Sweden hosts Armenian foreign minister

Stockholm – Swedish Foreign Minister Carl Bildt held talks Friday with
visiting Armenian Foreign Minister Edward Nalbandian. Bildt said he
welcomed the joint declaration this week by the presidents of Russia,
Armenia and Azerbaijan to seek a peaceful solution to the
Nagorno-Karabakh conflict, referring to the breakaway region claimed
by both Armenia and Azerbaijan.

Bildt said the recent war between Russia and Georgia over the
breakaway regions of South Ossetia and Abkhazia showed the danger that
so-called "frozen conflicts never stay frozen."

The Swedish foreign minister said he hoped to visit Yerevan before
Sweden takes over the six-month rotating presidency of the European
Union in July 2009.

In a speech organized by the Institute for Security and Development
Policy, Nalbandian said that the conflict in Georgia was a "matter of
grave concern" for Armenia.

As a neighbouring state, 70 per cent of Armenia’s transits go through
Georgia so "any major event in Georgia, echoes in Armenia," he said.

The meeting of the presidents of Armenia and Azerbaijan in Moscow was
"a step forward," Nalbandian said.

Nalbandian also noted that while the ramifications of conflict in
Georgia were yet to be assessed, it had sent a signal that "war is
never an answer."

Nagorno-Karabakh, inhabited mainly by ethnic Armenians, pulled out of
the Soviet Republic of Azerbaijan in 1988, triggering fighting. A
ceasefire has been in place since 1994.

Yeritsyan said in Yerevan during the opening of the eighth annual
international exhibition Country of Talking stones (CTS) under the
patronage of the RA Ministry of Economy.

Talking about achievements in tourism, the minister pointed out the
government program of actions in the sector.
According to Yeritsyan, the concept of tourism aims at attracting more
tourists to Armenia and making historic-cultural sites touristy.

`The government should support creative activities, as fresh and
original ideas attract tourist,’ the minister concluded.

The organizers of CTS 2008 are the Armenian Union of Travel Agents and
the Armenian Representation of the American Society of Travel Agents.

A joint declaration on Nagorno-Karabakh, signed in Moscow, provides a
good foundation for a peaceful settlement of the Karabakh problem,
Azeri President Ilham Aliyev said after talks with his Turkish
counterpart Abdullah Gul in Ankara on Wednesday.

"The idea of the declaration is that it reflects international law,
and supports the decisions and resolutions adopted in compliance
with international law. It also gives attention to a step-by-step
settlement of the problem," he said.

The Azeri president also underscored Turkey’s role in settling this
problem. "We thank Turkey for the efforts being made to settle this
problem fairly, and welcome its active role in these processes,"
he said.

The Turkish president in turn said that the meetings, the dialogue
and the conditions being created would facilitate the settlement of
problems in the Caucasus.

"The Karabakh conflict ranks first in this context, of course. I
would say a new stage is beginning in the settlement. Turkey supports
meetings between presidents Aliyev and Sargsyan in Moscow, and hopes
this practice will be continued. We would like each party to do all
it can in this direction," Gul said.

The Russian, Azeri and Armenian presidents met in Moscow on Sunday
and signed a declaration on the settlement of the Nagorno-Karabakh
conflict, earlier reports said.

The parties "will work to improve the situation in the South Caucasus
and to create an atmosphere of stability and security in the region
by way of political settlement of the Nagorno-Karabakh conflict based
on the principles and norms of international law," the document says.

The parties have agreed that "the attainment of peaceful settlement
must be backed by legally binding international guarantees for all
its aspects and stages," the declaration says.

YEREVAN, NOVEMBER 7, NOYAN TAPAN. Though many formed an impression that
the joint declaration signed by the Presidents of Russia, Armenia,
and Azerbaijan on November 2 has a formal nature and is deprived of
concrete contents, however, according to first RA President Levon
Ter-Petrosian, people not familiar with the nuances of the Nagorno
Karabakh settlement process can form such a wrong impression. While,
as L. Ter-Petrosian mentioned in his interview to A1+, for experts,
the declaration is, on the contrary, too eloquent, as several concrete
moments and moments of principle are clarifed in it.

