ARMENIAN PRESIDENT VISITS YEREVAN THERMAL POWER PLANT

YEREVAN, September 28. /ARKA/. On Saturday President Serzh Sargsyan
visited the Yerevan Thermal Power Plant to observe the construction
of the new power unit of the plant the presidential press service
said to ARKA.

The construction of the new power unit began on July 30 2008 and is
to be completed by April 2010.

The construction of the new power unit will allow to raise the
reliability of Armenia’s power grid, to optimize energy flows, which
will in turn cut energy losses at energy distribution stations,
the presidential press office said.

Speaking to journalists on the site, Energy Minister Armen Movsisyan
said 75% of the construction work was over. "It will be a modern
plant with a 272 MW installed capacity to generate electric power at
twice-reduced consumption of gas’ the minister said.

"The modern European technologies will enable to half the consumption
of natural gas which is crucial under the price increase," the
minister said, adding that the price policy as well as generating
capacity will be effective and flexible.

The Japanese Bank of International Cooperation (JBIC) provided Armenia
with a $240 million loan to back the construction of the combined-cycle
power plant.

Construction process, from design to material and equipment procurement
to engineering and installation is being handled by Korean GS Engine
ering & Construction firm that won a US$218 million project from
Yerevan Thermal Power Plant.

The Yerevan Thermal Power Plant was built in 1963-64. Its designed
capacity is 550 megawatt.

Currently only one of its seven units with a 50 megawatt capacity
operates.

called on the heads of service providing organizations to keep the
city clean during the celebration of "Erebuni-Yerevan" festivity which
will take place on October 10 devoted to 2791 anniversary of the city,
informed the official site of Yerevan Municipality.

It says that during the meeting Beglaryan presented the details of the
forthcoming event, particularly measures of improvement of services
and arrangement of green zones. "I am sure that all of you want to
make your own contribution. That is why we cooperate with each other",
said Beglaryan.

YEREVAN, SEPTEMBER 28, ARMENPRESS: 2009 was a difficult year and
the economy totally suffered the impact of the crisis. The Armenian
government has worked and continues to work in the crisis conditions
which had a notable impact on the policy of the government as well as
on the budget drafting. During today’s extraordinary session of the
Government on the discussion of the draft state budget 2010 Armenian
Finance Minister Tigran Davtian informed that the Budget 2010 has been
formed based on the already recorded economic indexes and predictions
for the end of the year and the next year.

According to T. Davtian the registered 18.5% GDP fall is intended to be
reached to 15% by the end of the year. The Minister said that certain
tendencies of stabilization of the economy were noted yet in August,
which are intended to be continued and made more vivid at the end of
the year.

According to the predictions at the end of 2009 the GDP will reach
nearly 3 trillion 116 billion drams for nearly 15% less over the same
index in 2008. The volumes of taxes have notably decreased; at the
end of the year they will reach 510-530 billon drams instead of the
intended 727 billion. Reduction of nearly 200 billion taxes has its
negative impact. To cover the gap between the planned expenditures
and budget revenues the Government undertakes steps to boost the
economy. The Minister assured that the intended expenditures were on
the whole implemented.

The budget expenditures intended for the running year will reach
900-910 billion drams instead of the planned 945 billion. They will
mainly be implemented through the budget revenues and credit means
involved from the international institutions.

The Minister explains suspension of certain expenditures during
this year with the intention to make the budget procedures more
controllable, with which an intention is also made to balance the
reduction of volumes of taxation. Those expenditur t have a significant
impact on the economy.

T. Davtian said that according to the predictions the budget deficit at
the end of this year will reach 7%. He reminded that the legislative
body has passed a law increasing the upper bar of the budget deficit
to 7.5%. The Minister assured that everything is done to preserve
the deficit on the intended level.

"2009 is a rather tensed year; we have serious tasks to draw the
economy out of this situation. In this condition the Government
carries an expansion policy, which was on the whole successful. At
present the economy of Armenia is controllable and predictable. The
crisis has not ended yet but the tendencies of stabilization of the
economic fall are obvious," the Minister said.

The International Day of Tourizm will officially be celebrated in
Armenia for the first time. On that occasion this evening will take
place an event dedicated to the international day of Tourism and a
ceremony of awarding the people who has had their input in the sphere
of tourism.

