YEREVAN, JUNE 17, NOYAN TAPAN. Under lack of national ideology and
ignorance of Turkish ethnophsychology Armenia-Turkey rapprochement is
beneficial for Turkey and dangerous for Armenia. Psychologist Albert
Nalchajian said at the June 17 press conference. In his words, being
influenced by the West, the Armenian political upper links are not
guided by the state interest in this issue.

A. Nalchajian also said that supporters of making relations with
Turkey more active call for forgetting the enmity, while the Turks
do not forget the past and treat the Armenians with disdain.

Political scientist Levon Shirinian attached importance to existence
of a strong state, which will make possible creation of a national
ideology.

According to the political scientist, striving for normalization
of relations with Turkey, Armenia has been involved in very
dangerous games. In L. Shirinian’s conviction, the opening of the
Armenian-Turkish border is rather economically beneficial for Turkey,
which strives for developing its eastern regions. Besides, opening
the border will contribute to implementation of pro-European policy,
as well as forcing Russia out of the South Caucasus. According to
political scientist’s prediction, as a result of border’s opening
the Russian military base and frontier troops will be withdrawn from
Armenia, after which the country will be subjected to unprecedented
pressure by Turkey. Armenia will have to concentrate its military
potential on the Armenian-Turkish border and can leave Artsakh
unprotected.

According to L. Shirinian, history confirms that the Armenian
Cause cannot have international security guarantees, as the Western
countries pursue their own interests in this issue. The only variant
of resisting possible Turkish aggression, according to him, is having
a strong state and mighty army.

BEIRUT – MP Hagop Pakradounian answered on Tuesday to MP Michel
Murr’s today’s conference and said, "We are citizens and we are free
to decide who to vote for and how to vote."

Following a meeting with Change and Reform MPs from the Tashnag
headquarters, Pakradounian said, "When someone wins, they thank us,
and when someone loses they throw insults at us."

He added that, "The Armenians voted in massive numbers during the 2009
elections, when compared to the elections in the Metn region in 2007,
and Murr has full right to challenge that."

ArmInfo. Assistant Secretary of State Phil Gordon today indicated
that the Obama Administration supports the establishment of an
Armenia-Turkey historical commission.

As Armenian National Committee of America (ANCA) reported, Gordon,
during testimony earlier today before the EuropeSubcommittee of
the U.S. House Foreign Affairs Committee, fielded a question from
the panel’s Chairman, Robert Wexler (D-FL) about how the Department
of State intends to "navigate the course of the engagement between
Turkey and Armenia so that Azerbaijan comes out a winner." In his
response to this inquiry by the Turkish Caucus Co-Chairman, Gordon
voiced support for the Armenia-Turkey "roadmap," a document publicly
welcomed by the State Department on April 22nd, noting, in particular,
a highly controversial, much discussed, but never before officially
disclosed element of this agreement stipulating the establishment of
a commission to examine historical issues between the two nation. His
comments read, in part:

"You have two parallel but separate tracks [Armenia-Turkey dialogue
and the Nagorno Karabagh peace process] going on, a Turkey and
Armenia normalization reconciliation process that we do think
isquite potentially historic, where the two countries have agreed
on a framework for normalizing their relations that would include
opening the border, which has been closed for far to long, which
would establish diplomatic relations and would provide commissions
in key areas including history, and we encourage that process and we
support it."

CONFERENCE HELD IN BEIRUT

On June 11 2009, a joint Iran-Lebanon Christian-Muslim Conference was held
in Beirut, sponsored by the Cultural Section of the Embassy of Iran in
Lebanon, the National Committee for Christian-Muslim Dialogue in Lebanon,
The Antonine University, The Arab Dialogue Group and the Centre for Studies
and Research in Religion and Philosophy.

