Today the special session of State Committee for Economic Competition
took place and procedures on increase of oil, wheat and rice prices
have started.

According to the monitoring results of the committee the price of
wheat in the local market does not correspond to the price of the
international market. "Salex Group" and "Manana Gain" companies have
leading role in the market.

IRAN ATTACHES IMPORTANCE TO DEVELOPMENT OF BILATERAL RELATIONS WITH ARMENIA

YEREVAN, 17.09.08. DE FACTO. The situation in the region was discussed
in Tehran in the course of the RA FM Edvard Nalbandian’s meeting with
President of Islamic Republic of Iran (IRI) Mahmud Ahmadinejad.

According to the RA MFA Press Office, in the context of discussion
of the situation created in the region Minister Nalbandian expressed
his gratitude to Iranian President for assistance in transportation
of Armenian cargo through Iran during crisis in South Ossetia.

The sides expressed satisfaction with efficient economic cooperation,
establishment of agreement-legal field and realization of numerous
joint programs between Armenia and Iran.

The parties exchanged opinions over establishment of cooperation and
stability in the region.

Underscoring the importance of development of versatile relations with
Armenia, Iranian President noted that Iranian side would be glad to
receive RA President Serge Sargsian.

Judging by the mood in Tbilisi just before and after the war, it is
clear that Georgian and Russian societies are remarkably similar. In
both countries, we see the desire to rally the people around the state
regardless of their leaders’ faults and mistakes. They both also
believe that the state should hold onto its separatist territories
at all costs.

Look at the parallels between Chechnya and South Ossetia. The Kremlin
used force and widespread destruction as justifiable measures in the
Chechen war, and Georgia considered the bombing of South Ossetian
towns as a just punishment for the republic’s rebellion.

But there is one fundamental difference between public opinion in
Georgia and Russia. In Georgia, nationalism is pervasive, and the few
who might feel differently are careful to remain silent. In Russia,
dissenting voices can always be heard, even when patriotic fervor
reaches unprecedented levels.

In contrast, when a small state dominated by a single ethnic group
whips up nationalistic sentiment, it has an amazing power to mobilize
the entire community in support of a single idea or belief, leaving
almost no room for criticism. During the Soviet era, the Moscow
intelligentsia took a patronizing pleasure in the ethnic solidarity
among people from the Baltic states — particularly when it was
compared to the lack of unification among ethnic Russians. Many
Russians admired the Baltic song festivals, in which thousands of
people lined up in long columns. But the scenes always made me uneasy
because of their striking resemblance to the mass rallies of Hitler’s
Third Reich.

Georgia is far from being the only former Soviet republic with a
uniform public opinion. You would have trouble finding anyone in
Armenia who could understand Azerbaijan’s position regarding the
conflict in Nagorno-Karabakh. Many contemporary Turkish intellectuals
would willingly risk going to jail for stating that almost 100 years
ago, a genocide of Armenian citizens did, in fact, occur on Turkish
soil, even though the Turkish government denies it. But I do not know
of a single Armenian intellectual who has ever written anything that
treats Turkish history and culture with respect.

Every year, many young Israelis refuse military duty in the occupied
territories and activists from Israel’s political left speak out
for the rights of Palestinians. Yet decisions by the authorities
in Estonia and Lithuania designed to offend the feelings of their
Russian minorities, such as moving the Bronze Soldier monument in
Tallinn and prohibiting Soviet symbols in Vilnius, did not provoke
the slightest protest among any Estonians and Lithuanians, even among
the most liberal of them. Causing divisions among people along ethnic
lines is by no means a sign of pluralism.

Paradoxically, the split in Russian public opinion between supporters
and opponents of the country’s imperial traditions is far more similar
to public sentiment in Western Europe than to many countries on
Russia’s borders. It is inevitable that Russia’s "post-imperial"
consciousness evokes criticism, discussion and reflection in
society. The same is largely true in Ukraine with its sharp division
between the Ukrainian majority and the substantial Russian minority.

Russians can portray themselves as either victims or aggressors. They
can take pride in their history or be ashamed of it. We experience
conflicting emotions regarding both our past and our present. We
are free to argue about our country’s future course. These are all
characteristics of a healthy society that, having once fallen ill
with the disease of nationalism, is now likely to recover.

Unfortunately, the same cannot be said with any certainty regarding
the ethnically homogeneous former Soviet republics.

in the Nagorno Karabakh conflict settlement process, Azeri President
Ilham Aliyev said today after talks with his Russian counterpart
Dmitry Medvedev.

"Despite all difficulties, we think that there are preconditions
for a resolution that would satisfy all sides and would base on
the international law. We should search for mechanisms of efficient
cooperation," he said.

For his part, President Medvedev said that "Russia supports
direct talks between Armenia and Azerbaijan." "Russia’s position
is unchangeable: we will facilitate the process to find a mutually
admissible solution to the problem," he said, ITAR-TASS reports.

YEREVAN, SEPTEMBER 16, ARMENPRESS: "Zvartnots" airport has implemented
5,750 flight-landings during the eight months of the running year,
against 5,110 of the same span of the past year.

