“It took state bodies 24 hours to issue an official statement regarding an Azerbaijani citizen who crossed the Armenian border in the direction of Tavush the previous day.

For an entire day, ordinary citizens, local officials, and the press were discussing and reporting on this border crossing, even though there was never any need to ‘search’ for the Azerbaijani citizen in the first place.

This reflects the authorities’ level of competence in information security – a situation in which basic operational responsiveness and mechanisms for managing information-related risks are entirely absent.”