According to the first RA President, the document is only the
top of the iceberg, and a much more detailed protocol lays under
it. Presenting the latter’s content he said:

"1. The very first point of the declaration contains an alarming
formulation, according to which "the Nagorno Karabakh conflict will
be solved on the basis of principles and norms of international law,
as well as of decisions and documents adopted within the framework of
them." The diplomatic expression regarding "principles and norms of
international law" is not so alarming as the mentioning of "decisions
and documents adopted within the framework of them." By the latters,
no doubt, by Azerbaijan’s demand, Resolutions of UN General Assembly N
62/243 and of PACE N 1614 are meant, in which Azerbaijan’s territorial
integrity is recognized and unreserved withdrawal of Armenian troops
from Azeri territories bordering upon Nagorno Karabakh is demanded.

2. Moscow declaration’s Point 2 unequivocally records that the Madrid
principle of November 29, 2007 of Minsk Group co-chairmanship will
be laid in the basis of the Nagorno Karabakh settlement. <…> I
will remind that the idea of Madrid proposal is combination of two
principles of international law, territorial integrity and nations’
self-determination.

3. In fact, a new format of conflict sides is determined in
declaration’s preface and Point 4, in which the necessity to solve
the Nagorno Karabakh problem through a direct dialogue proceeding
between Azerbaijan and Armenia is mentioned. Thus, the declaration
finally buries the decision made by the 1994 OSCE Budapest summit,
under which Nagorno Karabakh Republic was recognized as a third
conflict party enjoying full rights. And it means that NKR will have
no role in the further process of negotiations deciding its fate.

4. However, the most important result of Moscow declaration should
be considered the fact that the two conflict parties established by
the new format, Armenia and Azerbaijan, by signing that document,
officially gave a consent to the Madrid proposal, which is an
unprecedented event in the whole process of Nagorno Karabakh
settlement. The point is that the previous three official proposals
of Minsk Group co-chairmanship, "package," "stage-by-stage,"
and "common state" were not unanimously approved by the conflict
sides and therefore were removed from the agenda. The "package" and
"stage-by-stage" variants were rejected by Nagorno Karabakh and the
variant of a "common state" by Azerbaijan. Thus, by the signatures
of Serzh Sargsyan and Ilham Aliyev under Moscow declaration the start
of Nagorno Karabakh settlement final stage is announced."

In response to the question of whether Russia’s initiative does not
contradict the thought expressed in his last speech that it is the West
that will play a decisive part in the Nagorno Karabakh settlement, L.

Ter-Petrosian said: "Not at all. Though Moscow meeting is indeed
turning, yet it is only the start of the settlement process. Now
that process continues in Europe and in all probability, will finish
in December in the United States. Thus, though outwardly the honor
of launching the settlement is given to Russia, nevertheless the
prerogative to finish the settlement will belong to the West. Both
Sargsyan and Aliyev took part in Moscow meeting if not forcedly, then
at least with unconcealed reluctance, and all the same, though from
different considerations, after all they will prefer the mediation
of the West."

As regards the necessity to continue the activity of OSCE Minsk
Group, which is mentioned in the declaration, according to
the first RA President, the more the necessity of Minsk Group’s
activity is emphasized and the more compliments addressed to it are
lavished, the more the suspicions on disagreements within the group
deepen. L. Ter-Petrosian affirmed that Minsk Group being a useful
working instrument is no more than an outward veil to ensure the
diplomatic propriety of the goals pursued by the country-mediators.

After L. Ter-Petrosyan’s recent interview on the Moscow Declaration
signed by the Armenian, Azeri and Russian Presidents, a strange
liveliness is being observed in the pro-opposition camp.

Conducting meetings, discussions and interviews, different
representatives of the leader of the Armenian National Congress advance
three fundamental theses standing in stark contrast to one another.

1. They claim that the "final stage of the NKR conflict settlement"
is close; it is inevitable and irrefutable. And they support their
argument by L. Ter-Petrosyan’s prediction that the United States will
"very probably" achieve the solution of the issue in December.

2. The Moscow Declaration is being subjected to harsh criticism.

"Embellishing" the theses proposed by L. Ter-Petrosyan in his recent
interview, his allies are searching in the Declaration the non-existent
"traces" of the resolutions adopted by the UN General Assembly, the
Parliamentary Assembly of the Council of Europe and other anti-Armenian
documents concerning the territorial integrity of Azerbaijan.

3. They advance the thesis on the necessity of signing the document
which is allegedly going to be imposed on us by the superpowers.

