CASCADE INSURANCE COMPANY’S PAID UP SHARE CAPITAL INCREASED FOR 200MLN DRAMS

Yerevan, December 10 /Mediamax/. Cascade Insurance Company’s paid up
share capital increased for 200mln drams and made 618mln 640 thousand
drams (over $2mln).

Mediamax reports that the General Manager of Cascade Insurance Garnik
Tonoyan said this in Yerevan today. He noted that the increase of the
paid up share capital evidences the confidence of the shareholders
for the Company’s activity and the presence of long-term plans in the
relation of the county’s insurance market. 65% of Cascade Insurance
shares belong to Cascade Capital Holding, and 35% – to the European
Bank for Reconstruction and Development (EBRD).

Garnik Tonoyan gave positive assessment to the recent legislative
changes in the country’s insurance market, singling out the regulatory
role of the Central Bank. He noted that as a result of the reforms
realized, insurance companies with high capitalization have remained
in the market.

Cascade Insurance has launched a 24 hour customer service call center,
due to which over 7000 customers can operatively receive answers to
all the questions of interest for them concerning medical insurance
by means of the "call center".

Executive Director of Cascade Insurance Levon Mamikonyan presented
the results of the Company’s work in the course of 9 months of 2007.

The volume of attracted payments exceeded 427mln drams, the number
of insurance agreements made 1145. The Company paid insurance
compensations at the sum of 88mln 600 thousand drams (1724
applications), most part of which falls on the share of medical
insurance, the second place is occupied by car insurance.

Concerning the attracted payments, 12,4% of the insurance market of
the country (3rd place in the market) falls on the share of Cascade
Insurance, as to the payment of insurance compensations – 14,8%
(second place in the market).

In the course of the 9 months of 2007, the profit of the company made
over 23mln drams.

Ter-Petrosian Reaffirms Conciliatory Line On Turkey

Former President Levon Ter-Petrosian reaffirmed on Saturday his
conciliatory stance on Amenia’s relations with Turkey, saying that
Yerevan should leave it to the worldwide Armenian Diaspora to pursue
international recognition of the 1915 genocide. He also deplored
Armenian efforts to thwart Turkey’s membership in the European Union.

The highly sensitive issue was a major theme of his latest speech at
an anti-government rally in Yerevan, with Ter-Petrosian responding
to government claims that his views on Turkish-Armenian relations are
"pro-Turkish."

Echoing long-standing claims by Armenian nationalist groups, President
Robert Kocharian said in a newspaper interview last week that his
predecessor is "ready to forget the genocide and turn Armenia into
an appendage of Turkey." State television and other media controlled
by Kocharian, for their part, have cited Turkish press commentaries
saying that Ter-Petrosian’s return to power would be welcomed by
Armenia’s historical foe.

"Speaking about my being pro-Turkish are individuals who had
sheepishly served Turks during a lengthy period of their adult life,"
Ter-Petrosian shot back in a blistering reminder of the fact that
Kocharian and Prime Minister Serzh Sarkisian had held senior positions
in the Communist hierarchy of Nagorno-Karabakh at a time when it was
ruled by Azerbaijan.

Ter-Petrosian stressed that three generations of his family "fought
against the Turks in one way or another," recalling in particular
their participation in a 1915 siege of several Armenian villages on
the Turkish Mediterranean coast by Ottoman troops.

"My grandfather took part in the heroic battle of Musa Dagh; my
seven-year-old father carried food and water to [Armenian] positions;
while my mother was born in a cave in those days," he told the crowd.

"If French warships had not accidentally passed by the Musa Dagh coast,
then I would not have existed and, to the delight of Robert Kocharian
and Serzh Sarkisian, spoken from this podium today."

"In 1966, at the age of 21, during a demonstration held on the occasion
of the genocide anniversary I was arrested [by the Soviet KGB] and
kept in a Yerevan jail for about a week at a time when Kocharian and
Sarkisian had not even heard about the word genocide," he said.

Ter-Petrosian said he continues to believe that genocide recognition
should not have been included on Armenia’s foreign policy agenda
after his resignation in 1998. "It is time to understand by setting
ultimatums and cornering Turkey nobody can force it to recognize
the Armenian genocide," he said. "I have no doubts that Turkey will
sooner or later recognize the Armenian genocide, but that will take
place not before a normalization of Turkish-Armenian relations but
after the creation of an atmosphere of neighborhood, cooperation and
trust between our countries."

