Tensions are rising in Armenia in the run-up to the presidential
election. Mass violence has broken out at a rally in support of former
president Levon Ter-Petrosyan in the city of Artashat.

A group of young men started throwing rocks and pieces of ice into
the crowd and at the stage.

When Ter-Petrosyan’s supporters tried to stop them, fighting broke
out and several people were injured.

The former president called the incident a ‘government provocation’
aimed at derailing his election campaign.

Armenian law enforcement officers say that during his speech the
former president made offensive statements against his opponents,
which sparked the disturbances.

The election is due to take place in two weeks.

The president of the Central Bank stated at the parliament that he
has instructed the legal department of the bank to go to court. The
problem is, according to Tigran Sargsyan, that in the pre-election
period statements are made which denigrate the Central Bank. Namely
Tigran Sargsyan mentioned the deal on the gold reserve of the bank.

According to him, the bank has extended a detailed statement of this
deal to the parliament. "The essence of this deal is that we bought an
ounce for 280 dollars and sold for 400 dollars, and draw an income of
3.5 billion," said the president of the bank, ARKA reports. Tigran
Sargsyan said such deals are made constantly, and the volume of
the deal was not big 15 million dollars, while the external reserve
of the Central Bank totals 1.5 billion dollars. According to him,
the deal is interpreted "as if we rob the state, selling the gold
reserve." According to him, they have avoided similar deals in the
past few years, considering the unstable prices of gold and precious
stones on the international markets.

WHEN HARD ROCK outfit System of a Down began its indefinite hiatus in
August 2006, frontman Serj Tankian set his sights on a solo project
he’d reportedly longed for underneath that trademark top hat.

Tankian is currently hitting concert halls promoting "Elect
the Dead," a multi-genre influenced rock record that, with the
exception of a small guest list, features Tankian handling most of
the instrumentation. But don’t expect a one-man-band arrangement when
Tankian hits the Roxy on Feb. 11. His backup band FCC and opener Fair
to Midland join the show.

While waiting in line for the restroom at the show, impress fellow
fans with the following bits of Tankian trivia.

Music business: Tankian wasn’t always rocking the stage. After
graduating with a degree in marketing and business from California
State University, he was once a 9-to-5 entrepreneur and accounting
software developer.

Active activist: Don’t call him Bono, but Tankian has a political
mission, too. He and Rage Against the Machine guitarist Tom Morello
formed Axis of Justice, a nonprofit group that, according to its
Web site, hopes to "build a bridge between fans of music around the
world and local political organizations to effectively organize around
issues of peace, human rights, and economic justice."

What’s with the voice? The Lebanese born Armenian-American cites
hearing his dad croon classic Armenian tunes as a big influence on
his unconventional singing style.

He’s a poet … and he knows it: Although he resembles the love child
of Perry Farrell and Les Claypool, Tankian has something in common
with the late Jim Morrison of the Doors. In 2002, Tankian released
his own book of poetry, "Cool Gardens." Contemporary wordsmith Saul
Williams cites himself as a fan of Tankian’s work.

Serj on film: In addition to turning it up to 11, Tankian dabbles
in film work including composing music for the 2006 flick "Bug"
and narrating the 2005 documentary "Armenia: A Country Under Blockade."

He said the visit was the first in President’s schedule for 2008.

"President’s visit to the frontline area during the visit of OSCE
Minsk Group co-chairs to the region, can be called significant. It is
proven by Ilham Aliyev’s announcements made during the meetings to
the frontline area, who noted that the first phase of war has ended
with occupation of 20% of Azerbaijani lands", Akhmedoglu considers.

According to the political scientist, President’s announcements about
the origin of Armenian capital, Yerevan, is also important for bringing
the truth to the world community.

Socially disadvantaged region gets behind Armenian opposition candidate
pledging to deal with their problems.

The Gegharkunk region bordering Lake Sevan is in the grip of a winter
freeze, wrapped in a white shroud of snow – but the sleepy calm
is being broken by an unusually impassioned presidential election
campaign.

The villagers here say that it is good that presidential elections are
held every five years and they are visited by the competing candidates,
otherwise they would be entirely forgotten. On February 3, former
president and current presidential candidate Levon Ter-Petrosian
toured the region.

The regional centre of Tsovagyukh, 150 kilometres from Yerevan,
was bustling. Even before Ter-Petrosian arrived, around a fifth of
the 5,000 inhabitants had gathered to meet him. Women wrapped in
headscarves had assembled separately from the men by the entrance of
the only shop.

Vard Gazarian, a mother of six children and a teacher, said that life
was very tough here. In early spring, the men all went abroad to find
work and came back only at the end of autumn.

"What kind of life is that?" she asked. "A bit here, a bit there. We
are all disillusioned but we are expecting something from these
elections, hoping that they can change at least something.

