Serzh Sargsyan received a congratulatory message for his victory in
the presidential elections.

According to the source, in the message of the president of Uzbekistan
Islaam Karimov it is particularly mentioned: "Dear Serzh Azati, accept
my sincere congratulations for being elected as the president of the
Republic of Armenia. I am sure that Armenian-Uzbek relations created
on trust and respect will be even more strengthened and developed.

I wish You strong health and success in such responsible position

John Prescott (United Kingdom, SOC), Council of Europe Parliamentary
Assembly (PACE) rapporteur on the Armenian elections, today welcomed
the lifting of two provisions of the State of Emergency declaration
by the Armenian authorities.

"I especially welcome the lifting of the suspension of the activities
of political parties and NGOs, which I specifically called for during
my visit.

I now call upon the authorities to lift the remaining provisions
of the declaration of the State of Emergency, especially those that
limit the freedom of the media. I reiterate my conclusion that the
only manner in which the current crisis can be resolved is through
the recognition of the authority of the Constitutional Court and its
ruling on the outcome of the Presidential elections; the lifting of
the State of Emergency and the restoration of individual Human Rights
and Freedoms; the establishment of an independent inquiry into the
circumstances that led to the events on 1 March 2008; and the start
of a dialogue between all political forces on the necessary political
and electoral reform", Mr Prescott stated.

John Prescott will report on his findings and conclusions to the
President of the Assembly at the meeting of the PACE Bureau in Paris
on 13 March 2008.

anniversary today.

On this occasion the personnel of Interior Troops visited Heydar
Aliyev’s grave in the Alley of Honor, Martyrs’ Alley and monument
erected in honor of Turkish soldiers, APA reports. Commander of
Interior Troops, lieutenant-general Zakir Hasanov said that the troops
had been equipped with the cutting-edge weapons and special means to
maintain the public order in the country. According to Zakir Hasanov,
496 servicemen of 3000-personnel Interior Troops were killed and 268
went missing in the battles in Karabakh.

"Today the Interior Troops have high-level battle readiness and
discipline and have been equipped with the most modern weapons and
technique. Even NATO representatives say this. Interior Troops are
ready for battles for Azerbaijan’s territorial integrity," he said.

March 12 has been marked as the day of establishment of Interior
Troops since 1995.

and resolute position, if Nagorno Karabakh separatists attend the
hearings in Russian State Duma", said Khazar Ibrahim, Spokesman for
Azerbaijan Foreign Ministry, APA reports.

He said Azerbaijani Embassy in Moscow had focused on the developments
right after the information about hearings was spread. Duma is
planning hearings on the appeal of Southern Ossetia, Abkhazia and
Transdniestria for recognition of their independence and current
situation in the conflict solutions. State Duma officials told APA,
the hearings would be open for all.

Armenia turns over the page of its history

The final decision of the Constitutional Court regarding the February
19 presidential elections and the third interim report of the OSCE
Office for Democratic Institutions and Human Rights, coinciding with
the mitigation of the state of emergency declared in the capital city,
draw a specific kind of "red line" below the political developments
of the post-electoral period, creating a fundamentally new situation.

Examining the objections submitted by separate presidential candidates,
both the Constitutional Court and the international observation
missions have arrived at the conclusion that there are no relevant
legal bases for reviewing the results of the February 19 presidential
elections.

Thereafter, everything else, including the problem of overcoming
the flaws observed during the elections, is to be considered in the
process of preparing for the next electoral race.

In this period, both the legislative and executive powers of Armenia
and the Central Election Commission should draw relevant conclusions
and carry out certain activities.

But as they say, it’s a "different piece of music" because the further
improvement of the electoral process is one of the most important
tasks required for the modernization of the institutions of any
democratic state.

