/PanARMENIAN.Net/ Only 25 per cent of graduates in Armenia’s
IT sphere work in their field, participants of the forum of IT
enterprises managers, held at the weekend in the Armenian resort
town Aghveran. According to the director of the Enterprise Incubator
Foundation Bagrat Engibaryan , about 50 per cent of graduates of
technical faculties in Armenia are not interested in working in
information technology sphere, and the other half cannot get work
due to lack of proper knowledge.

In this regard, leaders of IT enterprises mentioned that the problem
is rooted in absence of cooperation between business environment and
educational system of the country. According Bagrat Engibaryan, this
problem should be solved by cooperation between these institutions,
which will also focus on enhancing professional development of
IT sphere.

WHAT RAFFI HOVANNISIAN AND OTHER LEADERS IN ARMENIA MUST DO

The Armenian Weekly in its August 31 issue reports, "David Boyajian,
long an advocate for civil rights among Armenians, will be formally
recognized by the Lowell ‘Aharonian’ ARF Committee…. [He] will
be singled out for his untiring efforts against the Anti-Defamation
League’s (ADL) denial of the Armenian Genocide and efforts to prevent
its acknowledgement." "The recognition is part of a celebration
surrounding the establishment of a New Independent Republic" and will
take place on Oct. 4 at the Saint Vartanantz Armenian Apostolic Church
in Chelmsford, Massachusetts.

Like many others who are critical of the recently announced Protocols,
Boyajian has shown his disapproval. There are many ideas that are
floating around of how to neutralize their effects and ultimately
annul them.

Boyajian has his proposal outlined in this brief.

I am hoping that Raffi Hovannisian, a member of the Armenian parliament
and the founder of the Heritage Party and ACNIS, takes these actions:
1. Resigns from the Parliament (as is reported that he will).

2. Announces that he will be a candidate for President of Armenia in
the next election.

3. Announces that if elected President he will ensure that the
so-called Turkish-Armenian "Protocols" — if passed by the Armenian
Parliament, as is widely expected=2 0to happen — are declared illegal,
invalid, and void because:

A. The current "President" and his so-called "Parliament" were
"elected" through illegitimate, rigged elections, and, therefore,
their decisions are illegitimate and illegal;

B. The Protocols contradict the legitimate national rights of the
Armenian people;

C. The Protocols contradict existing treaties and international law
regarding the genocide of the Armenian people by Turkey, as well as
Western Armenian territory, reparations, restitution, and the rights
of the Armenian people.

If Raffi Hovannisian – and, hopefully, other officials and political
parties – does all of these things, it will throw a monkey wrench into
the Protocols process and galvanize the Armenian people in Armenia
and throughout the world.

Hovannisian will outflank Armenia’s external adversaries as well
as those within Armenia who have abused their power and usurped the
rights of the people.

Hovannisian will be serving notice that the Protocols themselves are
dead and that Parliament’s passing them is, therefore, an exercise
in futility.

Hovannisian may even be elected the next President if he makes these
courageous moves. In any case, he will have made a firm and principled
stand, something that cannot be said of many other leaders in Armenia
thus far.

Armenia and Turkey will result in an open border only between
the two countries and nothing else for Armenia, Armen Rustamyan ,
representative of the supreme body of the ARF Dashnaktsutyun told
reporters.

He informed, that the border Armenia has with Turkey today is the
Turkey’s border with the Soviet Union. The Armenian-Turkish border
was recognized only by the Treaty of Kars and the ultimate goal of
Turkey at the moment is to ratify that treaty.

"Turkey wants to get from protocols the same it expected from the
Treaty of Kars, and this is the recognition of the Armenian-Turkish
border," Armen Rustamyan stressed.

Ankara seeks to formalize the Armenian-Turkish relations in its favor
in a veiled form. "Of course, the international community welcomes
the opening of the Armenian-Turkish border, because all derive benefit
from it, except Armenia," Armen Rustamyan said.

He also stressed that Armenian economy is not ready to the opening
of the Armenian-Turkish border and would face serious challenges if
the border opens.

Kind of "lull" was observed in the Armenian-Turkish rapprochement
process from April 23 to August 31. That day, through Swiss mediation,
Armenia and Turkey published the Protocols on normalizing the bilateral
relations. It was during that "lull" that the Turkish authorities
declared another initiative, which is of no less importance for the
country. The Justice and Development Party announced the initiative
to resolve the Kurdish problem as part of democratization processes
in the country. Thus, Turkey decided to normalize its relations
with Armenia simultaneously settling one of its domestic problems,
the Kurdish problem.