The conference brought together Iranian and Lebanese religious leaders,
political leaders and specialists on interreligious dialogue. Among the
speakers were: Mr. Mohammed Hussein Rais Zadeh, the Cultural Attaché of
Iran in Lebanon, Dr. Mohammed Sammak (Lebanon), Dr. Rassouli Pour (Iran),
Ms. Pascal Lahoud, Sheikh Chafic Jaradi and Rev. Ryad Jarjour (Lebanon).
While the speakers addressed the topic from different perspectives, each one
emphasized the need to revitalize Christian-Muslim Dialogue both on official
and popular levels as a precondition to sustainable relations.

expert Vitaly Tretyakov said.

"Armenia is our outpost in the South Caucasus while Azerbaijan is an
important country from financial viewpoint. It has oil but I doubt
it will support Russia in case of an armed conflict," he said.

"Moscow supports both Armenia and Azerbaijan. But look what can happen
next. Azerbaijan doesn’t rule out attempt to re-gain Karabakh by use of
force. Armenians will defend their land to the death. Moscow will have
to make a choice. It’s obvious that that Russia had better cooperate
with Yerevan than Baku, as strategic allies are more important than
oil," Tretyakov said.

Moscow’s indefinite positions makes Armenia seek other outlets,
including Turkey, according to him.

"Besides, with powerful Diaspora in the United States, allows Yerevan
to think that the administration will dampen Azerbaijan’s ardor
if Russia quits the process, Tretyakov concluded, Kosmsomolskaya
Pravda reports.

YEREVAN, June 15. /ARKA/. Armeconombank (Armenia) plans to increase
its assets by 10-20 per cent this year, said Board Chairman David
Sukiasyan.

"I do not think that our assets will not undergo any essential changes,
but they will increase by 10-2- per cent. The most important thing
is that we have no problems with resources, and an increase in assets
is immediately related to the task of attracting funds," he told ARKA.

In January-May, 2009, the assets of Armeconombank amounted to 48.6bln
AMD against 49.9bln AMD at the end of last year. Sukiasyan said that
Armeconombank has sufficient funds, as well as funds from European
banks, to make necessary investments.

As regards the bank’s plans for this year, Sukiasyan reported that
the bank plans to continue new projects, including credit ones. Among
them is the Russian credit, government programs and WB credit programs.

"We must be active in crediting, which is in special demand now. The
bank implemented a moderate policy before, trying to increase its
liquid assets, whereas now we are decreasing liquid assets by issuing
credits. The market situation is getting stable now," Sukiasyan said.

The Armeconombank OJSC was incorporated on August 26, 1991. Over 75%
of the bank’s stock is held by the principal stockholders, EBRD (25%
plus one share) and the founders of the SIL Concern, the Sukias yan
family, (53.4%).

In 2008, the bank’s total capital increased by 2.6% and reached
8.364bln AMD, net profit 517.8mln AMD.

The bank has 46 branches in Armenia and in Nagorno-Karabakh Republic
(NKR).

The Observatory for the Protection of Human Rights Defenders, a joint
program of the World Organisation Against Torture (OMCT) and the
International Federation of Human Rights (FIDH), along with the Civil
Society Institute, the Helsinki Citizens’ Assembly Vanadzor Office,
the Helsinki Committee of Armenia, the Collaboration for Democracy
Centre, Transparency International the Anti-Corruption Centre and the
Foundation Against Violation of Law, express their deep concern about
the ill-treatments against human rights defender Arshaluys Hakobyan
while arbitrarily detained since June 5, 2009.

On May 31, 2009, Mr. Arshaluys Hakobyan a member of the Armenian
Helsinki Association and press photographer of the official website
of the organisation (), had monitored the elections for
the Mayor of Yerevan together with a group of observers. In their
capacities as observers representing the Helsinki Association,
Mr. Hakobyan and the group visited polling station N° 8/23 in
Malatia-Sebastia district, Yerevan.

The members and head of the electoral commission blocked their way
preventing them from carrying out the monitoring process. The group
was eventually taken outside the polling station and the doors were
locked. The observers were subsequently threatened with corporal
punishment.