Actually, applying to the Constitutional Court, Ter-Petrosyan’s team
did not aim to appeal against the election results; all they did
was the speculation of the well-known incidents recorded in the pre-
and post-election periods, as well as on the voting day. And these
incidents were first of all caused by their own efforts. This once
again comes to prove that Ter-Petrosyan and his political team had,
from the outset, put their pledge not in the task of winning in
the February 19 elections, but rather, in the goal of provoking a
political instability and a revolution inside the country by using
the pre- and post-electoral processes. And when that goal fell flat,
they turned out to have no serious argument and absolutely nothing
to say with regard to the elections.

>From now on, the only "achievement" Ter-Petrosyan can be proud of
is the "bloody debauch" that took place on March 1-2. Nevertheless,
due to his activity, he did manage to cause a great harm to Armenia’s
reputation. And now he demands an international inquiry into the March
1 events, with the purpose of extorting political dividends from there.

There are clear-cut reasons for that: the country’s internal
political situation is stabilizing unflinchingly and the major
part of society have returned to their routine work as a result of
which a week after declaring a state of emergency there has started
a process of eliminating the temporary restrictions in the capital
city. In particular, the emergency state requirement for suspending
the activity of political parties is no longer in effect, and steps
are being undertaken towards eliminating the restrictions on the work
of the Mass Media.

The attempts of receiving the international community’s support with
the purpose of speculating the elections testify to the fact that
Ter-Petrosyan has nothing else to do in a country which is returning
to the normal course of its development. He has accomplished his
"minimum program" by playing with Armenia’s international rating and
reputation and is now trying to "export" all that and make Armenia
a subject of international-political speculations.

The presidential elections are no longer subject to discussions. There
are serious challenges in store for Armenia in the near future, and
tremendous work will be needed for overcoming them. All the political
forces and individuals concerned about Armenia’s future are being
involved in those activities by the country’s new leadership. Not
only the ruined streets and squares but also the mutual trust among
the people is being restored.

Thus, even though at the cost of certain losses, the Armenian
leadership and people find strength enough to overcome all the
difficulties we encountered in the course of the rapid post-electoral
developments.

ArmInfo. Armenia urgently needs specialists with high technical
education, the head of the High Professional Education Department of
the Education and Science Ministry of Armenia Artak Agbalyan said in
a talk with an ArmInfo correspondent.

Today, few young people wish to become constructors, welders,
gas welders or fitters. They prefer more popular professions like
clerk, bookkeeper, translator, lawyer, singer or designer. Today,
there are almost no fitters or electricians under 60. The lack of
such specialists is a big problem for the dynamically developing
construction sector.

To remind, in 2007 Armenia’s high professional schools adopted a
system of academic progress: excellent students are relieved of
tuition within a year.

Presently, the tuition at high professional schools ranges from 30,000
AMD to 120,000 AMD. This year, there will be 2,560 free seats at high
professional schools. Today Armenia has just 27 high professional
schools against 150 in the Soviet times. This year the country is
planning to open two more schools (one in Vanadzor). Yerevan State
Medical University, Agriculture Academy, Engineering and Construction
Institute and Architecture Institute have their own colleges.

ArmInfo. Armenian cell operator VivaCell (sub-company of MTS)
has started using a new code since 4 March 2008, information at
"K-Telecom" site says.

It also says that the new code (077) was put into practice to
satisfy growing demand for the company services. Introduction of
the new code was approved by Public Services Regulatory commission
on 8 February. According to specialists, as of the end of 2007 the
number of active mobile subscribers in Armenia amounted to 2 mln,
65% of which was the VivaCell share.

World Vision continues its work in Armenia with necessary precautions
in spite of the recent political turmoil over presidential election
results and renewed clashes on the border with Azerbaijan. All World
Vision staff, sponsored children and communities are safe.

Eleven days of opposition protests over the presidential vote, judged
by international observers as ‘generally democratic’, have resulted
in a clash between police and protestors. According to police, eight
people were killed in the riot. On 1 March, the government declared a
state of emergency in Yerevan that bans public gatherings and imposes
restrictions on media reports until 20 March. Currently, the relative
calm is sustained in Armenia and Yerevan with strict control being
enforced by police and army forces.