After reiterating the above mentioned, the National Congress arrives
at the following false conclusions.

1. There is no possibility for delaying the discussion of the issue
since Russia, the European Union and the United States, which are
in fierce rivalry with one another in the South Caucasus, are making
haste to impose upon the parties the settlement principles introduced
in Madrid on November 29, 2007.

At this point, there is one factor that is being ignored. The given
principles also imply the deployment of international peacekeeping
forces in the Karabakh conflict zone. And this is equivalent to the
establishment of political-military control in the entire territory of
Transcaucasus. The following question comes up: if the mediators are
having an acute and unyielding rivalry over the issue of determining
the role of the superpower in the region rather than clarifying the
principles of the settlement, to what extent is it proper to rule out
the possibility of delaying the solution of the issue and who is it
advantageous to?

Moreover, if the struggle of the superpowers bears such an acute and
unyielding character, maybe this should drive us to the conclusion
that there is "no possibility for not delaying the settlement"?

1. We lose the game. That’s to say, they impose on us a document
which contradicts the interests of the Armenian people.

Let’s imagine for a moment that it’s really true. What goal,
in that case, will the consolidation of the pro-opposition forces
(the so-called Armenian National Congress) pursue? Such goal seemed
to consist in arousing anxiety among the Armenian people, raising
the spirit of their resistibility, ruling out the possibilities of
defeat and forming national consensus that would enable us to resist
the possible pressures. Whereas such pessimistic assessments are
followed by a defeatist conclusion.

2. Adopting an obviously defeatist attitude, the radicals are convinced
that "there is no alternative to solving the problem".

That’s to say, persisting in their statements that the game is lost,
and the anti-Armenian solution of the problem cannot be delayed,
they simultaneously insist that it is necessary to put up with those
realities.

Vahan Papazyan, who was a Foreign Minister during the tenure of L.

Ter-Petrosyan, also tried to support the same idea in an interview
entitled "Whose Self-Determination is Being Discussed?" "In comparison
with other documents, I see that Armenia has considerably weakened
its positions. We have made more concessions now than we did 10 years
ago," the Ex-Foreign Ministers says. Mr. Papazyan also adds that
"It’s better to have some document than not to have anything at all."

That’s to say, the settlement rather than its content is deemed
important.

Let’s now compare the entire chain of such strange questions with the
theses proposed by Armenian President Serge Sargsyan in an interview
to the French "Le Monde" newspaper (the interview was given in Paris
on the same day).

a) Armenia is ready not to hamper the process of the negotiations;
however, it is not ready to make considerable concessions.

b) Armenia’s attitude continues to be based upon the three principles:
the NKR’s right to self-determination, a land border with the Republic
of Armenia and international guarantees for security.

c) The Moscow Declaration is not a clearly defined plan; however,
it reiterates the necessity of a "political solution" (i.e. ruling
out the possibility of war) and an "international guarantee"
(i.e. ensuring security).

Thus, it is obvious that the official Yerevan does not agree to any of
the three theses proposed by the defeatist pro-opposition activists,
so admitting the necessity of proceeding with the Karabakh settlement
talks, it at the same time refuses to make any concessions with regard
to any of the fundamental issues.

So, what’s the reason that L. Ter-Petrosyan and his co-thinkers arouse
so much panic and disseminate unfounded malicious joy? They realize
that in case the authorities, the people and the whole statehood
suffer a failure in the Karabakh settlement process, they will have
the opportunity of re-raffling the game lost in the February 2008
presidential campaign.

Ankara, 5 November: Turkish President Abdullah Gul said Wednesday
that "we are dealing with the problems of Caucasia in a brave manner
altogether."

Speaking at a joint press conference with his Azerbaijani counterpart
Ilham Aliyev in Ankara, Gul said that "Caucasian leaders display
the will to resolve problems in various platforms. This is a very
positive development."

Congratulating Aliyev for having been recently re-elected, Gul said
that "the Turkish people have been honoured to welcome Aliyev in his
first foreign trip after getting re-elected."

"The presidential election in Azerbaijan was a good model for the whole
region. At a time when the Caucasus is going through an important
phase, we had a chance to discuss the regional problems extensively
with Aliyev on Wednesday," Gul said.

