened once and Armenia won, but the matter has not been solved yet.

It is also impossible to solve this problem by preparing international
documents, because it is impossible to make Nagorno Karabakh nation to
return back to the content of Azerbaijan and convince them for its
autonomy”. This was stated by the Minister of Foreign Affairs of Armenia
Vardan Oskanyan.

According to him, Armenia considers three principles to be important in the
talks with Azerbaijan:

1. Nagorno Karabakh can not be in the content of Azerbaijan;
2. Direct land connection must be present between Armenia and Nagorno
Karabakh ;
3. Nagorno Karabakh nation must be given real security supply.

Besides it, Armenian minister stressed that, recognizing the right of
Nagorno Karabakh nation to solve its own fortune is one of the main demands
of official Yerevan: “In Ki Uest talks, the independence of Nagorno Karabakh
took place, but it was not agreed”.

V.Oskanyan also stated that, most international organizations want the
conflict to be solved in the frames of territorial integrity, but
approaching to Nagorno Karabakh problem from that context is not right: “As
much as de-fact independence of Nagorno Karabakh prolonged, chance of the
union to achieve independence in juridical form increases. That’s why the
intentions of Azerbaijan side for solving the conflict for its benefit by
prolonging time and oil resources are not perspective”.

V.Oskanyan stated that, intensive ceasefire violations in borders affect the
talk processes negatively and suggested this matter to be driven to the
agenda of the discussions of Azerbaijan and Armenia presidents.

He stated that, Armenia is not afraid of restoring military operations.
V.Oskanyan touching the official declaration of Moscow about the Russia’s
being ready for help in the regulation of the conflict, noted that, they
appreciate this declaration and stressed it to be undesirable in present

Ankara (ats) La conseillère fédérale Micheline Calmy-Rey et son
homologue turc Abdullah Gül ont évoqué mardi à Ankara la question du
génocide arménien. Ils ont reconnu leurs divergences sur ce sujet,
mais se sont mis d’accord sur la nécessité d’un travail historique.

“J’ai longuement raconté à Mme Calmy-Rey notre point de vue sur la
question arménienne et l’évolution historique de ce problème”, a
indiqué le ministre turc des affaires étrangères devant la presse.
“Les positions de la Suisse et la Turquie sont différentes”, a-t-il
ajouté.

Selon lui, la décision du Grand conseil vaudois de reconnaître le
génocide arménien en 2003, qui avait provoqué l’annulation d’une
précédente visite de la conseillère fédérale, était “inadéquate”. Il
a en outre estimé que la version des faits propagée par la diaspora
arménienne était à l’origine des malentendus sur ce sujet.

Démarche historique

“La Suisse pense qu’il appartient à chaque pays de se pencher sur son
histoire et de se réconcilier avec elle”, a répondu la cheffe du
Département fédéral des affaires étrangères (DFAE). A cet égard, elle
a salué la volonté de M. Gül de mettre sur pied une commission
internationale d’historiens chargés de faire la lumière sur ce “sujet
difficile de l’histoire”.

Elle a souhaité que les Arméniens et les membres de la dispora
puissent y participer. Une précédente commission créée en 2002 à
Vienne avait essuyé un refus de la part de la communauté arménienne
qui ne souhaitait pas y prendre part.

Mme Calmy-Rey a encore comparé le travail de cette instance avec la
démarche accomplie en Suisse par la Commission Bergier, chargée
d’enquêter sur les fonds en déshérence.

Ankara aimerait que la Suisse envoie des experts pour participer à
cette commission, a indiqué à l’ats son conseiller diplomatique
Roberto Balzaretti. Mais, a-t-il ajouté, “il est encore trop tôt pour
parler de cela”.

Démocratie appliquée

Les deux ministres ont en outre abordé la question des droits de
l’Homme. La cheffe de la diplomatie a félicité son homologue pour
“les réformes et les efforts accomplis”. Elle a toutefois souhaité
que “la volonté politique se traduise par des réalisations sur le
terrain”.

La cheffe du DFAE faisait référence à la répression brutale par la
police turque d’une manifestation de femmes à Istanbul le 7 mars, à
la veille de la journée internationale des femmes. L’UE avait alors
dénoncé un “usage disproportionné de la force”.

L’entretien a aussi porté sur les relations économiques entre les
deux pays “qui peuvent être améliorées”, selon Mme Calmy-Rey. Elle a
notamment évoqué la possibilité de conclure un accord pour éviter la
double imposition des biens entre les deux pays.

M. Gül a lui rappelé que les échanges commerciaux s’élevaient à
quatre milliard de dollars par an et que les investissements suisses
en Turquie atteignaient deux milliards. Enfin, il a remercié la
Suisse d’avoir hébergé les pourparlers de l’ONU sur la réunification
de Chypre au Bürgenstock (NW) en 2004. Les deux ministres devaient
poursuivre leurs entretiens au cours d’un dîner.