Press service of the Armenian government-affiliated Civil Aviation
Department told Armenpress that the number of passengers who arrived
in the republic through the airport reached 440,256 people against
418,755 of the past year.

About 517,710 passengers left through the airport against 466,587
of the last year. The volume of the exported cargo reached 2,924,
of the imported 3,987 tons.

During the 8 months of this year "Shirak" airport made 104
flights-landings against 136 of the same span of the last year. About
6,418 people arrived through the airport and 10,072 left.

independence, Armenia has never been so vulnerable in the issue
of outside pressures as now, and there is only one explanation:
the illegitimacy of the authorities as legal authorities can
oppose any outside pressure," the leader of the opposition Levon
Ter-Petrosian stated at the September 15 meeting attended by thousands
of people. According to him, Serzh Sargsyan has chosen the policy
of adjusting the foreign policy to his interests. L. Ter-Petrosian
said there are two most important directions: the Armenian-Turkish
relations and the Karabakh problem. He considered S. Sargsyan’s
consent to create a joint Armenian-Turkish commission on examination
of the genocide problem as an evidence of his ignorance and political
immaturity. In the words of the first Armenian president, Turkey’s
goal is to suspend the process of international recognition of
the genocide, and by agreeing to create a commission, S. Sarsgyan
actually showed the weakness of his power. Besides, according to
the speaker, the Armenian authorities made a much more serious
mistake when they gave preliminary consent for holding a trilateral
Armenian-Turkish-Azerbaijani meeting. He noted that in case of a
trilateral meeting, the participation of Turkey as a mediator in the
Karabakh conflict would strengthen. In his words, this step endangers
the format of the OSCE Minsk Group, while the indicated format has been
the most opportune one for the Armenian side and a format balancing
the interests of all superpowers.

"Serzh Sargsyan sells the genocide problem, Nagorno Karabakh and our
homeland for his own interests. This is my last appeal to Armenian
authorities to be sensible". He underlined that Serzh Sargsyan’s
"curtseys to win favor of the West actually endanger the most important
issues of foreign policy."

d’Affaires of the U.S. Embassy in Armenia, launched "Conflict: From
Analysis to Intervention," a conflict resolution textbook that has
been translated into Armenian with U.S. government funding.

The book translation project features the reprinting of a key work of
American thought on this theme for Armenian audiences. By presenting
American perspectives, the book will contribute to the dialogue on
a wide spectrum of issues related to conflict analysis and resolution.

The book was launched in conjunction with the visit of Dennis Sandole,
a Professor of Conflict Resolution and International Relations at
George Mason University, who traveled to Armenia from September
16-19 under the auspices of the U.S. State Department’s Speaker
Program. Dr. Sandole contributed to the conflict textbook. He holds
a Ph.D. in Political Science from the University of Strathclyde,
Scotland, and is a founding member of George Mason’s Conflict
Resolution program. He has published widely in the field. His most
recent book is "Peace and Security in the Postmodern World: The OSCE
and Conflict Resolution."

While in Armenia, Dr. Sandole is scheduled discuss the Conflict
Studies program at Yerevan State University, will speak to students
and the general public, and will meet representatives of think tanks
and the mass media.

Presenting the book, he said that it’s a good manual for those wishing
to study conflicts. "The conflicts in the post soviet area are alike
but the ways to resolve them are different," he said, adding that
Georgian President Mikheil Saakashvili made a mistake intruding into
South Ossetia.

Turkish president favors peaceful settlement in Karabakh

Turkish President Abdullah Gul said he hopes for the settlement of the
problem of Karabakh through dialogue and understanding between
Azerbaijan and Armenia.

"I hope that the Armenian-Azeri problem will be resolved through
dialogue. The occupied territories of Azerbaijan must be indisputably
freed," he said at a joint briefing with Azeri President Ilham Aliyev
after their meeting in Baku.

He stressed the importance of a similar settlement of all frozen
conflicts. "We should be making friends, not foes," he said.

Gul said he was satisfied with his talks with his Azeri counterpart
noting that their meeting had been marked by an all-round exchange of
opinions related to his recent visit to Armenia.

"We had a very useful meeting. Along with political issues the agenda
of Turkish-Azeri cooperation was discussed. Turkey has always been and
remains on the side of Azerbaijan," Gul said.

"During the meeting we also discussed the latest developments in the
Caucasus," he said.

[Presenter] Today Azerbaijani President Ilham Aliyev received Iranian
Foreign Minister Manuchehr Mottaki. The development of relations
between the two countries in various areas was underlined at the
meeting. It was noted that the visit was important for the overall
development of mutual relations and for the discussion of future
relations.

In the course of his visit to Baku the Iranian foreign minister was
also received by Azerbaijani Foreign Minister Elmar Mammadyarov. At
the meeting, where the future of mutual cooperation was discussed, the
Azerbaijani foreign minister noted the importance of continuing these
kinds of discussions. Elmar Mammadyarov also stressed that he would
meet his opposite number on the sidelines of the next session of the
UN General Assembly. Iranian Foreign Minister Manuchehr Mottaki, who
had fruitful discussions with Azerbaijani officials, said that
official Tehran has new ideas designed to serve stability and peace in
the region.