"It is in the interest of all in the Caucasus to develop
cooperation. Within this framework, Turkey proposed the Caucasus
Cooperation and Stability Platform. A climate of understanding via
dialog will help resolve problems in the Caucasus. I can state that
a new process began to solve the Karabakh problem," Gul stressed.

Reminding that Azerbaijani President Ilham Aliyev and Armenian
President Serzh Sargsyan signed a joint document in Russia recently,
Gul said that Turkey supports the dialog process that began in Moscow.

Gul said that Aliyev and he also discussed energy matters, including
the Baku-Tbilisi-Ceyhan oil pipeline and the Baku-Tbilisi-Erzurum
natural gas pipeline.

"These great projects are open to the whole region and will bring
peace and stability," Gul said.

"Bilateral relations between Turkey and Azerbaijan continue at the
highest level possible," Gul also said.

that his company was ready to participate in the Iran-Armenia railway
project, the official IRNA news agency reports.

Yakunin told reporters that RZD would help secure the estimated
one billion dollars needed for the 500-kilometer [310-mile]
railway. Armenia’s transport and communications minister has estimated
the cost at between $1.5-2 billion dollars, IRNA reports.

Armenian officials have stated Iran’s geographic proximity to
their country and Armenia’s lack of transport ties with neighboring
Azerbaijan and Turkey as motives behind the railway, which has yet
to advance beyond the planning stage.

According to Russia’s state-run RIA Novosti news agency, RZD’s profits
were down 25 percent for the first nine months of 2008, compared to
last year.

Last July, RZD announced that it was developing a trilateral project
with Azerbaijan and Iran to build a direct rail link between Russia
and Iran.

Meanwhile, Ehsan Moqaddam, the managing director for public relations
at Iran’s Railway Company, told IRNA that Iran has purchased 3,200
tons of rail track from China, despite being under sanctions.

Turkey to carefully watch new U.S. administration after Obama’s win

Turkish leaders welcomed the election of America’s first
African-American president, as a source of hope for peace in the
world. But the new administration’s uncertain policies on a wide range
of issues, from the alleged "genocide" of Armenians to Iran and Iraq,
are a matter of curiosity for Ankara.

"Your message of change and hope meets today’s expectations. Turkey
embraces this message," Turkish President Abdullah Gul said in a
letter of congratulations he sent to U.S. President- elect Barack
Obama. The original version of the letter was aired on the web site of
the presidency on Wednesday.

The president highlighted the importance of Turkish-U.S. friendship,
based upon such universally accepted values as freedom, democracy and
human rights, and reiterated Turkey’s resolve to improve the strategic
partnership with Washington, especially in the fight on terrorism.

The outgoing U.S. ambassador to Turkey praised the election as a,
"miracle of American democracy that a poor African-American, from a
broken family, could rise to become the leader of our country."

"That he could do so, less than 40 years after the great civil rights
struggle of America, is especially remarkable and it is a source of
great pride," said Ambassador Ross Wilson in brief remarks.

On Turkish-American relations, he underlined that there were always
changes from president to president, but also great continuity.

"President after president has understood the importance of Turkey to
the United States and of the United States to Turkey. President after
president has engaged seriously and in a very sustained way with
Turkish leaders for decades," Wilson said.

But he added that he did not know what the future held.

"Like all of you, I look forward to seeing the movie that we will be
watching over the four years of the Obama administration. But I am
sure that we will remain friends and remain engaged and the close
bonds between our two countries will endure in many presidential terms
to follow."

The desire to reach the stars is ambitious but the desire to reach
hearts is wise. The election campaign in the United States has shown
that this is Obama’s wisdom, said a member of a panel at the beginning
of a long night Tuesday in the Turkish capital.

The event was part of a traditional over-night election-watch at the
Turkish-American Association in Ankara. The morning heralded the
winner, the first black American leader in U.S. history.

"The election result shows there is no longer a black-white problem in
the United States," said Prime Minister Tayyip Erdogan, describing it
as a turning point in American history.

But Obama-led policies, especially on the 1915 incidents, remain to be seen.

Erdogan expressed belief that the statement Obama made during the
election campaign would remain election rhetoric. If elected
president, Obama had pledged to recognize the 1915 incidents.

The Turkish premier also said foreign ministry diplomats would seek an
opportunity to meet Obama during a visit to the United States next
week. Erdogan will attend an economic summit in Washington on Nov. 15,
when the current financial crisis, its causes and efforts to resolve
it will be discussed.

