There are nearly 220 people living in the Pokrashen district of the
Akhuryan region mainly busy with cattle-breeding.

What amazes residents of Pokrashen is what made their ancestors
settle in Pokrashen. Villagers don’t benefit from a land that has
no irrigation because the ends don’t justify the means and it is a
waste of time.

There was no water going around the village even in Soviet times and
villagers simply hope for the rain to come. A water-supply program
is underway and implementation will start during the spring. But the
issue of irrigation is a rather difficult issue in the higher areas.

The district suffers losses due to lack of technical equipment as
well. The equipment is brought from the neighboring villages, but
many villagers can’t afford to pay the required amount. Residents of
Pokrashen say that heating is as important as water-supply. They heat
their homes with energy, which is rather expensive.

The gas-supply issue will be solved when gas enters Mets Keti. In that
case, three kilometers of tubes will be needed to connect Pokrashen
to the main gas pipeline.

ArmInfo. The two-day conference ‘Old-time stories. Modern
interpretation of fairy-tale’ started in Armenian writer Hovanes
Tumanyan’s museum in Yerevan.

The conference is being held within the frames of Francophony Week
in Armenia.

Representative of French Embassy to Armenia Jean Pol Marten said at
the opening ceremony of conference that magic world of fairy-tale
leaves its stamp at the rest of a person’s life. He also added that
fairy-tales are often a source of inspiration for artists and film
directors.

To note, International Fairy-Tale Festival will be held at Tumanyan’s
museum and Children’s Library after Khnko Aper will be held on 19-25
March, in which fairy-tale writers from France, Switzerland, Belgium
and Armenia will take part.

RA PRIME MINISTER TIGRAN SARGSYAN VISITED THE MASIS GOLD PROCESSING FACTORY

RA Prime Minister Tigran Sargsyan visited the Masis gold processing
factory. The Prime Minister walked round the workshops, got acquainted
with the working conditions, the output capacity and the development
prospects of this new factory launched by ASSAT Ltd.

Director General of ASSAT Aram Osikyan told that as established in
1999, his company is engaged in mineral deposit exploration activities
with a view to building copper, gold and other mineral ore enriching
factories in Armenia.

The Masis gold processing factory is one of these projects and enjoys
good development prospects. There are already 20 jobs available in
the factory.

Some 15-20 jobs are due to be created within the next two months with
a 150.000 dram salary.

Tigran Sargsyan told news representatives that mining industry is
facing serious problems amidst the global crisis. Nevertheless, new
opportunities are being opened up in the gold mining sector and our
entrepreneurs are trying to get advantage. According to the Prime
Minister, well-equipped and meeting the modern standards, the Masis
gold processing factory is a success story. Tigran Sargsyan appreciated
the operations of those companies specialized in the processing of
domestic raw materials. It seems quite natural that an arrangement
is already up with the Yerevan jewelry factory about the purchase of
the whole range of end-products manufactured in this factory.

on appointment of Arkady Ghukasian as Armenia’s ambassador at large
and conferred a diplomatic rank of ambassador extraordinary and
plenipotentiary on him.

Arkady Ghukasian was the President of the Nagorno Karabakh Republic
from 1997 to 2007.

Reporting from Washington — The Obama administration is hesitating on
a promised presidential declaration that Armenians were the victims
of genocide in the early 20th century, fearful of alienating Turkey
when U.S. officials badly want its help.

President Obama and other top administration officials pledged during
the presidential campaign to officially designate the 1915 killings of
Armenians by the Ottoman Turks as genocide. Many Armenian Americans,
who are descendants of the victims and survivors, have long sought
such a declaration.

But the administration also has been soliciting Ankara’s help on
Afghanistan, Iraq, Iran and other security issues amid Turkish warnings
that an official U.S. statement would imperil Turkey’s assistance.

Administration officials are considering postponing a presidential
statement, citing progress toward a thaw in relations between Turkey
and neighboring Armenia. Further signs of warming — such as talk
of reopening border crossings — would strengthen arguments that a
U.S. statement could imperil the progress.

