AGBU President Meets With Cypriot President & Government Officials

During his visit to Cyprus on January 22, 2009, the President of the
Armenian General Benevolent Union (AGBU), Berge Setrakian, accompanied
by Mr. Benon Sevan, was received by the President of the Republic of
Cyprus, H. E. Demetris Christofias, and the President of the House of
Representatives of the Republic of Cyprus, H. E. Mr. Marios Garoyian.

Mr. Setrakian used this opportunity to brief them on the Organization’s
activities and the challenges that it faces in the 21st century for the
maintenance and perpetuation of the Armenian identity in both the
Diaspora and the Republic of Armenia. He also discussed the future
prospect of the Melkonian property in Nicosia.

The Cypriot President and the House Leader expressed their support and
friendship toward the Armenian people and their commitment to further
strengthen the positive relations between Cyprus and the Republic of
Armenia. They also conveyed their full understanding of AGBU’s
objectives and the importance of the Organization’s focus on its
programs for strengthening the relationship of the worldwide communities
with Armenia.

Furthermore, they expressed their appreciation to Mr. Setrakian that
AGBU was considering the development of a project in Cyprus for the
benefit of all Cypriots as a token of gratitude toward the government
and the people of the Republic of Cyprus for their longstanding support
of the Armenian community.

The following day and at the suggestion of the Cypriot President, Mr.
Setrakian met with H.E. Dr. Andreas Demetriou, Minister of Education and
Culture. Also in attendance were House Representative Takis
Hatzigeorgiou and Nicos Peristianis, Executive Dean of the University of
Nicosia. During this meeting, the development of educational projects of
mutual intent were considered and discussed.

preserves and promotes the Armenian identity and heritage through
educational, cultural and humanitarian programs, annually serving some

US foundation Heritage organized a conference on the South Caucasus
"Role of the South Caucasus in the external policyof the United
States and the attitude of the new administration to the region",
said Fariz Ismayilzade, director of external political programs of
the Azerbaijan Diplomatic Academy Fariz Ismailzade.

According to him, director of the institute of Central Asia and
Caucasus under John Hopkins Frederick Starr, Ariel Coen from Heritage
Foundation, John Chiki from Pentagon, adviser of senator Lugar and
others spoke at the event.

"On the whole, the conference was attended by about 150 people. The
main discussed issues were the Russian-Georgian war and its
influence on the region, relations of the United States with Turkey
and Iran. Currently, there are definite chances and Obama wants at
least not to be at war with Iran while position of Turkey against
Israel changes much. The influence of this on the situation in the
Caucasus was discussed.

Moreover, we also discussed the energy issue, as the Russian-Ukrainian
gas crisis affected the situation and the role of Nabucco project
and Azerbaijan has grown. There were many discussions on the Nabucco
project and naturally when discussing the Caucasus it is impossible
not to mention the unsettled conflicts", said he.

As for the Armenian side, he said it was represented by deputy
ambassador in Washington.

"Armenians attacked Frederick Starr as he called Nagorno Karabakh
occupied. The Armenian side rejects the very fact of occupation. When
I said that Azerbaijan is ready to grant high autonomy to Nagorno
Karabakh they answered they did not need it as Armenians have already
self-determined.

They consider the referendum held in the beginning of the Nagorno
Karabakh conflict without Azerbaijanis the final decision of
Armenians. Certainly, I put forward my own arguments regarding
illegitimacy of this referendum. That is the first conclusion is
that they do not want to make any concessions. The second is that
Armenians view Azerbaijan as a threat for themselves.

They say in open that Azerbaijan is arming, strengthening its military
potential and that Armenia is obliged to buy weapon and receive
aid. Even in the US Congress and other state structures we are asked
why Azerbaijan wants war and the country leadership open says that
it is ready to settle the conflict by way of force. Armenians have
presented Azerbaijan as a military monster in the United States",
concluded Ismayilzade.

Russia To Extend $500mln Stabilization Credit To Armenia

RUSSIA TO EXTEND $500MLN STABILIZATION CREDIT TO ARMENIA

YEREVAN, February 5. /ARKA/. Russia will extend a $500mln stabilization
credit to Armenia to survive the global economic crisis, RF Minister
of Finance Alexey Kudrin stated yesterday.

Speaking before representatives of the British business community,
he pointed out that Russia is ready to render assistance to the other
CIS member-countries, RIA Novosti reports.

"We will assist the neighboring countries we are working with,"
Kudrin said.

Among the countries are Belarus, which will receive $2bln, Kyrgyzstan
(over $2bln) and Armenia ($500mln).

Other countries are applying to Russia as well, the Minister said.

Late last month Kudrin reported that Armenia applied to Russia for
a stabilization credit. No amount was cited.

The Communist Party of Armenia is solidar with the Communist and
Socialist Parties of Azerbaijan in the issue of reburial of Shaomyan’s
residuals, said first secretary of the central committee of the
Communist Party of Armenia Ruben Tovmasyan.

