On April 3, a memorandum has been signed in Yerevan on the construction
of the Armenian-Iranian railway. It was signed by the Armenian
minister of transport and communication Gurgen Sargsyan and his
Iranian counterpart Hamid Behbahani.

The Armenian minister said that another memorandum will be signed in
Iran too when the Armenian president Serge Sargsyan will pay a visit
to that country. Armenia and Iran have already set up a working group
for the railway construction. The railway construction is planned
to cost 1, 2 billion dollars, the length of which will be 470 km 60
km of which will be situated in the Iranian territory and the 410 km
in Armenia. The railway will have an important significance for the
bilateral relations.

90 criminal cases were brought before the courts surrounding the
events of March b1, 2008. As of today, sentences have been handed down
in 87 cases involving 101 individuals of which five have been fully
exonerated and eleven partially. In the case of one individual the
charges have been reduced. Five were issued with fines, thirty-one
were given suspended sentences and the rest were sentenced with
imprisonment.

These are the figures presented by David Avetisian, President of the
Cassation Court’s Criminal Chamber, during a press conference regarding
the court cases resulting from the March 1st incidents. He added that,
"The picture is more or less the same with other cases not linked to
March 1st. Furthermore, the number of those exonerated, either fully
or partially, is more in the March 1st cases than in the others."

"I have carried out specific analyses and have come to the
conclusion that in terms of the execution of penal practice, I see
no differentiation between March 1 cases and any other cases," stated
Mr. Avetisian.

Cassation Court President Arman Mkrtumyan refused to answer question
regarding specific cases, especially those related to the "March 1st
Seven" trials, arguing that they are still pending in the Court of
First Instance and that he had no right to comment on them.

As to sending the case of Sasoun Mikayelyan to the jurisdiction
of Kotayk Marz, Mr. Avetisyan commented that, "On deciding the
jurisdictional matter of the case the scene of the crime was taken
into account. In the case of Sasoun Mikayelyan, the charges brought
against him, that is possessing illegal arms subsequent to March 1,
took place in Kotayk Marz. Had the decision been taken to try the
case in the Kentron and Nork-Marash Court of First Instance, our
government would be facing a problem if the case was brought before
the European Court because there was a jurisdictional violation."

According to Mr. Avetisyan, the splitting up of the "March 1st Seven"
court case was due to its complex and exhaustive nature and that the
court reserves the right, based on Article 28 of the RoA Criminal
Judicial Code and various European Court precedents, to define a
commonsense time frame to complete trial examinations and a limit
on holding people in custody and to divide up the case to ensure a
multi-sided investigation of the evidence.

Caucus Co-Chair Says He Was Misrepresented By Turkish Press

A headline in the Turkish Hurriyet daily screamed: "Pro-Armenian
Lawmaker says US Congress Will Not Recognize Bill" for a news item
attributing comments allegedly made by Rep. Mark Kirk, the Illinois
Republican who co-chairs the Congressional Caucus on Armenian Issues
and a co-author of H.Res. 252–the Armenian Genocide resolution.

"Speaker of the House of Representatives, Nancy Pelosi will not dare
pass the bill. She will not place Obama in a difficult position. The
bill will not pass, don’t worry," Rep. Kirk was quoted as telling
the Turkish language Aksam Daily.

"When I was translated from Turkish to English my comments had little
relation," explained Rep. Kirk, in a phone conversation with Asbarez.

"I made the mistake of predicting what Speaker Pelosi may or may
not do in the future," explained Rep. Kirk given President Obama’s
upcoming trip to Turkey.

Kirk explained that his intention was to shed light on the
importance of the Genocide Resolution, adding that his comments were
misrepresented by the Turkish press

Kirk explained that he had supported Genocide resolutions in the past
and is the co-author of the current one introduced last month.

"I think if we put it [the resolution] on the floor, a number of
members would back us. I’m just worried that the State Department
will pressure the Congress, as they have done in the past," Kirk told
Asbarez, urging Speaker Pelosi to resists the pressure.

"Speaker Pelosi should bring up the resolution and pass it," added
Kirk, saying that everyone should stick to their campaign promises
and vote on what they told their constituents.

Kirk said he believes if the Genocide bill were brought to a vote,
it would be "Tremendous victory."

Notorious for its long history of muckraking, the Turkish press
has a reputation for altering the truth and changing words to suit
their needs. Rep. Kirk was the latest victim of this brand of yellow
journalism.

Dashnaktsoutiun Bureau member Mario Nalbandian met with Vice-President
Joe Biden during the sixth Conference of Progressive Leaders, which
was being held in Chile.