As the RA Economy Ministry informs in the event will take part the
RA Prime Minister Tigran Sargsyan who will pass the letters of thanks
to the people who have had their contribution in the sphere of tourism.

The RA Minister of Economy Nerses Yeritsyan will award present a
golden medal to some of the representatives of the Tourism sphere
(released for the first time), he will as well encourage them by the
letters of thanks of the Economy Minister.

On the event will be present Ministers, deputies, representatives
of tourism production (tourism operators, hotels, air companies,
tour guides, and educational institutions), governmental and private,
scientific and educational institutions, international organizations,
and representatives of Mass Media.

The international day of tourism is being celebrated every year on
September 27 since 1979, when in 1979 during the 3rd session the
executive council of Tourism International Organization suggested to
celebrate the day of accepting the charter of Tourism International
Organization (September 27, 1970).

The International Day of Tourism is aimed at improving the awareness
of the international community about tourism, its social, cultural,
political and economic importance.

received the newly appointed Ambassador of Russia to Armenia,
Vyacheslav Kovalenko.

The Armenian defense minister congratulated the Ambassador with
assuming the new office and expressed hope that during his diplomatic
mission ties between the two friendly nations and Russian-Armenian
cooperation in the strategic spheres will strengthen.

The officials discussed issues of participation of Armenian and
Russian military units in the excercises of the CIS rapid reaction
forces, to be held from October 1 to 16 in Kazakhstan, creation of a
modern language laboratories for teaching the Russian language in the
RA defense ministry, as well as rehabilitaiton in Gyumri the monument
to Russian soldiers died in the Russian-Turkish war of 1777-1778.

The Armenian-Turkish relations are only a component of the problems to
be resolved in the South Caucasus. In this respect, Turkey views the
issue as a whole seeking the resolution of the problems in the region,
Mehmet Ali Å?ahin, Speaker of the Turkish Parliament, told
reporters in Baku, Azerbaijan.

According to him, the Turkish President, Premier and Minister of
Foreign Affairs daily inform Azerbaijani officials headed by President
Ilham Aliyev of the process. Turkey will never take any steps tat
would run counter to Azerbaijan’s interests, Mehmet Ali Å?ahin
said. He assured the Azerbaijani people of Turkey’s friendly attitude

YEREVAN, September 26. /ARKA/. Armenian-Russian intergovernmental
commission has discussed economic cooperation at its 11th session in
Yaroslavl, Russia, Armenian governmental press office reports.

Before opening the session the commission co-chairs ` Armenian Prime
Minister Tigran Sargsyan and Russian Transport Minister Igor Levitin
had a closed-door talk.

Opening the session, Levitin said that an international forum focused
on the global crisis was held in Yaroslavl recently.

The minister said that global economic stability is going through trial
now.

The Armenian premier thanked Russia for cordial reception and
invitation for celebration of the city’s 1000th anniversary.

Speaking about bilateral economic cooperation, Sargsyan said that
economic developments in Armenia are similar to those in Russia,
because `our economic systems are interdependent and integrated’.

`Armenia has over 1,000 companies with Russian capital. Energy systems
and transportation links are connected with Russian economy’, the
premier said.

He said that the crisis has stricken hard at Armenian economy in the
first half of this year, but now it can be placed on record with
cautious optimism that some signs of economic growth are already
visible.

It means the government’s bailout steps have produced results.

Every three months, Aragatzotn Regional Governor Sargis Sahakyan
arranges public receptions where citizens can come and present their
views and grievances directly to the person in charge of their
region. On September 10, Mr. Sahakyan visited the town of Abaran,
Aragatz on the 17 and Talin on the 24.

These local `town hall meetings’ afford citizens the chance to speak
with the regional governor close to their own communities and not have
to travel miles to the regional center in Ashtarak.

Thirty-two citizens showed up at the Abaran meeting. Seven had issues
related to housing construction or renovations. I was suggested that
these people get included on the lists of people in need of housing
organized by `Forward Armenia’ and Prosperous Armenia Party.

Many showing up at the receptions were those in need of financial and
medical assistance. Seven individual with college degrees showed up
looking for work. The applications of two were accepted and the others
placed on a waiting list.