At present Turkey, particularly the Turkish authorities, is facing
most serious challenges. Time will show how serious are the country’s
authorities intentions to resolve the two acute problems. Until
recently, instead of resolving them, the Turkish authorities have
been struggling against both for many years, wasting huge funds and
efforts. According to some information in the Turkish press, Turkey
has spent a total of U.S. $420 billion to flight against Kurdish
insurgents over the last 30 years, to say nothing of millions spent
on anti-Armenian propaganda at the international level. Moreover,
various external forces regularly use now the Armenian factor now
the Kurdish one to exert pressure on Turkey. By settling the issues
Turkey will, to a certain extent, "get rid of the diktat." Furthermore,
on one occasion Turkish Vice-Premier Bulent Arınc stated that, as
soon as the issues have been settled, no one will be able to block
Turkey’s way, and the country will become more than a regional force.

The issue of normalizing the Armenian-Turkish relations and the Kurdish
problem seem alike in Turkey. The Turkish Opposition is vigorously
opposing both the initiatives. The only difference is that internal
pressure is being exerted on the process of resolving the Kurdish
problem, whereas the Armenian-Turkish rapprochement process in mainly
under external pressure.

This year the intensely hot summer in Turkey saw no less intense
political developments. The trials of the Ergenekon case, the plan
of destroying the Justice and Development Party and Fethullah Gulen
published in the press, a criminal group exposed in the Turkish
Navy… And, with the resultant domestic political clashes, the
official statements on the possible settlement of the Kurdish problem
made by Turkish President Abdullah Gul and Prime Minister Recep
Erdogan. Several months ago the Turkish President stated progress was
expected in the Kurdish problem. Late this July, while in Kayseri,
his home town, the Turkish leader stated that the Kurdish problem
would be resolved in Turkey as a result of democratization.

The Turkish Premier too made repeated statements on the Government’s
plans to resolve the problem. He stated that the details would be known
before the end of this year. The Turkish Premier also stated that the
problem would be resolved as the role of democratic values enhances in
the country. In this context, Premier Erdogan agreed to meet with the
only Kurdish member of the Turkish Grand National Assembly, Chairman
of the Democratic Society Party Ahmet Turk. The Opposition was highly
critical of that meeting and charged Erdogan with having actually
met with the Kurdistan Workers’ Party (Parti Karkerani Kurdistan,
PKK). Thus, the Opposition identified the PKK with the Democratic
Society Party. Moreover, disregarding the Opposition’s charges,
Erdogan stated that he would carry the plan through at any cost. And
even after the clashes with Kurdish insurgents on September 8 claimed
the lives of eight Turkish servicemen, Erdogan stated that nothing
would stifle the settlement initiative.

Two Turkish political parties are severely critical of the initiative:
Deniz Bayka, Chairman of the Republican People’s Party (Turkish:
Cumhuriyet Halk Partisi or CHP), and Devlet Bahceli, Chairman
of the Nationalist Movement Party (Turkish: Milliyetci Hareket
Partisi, MHP), pronounced against Erdogan’s initiative. Devlet
Bahceli brought an especially grave charge against the Turkish
Premier – ones of "partitioning" the country. The recriminations
of Erdogan and Bahceli are even getting funny now! As part of the
settlement plan, the Turkish leader Abdullah Gul, who visited the
settlement of Guroymak (Kurdish: NorÅ~_în) is a district of Bitlis
Province, Turkey, densely populated with Kurds, called it NorÅ~_în
thereby provoking a new storm of charges on the part of Opposition,
particularly Devlet Bahceli. Erdogan immediately responded, stating:
"Alp Arslan conquered Manazkert (also Malazgirt, Malâzgird), but
did not rename it though it was an Armenian name. So are you more
of a nationalist than Alp Arslan? The founder of the Ottoman Empire,
Osman, conquered Bilecik, but did not rename it. So are you more of a
nationalist than Osman? Mustafa Kemal Ataturk made Ankara the capital,
but did not rename it despite it is a Latin name. So are you more of
a nationalist than Ataturk?"

In their turn, the lawyers of the Justice and Development Party, who
studied the charges Bahceli brought against Erdogan and his party,
decided to lodge two claims against the leader of the Nationalist
Movement Party – one on behalf of Recep Erdogan and the other on
behalf of the party itself. A little later, the Parliament members
of the Justice and Development Party lodged a claim against their
colleagues representing the Nationalist Movement Party.

The PKK leader Abdullah Ocalan, who has been imprisoned by the
Turkish state since 1999 on İmralı Island, helps the settlement
initiative with his advice. He addresses regular messages to his
"companions-in-arms" through his lawyers. This summer Ocalan stated
he was preparing "a roadmap" for settling the Kurdish problem and
was going to present it soon. Late this August Ocalan’s lawyer
stated that on August 20 the "roadmap" was presented to the prison
administration on August 20 and, after permission has been received,
would be published. In one his messages Ocalan said that Kurds did not
seek independence. Rather, they only wanted the Government to recognize
them and they were ready to recognize the Government. According to
him, Kurds would have two homelands, Turkey and Kurdistan. As part of
Turkey, Kurdistan must have extensive powers. The "Ocalan-authored"
roadmap is, according to him, is a 760-page document.