Following the aforementioned incidents, Mr. Hakobyan filed a complaint
with the Special Investigation Department. On June 5, 2009, he was
summoned by the Investigation Department to give testimonies.

Nevertheless, he refused going there and stated that he would only
go to the Investigation Department provided they would hand over an
official summons. Later on, two police officers went to Mr. Hakobyan’s
with a "summons", which nevertheless contained no information about
the criminal case or the reason as to why he was being summoned.

Mr. Hakobyan refused to sign the paper alleging it was not
valid. However, after pressuring him, the police officers eventually
forced him to sign. Mr. Hakobyan, who was not wearing his contact
lenses at that time, signed in the wrong place, which made the
police officers angry. In spite of asking the police officers to
leave, the officers asked for police reinforcement, and took him
to the Police Department of Kentron District, in Yerevan, where he
underwent beatings and other ill-treatments and was denied access
to a lawyer. He was handcuffed and then taken to the Investigation
Department of Kentron District. He was subsequently charged with
"violence against a Government representative", under Article 316
part 1 of the Armenian Criminal Code.

Following questioning, he was taken to a pre-detention cell. As of
issuing this press release, Mr. Hakobyan remains detained in the
Nubarashen penitentiary institution.

On June 6, 2009, the Court of First Instance for Kentron and
Nork-Marash districts confirmed Mr. Hakobyan’s arrest as a
preventive punishment. The date of his trial is still not known as
the investigation is ongoing.

Mr. Hakobyan currently is allowed to have contacts with his family
and was granted access to a lawyer. On June 11, 2009, members of the
"prison monitoring group", composed of various representatives of
civil society, visited Mr. Hakobyan in the Nubarashen penitentiary
institution, and reported numerous injuries on different parts of
his body (legs, hands, back and head). Such injuries were reportedly
registered in a medical folder upon his arrival in this penitentiary
institution.

Our organisations express their deep concern about Mr. Arshaluys
Hakobyan’s arbitrary arrest and firmly condemn the above-mentioned acts
of ill-treatment against him, which seem to merely aim at sanctioning
his human rights activities, and call upon the Armenian authorities
to guarantee in all circumstances his physical and psychological
integrity, in conformity with the 1998 United Nations Declaration
on Human Rights Defenders, with the Declaration of the Committee of
Ministers on Council of Europe action to improve the protection of
human rights defenders and promote their activities, and with the
2007 Resolution of the OSCE Parliamentary Assembly on Strengthening
OSCE Engagement with Human Rights Defenders and National Human Rights
Institutions.

Our organisations further urge the Armenian authorities to
release Mr. Hakobyan immediately and unconditionally, to order a
thorough, immediate, effective and impartial investigation into the
above-mentioned facts, the result of which must be made public,
in order to identify all those responsible, bring them before a
competent, independent and impartial tribunal and apply to them the
sanctions provided by the law and, more generally, to put an end to
all acts of harassment against all human rights defenders in Armenia.

Our organisations also call upon the Commissioner for Human Rights
of the CoE to act in accordance with operative paragraph 4 of
the CoE Declaration on Human Rights Defenders with regards to this
situation. We further urge the European Commission Delegation as well
as European Union (EU) Member-States embassies in Armenia to call upon
Armenian authorities to comply with the relevant international norms
and standards and take action on the above-mentioned human rights
violations, in line with the EU Guidelines on Human Rights Defenders.

Matthew Bryza Has Been Recommended For Post Of US Ambassador To Azer

ArmInfo. OSCE MG Cochairman Matthew Bryza has been recommended for
the post of US ambassador to Azerbaijan. As APA reports referring to
the ‘Foreign Policy’ journal, M. Bryza was recommended to this post
by ex-Assistant Secretary General Daniel Fried. However, the source
says, both D. Fried and M. Bryza refused to give any comments in this
connection. The candidate for the post of US ambassador to Azerbaijan
has not been yet officially announced by the White House.
