In the process of Armenia-Azerbaijan demarcation, the issue of enclaves and exclaves still remains open, but the parties are inclined to the idea that such a territorial format should be abandoned altogether. RA Prime Minister Nikol Pashinyan announced this during a briefing held in the government.
The head of the government emphasized that there are no final agreements on this issue yet, but the contours of the future solution are already being marked. “As for the issue of enclaves, that topic has always been present. Another thing, was there an agreement regarding it or not? At this moment there is no agreement either, but I feel that the understanding is such,” the Prime Minister noted.
It refers to the units of Kyarkhi, Barkhudarli, Sofulu, Askipara and Arsvasheni. Nikol Pashinyan suggested not to consider the issue exclusively through the prism of legal terminology, putting forward the idea of actually “relocating” the settlements and joining them to the territory of the states. “The idea is that after the border demarcation there is no enclave-exclave on both sides,” he explained.
Using the example of Artsvashen, the Prime Minister explained how this mechanism can work in practice. The village will not be closed, but will be “re-created” in such a way that the presence of another state’s territory between the village and Armenia is excluded. Pashinyan emphasized the illogicality of the situation when the resident will have to cross four borders to reach his home.
At the same time, the head of the government admitted that the implementation of this concept is associated with serious technical, communication and legal complications. In particular, the problems of water supply and accurate mapping need to be solved.
“Well, how will it be, will it be with a referendum or without a referendum?” I cannot answer all those questions now, because it is also a matter of legal analysis, I am talking about a possible political solution,” concluded Nikol Pashinyan.
