Cross order to Major Hamlet Tadevosian, the Commander of the rifle
company of military unit N 1032 of the RA Police troops, for his
bravery and selflessness shown when keeping public order. Noyan Tapan
was informed about it by the RA President’s Press Office.

It is very rare when contemporary realities serve as a near repetition
of events that took place five and a half centuries ago.

In the years preceding the Fall of Constantinople to the Ottoman Turks,
the Greeks undertook a variety of diplomatic measures to gain support
from the West in order to forestall the impending tragedy.

While the Christian Empire fell, and its last Emperor Constantine
Palaeologos died resisting the conquest, one Byzantine office survived
and continues to barely survive up to the present. The Ecumenical
Patriarchate today is the First Among Equals among the Eastern Orthodox
Churches, and his holiness Bartholomaios I has Primacy of honor among
the various Patriarchs and Archbishops of the autocephalous Orthodox
Churches. Today, the Ecumenical Patriarch seeks relief from the West
in order to forestall a tragedy that appears increasingly inevitable
as was the case with the last Christian Emperors.

The Ecumenical Patriarchate is in a state of crisis. The Patriarchs
flock is nearly extinct as a result of the genocidal policies of
the Turkish government. During the First World War, the Young Turks
began their policies of exterminating the Greek Orthodox, Armenian,
and Assyrian Christians of Asia Minor.

In the aftermath of the collapse of the Ottoman Empire, Greece
was briefly permitted to liberate the Christian City of Smyrna and
other portions of Asia Minor in order to protect the surviving Greek
Orthodox. In September 1922, the Turks under the leadership of Mustafa
Kemal conquered the liberated City of Smyrna, and slaughtered the
Greek and Armenian Christians. Among the casualties was the Greek
Archbishop Chrysostom who was slaughtered by Muslim fanatics on the
orders of a Muslim General named Noureddin Pasha.

The new Turkish leadership presided over the extermination and mass
ethnic cleansing of Greek Orthodox in Eastern Thrace and other regions
such as Pontus and Cappadocia. Further ethnic cleansing against the
Greek Orthodox population of Constantinople followed which reduced
the number of Greeks living in the Patriarchal City from nearly
half a million to just over 100,000. Under the Turkish Republic, the
Ecumenical Patriarchate has endured endless harassment and persecution.

The suffering of the flock of this institution that Greeks
reverentially refer to as the Great Church of Christ included
extreme taxation and subsequent deportations to forced labor camps
in Anatolia. A subsequent campaign of terror on September 6, 1955 in
which the entire Greek population was set upon by fanatical mobs of
criminals and resulted in a pogrom which has burned itself into the
collective memories of all Greeks was the beginning of the end for
the Christians of Constantinople.

– – – – – – – – – Many Greeks compare the events of September 1955 with
the atrocities that accompanied the Fall of Constantinople in 1453. The
primary difference is that the horrors of the later period in which
Greek Churches and their sacred chalices and Icons were profaned in
unspeakable ways, and priests and Bishops were set on fire and beaten
to death occurred in a country that was a member of the NATO alliance
and the recipient of American economic and military assistance.

Most of the surviving remnants of the Patriarchs faithful were forcibly
driven from Turkey in 1964, and by 1971 the Patriarchal School of
Theology was forcibly closed on the orders of the Turkish government.

Between 1993 and 2004, the Ecumenical Patriarchate was bombed or
attacked by arsonists on at least five occasions, with the murder of
his holiness Bartholomaios I being the primary aim. In July 2007, it
was revealed by Turkish news reports that retired Turkish military
officers planned the assassinations of the Ecumenical Patriarch,
and that of the Armenian Patriarch.

All this is of extreme importance to the United States because
Washington claims to be waging a war on terror. A campaign of terror
against a defenseless minority continues in Turkey as can be seen
by the discriminatory laws against Greeks, and the continued seizure
of property. In the past three months, a Greek Orthodox Monastery in
Turkey was demolished, and a Greek newspaper editor was beaten.

This tragedy that continues to play out does not bode well
for democracy in Turkey. Nor does it bode well for the United
States and its image. The message that Turkish nationalists and
Islamic fundamentalists have heard loud and clear is that American
administrations will tolerate any amount of violations of human rights,
religious freedom, and terror in the name of appeasing Turkey.