Nalbandian, who is Dashnaktsoutiun’s representative to the Socialist
International where he is a co-chair of the CIS, Caucasus and Black
Sea Committee, discussed pressing issues of concern to Armenia and
Armenians.

The Conference of Progressive Leaders was attended by British Prime
Minister Gordon Brown, Norwegian Prime Minister Jens Stoltenberg,
Spanish Prime Minister Jose Luis Rodriguez Zapatero and Presidents
Luiz Inacio Lula da Silva of Brazil, Cristina Fernandez of Argentina
and Tabare Vazquez of Uruguay.

Chile’s socialist President Michelle Bachelet hosted the summit,
which opened with a seminar on "a progressive response to the global
crisis," organised by the Policy Network, an international think tank,
and Chile’s Instituto Igualdad (Equality Institute).

Other participants in the gathering were Organization of American
States (OAS) secretary general Jose Miguel Insulza, and the executive
secretary of the Economic Commission for Latin America (ECLAC),
Alicia Barcena.

The progressive leaders summits, the first of which took place in 1999
at the urging of then President Bill Clinton and then British Prime
Minister Tony Blair, bring together heads of state and government and
oth er high-ranking government and international officials with ties
to socialist, social democratic, labor and democratic parties around
the world.

Baku. Viktoria Dementieva – APA. US Embassy Public Affairs
Officer Terry Davidson made a statement regarding the visit of the
U.S. Co-chair for the OSCE Minsk Group Matthew Bryza to Azerbaijan.

The embassy told APA that Matthew Bryza, European and Eurasian Deputy
Secretary of State and U.S. Co-chair for the OSCE Minsk Group, will
meet with senior officials of the government of Azerbaijan during
a one-day visit to Baku April 3, 2009. During his visit, he will be
discussing the range of bilateral and regional issues, but will focus
on the Nagorno-Karabakh conflict.

"Secretary Clinton has indicated to President Aliyev and President
Sargsian her strong interest in the Minsk Group’s ongoing efforts
to bring the process to a fruitful conclusion, and the Obama
Administration is committed to doing everything possible to support
this goal. To help stimulate this progress, Secretary Clinton has
sent Mr. Bryza back to the region, with the aim of encouraging another
meeting between Presidents Aliyev and Sargsian in the coming weeks,"
the statement says.

South-Caucasian Railway To Apply Through Rates

SOUTH-CAUCASIAN RAILWAY TO APPLY THROUGH RATES

YEREVAN, April 1. /ARKA/. As a result of cooperation between the
South-Caucasian Railway CJSC and the Georgian railway, from April 1,
2009, the tariff for the transportation of 20-foot containers in the
Karmir Blur-Poti-Karmir Blur direction will be based on a through
rate, US about $300 for one container-kilometer in the territory of
both Armenia and Georgia.

The press service of the South-Caucasian Railway CJSC reports that
the decision was made to attract exported and imported cargoes.

"We hope that lower rates will allow us to increase container traffic
by railway and form a solid basis for further development of through
traffic in certain directions," the press service reports quoting Ilya
Kalperis, Head of the Service Center, South-Caucasian Railway CJSC.

"The reduced rates will also allow us to ensure the transparency of
the railway component in the cost of transportation in the case of
several modes of transport," he said.

The South-Caucasian Railway CJSC is fully owned by the Russian
Railways OJSC. Under a concession contract signed on February 13,
2008, the South-Caucasian Railway CJSC acts as concessionaire managing
the Armenian Railways CJSC. The 30-year concession contract can be
prolonged for 20 years more.

year. This circumstance, as well as intensification of Armenian-Turkish
ties lessen the possibility for US President Barack Obama to recognize
the Armenian Genocide, Armenian Center for National and International
Studies (ACNIS) Director Richard Giragosian stated. "Armenian-Turkish
ties normalization makes Baku increasingly aggressive towards
Armenia. Opening of border and establishment of diplomatic relations
between Yerevan and Ankara deprives Baku of levers to influence
Armenia," the military expert noted.

According to Richard Giragosian, Armenia should be ready to counter
Azerbaijan’s reaction.

"To Armenia Azerbaijan presents more danger than Turkey. Azerbaijan
feels isolated in the region, which might lead to Baku’s increased
enmity," the expert emphasized.

Eric Sahakian Runs For Glendale School Board

Glendale, Calif. – "Having been across the desk as an administrator
from parents, especially English-learning parents, I know that
they’re a little bit reluctant, anxious to be going and discussing
their concerns about the school board during a meeting, timed, five
minutes, at a podium, on live TV. It creates anxiety in anyone. It’s
not a very inviting situation."