"The people of our village will vote mainly for the opposition
candidates – for Levon Ter-Petrosian or Artur Baghdasarian. Our leaders
have not lifted a finger to help the people, who will vote for them?"

Both Ter-Petrosian, who was independent Armenia’s first president
from 1991 to 1998, and former speaker of parliament Baghdasarian
are mounting a strong challenge to the official candidate and prime
minister, Serzh Sarkisian, who remains the favourite in the February
19 poll. If none of the nine candidates gains more than 50 per cent
of the vote, a second round of voting will be held two weeks later.

In Tsovagyukh, the villagers held placards saying "We will win" and
"Tsovagyukh for you". Ter-Petrosian was met with the traditional
bread and salt, a gesture of hospitality. Then began the speeches,
interrupted by shouts of "Victory, victory!"

Ter-Petrosian told the crowd, "Neither in the city nor in the regions
do I see a single vote for Serzh Sarkisian. As this is the case,
what are they counting on? He is relying on the state machine, on
money and falsifying the elections. All the people are against him,
even the state apparatus, the ministries, police."

Ter-Petrosian promised that, if re-elected, he will receive a
delegation from the village and discuss their problems and in
particular the privatisation of the shoreline of Armenia’s biggest
and most famous lake, Lake Sevan.

"I know about the problems of your region, even about the problems of
your village," he said. "It is the lake, fish, the beaches that don’t
belong to you any more. The whole shoreline has been privatised. The
day will come and you won’t even be able to walk down to the shore
at all."

People’s complaints were predominantly about socio-economic problems.

Hrachik Vardanian protested that there were no jobs in the village
and no equipment to maintain the soil. He said the last three years
have been especially hard and villagers have started to leave and
take their families with them.

"I think many people have come with good intentions to listen to the
candidate, regardless of whom they will vote for," said Vardanian.

"There is no atmosphere of fear in the village. Everyone will vote
according to his conscience."

Ter-Petrosian’s campaign bandwagon then moved on to the next village,
Lchashen. Even though there are nine candidates, you can see only one
poster – for the official candidate, Sarkisian. Only when Ter-Petrosian
himself arrived did placards of the opposition candidate appear.

In Lchshen, the local men looked downcast, unconvinced that the
elections will change their lives.

Ter-Petrosian and his team tried to persuade the villagers to vote.

"Give us your votes and we will stand up for you. Gorbachev could
not stop us [in the pre-independence years of 1988-91] so how can
these two pathetic personalities," he said in reference to serving
president Robert Kocharian and his close ally Sarkisian.

The men of the village appeared to support the opposition.

"For ten years in a row I’ve gone to work in Russia to support my
family," said Levon Azizian. "Why should I be far away from my wife
and children. I don’t need a country like this. I need a country
where I can stay with my family."

One of the men told the others why they should reject criticism of
Ter-Petrosian. "They say that during Levon’s time there was no power
and people went hungry," he said. "But they should think about the
fact that these were the years of war. And how did we win in that
war? Everyone should ask himself this question and answer it."

The next stop was the town of Sevan where almost 2,000 people had
gathered. Local people said that the mayor, Gevorg Malkhasian,
had warned people and especially those who worked for the local
administration not to turn out for the rally.

"But look how many people have turned out," said Lala Margarian.

"People are already tired of being afraid, they want positive changes."

Those who attend the rally speculated as to whether there will be an
attempt by the authorities to rig the vote.

Aram Sarkisian, head of the Republic Party and a supporter of
Ter-Petrosian, claimed that mayors and village heads were being
called to the president’s office and told to secure the right number
of votes for Sarkisian.

Ter-Petrosian told the people of Sevan to take part in the election
and to make sure that there are no irregularities, urging men to keep
a close eye on the voting. "If there will be 100-200 people by every
polling station then no one will dare to falsify the vote," he said.

ANKARA: No Court Case Against Hrant Dink’s Lawyer

An Istanbul court dropped the case against Hrant Dink’s lawyer Erdal
Dogan for writing that nationalist lawyer Fuat Turgut should be tried
for threatening Hrant Dink.

After lawyer Hrant Dink’s lawyer Erdal Dogan wrote an article entitled
"The big brothers use the law very well" in the Aksam newspaper on 9
April 2007, lawyer Fuat Turgut filed a criminal complaint against him.

Turgut notorious for suing for compensation

Fuat Turgut, who was taken into custody and later released in the
ultra-nationalist Ergenekon gang investigation, is the defense lawyer
for one of the murder suspects in the Hrant Dink murder.

In the article in question, Dogan had accused Turgut of threatening
Hrant Dink before his murder. He had written, "When a person who
should be prosecuted for targeting Dink, for threatening him and for
obstructing a fair trial, then turns up as the lawyer for one of the
murder suspects, this is where the law has nothing else to say."