Americans, friends and onlookers gathered on Tuesday night in one of
the biggest events for Democrats Abroad Turkey, since its inception
one year ago, to see the fruit of their labors and votes. Attendees
cheered on into the night as as Obama took the majority of votes

Hours before Turkey woke up to the news of Barack Obama’s landslide
electoral victory in the United States, members of Democrats Abroad
in Istanbul, their friends and curious onlookers celebrated into the
wee hours of the morning.

The all-night event, organized by Democrats Abroad Turkey, drew
one of the largest gatherings of U.S. citizens who had sent their
absentee-ballots from Turkey in the hope that a change in the
U.S. White House would be felt as far away as their adopted home.

An expatriate of 10 years and resident of Illinois, Obama’s home state,
Virginia Lowe, said she was anxious to see a change and the turnout
at the event in a Beyoglu bar Tuesday night showed others were too.

"It is great; it is impressive. Over 160 people signed up and people
have been coming and going all evening," Lowe told the Hurriyet Daily
News at around 1:00 a.m. "Some people came just for the camaraderie
to say, ‘we are out here.’ They are really coming to see what is
going on."

Lowe and other expatriates spoke about how "detrimental" the last
eight years of the Bush administration have been to the United States
and its image in the world, but said although they were not proud of
the administration, they were still proud to be American.

"These elections are pivotal and you can see that, especially in a
country like Turkey, where our approval ratings are sometimes very
low," said a Bogazici University exchange student from New York,
Alex Kantrowitz.

He said he has been received well in Turkey as an American who is
here to learn and who has stepped out of his comfort zone, but added,
"I also recognize the past eight years have been detrimental to my
country’s image and hope tonight we have chosen a different path."

One of the observers of the election results night, Dutch native Kees
Arendz, said he came out of curiosity.

"I have the feeling American people are a bit fed up with the
Republicans and I am curious to know whether when Obama wins if
[the attitude] will change," he said.

There was a sense of great expectation and reserved optimism in
the room throughout the night as people buzzed from the excitement,
drinks, sleep deprivation and possibility of Obama winning. At the
top of the hour as CNN announced Obama’s win, outbursts of cheering
filled the room.

Looking ahead

A Turkish lawyer at Tuesday’s event, Bora Akturk, 28, said although it
seemed Obama was winning, he was concerned about his lack of political
experience and his pledge to recognize the "Armenian Genocide" if
elected. He said however, that if he won, it would be historical
because of his race.

"I cannot predict the future, but hope this young man will bring new
hope and energy to Americans," said Lowe. "As with all presidential
candidates they make lots of promises, and Obama will not keep all
of them, but he will try."

Kantrowitz said criticisms of Obama were necessary and expected in
such an important race, but there was no question in his mind that
the democratic candidate’s positives outweighed any doubts about him.

"Tonight will be a testament to the fact that American voters feel
that way too and how it is up to Obama to follow through on the great
potential he has shown us."

Yesterday morning after the long night of results and the announcement
of Obama’s landslide win, Democrats Abroad Turkey Vice Chair Stephanie
Holtman told the Daily News that she had renewed hope for the United
States. She said the outcome was good for Turkey as well because of
what Obama would bring to the world stage with his attitudes toward
foreign policy and the Middle East.

"As a global nomad he has a different experience than other
U.S. presidents," said Holtman. "He has a more global perspective. I
hope he bears that in mind while crafting his economic policy, as it
will affect Turkey."

Baku regards as vital the Moscow declaration on Nagorno Karabakh
signed by the presidents of Azerbaijan, Armenia and Russia on Sunday,
press secretary of the Azerbaijani Foreign Ministry Hazar Ibrahim
has told the press.

"It is a every important document reflecting all the key agenda items
of the talks raised by the Azerbaijani and Armenian sides," he said.

This is the first declaration signed by the presidents of Azerbaijan
and Armenia, he added.

However, there are no novelties in the document which reflects the
principles and stages which have been the subject of negotiation so
far, Ibrahim said.

"To advance to the next stage of the talks we must make certain
headway. Naturally there should be an officially approved and signed
document on the table after verbal declarations," he said.

He said the signing of the declaration at the highest level stemmed
from this need.

Ibrahim said that the declaration shows how the problem of Nagorno
Karabakh can be settled by political means.