The Ecumenical Patriarchate is honored by Greeks with the title The
Great Church which is also used to honor the empty Church of Hagia
Sophia, which itself was named for Christ (meaning literally the Holy
Wisdom of Christ). The displacement of one of the great institutions
of Christendom from what was once the supreme Christian City is a
defeat for democratic values, and a major victory for the intolerant
fanaticism that the West claims to be fighting against.

Ankara hopes that Armenian President-Elect Serge Sargsyan "will help
to open a new page in the relations between Armenia and Turkey,"
Turkish Ambassador to Russia Kurtulush Tashkent said, Mediamax reports.

"Looking into future, we hope that Mr. Sargsyan will be a realist
politician and will take steps to expel the reasons that hinder the
normalization of relations with Turkey. We are neighbor countries and
will remain such. That is why the development of normal relations meets
the political interests of our countries. We hope that Mr. Sargsyan
will help us to open a new page in the relations between Turkey and
Armenia. We also hope that during Mr. Sargsyan’s presidency Armenia
will end its occupation of Azerbaijan and the given issue will be
solved in a peaceful way and on the basis of international law,"
Kurtulush Tashkent declared.

"Unfortunately, Armenia is the only country in the CIS we have no
diplomatic relations with. The reason is that the Armenian Constitution
and the Declaration of Independence include certain provisions,
which make territorial claims on Turkey. The second reason is that
Armenia is trying to do so that parliaments of third countries
adopt decisions on the so-called Armenian Genocide. We refute any
decision on the so-called Armenian Genocide. The Turkish leadership
has suggested to create a joint commission featuring both Armenian
and Turkish historians, as well as historians from third countries,
if necessary. Let that commission study the Armenian archives, the
Turkish archives and state what has happened in reality.

Turkey is not afraid of the truth. The third reason is that Armenia
has occupied part of Azerbaijani territory," the Turkish diplomat said.

YEREVAN, MARCH 25, NOYAN TAPAN. By the March 25 decision of the
Central Bank of Armenia (CBA) Board, the foreign currency sale and
purchase licences of the following enterprises: Gazpa LLC, Karlen
Melkonian, Armen Hakobian, Three Seven – 777, Aghasi Nalbandian,
Drastamat Lalayan and Artur Harutyunian were cancelled.

According to the CBA press service, at the March 25 sitting the CBA
Board approved the 2007 financial report of the CBA, the regulations
"The Order of the Classification of Assets of Insurance Companies
and of the Formation and Use of Reserves of Possible Losses", and
the report "The Development, Regulation and Control of Armenia’s
Financial System in 2007".

Based on the CBA Board decisions, amendments were made to the following
regulations: "The Registration and Licensing of Branches of Banks
and Foreign Banks, the Registration of Branches and Representative
Offices of Banks, the Qualification and Registration of Heads of
Branches of Banks and Foreign Banks", "The Licensing and Regulation
of Foreign Currency Sale and Purchase Operations", "The Licensing
of Organizations Implementing Money Transfers, Registration of
Branches, Regulation of Activities, Qualification of Heads", and
"The Licensing of Organizations Engaged in Processing and Clearing
of Payment Instruments and Payment and Settlement Documents, the
Registration of Branches, the Qualification of Heads".

Additions and an amendment were made to "The Order of Classification
of Credits and Bills Receivable of Banks Operating in the Republic
of Armenia and of Formation of the Reserves of Possible Losses" and
"The Order of Formation and Use of the Reserve of Possible Losses
of Investments in Investment Securities of Banks Operating in the
Republic of Armenia".

By the Board’s decision, Prometey Bank LLC and Artsakhbank CJSC were
granted permission for participation in Money Gram foreign payment and
settlement system. Resolution Insurance Broker LLC was relicensed,
Garant-Limens insurance company and SIL Insurance insurance comapny
were reregistered and relicensed.

Robust Armenian Growth Persists In February

According to the Armenian National Statistical Service, the country’s
economy expanded by 10.1% year-on-year (y/y) over January-February,
ARKA News reports. This rate signals relatively stable growth in
February, as January expansion had earlier been reported at 9.9% y/y.