On the other hand, Ocalan is "famous" for his "original" statements
and publications. Specifically, he stated that the Turkish President
and Premier asked his help in resolving the Kurdish problem. And,
a rather strange coincidence: both Abdullah Gul and Recep Erdogan,
who were in different places at the moment, simultaneously refuted
that statement. Of interest is also Ocalan’s response to the fierce
opponents of the settlement of the Kurdish problem, Devlet Bahceli and
Deniz Baykal. Addressing Bahceli, Ocalan said: "If forty million Kurds
rise the State will come to its end." One of the Democratic Society
Party members stated he would demand the separation of Kurdistan
unless the Kurdish problem was resolved. Ocalan disliked the term
"separation" and stated the party members did not understand what they
were saying. He asked Premier Erdogan to speed up the settlement
process. The Turkish press reported that the Turkish National
Intelligence Service (Turkish: Milli Istihbarat Teskilati, MIT) was
maintaining close contacts with the Imrali Island prisoner. The MIT
disliked Ocalan’s roadmap, which was remitted to revision.

The only Kurdish party, DTP, with its 22-member- faction, is actively
contributing to the settlement of the Kurdish problem. The DTP
leader Ahmet Turk voiced his support for the Government-announced
initiative. However, he stated that the key to the settlement of the
Kurdish problem is in Ocalan’s hands and urged the Government to take
the fact into account.

The Turkish Opposition represented by the CHP and MHP is rather
hostile to the Democratic Society Party (DTP) – they believe it to be
supportive of a terrorist organization. In response, at Kurdish rally
in Van early this September, the DTP leader Anmet Turk addressed Devlet
Bahceli and Deniz Baykal, stating they were incapable of anything even
"of being shepherds."

The development of the initiative to resolve the Kurdish problem is
accompanied by events that could hardly be imagined over the last
ten years. The Kurdish language had been forbidden until 1991 in
Turkey. From now on, however, departments of the Kurdish language and
literature are to be opened at Turkish universities, which has been
approved by President Abdullah Gul. In the eastern parts of Turkey,
the military posts have been removed – for many years they have been
checking all the vehicles. In some south-eastern regions of Turkey
the names of streets can now be seen in three languages: Turkish,
Kurdish and Arabic. The Diyarbakır police stated they realize the
need for knowing the Kurdish language. The military band of the local
garrison participated in a function arranged in Diyarbakir early
this month. Among other songs the band performed the well-known
song "Cane-Cane" authored by brother of the leader of one of the
PKK chapters.

The latest developments in Turkey, as well as the authorities’ plainly
stated intentions to resolve the Kurdish problem at any cost, are
evidence that the ruling forces will have to stand serious trials. A
considerable part of Turkish society will support the authorities’
initiative, viewing it a hope for peace in Turkey. Thousands of parents
sending their sons to the Turkish army fear lest they fall victim to
clashes with the PKK militants. In turn, many Kurds believe Erdogan
will resolve their problems and peace will be established. Of course,
some Kurds are distrustful and believe the developments to be another
"simulation." So we can conclude that the Turkish Government’s
initiative to resolve the Kurdish problem has already brought
about some improvements in the Turkish regions densely populated by
Kurds. However, it is not yet clear how well the Turkish authorities
will progress, considering the fact that they have yet to resolve
another problem, namely, normalizing relations with Armenia.

37 Killed At Kazakhstan Drug Treatment Center

37 KILLED AT KAZAKHSTAN DRUG TREATMENT CENTER

Fire roared through a drug treatment centre in Kazakhstan killing 37,
foreign media reports. Earlier it was reported 38 people died.

According to official sources in Kazakhstan 41 people have been
evacuated and 14 of them taken to hospital.

The blaze broke out at about 5.30am local time and quickly spread. The
cause of the fire was not immediately known.

Shushi vocational school renovation tender results are summed up in
Nagorno-Karabakh. It is planned to transform the vocational school
into a national museum. The call for competition was announced by
RA and NKR Ministries of Urban Development. Architects from the two
Armenian states participated in the contest.

Deputy Minister of Urban Development Artur Manukyan said the best
materials of the last two- years’ modern Armenian architecture will
be exposed on September 14-21 among them those on renovation of mid
XIX century Shushi vocational school. Poll will be available as the
exhibition administration is interested in public feedback concerning
the presented projects. It is expected that the school renovation
works will start in 2009.

The vocational school of Shushi is ranked as Nagorno-Karabakh historic
monument.

Female students in Tashkent who wear the hijab are being harassed by
school administrators, a human rights group claims.