"At this moment, our focus is on how, moving forward, the United States
can help Armenia and Turkey work together to come to terms with the
past," said Michael Hammer, a spokesman for the National Security
Council. He said the administration was "encouraged" by improvements
in relations and believed it was "important that the countries have
an open and honest dialogue about the past."

Armenian Americans and their supporters, however, say policies that
avoid offending Turkey merely advance Ankara’s denial of brutal
periods in its history.

An estimated 1.5 million Armenians were victims of planned killings
by the Ottoman Turks as the empire was dissolving during World War I,
an episode historians have concluded was a genocide. But Turkey and
some of its supporters contend that the deaths resulted from civil
war and unrest and that their numbers were exaggerated.

American presidents have long sought to avoid calling the killings
a genocide, fearing repercussions from a NATO ally that is acutely
sensitive to the charge. In 2007, the Bush administration argued for
a delay in a congressional genocide resolution, saying that Turkish
assistance was needed for the safety of U.S. troops in Iraq.

For Obama, the controversy comes at an especially sensitive time. He
is visiting Turkey on April 5, and his views on the issue will command
worldwide attention. Armenian Americans, meanwhile, have been pushing
for a White House declaration on April 24, the annual remembrance
day. Congressional supporters are also planning to reintroduce the
genocide resolution soon.

Obama’s visit to Turkey has become risky for the administration,
said Mark Parris, a former U.S. ambassador to Turkey. "Plopping the
president down over there really does raise the stakes," said Parris,
now co-director of the Brookings Institution’s program on Turkey. "Now
it can’t be overlooked. . . . It could carry costs to his credibility."

Obama declared repeatedly during his campaign that the killings were
genocide. Vice President Joe Biden and Secretary of State Hillary
Rodham Clinton are on record with similar positions.

But the Obama administration would like to use Turkey as part of the
military supply line for Afghanistan. It also would like more help
regarding Iraq, Iran’s nuclear program, Russia and Mideast peace.

Relations between Turkey and Armenia began warming noticeably in
September, when Turkish President Abdullah Gul became the first Turkish
leader to visit Armenia. The countries are considering opening borders
and embassies, initiating economic cooperation and establishing a
historical commission.

But Parris said further openings to Armenia would carry domestic
risks for Turkish leaders, who could be reluctant to do so if they
thought Obama would declare a genocide on April 24.

Congressional supporters of the genocide resolution expressed
frustration about the latest resistance.

"The argument that some are making now is only the latest incarnation
of the same old tired refrain: that we should recognize the genocide
— just not this year," said Rep. Adam B. Schiff (D-Burbank), one of
the sponsors of the resolution.

Another advocate, Rep. Brad Sherman (D-Sherman Oaks), said that
though the strength of Turkey’s cautions was declining, Turks remained
influential with lawmakers who believed a halt in Ankara’s aid could
hurt U.S. troops. Sherman called it "their ugly ace in the hole."

Aram Hamparian, executive director of the Armenian National Committee
of America, remained optimistic. Obama "is a man of his word and has
been crystal clear on the issue," he said.

But Turks remain uneasy. Ali Babacan, the Turkish foreign minister,
warned in a TV interview last week that Obama’s visit didn’t preclude
a genocide declaration.

"The Turks fully understand that the danger of the [genocide]
resolution is not going away," said Bulent Aliriza, director of the
Turkey Project at the Center for Strategic and International Studies.

On March 16, Deputy Foreign Minister of Armenia Arman Kirakossian
met Deputy Foreign Minister of Bulgaria Milen Keremedchiev who is in
Armenia with a working visit.

In the course of the meeting, the two discussed wide range of issues
concerning the deepening of Armenian-Bulgarian relations in different
areas.

Deputy Foreign Ministers Kirakossian and Keremedchiev mentioned that
friendly relations have been established between the two countries:
political dialogue is on the high level, economic partnership
is active, concrete steps have been taken to intensify cultural
relations. Within that context, they mentioned with satisfaction that
the Bulgarian Cultural Days would be held in Armenia from May 29 to
June 6.

The two also touched upon the global financial crisis and the steps
aimed at the softening of its results. Deputy Minister Keremedchiev
presented the situation in Bulgaria caused by the crisis and the
steps to be undertaken to overcome it.