"They told me this in our recent telephone calls", he told reporters
Thursday.

He refutted the statements of Azerbaijani powers about the alleged
move of Shaumyan and two other commissars to England.

"I have Narimanov’s statement made during reburial of Baku commissars
in Baku in the 1920s, in which he says that bodies of 26 commissars
are buried", said he.

The actions of Azerbaijani powers, considers Tovmasyan, are aimed to
terminate any trace, connected with Armenians.

"And this against the fact that Heydar Aliyev during the celebration of
100th jubilee of Shaumyan said "Stepan Shaumyan is a great son of not
only the Armenian people, but also the Azerbaijani people", added he.

He said the world communist movement raised its voice of protest
against demolition of the monument to 26 Baku commissars.

Tovmasyan announced that the Communist Party of Armenia appealed to
the Armenian president to use all diplomatic and political means for
reburial of the residuals of Stepan Shaumyan and his fellows in arms
on the Armenian land. For this purpose, the head of the Communist Party
has already appealed to the President with a request about the meeting.

He also added that the further steps of the Armenian Communist Party
in this issue will depend on the outcome of his meeting with President
Serzh Sargsyan.

During a Government session today has been defined to dispose the
Municipality of Yerevan 300 million AMD from the Government reserve
for the implementation of Charles Aznavour’s museum-house in Yerevan,
reports the public relations department of the Government.

Note that there has been established a square in Yerevan named after
the famous Chansonnier.

Interview with director general of FTA-Telecom Bruno Duthoit

On Nov 19, 2008, FTA-Telecom, a subsidiary of France Telecom in
Armenia, received a mobile connection license, thus becoming the
long-awaited third mobile operator in Armenia. Company’s director
general, Bruno Duthoit, expresses the plans of development of the
company and its view of Armenian telecom market.

What are your plans for the Armenian market in general – in terms of
subscriber base and investments?

I don’t think we’ll gather a large client base before the end of the
year – it’s hardly if ever possible to attract a large subscriber
base in such a short term, regarding the competition.

It is difficult to say about investments, because this figure
is confidential in our budget. What we can say is that we’ve got
sufficient budget to build the network we want to build. We are
determined to develop a most modern one.

According to your investment plan, you’re going to allocate 200 mln
Euros in five years…

Not really so. The government demanded not the sum itself, but rather
the ability of our mother company, France Telecom, to invest that
much. So it is not a commitment, but a capability. But it’s not
necessary to place this much so far.

What is the actual volume of investments you’re going to place in
predictable future – say, in five years?

It depends on several factors, one of which is the price for
equipment. Now it is decreasing a lot – for the same network we now
have to invest some 30% less than we would seven years ago. And
the trend is continuing, so we have a good possibility to reduce
our expenditure for equipment. Although I’d prefer not to disclose
definite figures at this stage, I can definitely say we will provide
a good coverage and a good service. One thing about the equipment
is that in November we’ve announced a worldwide tender to choose a
supplier. In the end of February we will summarize it, and one or
two months later we’ll start to install the equipment.

What are your commitments of coverage, according to the tender?

We have to cover 42 major towns in two years, including the capital
city Yerevan. Naturally we will do it, and we will do it sooner.

Two active mobile operators have a total client base of some 2,7 mln
– close to an upper limit, if we consider the Armenian population
3 mln and something, knowing there’s a certain number of population
(under-aged and extremely old) who never use a mobile phone. What is
your estimated amount of subscribers before the end of the year?

First, we believe there’s still some part of the population who still20
doesn’t have access to mobile telephony – old people, young people,
etc. Secondly, we’ll also propose service to people who already have
a SIM-card. You know, in Armenia, particularly in Yerevan, there are
a number of people who already have two SIM-cards – one VivaCell and
one Beeline.

In a whole, it’s a normal market, particularly comparing it with
Ukraine or Russia, where penetration rate is sometimes well beyond
100%.

As to the number of potential subscribers, we’ve done a survey,
the precise results of which we’ll have in two or three months, but
evidently there are some 300 – 400 thousand people, who either don’t
use mobile phone or use it occasionally.

What are your expectations of the Mobile Number Portability option? How
widely will you use it?

Number portability is giving possibility for customers to choose
the most appropriate offers, while keeping the same number; it is
not existing in Armenia but regulation body declared in January that
there is on-going analysis of conditions of possible implementation
in the country.

What kind of activities are you going to undertake in the Internet
market?

Will you try to enter the broadband market as well?

We don’t intend to enter the Internet fixed wireline market, but
the mobile license received by Orange gives possibility to provide
broadband wireless services; we don’t have a Wimax license a nd don’t
intend to apply for in 2009.

Will your tariffs match those of the two active operators?

Naturally we don’t see the reason to take the initiative of price war.