Veritas, a member of Rapid Response Group Uzbekistan, says it
has documented "multiple cases" where students were humiliated,
bullied or expelled because they refused to remove their scarves,
the CA-News.org news agency reported on September 14.

Tashkent introduced a temporary ban on hijab during the recently
celebrated 2200th anniversary of the city. Authorities justified the
move as a temporary measure undertaken for "public safety reasons."

European Youth Championship in Yerevan, defeating Czech Lukas
Krpaleka.

Elmar Gasimov reached the final of Euro 2009, having combats
consistently with Frenchman Clement Dervaux – in 1 / 16 finals,
Austrian Gabor Geyer – to 1 / 8, Belorussian Anton Matselevichem – in
1 / 4, and finally the Pole Tomasz Domanski in the semifinals.

Les fantômes de la "saison turque"

Culturesfrance frappé d’amnésie

Après tout, qui se souvient du massacre des Arméniens ? ", lançait
Hitler aux commandants en chef de l’armée allemande le 22 août 1939,
quelques jours avant l’invasion de la Pologne. Cette question terrible
pourrait être posée à Culturesfrance, l’opérateur délégué des
ministères des affaires étrangères et de la culture chargé de la
saison turque en France (juillet 2009-mars 2010).

En effet, on cherchera en vain à l’affiche de cet événement, qui
revendique plus de 400 manifestations et débats sur la Turquie, la
moindre allusion au premier génocide du XXe siècle. Ce silence est
trop systématique pour ne pas être suspecté de complaisance envers les
pires turpitudes de l’Etat turc. Il questionne d’autant plus que ce
crime sur lequel s’est construite la Turquie moderne fait l’objet d’un
négationnisme officiel contre lequel ont réagi près d’une trentaine de
pays dans le monde (dont la France en 2001) en reconnaissant le
génocide des Arméniens.

Ce black-out contraste en outre avec le début de prise de conscience
qui est en train de s’opérer dans ce pays à la faveur d’une pétition
lancée par quatre intellectuels turcs, qui, tout en contournant le mot
génocide (dont l’emploi est susceptible de poursuites avec l’article
301 du code pénal), demandent " pardon " aux Arméniens. Alors pourquoi
ce mutisme à contre-courant, alors que, par ailleurs, les initiateurs
de cette pétition sont mis à contribution, sur d’autres thématiques,
dans les différents débats qui émaillent la saison turque ?

Faut-il en déduire que Culturesfrance instrumentalise cette partie "
présentable et exportable " de l’intelligentsia du pays pour offrir au
public français l’image d’une Turquie moderne et sans tache ? Mais que
parallèlement elle a fait sien le " tabou arménien " entretenu comme
un abcès de fixation par l’Etat turc nationaliste et réactionnaire ?
Une approche qui va contre le sens de l’histoire, à l’heure où les
dirigeants turcs, tenant compte de la pression internationale et de la
promesse (menace) de Barack Obama de faire reconnaître à son tour le
génocide par les Etats-Unis, viennent d’accepter de créer avec
l’Arménie, dans une tentative de normalisation, une " commission à
dimension historique ".

Ainsi, l’amnésie organisée de cette saison, qui va jusqu’à
l’effacement des caractéristiques arméniennes de la Turquie, maltraite
ici une culture qui souffre déjà de discrimination là-bas. Cette
attitude n’honore guère les valeurs de la patrie de Descartes et des
droits de l’homme.

Mais l’objectif revendiqué de cette saison, qui intervient dans la
foulée de l’Année de l’Arménie (juillet 2006-2007), comme une
tentative maladroite de compensation, demeure loin de ce type de
considérations. Cette saison ne vise-t-elle pas surtout à restaurer
l’image d’une Turquie noircie par le génocide, le négationnisme,
l’oppression de ses minorités, les bombardements contre les Kurdes,
l’occupation de Chypre et un blocus impitoyable sur l’Arménie ? Une
Turquie que les dirigeants actuels essayent tant bien que mal de
libérer de quatre-vingt-dix ans de kémalo-fascisme pour y substituer
un " islamisme modéré et tolérant " et dont les tentatives ne seront
pas favorisées par les faiblesses de Culturesfrance envers les péchés
du nationalisme turc.

Dans son article de présentation ("La longue marche vers l’Occident"),
le site Internet de la saison turque caviarde encore les cadavres
des minorités chrétiennes qui jonchent cette " longue marche ". Les
évoquer serait montrer que cet Etat, qui a pour ambition d’intégrer
l’UE, a commencé par tuer ce qu’il y avait de plus européen en lui, en
termes culturel, sociétal et religieux. Mieux vaut donc taire cet
aspect des choses qui cadre mal avec les clichés utilisés par Ankara
pour fustiger, au nom de la diversité, le " club chrétien " que serait
l’Europe et pour incarner, la main sur le coeur, le droit à la
différence ! Un comble.