Turgut had taken the case to court, demanding 5,000 YTL compensation.

However, the Sariyer 2nd Civil Court of Peace decided yesterday
(5 February) that there was no crime committed.

The Izmir Bar Association started an investigation into Turgut after
he shouted at the murdered journalist’s family "How many Armenians
there are!" on the first day of the murder case trial on 2 July.

However, there has been no result. Turgut has also gained notoriety
for suing Radikal journalist Perihan Magden and Birgun journalist
Ahmet Tulgar , demanding a total of 20,000 YTL compensation.

Dogan also sued by Ergenekon suspect Kucuk Dogan has also been sued
by Veli Kucuk, the retired general who was arrested in the Ergenekon
gang operation recently and is now in prison.

Dogan had said, "Hrant Dink became worried when Veli Kucuk wanted
to join the court case against him as a co-plaintiff. Kucuk is not
an ordinary person." Kucuk has demanded 10,000 YTL compensation. The
case will continue at the Beyoglu 1st Civil Court of First Instance
on 4 March.

Navasardian presented in Yerevan today the interim report of the
monitoring of pre-election campaign coverage by Armenian broadcast
media in the period between January 21 and 30.

The monitoring covers 8 broadcast media: Public TV of Armenia, "ALM",
"Armenia", "Second Armenian TV-Channel", "Yerkir-Media", "Kentron",
"Shant" and the Public Radio of Armenia.

"In the period between January 21 and 30, the distribution of the
attention of broadcast media towards the Armenian presidential
candidates was more even, than during the previous stage of the
monitoring", Boris Navasardian stated.

He noted that the "huge gap" as to the frequency of mentioning among
the researched candidates, fixed a few months ago, was not registered
after the official start of the pre-election campaign.

According to the data of the monitoring, as to the total quantity of
the broadcast time, the Prime Minister Serzh Sarkisian is leading on
the Public TV of Armenia, the "Second Armenian TV-Channel" and the
Public Radio of Armenia. Vahan Hovhannissian is leading on "Armenia"
"Shant" and "Yerkir-Media" TV-channels, and Tigran Karapetian – on
"ALM", whose volume of coverage over 1,5 times exceeds the time,
established by "ALM" for the remaining candidates.

On "Kentron" TV-Channel, attention was mostly paid to the Ex-President
of Armenia Levon Ter-Petrosian, although with the "minus sign".

"The basic problem of the coverage of the present election campaign
remains the diametrically opposite character of coverage of two
candidates – Serzh Sarkisian and Levon Ter-Petrosian, rather than
the distribution of the attention of the broadcast media among the
candidates", Boris Navasardian stated.

The YPC President expressed discontent in connection with the low
level of interest of the candidates towards the discussion programs,
accounting this for the fact that "certain politics are not ready
for a public dialogue".

Precious Metals and Stones" of the RA ministry of finance and economy
established higher prices for purchase and sale of precious metals on
February 4-10 than the prices in the period of January 28 – February 3.

According to information on the ministry’s website, the purchase price
of a 1-gram ingot of chemically pure gold corresponding to the state
standard was established at 8,399.47 drams (about 27.25 USD), while
the sale price – at 9,129.86 drams – against 8,070.08 drams (4.08162%
growth) and 9,129.86 drams (4.08159% growth) respectively last week.

The purchase price of a 1-gram ingot of silver was established at
152.54 drams, the sale price at 165.8 drams – against 145.55 drams
(4.80247% growth) and 158.21 drams (4.79742%) respectively last week.

The purchase price of 1 gram of platinum was established at 15,536.77
drams, the sale price – at 16,887.79 drams this week – against
14,292.59 drams (8.70507% growth) and 15,535.42 drams (8.70508%
growth) last week.

The purchase price of 1 gram of palladium was established at 3,534.69
drams, the sale price – at 3,842.05 drams this week – against 3,348.19
drams (5.57017% growth) and 3,639.34 drams (5.56997% growth) last week.

YEREVAN, FEBRUARY 6, NOYAN TAPAN. The central pre-electoral
headquarters of Levon Ter-Petrosian, a candidate running for the post
of the RA President, has applied to the Central Electoral Commission
with the demand to invalidate the registration of the candidature of
Serge Sargsian. As Aram Manukian, a member of the Armenian National
Movement administration, stated at the press conference held on
February 6, Serge Sargsian has infringed Article 79 of the Electoral
Code, which prohibits candidates to make extra-fund expenses for the
purpose of the campaign.

In the words of Aram Manukian, they are sure that the Central Electoral
Commission will dismiss the application and they will apply to court
with the same issue. "I can prove with tens of documents how Serge
Sargsian is making use of the administrative resourses. For the
purpose of organizing his campaign he makes a complete use of his
authority, means and levers," the member of the Armenian National
Movement administration said.