On the guest’s request Deputy Foreign Minister Kirakossian presented
the perspectives of normalization of Armenian-Turkish relations.

Shant Harutyunyan Transferred To Psychiatric Hospital

Shant Harutyunyan, accused of the "Case of Seven" was transferred from
the "Vardashen" penitentiary to the Nubarashen psychiatric hospital
this morning.

The information was confirmed by press speaker for the Head of the
Penitentiary Department of the Ministry of Justice Arsen Babayan. He
informed that Shant Harutyunyan was taken to the psychiatric hospital
for forensic psychiatric examination and the decision was made by
the court.

As to how many days Shant Harutyunyan will stay in the hospital remains
unknown. Arsen Babayan told "A1+" that it depends on how much time
is needed for the examination.

Let us remind that Shant Harutyunyan is charged with the indications
stated in articles 225 and 300 of the RA Criminal Code, including
"organizing mass disorder with murder" and "state usurpation". The
judge has quashed his case until the end of the forensic examination.

Armenian Minister Of Education Comments On Corruption At Higher Scho

YEREVAN, March 16. /ARKA/. The evidence of corruption at Armenian
higher schools must be presented to the RA Ministry of Education,
RA Minister of Education Spartak Seyranyan told reporters.

"We have always said that negative phenomena do exist in the field of
education, just as in any other sphere of social life, and pointed
out that we will struggle against them. But, of course, the right
ways of struggling must be used, because a mechanism may be chosen
that will distort the very idea of battling corruption," he said.

On March 11 morning, posters with pictures of over ten lecturers of
Yerevan higher schools were put up on the walls at some of the higher
schools, as well as at bus stops and other public places. The Miasin
movement charges the lecturers with bribery.

"I am sorry, but our laws do not clearly mete out punishment for libel
in this and other similar cases. I think that the events over the last
few days show a dangerous trend – struggle against vicious phenomena
must not come to discrediting innocent people," Seyranyan said.

He stressed that any proofs of the charges must be presented to
the administration of higher schools, as well as to the Minister of
Education personally.

Minister Seyranyan stressed that, if the facts are proved, the
Ministry of Education and Science will be the first to "carry the
matter through". Otherwise, the ones responsible for libel will be
called to account.

"Struggle against any negative phenomena must be based on principles.

When I am told that students are afraid of talking about negative
things, I do not understand because there are no grounds for
fears. During my meetings with students, they are not afraid of
speaking their problems," the Minister said.

Seyranyan said that clear facts must be available for the truth to
be established.

"The Ministry of Education is not an investigatory body. We need
facts, and if they are available, I will be the first to demand a
thorough investigation and punishment of those guilty. Otherwise,
I will be the first to demand the ones discrediting innocent people
and the organizers of the action," the Minister said.

Yerevan V. Brusov State Linguistic University rectorate, the video
recording of the incident connected with former employee of the
Ministry of Internal Affairs, currently a photocorrespondent of the
Chorrord Ishkhanutyun and Aravot newspapers Gagik Shamshian is at
University’s disposal and will be provided if necessary. According
to the statement, G. Shamshian "acted cynically, unworthy of a
journalist, by violating University’s internal disciplinary rules
he broke into the University hindering the educational process. An
incident took place during his illegal actions, as a result of which,
according to media, G. Shamshian received bodily injuries." "We are
sorry for the incident, at the same time we consider it necessary to
mention that the incident is a result of not preventing fulfillment
of G. Shamshian’s professional duties, but his hooligan actions," the
University rectorate affirms. The rectorate considering "inadmissible"
the conduct of the guard records that "the guard should not have
yielded to the provocation initiated by G. Shamshian."

According to the statement authors, all that is the result of the
"instigating irresponsible" actions done by persons acting on behalf
of the Miasin movement lately. "Unfortunately, the law enforcement
bodies did not give a legal estimation to these actions and did not
make an attempt to suspend these incidents through actions proceeding
from the law."

With the statement the University rectorate called all lecturers and
students for keeping quiet and not taking steps that can hinder
University’s normal educational process. At the same time the
University warned that law enforcement bodies’ negligence, their
status of an observer to impudent and instigating actions indirectly
support such actions and can seriously shatter the educational process.