During January-February last year, the Armenian economy had expanded
by 9.2% y/y. In particular, construction activity surged by 22.9%
y/y over the first two months of this year. Further, it was reported
that in February alone, construction soared by nearly 60% from
January, boosting month-on-month (m/m) GDP growth to 18.8%. Industrial
production increased by 3% y/y over the first two months of the year,
while output of precious stones rising by 4.3% y/y. Agricultural
production only managed a marginal growth rate of 0.4% y/y for the
two-month period. Further, expansion of the service sector as a whole
was reported at 11.8% y/y, while retail trade turnover increased by
9.4% y/y. Over the whole of 2007, the Armenian economy grew by 13.8%
(see Armenia: 23 January 2008: ).

Significance:The Armenian budget for this year specifies an annual
growth target of 10%. Armenia has seen six consecutive years of
double-digit growth rates, but this is not sustainable. Our latest
projection put Armenian annual growth in 2008 at 8.4%. Indeed, we
still expect that some moderation in Armenia’s economic expansion
is in sight, but the latest data confirm that Armenian growth seems
to be somewhat more persistent than we previously thought, fuelling
concerns over overheating. Although the extremely high growth rates
seen in recent years have been combined with reasonably moderate
inflation rates, price rises have recently intensified.

"The fact that Armenia, Georgia and Azerbaijan are European countries
nobody discusses. But they should be discussed and arranged how
that abstract notion can become real," said Denis Samut, executive
director of London institute of Great Britain conflicts regulation
in a conference on "Armenia-Europe 2008" held on today in Yerevan.

The "Armenia-Europe 2008" project is conducted by the London institute
of Great Britain conflicts regulation, European Democratic Organization
and Caucasus-Caspian committee.

Arthur Baghdasaryan the chairman of the Country of Laws and the
co-chairman of the Caucasus-Caspian committee made a report in the
conference. He said that Armenia has fixed positions towards the
European integration project. Thus within the first five years Armenia
should carry out serious amendments in the democracy and human rights
fields and improve the legislation and social-economic situation in
the country.

Baghdasaryan also mentioned that the established political coalition
among the four political parties aimed to work on the existing problems
with the special participation of civil society.

Over the past 10 years the Armenian establishment has been "ashamed"
of talking about the inadmissibility of talks on returning territories
around the former Nagorno-Karabakh Autonomous Region, and the
settlement of those territories has been referred to as a great
secret. In an effort to appear as "tolerant realists", the Armenian
politicians, both pro-government and opposition, say compromise is
unavoidable. In addition, in the country which ensured the territorial
security of part of its population through military actions, people
who are anxious about the reconstruction of liberated territories
are referred to as radical nationalists.

Moreover, Karabakh is not conducting an adequate policy. Even in
their own Constitution, with regard to the borders, the Karabakhis
used the terms "de facto borders" and "till the final determination
of the status."

The impression is that the Armenian establishment has lost the sense
of reality and is exchanging a bird in the hand for two in the bush.

What is the cause of this tolerance and readiness for a
compromise? Most politicians "nod" at pressure from the outside and
shortage of force. In other words, they admit their weakness and
voluntarily give away what someone else threatens to take by force.

The ARF Dashnaktsutyun is against discussion of the possibility of the
return of any territories controlled by the Karabakh Army of Defense to
Azerbaijan in Armenia, said the head of the ARF Dashnaktsutyun office
for Hay Dat and political affairs in a news conference dedicated to
the 20th anniversary of the Karabakh movement.

This is already news for the Armenian political sphere. Especially
that the representatives of the same ARF Dashnaktsutyun used to state
the opposite a few months ago.

Kiro Manoyan says Armenia does not have the right to make decisions
regarding the territories of Karabakh. "Unfortunately, most politicians
in Armenia announce about the possibility of return of territories,
which weakens our stance considerably, we need to have Azerbaijan
become unable to claim to any territory," Kiro Manoyan said.

He said that with regard to the settlement of the Nagorno-Karabakh
conflict the settlement of the liberated territories may have a
considerable role.

"If we cannot repatriate Armenians to their former homes, it is
pointless to talk about other problems. And such repatriation must
be organized by the government," Kiro Manoyan said, Arminfo reports.