A Turkish official downplayed the popularity of Hitler’s manifesto.

`There is no racism in the country,’ government spokesman Cemil Cicek
said Monday when asked to comment on news that `Mein Kampf’ has been one
of the top-10 best sellers in Turkey over the past two months, Reuters
reported. Observers say the popularity of the book, which outlines a
case for German nationalism in addition to its fierce anti-Semitism,
reflects rising nationalism in Turkey at a time when many Turks worry
that their country is making too many concessions to the West in a bid
to join the European Union.

1. US WANTS KAZAKH OIL TO BE EXPORTED THROUGH BTC

Ambassador of the United State to Kazakhstan Mr. John Ordway told a press
conference in Almaty his country supports the idea of exporting Kazakh oil
through the Baku-Tbilisi-Ceyhan oil pipeline. He expressed hope the
negotiations on the issue would bring a positive result.

2. SOCAR to export 4th portion of Baku-Supsa oil in April

The State Oil Company (SOCAR) will export this year’s fourth portion of
Azeri Light profit oil through the Baku-Supsa western pipeline in April.

The consignment totaling one million barrels (140,000 tons) will be loaded
to tanker from the Supsa port of Georgia in mid-April, SOCAR said.

The results of the tender to determine the purchaser of the consignment will
be announced early next month.

This is the 41st portion of the Azeri Light profit oil produced by SOCAR
from the Chirag field within the Azeri-Chirag-Gunashli (ACG) project.

British Glencore and Arcadia Petroleum, as well as Czech Unipetrol Refinery
companies, purchased oil consignments, one million barrels each, exported
via the western route in January-March.

SOCAR has not predicted yet the amount of oil to be exported through the
Baku-Supsa pipeline this year. The company exported a total of 7.2 million
tons of oil via the western route in 2004.

Officials of the U.S. Exxon Mobil energy firm announced on March 24, 2005
the company’s withdrawal from a project to develop the Zafar-Masal offshore
Caspian oil field after test drilling failed to discover any significant oil
deposits, Turan reported. The decision was announced following a meeting
with Azerbaijani State Oil Company (SOCAR) President Natik Aliev to
negotiate the terms of the financial penalty resulting from the withdrawal.
Exxon Mobil withdrew in 2002 from a second contract to develop the Oguz
field after similarly failing to find oil in commercially viable quantities
after drilling two trial wells (see “RFE/RL Newsline,” 6 June 2002).

4. FORUM OF ENVIRONMENTAL NGOS IN ST.PETERSBURG Press release
March 24, 2005 Forum of environmental NGOs was held on March 24, 2005, in
St.Petersburg. Over 50 ecoNGOs representatives gathered together for the
first time in the 3rd millennium. The Forum was organized by the working
group on the basis of the Public Centre for Environmental Information,
including the Centre for Environmental Initiatives, Children of the Baltic,
Transboundary Environmental Information Agency and partner NGOs. The
discussion at the Forum showed different levels and interests of
organisations, different approaches to cooperation between environmental
NGOs, and different views on principles of interaction with authorities. All
Forum participants showed great interest in strengthening cooperation
between ecoNGOs. The Public Centre for Environmental Information in
St.Petersburg was proposed as an informational and organisational resource

IUCN launched a new project to stimulate learning on transboundary water
management at the occasion of World Water Day 2005, yesterday. The project
is part of a broad-scale initiative, called International Waters: Learn
“Structured Learning”. Sponsored by the Global Environment Facility, the
structured learning initiative intends to enhance transboundary water
management through open dialogue and advanced communication. This initiative
allows managers and other practitioners of large-scale regional projects
which focus on aquifers, lakes, river basins, and large marine ecosystems to
share their experiences and learn from one another. As one of four thematic
project activity leaders of this initiative, the IUCN Global Marine
Programme is facilitating a four-year learning exercise around large marine
ecosystem (LME) projects, by stimulating and coordinating a series of
topic-based electronic and face-to-face discussions between regional
projects around the world.

Job Description: · Monitoring the activities of international
financial institutions (IFIs) e.g. World Bank, European Bank for
Reconstruction and Development International Monetary Fund,·
Investigating selected projects that receive funding from IFIs and ensuring
proper public participation and environmental and social standards;·
working with the media to increase awareness of IFI activity;·
communicating with IFIs on policy and project related issues;·
coordinating national and international campaigns within Green Alternative
and among Georgian NGOs;· communicating and reporting to the
international network on activities;· conducting research and
analysis on issues required during campaigning The national coordinator