Ter-Petrosian at the same time rejected as "unacceptable and offensive"
Turkey’s calls for the creation of a Turkish-Armenian commission
of historians that would be tasked with determining whether the
mass killings of Ottoman Armenians constituted a genocide. He also
criticized Ankara for its furious reaction to genocide resolutions
adopted by various countries of the world under pressure from their
Armenian communities.

"Turkey must not confuse Armenia with the Diaspora and must not
resent the latter’s behavior because the Diaspora is a consequence
of the genocide," he said. "Had it not committed a genocide, there
would have been no Diaspora."

Armenia’s first post-Communist government headed by Ter-Petrosian
avoided raising the genocide issue in its dealings with Turkey
throughout its tenure from 1990-1998. The Kocharian administration
has likewise stood for an unconditional normalization of bilateral
ties. However, it has declared genocide recognition a major foreign
policy goal and welcomed relevant lobbying efforts by the Diaspora.

The policy change was underscored by Kocharian’s 1998 speech at the
UN General Assembly in which he urged Turkey to come to terms with
one of the darkest episodes of its past.

Ter-Petrosian dismissed such actions as mere gimmicks that have only
antagonized the Turks and made the memory of an estimated 1.5 million
Armenians killed in 1915-1918 an "object of immoral haggling" in the
international arena. He claimed that Yerevan’s policy and Diaspora
lobbying in Europe enable EU governments opposed to Turkey’s entry
to the bloc to "exploit the genocide issue."

"Isn’t it clear that Armenia can neither facilitate, nor impede
Turkey’s membership in the European Union?" he said. "So why on
earth do we send letters to Brussels demanding that the EU does not
start membership talks with Turkey or set genocide recognition as
a precondition?"

"Isn’t it obvious that Turkey’s membership in the EU is beneficial
for Armenia in the economic, political and security terms?" he added.

"What is more dangerous: an EU member Turkey or a Turkey rejected by
the West and oriented to the East?

"Or what is more preferable? An Armenia isolated from the West or an
Armenia bordering the EU? Our country’s foreign policy should have
clearly answered these questions a long time ago."

The Kocharian administration says that Armenia supports, in principle,
Turkey’s accession to the EU but believes that should happen only
after Ankara drops its preconditions for normalizing relations with
Yerevan. "Armenia does not regard Turkey’s potential membership in the
EU as a threat to national security," Prime Minister Sarkisian wrote
in a December 2006 article in "The Wall Street Journal." "Quite the
contrary. We hope it will mean that Turkey will change, and be in a
better position to face both its history and future."

In an interview with Reuters news agency last July, Sarkisian accused
the EU of turning a blind eye to Turkey’s long-standing economic
blockade of Armenia. "Europeans are shy over these issues. They love
to talk about human rights, about democratic values but it’s much
easier to talk rather than to implement anything," he complained.

Armenian lobbying groups in Europe take a harder line, saying
that genocide recognition should be a precondition for Turkey’s
EU membership. One of them, the Brussels-based European Armenian
Federation, plans to stage an anti-Turkish demonstration in the
Belgian capital on Friday. The EU’s governing Council is scheduled
to meet on that day to discuss stalled accession talks with Ankara.

YEREVAN, December 10. /ARKA/. The ArmenTel telecommunication company
has completed the installation of a new billing system for telephone
communication in Armenia. The new system will allow the company’s
clients to use a number of services, including payments by means
of cards and cash-in devices and getting decoded bills by e-mail,
reports ArmenTel’s press service.

Next year, subscribers for ArmenTel stationary communication will be
able to exercise Internet control of telephone services and of their
bills, which will prevent accumulation of large debts.

The ArmenTel Company is a daughter company of the Vympelvom Company
(Russia) (Bee Line brand). In April, the Russian company became full
owner of ArmenTel. At the end of 2006, ArmenTel had 608,500 users
of stationary telephone communication and 452,000 users of cellular
telephone communication.

December 9 to Brussels, (Belgium) and then he will travel to Strasbourg
(France).