Following the state of emergency, movement within Armenia is restricted
for persons who reside outside the capital, slowing but not inhibiting
some World Vision activities.

In addition, World Vision is closely monitoring the situation in
communities on the border with Azerbaijan where renewed clashes have
broken out recently. World Vision Armenia continues to support those
communities, many of which are populated by refugees from the war
with Azerbaijan in 1992-1994. Communities near the Azeri border are
being supported through two community development programs.

World Vision Armenia is praying for a peaceful resolution to the
political turmoil in Armenia and to the recent clashes on the Azeri and
Armenian border for the sake of girls and boys, whose best interests
are ensured by a safe and secure environment.

Russia’s President Vladimir Putin joined U.S. and European officials
on Monday in urging Armenia’s government and opposition to resolve
their bloody post-election standoff through a "dialogue."

Putin was reported to make the appeal in a phone call with Prime
Minister and President-elect Serzh Sarkisian. Both the Kremlin and
the Armenian government said he again congratulated Sarkisian on his
victory in last month’s disputed president and invited him to visit
Moscow soon.

"Vladimir Putin attached importance to the need to overcome the
political situation in Armenia that arose during the post-election
period by political methods, by means of a dialogue with the
opposition," Sarkisian’s press office said in a statement. In
Putin’s view, the statement added, such dialogue is important not
only for restoring political stability in Armenia but also "further
strengthening" Russian-Armenian relations.

Putin’s reported remarks are quite noteworthy given the strong Russian
support which Armenia’s current leadership has enjoyed throughout
his eight-year presidency. While recognizing the outcome of the
Armenian presidential vote, the Kremlin has stopped short of publicly
endorsing the authorities’ post-election crackdown on the opposition
led by Sarkisian’s main election challenger, former President Levon
Ter-Petrosian.

Calls for a dialogue between the two mutually hostile camps have also
been made by senior U.S. and European diplomats who visited Armenia
following the March 1 violent clashes in Yerevan between security
forces and thousands of Ter-Petrosian supporters protesting against the
official vote results. The diplomats, among them U.S. Deputy Assistant
Secretary of State Matthew Bryza, also pressed the authorities in
Yerevan to lift a state of emergency imposed by outgoing President
Robert Kocharian.

"We recognize that at a certain point when violent events were
developing, however they developed, there needed to be order restored,"
said Joseph Pennington, the U.S. charge d’affaires in Yerevan who
accompanied Bryza during his talks with Kocharian, Sarkisian and
Ter-Petrosian late last week. "But we believe that now the state of
emergency should be lifted, that press restrictions should be removed
and that the sooner those things happen, the sooner Armenia can get
back on the democratic path we want to see Armenia on."

Kocharian made it clear last week that the state of emergency will
remain in force at least until March 20. Statements by his and
Sarkisian’s pres services implied that Bryza did not press for the
lifting of emergency rule. Furthermore, Bryza was quoted as praising
Sarkisian as a "special leader" who can count on U.S. support.

Pennington told RFE/RL that the comments were "taken out of context"
and "do not reflect the entire message of Mr. Bryza’s visit." The
diplomat, who had a separate follow-up meeting with Ter-Petrosian
on Saturday, also said both he and Bryza urged the opposition leader
to embark on a "constructive political dialogue." But he declined to
reveal Ter-Petrosian’s response to those calls.

Ter-Petrosian, meanwhile, had a phone conversation on Monday with
Peter Semneby, the European Union’s special representative to the South
Caucasus who has also been mediating between the Armenian government
and opposition. A statement by the ex-president’s office quoted him
as telling Semneby that the government failed to take "any steps
aimed at overcoming the political crisis and easing tensions in the
country." Ter-Petrosian claimed that police officers in some parts
of the country have teamed up with "criminal elements" to harass and
attack his active supporters.