We don’t see the reason why Orange should take a start with labels
like "unprecedented – 30% lower". We will approach our clients with
something new on the market – that regards quality as well. Price is
important, but it’s not everything, you know. Mainly the tariffs will
depend on average factors like costs of equipment and interconnection,
salary of employees, etc. But, all considered, we are going to be
affordable for all groups of population, including those who have
never used a mobile phone.

No dumping, in a word…

We couldn’t do that, even if we wished. The prices for telecom
services in Armenia are quite low – about 2 – 2,5 times lower than
in France, and we have to invest a lot to expand and attract the
customers. Dumping is something we just cannot afford.

You haven’t started your operations, yet you’ve entered the list of
300 major taxpayers of Armenia, with 2,3 bln Armenian Drams. How do
you explain that?

That was the tax from our license, which we obtained and paid last
year, not the taxes from actual activities.

When are you going to start to operate?

We will definitely launch before the end of the year.

What kin d of image of your brand you’re going to create in Armenia?

We won’t choose a particular group of population. We are going to
serve youth, business clients, families and so on and make special
approaches for all of them.

specializing in international relations said.

"The Armenian Center for National and International Studies will
work to resist these challenges, since both Armenia and Diaspora are
vulnerable now," Richard Giragosian, the new ACNIS director told a
news conference in Yerevan today.

He said the center will engage in regional political and economic
affairs and named strategic research and national security issues as
ACNIS priorities.

Mr. Giragosian denied any links between his future activities and
Heritage party leader and ACNIS founder Raffi K. Hovannisian.

"Our record will be available for all," he said. "Independence of
political forces will be the guiding principle of the center."

Richard Giragosian is a regular contributor to Radio Free Europe/Radio
Liberty (RFE/RL) publications and is a contributing analyst for the
London-based Jane’s Information Group.

Director General of the "Bjni" mineral water factory" CJSC Laert
Harutyunyan mediated enforcement officer of the RA Justice Ministry’s
Service for Compulsory Enforcement of Judicial Acts Mihran Poghosyan to
terminate the case of "Bjni" because the reserve price to be presented
in the auction will be lower than the demanded amount.

The Service for Compulsory Enforcement of Judicial Acts is planning to
put the assets and rights to assets of the Sukiasyan family’s "Bjni"
mineral water factory up for a compulsory electronic auction starting
February 5. Nobody made an offer during yesterday’s auction. The
SCEJA had fixed 4 billion 935 million drams as a reserve price.

According to the RA law on "Public bargaining", if the auction hasn’t
taken place due to lack of buyers or no addition to the reserve price
for the lot, the reserve price of the lot is reduced by 10 percent
of the reserve price fixed for the previous auction during the next
compulsory auction. Thus, another auction will be set for February
5 and the lot will lose 10 percent of the price, in other words,
the reserve price for the next electronic auction will be fixed at
4 billion 441 million 448 thousand 938 drams.

"Bjni" is being put up for auction so that it can compensate for the
debt of the state budget. According to the decision of the compulsory
enforcement officer, a total of 4 billion 355 million 972 thousand
913 drams must be confiscated for the state budget, as well as a
state fee and for executive activities.

According to the RA law on "Bankruptcy", the assets are considered
unsatisfactory if the evaluated or reserve price for sale of assets
is lower than the demanded amount.

"According to the law, the compulsory enforcement office must
immediately stop the auction and file for bankruptcy because
the reserve price is lower than the demanded amount," says Laert
Harutyunyan. The latter also informs that the real estate of the
company is put up auction for "ArmEconomBank" JSC, while the lawsuit
filed by "ArmEconomBank" against the company is under examination by
the RA Northern Civil Court.

According to the 1st part of article 50 of the RA law on "Compulsory
Enforcement of Judicial Acts", taking into account the fact that
the auctioneer has presented his claim to the company, the sum that
comes from the auction (167,807,628 drams of "ArmEconomBank") must
be transferred to the auctioneer. The 2nd part of article 6 of the
RA law on "Bankruptcy" compels the enforcement officer to terminate
the case immediately," says the director.

The director has presented the mediation for terminating the compulsory

in the urgent sessions of the CSTO Collective Security Council and

Armenia is chairing the CSTO and has a status of observer in EurAsEC.

The delegation headed by the president includes Secretary of the
National Security Council Arthur Baghdasarian, Foreign Minister Edward

Deputy Chief of Police, Police Colonel Gevorg Mheryan was shot dead
in front of his apartment at 65, Barbyus Street , Yerevan at 8.30
p.m. on February 3, Public Relations Department of RA Police informs.

Prosecutor General Aghvan Hovsepyan, Chief of Police Alik Abrahamyan,
Director of the National Security Service Gorik Hakobyan arrived at
the locus delict.

The emergency brigade registered that Gevorg Mheryan had died of
gunshot wounds in his head and body incompatible with life.

Investigation and search operations and urgent inquiry measures have
been taken to clarify the circumstances of the case, to identify and
catch the criminal.