The government press office said Sarkisian’s entourage comprises
education and science minister Levon Mkrtchian, deputy foreign minister
Armen Bayburtian, heads of government departments and other officials.

The press office said the Armenian delegation will arrive in Brussels
on December 9 evening. It said the prime minister is scheduled to
have meetings with heads of a number of Europeans organizations.

On December 10 morning he will meet with EU foreign policy and security
commissioner, Javier Solana, education and research commissioner Janes
Potocnik, chairman of the European People’s Party Wilfrid Matens,
NATO secretary general Jaap de Hoop Scheffer and Brussels mayor
Fred Tielmans.

On December 11 the Armenian delegation will head to Strasbourg,
where Serzh Sarkisian will meet with the Council of Europe secretary
general Terry Davis, European Parliament president Hans-Gert
Pottering, European Parliament’s foreign relations committee chairman
Jazcek Saryuz-Wolski and EU foreign relations commissioner Benita
Ferrero-Waldner.

The government press office said prime minister Serzh Sarkisian will
give interviews also to Reuters news agency, EuroNews TV channel,
La Stampa and the Financial Times newspapers.

the purpose of carrying out monitoring in the presidential elections

YEREVAN, DECEMBER 10, NOYAN TAPAN. The newly-created custom house,
which is specialized in customs registration of goods liable to
excise tax, has transferred customs payments of over 3 billion drams
(about 10 million USD) to the state budget. The head of the custom
house Mihran Hakobian said at the December 8 press conference that the
custom house was opened about a month ago and services more than 150
economic entities engaged in foreign economic actvity. These entities
have already carried out nearly 600 export and import deals.

According to M. Hakobian, the custom house implements customs
registration of excise stamps and all goods liable to excise tax,
including diesel fuel, liquid petroleum gas, gasoline, cigarettes,
and alcoholic drinks. In case of the import of fuel and cigarettes,
a fixed payment, which includes an excise tax, value added tax (VAT)
and customs duty, is collected.

M. Hakobian said that the fixed payment for gasoline is 112 thousand
drams for a ton, that for diesel fuel – 32,500 drams. As regards
cigarettes, in particular, fixed payments for imported cigars,
cigarellas and cigarettes – natural and juridical persons engaged
in their import, pay taxes in case when the number of cigarettes and
cigarellas exceeds 400, while the number of cigars exceeds 10.

The head of the customs house stated that some goods liable to excise
tax, particularly wines, spirits (except for spirits imported in
containers with a capacity of over 5 liters), alcoholic drinks and
cigarettes are subject to mandatory marking with excise stamps.

IFFK: ‘Lark Farm’ gets applause

Thiruvananthapuram (PTI): ‘The Lark Farm,’ a feature based on the
sufferings of Armenian people at the hands of the Turks in the early
1900s, was the pick of the films screened at the 12th International
Film Festival of Kerala (IFFK) here on Saturday.

The film, scripted and directed jointly by Paolo Tavian and Vittorio
Taviani, narrated how the young Turks had wanted to strengthen their
homeland and also how the Armenians living in the Ottoman empire were
subjected to government persecution.

Other films shown at the festival on Saturday included ‘Me Myself’
(Pongpat Wachirabunjong/Thailand), ‘King of San Gregario’ (Alfonso
Gaziula/Chile) and ‘Art of Crying’ (Peter Schnonau/Denmark).

Two films of Spanish film-maker Pedro Almodovar, ‘Bad Education’, and
‘Kika’ and ‘Snowdrop Festival’ by Czech director Jiri Menzel were
also screened at the retrospective section.

The opening film of the IFFI at Goa, ‘Four Months, three weeks and
two days’, by the young Cristian Mungiu from Romania was also
screened on Saturday.

‘The Father’ (Russia) by Ivan Solovov also captured the attention of
the audience.

FINED COMPANIES FATE DECLARED NEXT WEEK

The Economic Competition Protection state committee conducts the final
works of the fined companies’ cases in the oil and butter
market. Armine Udumyan, the press secretary of the committee said that
the committee still works on the cases and will declare the decision
during the next week

Note that 50 managing bodies in the above mentioned business were
fined for raising artificially the goods prices in October 19. Some of
the fined companies appealed administrative complaints for extracting
them from the list.