In Talin, 82 people attended the town hall meeting and those hailing
from outlying villages complained about hail and rain damage to their
crops and the fact that they have no fuel for the coming winter.

Assistance to the tune of 1.4 million AMD was distributed over the
course of the three receptions.

With the publication on August 31 of the agreement negotiated between
Turkey and Armenia on the establishment of bilateral relations,
Armenian society naturally began an intensive debate about the
agreement.

A vigorous debate about the first Armenian-Turkish agreement is not
only natural; it is useful. It gives us an opportunity to reaffirm
certain values and also to rethink some assumptions.

Thus, Armenians in Armenia and the diaspora alike are reaffirming a
commitment to cultivating healthy relations with neighboring states.

Likewise, Armenians in Armenia and the diaspora alike are reaffirming
a commitment to pursuing universal affirmation of the Armenian
Genocide – and restitution for the people, the civilization, and the
patrimony destroyed by the Turkish state.

At the same time, Armenians are rethinking the assumption that Turkey
and Azerbaijan necessarily share the same interests and will always
cover for each other. Of course, Turkey will have to provide more
evidence of its commitment to its stated foreign policy of zero
problems with neighbors, but Armenians stand ready to consider that
evidence in good faith.

Another assumption long held is that the route to Turkey’s recognition
of the Armenian Genocide will go through recognition of the Genocide
by world powers. It is now possible to conceive of alternative
scenarios. These will become more credible if Turkey takes specific
steps like decriminalizing acknowledgement of the Genocide.

While this debate continues in Armenian society, a couple of
tendencies ought to be avoided.

One thing to avoid is making personal attacks. In the face of
President Barack Obama’s ambitious agenda – addressing the financial
and economic crisis he inherited and putting into place more effective
government oversight of financial institutions, winding down the
occupation of Iraq, intensifying the Afghanistan war, and calling for
massive changes in the U.S. healthcare system, among other things –
some of his opponents have taken the low road of questioning his
character and his patriotism. Armenians need to avoid taking that
road, which is a poor and ugly substitute for debating the substance
of issues.

Another thing to avoid is self-depreciation. How often do we hear
people saying "Armenians are naïve; Turks are clever." We really
need to respect ourselves and give ourselves the benefit of the doubt.

In this matter, the Armenian government has an important role to
play. It needs to engage and persuade civil society. Just as President
Obama has taken to the airwaves to explain his policies, advocate for
them, and respond to his critics, Armenia’s President Serge Sargsian
has begun an intensive outreach effort. Having called for such an
effort in our recent editorial, "A time for more public diplomacy,"
(July 18), we are pleased now to welcome it.

The president invited the leaders of all of Armenia’s political
parties to a lengthy consultation. He met with the heads of media
organizations last week. He is heading out to the Middle East, Europe,
and the United States to consult with the leaders of community
organizations. He cannot expect to persuade everybody, but most people
will listen respectfully and make the effort to understand the
president’s policy choices. He, in turn, will have a chance to hear
people’s concerns and – in a manner analogous to President Obama –
consider reflecting them in his policies.
We look forward to continuing this engagement.

KASPAROV BEATS KARPOV 6-2 IN BLITZ MATCH

History repeated itself in Valencia this week with Karpov and Kasparov
meeting each other behind the chess board again, and the third day
repeated what we had seen in the rapids: quite a sharp Garry Kasparov
easily beating a slow Anatoli Karpov, who just couldn’t handle the
clock. The 6-2 in the blitz brought the final score on 9-3 for
Kasparov.

On a question from a journo, which came down to "what’s next",
Kasparov said he’d simply go back to Moscow and return to his life as
a political activist. "This was just an exhibition match to promote
chess. I think we succeeded."

The Valencia match has merely confirmed what we already knew about
Anatoli Karpov: he hasn’t been spending much time on chess in recent
years, and therefore his level of play is slowly getting worse,
although he’ll never lose his beautiful, classical style and
occasional brilliance. Garry Kasparov, who is said to play online
regularly, who is still busy writing about chess and who has started
working with Magnus Carlsen, still plays at a high level, and hasn’t
lost his attractive, dynamic style either, chessvibes reports.