So says Eric Sahakian, who hopes to win a seat on the Glendale Unified
School District Governing Board in the election scheduled for April
7. A main plank of his platform is improved communication between
the district and parents.

"Not a survey," he explains. "No assessment. Just open dialogue."

His campaign office, across the street from Glendale Community College
is full of energy, as it has drawn many former students who remember
him fondly as a counselor at Hoover High School or a vice principal
at Toll Middle School. Mr. Sahakian now works for the Los Angeles
County Office of Education, where he oversees the career technical
education programs of four districts and nine high schools.

Voters will choose three school board members on Election Day. The
three incumbents are facing a challenge from Mr. Sahakian and Chris
Walters. The two challengers have been endorsed by the Armenian
National Committee of Glendale Political Action Committee, California
State Assembly member Paul Krekorian, and the Glendale Teachers
Association (GTA) – which has had contentious relations with the
district administration.

Asked whether he hopes to see changes in the administration of the
school district, Mr. Sahakian said he respected current board members
and school administrators, but intended, if elected, "to bring forth
more proactiveness."

In a nod to tight financial times, Mr. Sahakian is careful about
the costs of initiatives he advocates. Thus, for example, he does
not call for smaller classes across the board. Rather, he suggests
specifically that Algebra I for 8th and 9th grades should be targeted
for class-size reduction.

Indeed, he argues that such a targeted step would save the district
money. Remedial classes for juniors and seniors constitute an
important expense for the district, and Mr. Sahakian expects that
greater teacher time with students in the 8th and 9th grades will
reduce the need for expensive remedial classes later.

Likewise, Mr. Sahakian showed concern about fiscal discipline when
asked whether he would support gathering data about the performance
of students by background. The point of such data collection would be
to identify problems that may be particular to members of specific
immigrant groups or subgroups. Mr. Sahakian preferred to gather
information at no cost by encouraging partnerships with civic
organizations.

The district could achieve the same result, he said, "if we
have opportunities where we could actually start working with and
communicating to community organizations within Glendale, whether it’s
a Korean community organization, an Armenian community organization,
communicating with them for them to pretty much assist us in assessing
needs of a particular group of folks we serve in Glendale Unified,
and then working with them and dialoguing with them about the feedback
we’re receiving."

Mr. Sahakian was born in Los Angeles and attended Armenian school. A
product of the Cal State University system, he holds a master’s degree
in counseling psychology. His civic involvement includes working
collaboratively in identifying at-risk youth for the AGBU Generation
Next mentorship program.

"ARMROBOTICS 2009" OPEN TOURNAMENT OF ROBOTS TO BE HELD OCTOBER 3-5 IN YEREVAN

YEREVAN, APRIL 2, ARMENPRESS: Under the auspices of the Armenian
prime minister the "Union of IT Enterprises" will October 3-5 hold the
"ArmRobotics 2009" open tournament of robots.

Head of the public relations department of the Union Mane Manasian
told Armenpress that the contest is intended for the students. It aims
at combining young scientists, involving the scientific potential of
the Diaspora, developing a team way of thinking as well as promoting
the entrance of new technologies to Armenia. April 20 is the deadline
for registration for the contest.

The final round will be held on October 3-5, 2009 within the frameworks
of "Digitec 2009" annual international IT, communication and high
technology exhibition. The participating teams will be provided with
necessary equipments and means with which they will construct robots
based on their own projects.

According to M. Manasian, compared with the last year, this time the
task of the robots will be more complicated. Members of the contest
commission will follow the process of works. Winner will be recognized
the team which constructed robot which will pass the intended short
way with minimal mistakes.

and RA Ministry of Culture diplomas.

"This is the highest and most honorable award we ever granted to
artists," RA Minister of Culture Hasmik Pogyosyan emphasized.

"San Paulo Symphonic Orchestra opened classical music season in Brazil
by Aram Chatchaturyan’s musical composition. Armenian Music is known
and loved in Brazil. Same is true for Brazilian music in Armenia,"
RA Brazilian Ambassador Renate Stille noted.

Brazilian Art Week, initiated by RA and Brazilian Ministries of Culture
and RA Brazilian Embassy will launch on Apr. 1 in Armenia. Within
Brazilian Art Week framework , Images Trio music band will hold
performances in Gyumri and Yerevan. Images Trio had it’s first
performance in Yerevan 10 years ago.

Images trio, composed of famous Brazilian musicians, was created in
1999. The band was awarded "Best ensemble of 2006" national title
and Karlosh Gomesh Prize for significant contribution to Brazilian
culture in 2007.
