On his Facebook page, Nikol Pashinyan referred to the peace process, detailing what peace should look like after the signing and ratification of the Armenia-Azerbaijan peace agreement.
“Armenia should have an area of 29,743 square kilometers. The delimitation and demarcation of the borders based on the Alma Ata declaration should take place according to this logic. The issue of enclaves and exclaves should be resolved by the following formula: there should be no enclaves and exclaves on either side of the border, that is, the two countries, Armenia and Azerbaijan, should exchange territories of corresponding exact sizes. All roads and channels of communication should be open within the framework of the TRIPP project and not only,” today, October 14, on his Facebook live broadcast. said Nikol Pashinyan.
What territories does Azerbaijan have in Armenia that Nikol Pashinyan is going to exchange with Azerbaijan, was this statement largely related to Tigranashen?
international scholar, Menua Soghomonyan, a member of the “HayaVote” national-civic association reacting to Pashinyan’s statement, he first noted that Azerbaijan does not have any territory in the Republic of Armenia, the so-called “enclaves” are not enclaves, they are not territories belonging to Azerbaijan.
“We have repeatedly made statements and commented on all this. Even if we take as a basis the period of the collapse of the Soviet Union and if we take as a basis that the Republic of Armenia is in the territories of Soviet Armenia, and Azerbaijan is in the Soviet Azerbaijan, then Soviet Armenia has never transferred any territory, be it Tigranashen, Verin Voskepar, or the territories adjacent to Azatamut village, to Armenia by any act in accordance with the laws of the USSR. There is no legal basis for the so-called “enclave map”. 168.amMenua Soghomonyan mentioned in a conversation with
According to him, if in the past there was a kolkhoz under the administrative management of any Azerbaijani region or regional center, this does not mean belonging to Soviet Azerbaijan. Therefore, with today’s announcement, Nikol Pashinyan once again exceeded his authority, ascribing to himself the exclusive authority of the Armenian people in terms of making some changes related to the territory of Armenia.
Menua Soghomonyan answered the question: if Tigranashen really surrenders tomorrow, what will both the collective opposition and the people have to do?
“It’s very clear: action is one thing, ability is another. What needs to be done is to remove Pashinyan from power, he is illegitimate. As a result of these elections, the number of mandates received by the CP was obtained illegally, therefore, the decisions made by it are not legitimate. He rules the country de facto, not de jure, and he does it by violence, using the power bodies, as well as the support of some external actors, first of all, Azerbaijan and Turkey. In this regard, of course, the opposition, the Armenian people and everyone in general have work to do, the ability is another issue, which is related to both the international situation and the ability to form political leadership.”
As for how realistic and possible all this is at the moment, the international expert answered: unfortunately, there are no grounds for optimism at the moment, but the situation can change and develop dramatically.
“Nothing is excluded, we just need to fix the need for all political forces who do not agree with all of this, who understand that this is a catastrophic situation and that the sovereign territories of Armenia are being donated to Azerbaijan, to remove themselves from all agendas and have a series of consultations, so that they are ready to implement the change of power without shocks in the appropriate situation,” Menua Soghomonyan emphasized.
Let’s remind that Nikol Pashinyan touched on the issue of Tigranashen several times. Still on August 21, during a briefing in the Government, Nikol Pashinyan specifically regarding Tigranashen had said.
“We, Armenia and Azerbaijan, established peace on the basis of the 1991 Almaty Declaration. At the time of the adoption of the Almaty Declaration, there are maps showing the territories of Armenia and Azerbaijan, and it was with those maps that we carried out the demarcation in the Kirants region. The understanding is that we should continue the demarcation process with those maps. Now, according to those maps, Artsvashen is the territory of Armenia, and Kyarki, Barkhudarlu and Askipara are not the territory of Armenia. This is a fact that we have to deal with. What is our perception now? should this issue be resolved or not?
Yes, this issue should be resolved. Is there a way to resolve these issues militarily? no, there is no such option.
Solving issues by military means is a thing of the past and a closed page. 1991 Almaty Declaration. The territory of Armenia is 29,743 square kilometers. In those 29,743 square kilometers, Artsvashen is included, naturally, as our exclave. Azerbaijani enclaves located in our territory are not included, therefore, these areas are outside the calculation of 29,743 square kilometers, but as a result of demarcation processes, the territory of Armenia should be 29,743 square kilometers.