On the same day, the president elect of Armenia, Prime Minister Serge
Sargsyan met with the prime minister and president elect of Russia
in Moscow. During the meeting Serge Sargsyan underlined that Armenia
is ready to continue negotiations mediated by the OSCE Minsk Group
and assured that as the president elect he is ready to resume talks
with Azerbaijan.

What do the Minsk Group co-chairs report? What is the Armenian
government ready to negotiate? The U.S. co-chair of the Minsk Group
Matthew Bryza revealed to the Voice of America some details of the
talks: first, recognition of the territorial integrity of Azerbaijan;
second, return of seven territories to Azerbaijan and return of people
displaced from those territories; third, pullout of Armenian force;
fourth, creation of a corridor between Nagorno-Karabakh and Armenia,
fifth, determination of the status of Nagorno-Karabakh during the
talks through a compromise.

He stated that they uphold the territorial integrity of Azerbaijan
but at the same time, they expect a fair, peaceful resolution of the
Karabakh issue through cooperation.

One more statement. "We have stated for a number of times, and I repeat
now that Nagorno-Karabakh will never be independent, the international
community (the UN General Assembly) once again spelled out its stance
on this issue. Azerbaijan will never allow that," stated the president
of Azerbaijan Ilham Aliyev.

Has the stance of the Armenian establishment on the territorial
integrity of NKR changed? Did Kiro Manoyan spell out the general
tendency of change of approach of Armenia toward the talks or is it
only his personal opinion?

Upcoming Armenian Genocide Commemoration in Glendale

This April 24 marks the 93^rd anniversary of the Armenian Genocide. As
in previous years, the Armenian nation will commemorate the martyrs of
the Genocide. There will be programs in observance of the Armenian
Genocide in various locations, including Montebello and Glendale,
California.

The Armenian Genocide United Commemoration Committee is organizing a
pilgrimage to the Armenian Martyrs Memorial Monument at Bicknell Park in
Montebello during the day on Thursday, April 24, 2008. At the monument,
each participant will be given a chance to place a flower in memory of
the victims of the Genocide, and join our brothers and sisters in the
homeland who traditionally make the same pilgrimage to the
Dzidzernagapert Martyrs Memorial Complex. There will be a solemn requiem
service (Hokehankist) at the monument at 1:30 pm. The Armenian Genocide
United Commemoration Committee will provide free transportation to those
who wish to participate in this program.

Also, on April 24, 2008 a political rally will take place at Glendale
Civic Auditorium (1401 N. Verdugo Rd., Glendale, CA 91208) at 8 pm.
Government officials will participate in this program. This rally will
be the closing ceremony to the 93^rd anniversary commemorations of the
Armenian Genocide.

We appeal to every Armenian to participate in the observance of the
Armenian Genocide and also become active in the pursuit of the Armenian
Cause.

Two Exhibitions Presenting Armenian Culture Organized In Sopron

TWO EXHIBITIONS PRESENTING ARMENIAN CULTURE ORGANIZED IN SOPRON

SOPRON, MARCH 24, NOYAN TAPAN – ARMENIANS TODAY. Two exhibitions
presenting the Armenian culture were solemnly opened on March 16 in
the city of Sopron, Hungary. Haroutiun Balabanian’s rich collection
of photographs was presented at the first exhibition under the title
"Armenia in the Past and in the Present" and works of architects
Ashot Baghdasarian (Armenia) and Laslo Yuhos (Hungary) were presented
at the second exhibition. The second exhibition was accompanied with
illustrated information material on Armenian architecture. The Armenia
jazz quartet of Budapest also performed parallel with the exhibition.

The exhibition was organized with the joint efforts of Sopron Mayor’s
Office, Armenian Autonomy of Hungary, and Pro-Cultura cultural
organization of Sopron.

Ambassador of Armenia Ashot Hovakimian, Sopron Mayor Tamas Fodor,
Deputy Mayor Geza Abday, representatives of Embassy of Armenia,
a great number of residents of Sopron, and Hungarian Armenians were
present at the official opening ceremonies of the two exhibitions.

The exhibition’s opening was preceded by Ambassador Hovakimian’s
meeting with Sopron Mayor. Issues related to strengthening and further
development of friendly contacts between cities of Yerevan and Sopron
were discussed during the meeting.
