Starting from July 2027, families with six or more minor children in Armenia will be able to purchase an apartment or build a house in the marzes with a full subsidy from the state, within the framework of the defined financial support.
4 million drams are planned for each child, and in case of choosing a rural settlement, the family will receive another 4 million drams. At the November 5 session, the government approved the new housing provision program for families with many children.
Minister of Labor and Welfare Arsen Torosyan said that the basis of the initiative is the citizen’s letter addressed to Prime Minister Nikol Pashinyan, in which the latter asked for support for his large family. According to the minister, according to the data collected from the communities, there are 643 families with six or more minor children in Armenia, most of which are included in the social security system.
“We give a certificate of four million drams for each child to those families that will have six or more minor children as of July 1, 2027, which can be used to build a house or buy a house through a bank mortgage […],” said Torosyan.
Thus, a family with six minor children will receive 24 million drams of support, a family with seven children – 28 million, and a family with eight children – 32 million drams. In case of settling in a rural settlement, the additional 4 million drams planned will be able to be used to purchase a plot of land or agricultural land for building a house.
The program envisages mortgage lending with a ten-year repayment period without advance payment. The state will subsidize both the principal amount of the loan and the interest, within the limits of the specified amount of support and interest rates.
All family members must be citizens of Armenia to benefit from the support. The total amount of declared income of the beneficiary, and in the case of a registered marriage, also of her husband, of the previous year should not exceed 10 million drams. Property restrictions are also planned. within two years prior to applying, the relevant family members should not have owned residential real estate with a cadastral value exceeding 50 million drams, under the terms of ownership defined by the program.
The apartment to be purchased or built must be located in one of the regions of Armenia, and the living area for each family member must not be less than 10 square meters.
During the discussion, Prime Minister Nikol Pashinyan proposed to link the program with the government’s initiative to build 300 schools and 500 kindergartens. According to him, it is necessary to create additional incentives so that families with many children settle in communities where new schools and kindergartens have been built, but the number of students is not sufficient.
“It is very important that we can direct the program and attach it to the newly built schools,” Pashinyan said.
The Prime Minister also emphasized the role of education in overcoming social insecurity.
“We know a way to stop this chain, it is education,” he said.
Torosyan said that the ministry will consider additional mechanisms to encourage large families to settle in settlements with newly built schools. They are not yet a prerequisite for an approved program.
At the meeting, Pashinyan also referred to the 16 million dram housing support program operating in the border settlements, noting that the government should monitor how well the houses built with this support are actually inhabited.
According to the rationale of the new program, a total of 4,267 children live in 643 families with six or more minor children in Armenia. According to the government’s calculations, if all families apply for support and half of them choose rural settlements, a maximum of 31.9 billion drams will be required from the state budget in the next ten years.
The program will enter into force on July 1, 2027. Applications will be accepted electronically until December 31, 2029. Implementation of the project will be entrusted to the Unified Social Service.
